This article is devoted to the issues of the role of Mahalla in the development of society, strengthening the place and role of self-government bodies of citizens in political processes, turning them into a local structure that provides real support and assistance to the people, expanding the direct participation of self-governing institution in ensuring public order and security. Moreover, the author analyzed the features and results of new reforms in Uzbekistan carried out in the economic, social, political spheres to increase the role of self-government bodies. In addition, the scientific work presents some proposals for enhancing the socio-political activity of Mahalla, strengthening their role in managing the state and society.

Abstract This article contributes a securitisation-based, interpretive approach to state weakness. The long-dominant positivist approaches to the phenomenon have been extensively criticised for a wide range of deficiencies. Responding to Lemay-Hébert's suggestion of a ‘Durkheimian’, ideational-interpretive approach as a possible alternative, I base my conceptualisation on Migdal's view of state weakness as emerging from a ‘state-in-society's’ contested ‘strategies of survival’. I argue that several recent developments in Securitisation Theory enable it to capture this contested ‘collective knowledge’ on the state: a move away from state-centrism, the development of a contextualised ‘sociological’ version, linkages made between securitisation and legitimacy, and the acknowledgment of ‘securitisations’ as a contested Bourdieusian field. I introduce the concept of ‘securitisation gaps’ – divergences in the security discourses and practices of state and society – as a concept aimed at capturing this contested role of the state, operationalised along two logics (reactive/substitutive) – depending on whether they emerge from securitisations of the state action or inaction – and three intensities (latent, manifest, and violent), depending on the extent to which they involve challenges to state authority. The approach is briefly illustrated through the changing securitisation gaps in the Republic of Lebanon during the 2019–20 ‘October Uprising’.

The implementation of the comprehensive national defense system in Latvia marks a new turning point in the relationship between the state and society – instead of being consumers of the security and defense provided by the state, every inhabitant of Latvia must become an active contributor to the natio-nal defense system. Thus, the society’s willingness to defend the state becomes an essential element in the successful implementation of the comprehensive state defense system. This article analyzes the different views of Latvian and Russian-speaking population on issues that affect the willingness to defend the state, as well as evaluates the role of intercultural communication for informing public and increasing the involvement in the comprehensive national defense system.

Resumen: Antecedentes y Objetivos: La avena de mar, Uniola paniculata, se distribuye en el Caribe, los Estados Unidos de América y México. El objetivo de este trabajo es reportar su presencia y registro en el estado de Campeche, México. Métodos: Se colectaron ejemplares de la familia Poaceae creciendo en una duna frontal al suroeste del estado de Campeche, específicamente en la Isla del Carmen. Las colectas fueron procesadas y herborizadas, para su conservación e identificación.Resultado clave: Con la identificación de ejemplares, y después de hacer una revisión de su distribución, se registra por primera vez la presencia de Uniola paniculata (Poaceae) en la Península de Yucatán, representando una contribución al conocimiento florístico de la región y a la flora de México.Conclusiones: Esta especie solo había sido reportada para la costa del Golfo de México, en los estados de Tamaulipas, Veracruz y Tabasco. Este registro adquiere relevancia por el papel ecológico de este pasto en las dunas costeras.Palabras clave: avena de mar, conocimiento florístico, dunas costeras, flora de Campeche.Abstract: Background and Aims: The oat sea grass, Uniola paniculata, is distributed in the Caribbean, the United States of America and Mexico. The aim of this work is to report its occurrence and record in the state of Campeche, Mexico.Methods: Individuals of the family Poaceae were collected growing in a coastal dune in the southwest of the state of Campeche, particularly on the Isla del Carmen. The collections were processed and herborized for their conservation and classification.Key results: With the individuals’ identification and after reviewing its distribution, this is the first report of the presence of Uniola paniculata (Poaceae) on the Yucatan Peninsula, representing a contribution to the floristic knowledge of the region and the flora of Mexico.Conclusions: This species had only been reported from the coast of the Gulf of Mexico in the states of Tamaulipas, Veracruz and Tabasco. This record is relevant because of the ecological role of this oat sea grass in the coastal dunes.Key words: Campeche flora, coast dunes, floristic knowledge, sea oat.

Many changes have taken place in the professional status and political role of the Spanish medical profession during the process of construction of the health care system (1940–1990). There is a strong correlation between the different characteristics of the several phases of construction of the national health care system and some of the changes in the status, organization, and political activity of the medical profession. The democratic transition coincided with changes in the orientation of the system brought about by financial imperatives, which forced readjustments in the survival and political projects of the profession. The creation of a democratic regime has allowed the medical profession to create its own independent mechanisms of interest representation and has given rise to a process of negotiation of the new political relations (and their mechanisms) between the State and the profession. The last 15 years have witnessed important transformations in some parameters of the profession, in its political organization, its political role, and its relation with the State.

The “Century of the Child” was so named in 1900 by the Swedish writer Ellen Key. In its concluding year, this chapter sketches some maps of childhood in “Aotearoa New Zealand” in terms of: changes in how our society has viewed “children before five”; the emergence of institutions outside of the family to care and educate the “before fives”; different constructions of “before five” childhood and child institutions for Maori and Pakeha; the present context of early childhood services sited amidst new economic and political discourses that are transforming the role of the state.

The interest in Republican thought is on the increase again, now chiefl y thanks to the works of Quentin Skinner and the circle of so-called neo-Republicans (or civic Republicans) concentrated around Phillip Petit. They stress the peculiar perspective that Republicans have had on the state and society. This is seen in their distinctive view of freedom as the absence of domination, or attachment to the category of citizenship and the related role of civic virtues. These special characteristics justify, in their opinion, distinguishing the Republican trend of political thought (historically and now) from other positions, especially the liberal tradition. Accepting generally the above opinion, the paper draws our attention to signifi - cant differences within Republicanism itself. To do this, it cites the three conceptions of republic that were formed in the 16th century and refer to England (Sir Thomas Smith), Venice (Gasparo Contarini) and Poland (Wawrzyniec Goślicki). Although they were formed around the same time and have common roots mainly in Aristotle’s philosophy and Roman Republican ideas, each of the three perspectives views the republic from a different angle. While all three authors believe the coexistence of three elements – orderly institutions, wise law and virtuous citizens – to be crucial for any state, they rely in their deliberations on one element only. This has an impact on the way their conceptions fi nally appear and on the conclusions for the political system they draw. And so, Smith gives precedence to institutions, Contarini emphasises the key role of law and Goślicki gives primacy to virtue, concentrated in an ideal senator. Taking notice of such differences among thinkers openly admitting to an attachment to the Republican tradition should make us even more careful so as not to oversimplify it as if it were uniform and completely cohesive. Further, the awareness of such differences may provoke refl ection how justifi ed the use of the Republican banner is in respect of so different authors as, for instance, Machiavelli and Montesquieu.

The article is devoted to the activities of the public organization of the Chuvash ASSR, which launched its intense activity in the territory of the national region in the 30–40s of the 20th century. On the basis of unpublished sources contained in the State Historical Archive of the Chuvash Republic, the article analyzes the work of the Chuvash Regional Council of the Militant Atheists League (1927–1941) in the direction of anti-religious education in the family. The author notes that religious dogmata which for many centuries had been defining the marital sphere were subjected to criticism and persecution by the proletarians, which could not but affect the family values and principles in undereducated workers’-and-peasants’ families of the Chuvash. According to the results of the study, the state policy of the Soviet power concerning marriage and family is determined; the conclusion is made about a significant influence of this public organization on the family; attention is drawn on its positive aspects of work in lower class families of workers’ and peasants’ families of Chuvashia. At the same time, the article notes discontent with the cultural and religious transformations which were carried out among some of undereducated inhabitants of the Republic, especially female workers and peasants, who were afraid of possible families breakdown due to their equalization in rights with men, increased female political activity (the work of female sectors of the ACP(b) Women’s Department and territorial organizations of women’s movements as well as due to the social policy for protecting motherhood and infancy carried out by the Soviet power.

Taxes and tax administration are important. Taxation is one of the main interfaces between state and society: how a tax system is administered may affect not only its yield, its incidence, and its efficiency but also the state itself. Taxation that is widely perceived to be unfair and administered capriciously and corruptly may not only bring the tax system into disrepute but weaken trust in government and even the legitimacy of the state. This paper discusses two important aspects of taxation – its ‘transparency' and the increasingly important role of information technology (IT) in tax administration, as well as how these two topics relate to the broader issues just mentioned.
