The article pertain to a case study research of social assistance processes in a social policy system of G. city. A main method of investigation was opened, unstandardized systematic interviews with social workers, political figures and administrators of the system. Social services in experiences of our respondents we have interpreted as games for uncertainty control. The games in perspectives of social workers and administrators of the system we understand as pedagogical environments for customers which in the processes of these interactional games shape many of the social, adaptive skills. Such skills enable customers institutional identity management and effective winning spheres of freedom from control. Behavioural strategies of social workers in institutional and organizational environment in relation to customers we conceptualize as exchange models of a “gift for power” above customers spheres of uncertainty control. Inefficiency of social assistance comes from incapacity of such aid to effectively exchange gifts for uncertainty control in daily situations for customers. The Institution of social services has many functional substitutes in social, political and economic environments which are much more effective. Second goal of our investigation was a presentation and portrayal of the real pedagogical environment of social workers. Theory of social intervention and social pedagogy suffers from too many abstracts from reality foundations, premises und presumptions. So social pedagogy as practical science needs also careful and diligent investigation of real social practices in institutional and organizational environment of social policy systems.

In Poland, public operations refer to the European debate on social policy and public policies, which focus on the development of social services and proper public management. An integrated approach to social services is the answer to the need for changes in the attitude to social problems, which require an extensive activity in the public field and the involvement of many organizations and institutions that create networks. This paper presents current experiences in integrating social services in Poland.  Mostly, they have a local and testing character, but they are the “starting point” for the reorganization of the social assistance system. The integrated approach emphasizes the need of reorientation in perception of beneficiaries of social assistance, stimulating their activity and targeted public policies so that they take into consideration different lifestyles and needs. The reorganization and management of social policy system should lead to better social service delivery.

Dr. Iryna Zvereva (1952–2013) was one of the prominent founders of social work and social pedagogy in Ukraine. From 1992 through to 1998 she worked at the State Center of Social Services for Youth, the first professional public social work organization in Ukraine. She became a professor at the Taras Shevchenko National University of Kyiv and the Borys Grinchenko University of Kyiv. She led the development and international recognition of the Ukrainian professional community: under her leadership the Ukrainian Association of Social Educators and Social Work Specialists had joined the International Federation of Social Workers (IFSW) in 1994. She initiated the elaboration of the National Code of Ethics for Social Workers in accordance with international standards. She worked for the Ukrainian and international organizations that had introduced innovative, pioneer social work practices in Ukraine, and she authored over 200 publications on social work and social pedagogy.

The chosen conditions of social assistance policy in Podkarpacie ProvinceIn each country, a very important part of social policy is a social assistance. The social assistance helps people who are poor and socially excluded, because of economic and social reasons. The efficiency of social assistance is determined by many external and internal conditions. This article presents results of empirical research conducted on 378 social workers and chosen conditions of social assistance policy in Podkarpacie Province. The results of research and analysis suggest that policy of social assistance in the Podkarpacie Province is ineffective.

Welfare, critique and the media – social workers’ voices in podcasts in social policy and social workSocial workers and social policy researchers can engage in social work and critical social policy, in traditional media and in the new media. In recent years, the social media have been increasing in both the international media systems and in the media system in Sweden. One channel for social workers to use to be able to make their voice heard in society is to participate, debate and discuss social policy in podcasts. In 2016, the Union for Professionals, Akademikerförbundet SSR, developed ”Social Services Podcasts”. At the same time the National Board of Health and Welfare introduce a new podcast on social services and health care that is called ”Podcast in the Deep”. This article examines voices and themes in social policy and social work in a total of 112 programmes in two podcasts: ”Socialtjänstpodden” and ”In Depth” during the years 2016–2019. There are several challenges for the storytelling tradition and social criticism in social policy and social work in podcasts, which is highlighted in this article.

The article offers an analysis of political parties: their essence, functions, image formation, the role of the party as a mediator between the government and society, the activities of parties in elections. The features of the social work of political parties are shown, on the example of the political party «Team of Sergei Rudyk. A time of change!». Mechanisms, basic approaches, the most common methods and techniques of social work with people are analyzed. The main theoretical strategies and ideas of social work are presented. Position of the political party «Team of Sergei Rudyk. A time of change!» is that first, the solution of social problems is discussed before it will be accepted and even after it has been adopted. On the party’s website https://www.rudyk.org/news/page/4/, the main projects of social work are illustrated. The publication gives the main recommendations for improving the efficiency of social work: the creation of a mechanism to help youth in self-determination in choosing the profession of social worker, to extend forms and directions of professional training of social workers, to increase expansion in the number of periodicals covering the work of social services, centres, social workers. The formation of social policy occurs based on information received from the collection of statistical data and the conduct of sociological studies. Understanding this information allows you to identify the social tasks. The realization of socially significant goals and social problems solution have been organized through social projects and social programs, which form a significant part of social policy.

Esse artigo parte de reflexões produzidas na pesquisa Serviço Social e famílias: análise das demandas postas aos assistentes sociais do Brasil e de Portugal, iniciada em 2017. Países da América Latina e da Europa têm enfrentando uma gama de desafios frente às tensões sociais decorrentes da ofen­siva neoliberal. O objetivo desse artigo é levantar algumas preocupações de assistentes sociais em vista da redução de direitos sociais. Existe a necessidade de capacitação e de reflexões dos profissionais com as mudanças nos processos de reorganização dos arranjos familiares e com o aumento da desigualdade. Em paralelo, assistiu-se, sob o signo da austeridade, a uma viragem das políticas sociais para modelos mais assistenciais e focalizados.Palavras-Chave: austeridade; assistência social; famílias.  Abstract – This article is based on reflections produced in the research “Social work and families: an analysis of the demands placed on social workers in Brazil and Portugal” started in 2017. Countries in Latin America and Europe have a range of challenges facing the social tensions arising from the neoliberal advance. The purpose of this article is to raise some concerns of social workers about the diminishing social rights. There is a need for training of and reflection by professionals with the changes in the processes of reorganization of family arrangements and increase of inequality. In parallel, austerity was seen as a shift in social policies towards more assistencialized and focused models.Keywords: austerity; social assistance; families.

Abstract How do welfare-reliant mothers enact their agency in relationships with social workers and social services? The present article addresses this question by investigating how twenty Israeli welfare-reliant mothers expressed different modes of human agency in in-depth interviews. Results show how research participants enact agency through (i) expressing anger, (ii) seeking help, (iii) resisting and (iv) engaging in non-action. By highlighting the multidimensional and situational nature of agency, this article offers a new relational lens for conceptualising and empirically studying human agency in social work.

Summary Although migrant families comprise a small number of immigrants, they present a significant challenge for the host community. In the Italian context, social services support migrant families through paths to autonomy and integration in the community. The purpose of this study was to investigate perceptions that families and social workers have of “parenting” and “doing family” (training and management of family identity, roles and daily practices) in the complexity of migration. The study involved 15 immigrant parental couples, using family interview techniques and 12 social workers in 3 mini-focus groups. The collected materials were transcribed verbatim and analyzed using grounded theory. Findings The main results are identified and discussed as strengths, critical points and challenges. Some of the themes such as “willingness to work” or “lack of job opportunities” are common to both family members and social workers. Other themes are relevant to one group only. Among these, “availability and support of social workers” only emerged among families, whereas “education and respecting the rules” only emerged among social workers. Applications The results indicate that it is necessary for social workers to engage in a meaningful helping relationship with families, build networks of inclusion services, and also with the support of mediators overcome linguistic and cultural barriers. Social workers should involve families throughout he integration process. Furthermore, social services must also consider how families experience the difficulty of relating to social workers, which represents an obstacle to support for social integration.
