. The article is devoted to the analysis of China’s great breakthrough in the fi eld of environmental protection. In recent years, the country has made enormous efforts to help reduce the anthropogenic impact on the environment: it has become an advanced manufacturer of consumables in the fi eld of "green" energy, has included the environment in the strategic development plan, adjusted the tax system, which has allowed us to achieve great results and consider these large-scale transformations a real miracle, worthy of attention in the aspect of learning from experience.

Responding to the increasing global need for environmental protection, a green port balances economic vibrancy with environmental protection. However, because exhaust emissions (e.g., CO2 or sulfide) are difficult to monitor around ports, data on such emissions are often incomplete, which hinders research on this topic. The present study aimed to fill this gap in this topic. To remedy this problem, this study formulated a new data envelopment analysis (DEA) method for collecting CO2 emissions data at their source. This method was applied to collect real-world operating data from a large container-handling company in Taiwan. Specifically, we provide a real example using a novel green energy index to account for undesirable outputs. Our main objective was to formulate two methods that combine: (1) data envelopment analysis based on a modified slack-based measure, and (2) a multi-choice goal programming approach. The contributions of this paper included the finding that rubber-tired gantry cranes are the greenest and should be used in ports. Finally, our findings aid port managers in selecting port equipment that provides the best balance between environmental protection and profitability.

The use of formal methods and artificial intelligence has made it possible to automatically design outdoor lighting. Quick design for large cities, in a matter of hours instead of weeks, and analysis of various optimization criteria enables to save energy and tune profit stream from lighting retrofit. Since outdoor lighting is of a large scale, having luminaires on every street in urban areas, and since it needs to be retrofitted every 10 to 15 years, choosing proper parameters and light sources leads to significant energy savings. This paper presents the concept and calculations of Levelized Cost of Electricity for outdoor lighting retrofit. It is understood as cost of energy savings, it is in the range from 23.06 to 54.64 EUR/MWh, based on real-world cases. This makes street and road lighting modernization process the best green “energy source” if compared with the 2018 Fraunhofer Institute cost of electricity renewable energy technologies ranking. This indicates that investment in lighting retrofit is more economically and ecologically viable than investment in new renewable energy sources.

Nowadays, energy crisis is becoming increasingly serious. Coal, petroleum, natural gas and other fossil energy tend to be exhausted due to the crazy exploration. In recent decades, several long lasting local wars broke out in large scale in Mideast and North Africa because of the fighting for the limited petroleum. The reusable green energy in our life like enormous wind power, solar power, etc is to become the essential energy. This article is to conduct a comparative exploration of mini wind turbine, with the purpose of finding a good way to effectively deal with the energy crisis.

Both the library education system and Russian education system as a whole undergo a period of large-scale transformations: changing concepts and technologies; revising educational standards of higher and secondary vocational education; developing the system of additional vocational training; forming the electronic educational environment in the practice of teaching students and listeners of the supplementary education system; searching ways for educational institutions and libraries joint development. It is advisable to create information and methodological support of activities in the field of continuous library education in such conditions. The database «Library Education Institutions» generated by SPSTL SB RAS is regarded to be a base of the unified information-educational space in the field of continuous library education, which information should be used to support the educational process of specialized institutions of all levels of education training and forms in the country. It represents the system of library education in the form of a hierarchy of different levels of education, a network of specialized educational institutions in the regions, different types of educational institutions, standard and individual educational curricula, etc. The database main objectives are the following: cumulating information; searching educational institutions, programs; providing statistical information on issues related to education in Russia. A user can create a model of continuous library education in a specific region and organize the work of educational institutions and libraries to improve the librarian professionalism applying the information provided by the database «Library Education Institutions» according to a complex query.

We review the management of Atlantic walruses (Odobenus rosmarus rosmarus) past and present in the four range states—Canada, Greenland, Norway and Russia—which have permanent populations of Atlantic walruses. Populations in all four countries have been depleted, although the extent of depletion is not well known. Inuit in Arctic Canada and Greenland hunt Atlantic walruses for subsistence while they have been protected at Svalbard (Norway) since 1952 and in the western Russian Arctic since 1956. Since the second half of the 20th Century Canada and Greenland have increased protection of their walrus. Generally the number of walruses landed in Canada is governed by the number of hunters and/or people in the settlement and not by stock-specific quotas. Although quotas have been set in few communities, it is not known if they are adequate to prevent overhunting. A quota system for walrus hunting in Greenland began in 2006. The current control system is largely effective in ensuring the quotas are applied and that reporting is correct. Greenland currently sets quotas based on recommendations from scientific assessments using recent population estimates to allow population growth from a depleted population.  A challenge with respect to managing walrus hunting remains the variable and sometimes high rates of lost animals. Since the 1960s changes in socio-economics in hunting areas of Arctic Canada and Greenland (and the use of snowmobiles instead of dog sleds in Canada) have led to a general decrease in interest in hunting of walruses and reduced harvest on walrus stocks in these countries. Although there is an active ongoing cooperation between Canada and Greenland scientists regarding assessments of shared populations of walruses currently there is no formal agreement between the two range states on co-management of shared stocks. Protection of walrus from other anthropogenic impacts generally focusses on large-scale industrial activity. The level of protection afforded to walrus habitat in many areas depends entirely on the rigor with which the Environmental Impact Assessments are conducted. Basic information on walrus such as numbers and stock discreteness is often lacking and sufficient lead-time is required to collect baseline data. Moreover, although most environmental protection legislation considers ‘cumulative impacts’, practical application remains problematic. The effectiveness of environmental protection regulations depends on industry compliance and the management authorities’ ability to enforce compliance. Because walrus are found in remote locations, enforcement remains a challenge. Increased human activity allowed by the current change in distribution and quality of arctic sea ice poses new threats to walrus if not well regulated. International agreements have varying importance for management within and among member states. Regulations governing international trade serve to identify illegally obtained products and to encourage range states to have a sustainable quota system. International cooperation in information sharing has had clear benefits for management of walruses in the past. The maintenance and expansion of these international efforts will improve the management of Atlantic walruses in the future.

Protection of water environment while developing socio-economy is a challenging task for lake regions of many developing countries. Poyang Lake is the largest fresh water lake in China, with its total drainage area of 160,000 km2. In spite of rapid development of socio-economy in Poyang Lake region in the past several decades, water in Poyang Lake is of good quality and is known as the “last pot of clear water” of the Yangtze River Basin in China. In this paper, the reasons of “last pot of clear water” of Poyang Lake were analysed to demonstrate how economic development and environmental protection can be coordinated. There are three main reasons for contributing to this coordinated development: 1) the unique geomorphologic features of Poyang Lake and the short water residence time; 2) the matching of the basin physical boundary with the administrative boundary; and 3) the implementation of “Mountain-River-Lake Program” (MRL), with the ecosystem concept of “mountain as source, river as connection flow, and lake as storage”. In addition, a series of actions have been taken to coordinate development, utilisation, management and protection in the Poyang Lake basin. Our key experiences are: considering all basin components when focusing on lake environment protection is a guiding principle; raising the living standard of people through implementation of various eco-economic projects or models in the basin is the most important strategy; preventing soil and water erosion is critical for protecting water sources; and establishing an effective governance mechanism for basin management is essential. This successful, large-scale basin management model can be extended to any basin or lake regions of developing countries where both environmental protection and economic development are needed and coordinated.

In the seventeenth century, the search for the “forgotten” rights of the king were an important aid in organizing French expansion, mainly in the eastern and northeastern directions. At the sovereign courts of Lorraine, Alsace and Franche-Comté “chambers of annexations” (chambres d’annexion) were created in 1680 to organize search for archival documents supporting royal claims to neighboring lands. The idea of creating special institutions engaged in the search for documents revealing the precedents of relations with other countries and forgotten rights, that French king had supposedly enjoyed in those parts, was expressed back during the reign of Henry II. In 1556, Raoul Spifame, a lawyer at the Paris Parliament, published a book consisting of fictitious royal decrees, of which many would be implemented in the future. Among other things he ordered, on behalf of the king, the creation of thirty chambers, each specializing in the search for documents in the “treasury of charters” relating to a particular province. He had determined the composition of these chambers, the procedure for work and the form of reporting, — all this in order to arm the king with knowledge of his forgotten rights and the content of antique treaties and agreements. The nomenclature of “provincial chambers” is especially interesting, from the Chambers of Scotland and England to the Chamber of Tunisia and Africa, as well as the Chamber of Portugal and the New Lands. Much more attention was attracted by those lands to which a century later the French expansion would be directed: Franche-Comté, Artois and Flanders, Lorraine, the Duchy of Cleves. But more than half of chambers specialized in the Italian lands. This is not surprising, since in the 1550s France was entering the climax of the Italian Wars. Under Henry II (1547—1559) one of the four secretaries of state, Jean du Thier, was the person responsible for the southwestern direction of French policy. There is reason to believe that Spifame was associated with du Thier or with other members of the king’s “reform headquarters”. The large-scale transformations already at work were interrupted by the unexpected death of Henry II and the subsequent Wars of Religion. But continuity was inherent in the “spirit of the laws” of the Ancien Régime, so Spifame was able to predict future developments, including the creation of “chambers of annexation”.

The Moroccan Agency for Sustainable Energy (MASEN) established one of the largest solar energy projects in the world through a public–private partnership. It is on communal land previously owned by a Moroccan Amazigh (Berber) clan in the Ghessate rural council area, 10 km away from Ouarzazate. The land for the energy project comprises a surface area of more than 3000 hectares. This large-scale land acquisition has led to the loss of access to common-pool resources (land, water, and plants), which were formerly managed by local common property institutions, due to its enclosure, and the areas themselves. This paper outlines how the framing of the low value of land by national elites, the state administration, MASEN, and the subsequent discourses of development, act as an anti-politics machine to hide the loss of land and land-related common-pool resources, and thus an attack on resilience—we call it in our scientific discipline a process of ‘resilience grabbing’, especially for women. As a form of compensation for the land losses, economic livelihood initiatives have been introduced for local people based on the funds from the sale of the land and revenue from the solar energy project Noor Ouarzazate. The loss of land representing the ‘old’ commons is—in the official discourse—legitimated by what the government and the parastatal company call the development-related ‘fruits of growth’, and should serve as ‘new forms of commons’ to the local communities. The investment therefore acts as a catalyst through which natural resources (land, water, and plants) are institutionally transformed into new monetary resources that local actors are said to be able to access, under specific conditions, to sustain their livelihood. There are, however, pertinent questions of access (i.e., inclusion and exclusion), regulation, and equality of opportunities for meeting the different livelihood conditions previously supported by the ‘old’ commons.
