The work of Kazan Medical Institute in preparing qualified medical personnel and conducting research in the field of military medicine has been discussed.

Objective. To substantiate the role of teaching technologies in popularizing training for graduates of medical universities for training and further employment in the capital health system. Methods. The analysis of educational technologies aimed at quick adaptation and immersion of young specialists is carried out. The effectiveness of new approaches to training medical personnel was assessed. Results. The system of organizational measures aimed at training young specialists to work in the Moscow health care system allows for the adaptation of new personnel as soon as possible.

The history of medical and pharmaceutical education development is part of the social history. The quality of medical personnel training determines the efficiency of the entire health care system and has been a priority area of development throughout the history of the Russian state. The paper reflects the main stages of the medical education system development in the period from the 17th century to the present. The training of medical personnel in Russia began in the second half of the 17th century, when, under the Pharmaceutical Order, a medical school was established in 1654to train doctors for the needs of the army.The need to provide qualified medical personnel remains relevant, both in wartime and in peacetime. The reforms of medical education that have been taking place over the centuries make it possible to diversify educational programs, as well as the to introduce new educational technologies, considering modern requirements and global trends. The study of the historical aspects of domestic medicine determines a more competent approach to the development of the health care system and medical education.

The article identifies that one of the most pressing problems in the world’s health care system is the shortage of highly qualified personnel. The distribution of medical workers by gender was carried out. The main problems in the staffing of health care in the world are analyzed. The level of provision of the country's health care system with medical personnel has been studied. The peculiarities of receiving medical education and the formation of medical personnel of some countries of the EU and the world are described. The TOP-20 the best medical universities and the cost of education in Germany, as well as the cost of education in leading American medical universities, were analyzed. There is shown the role of the USSR People’s Health Committee in solving one of the most important tasks facing the Soviet state during the war years to preserve the health of children and women. The personal contribution of the prominent health care organizer M.D. Kovrigina in protecting the health of children and women during the Great Patriotic War is highlighted. Despite the dire consequences of the first years of the war, the People’s Commissariat of Health of the USSR was able to prevent the development of epidemics among children and gradually restore the children’s health care system in the rear and in the territories liberated from occupation. M.D. Kovrigina actively participated in the development and implementation of the most important decrees of the party and Soviet bodies on the protection of the health of children and women. Thanks to the establishment of strict control over the implementation of legislative decisions and decisions of the People’s Commissariat of Health of the USSR M.D. Kovrigina managed to restore the district system and raise the level of medical care for children.

Kosovo and the region have had a traditionally long history of problems with the health care system. The situation worsened since the ex-Yugoslav conflict in the nineties when Kosovo inherited a large, hierarchical, and centralized healthcare system from socialist Yugoslavia (UNDP, 2013). This paper focuses on the effects of globalization on health in Kosovo; more specifically the effect of Global Food Trade in Kosovo's health and the development of information technology and telemedicine in Kosovo. Further, this paper focuses on the opportunities for Kosovars to obtain healthcare outside of Kosovo as well as prospects for the medical personnel to practice their profession abroad.

The article addresses an important issue regarding the impact of the coronavirus pandemic on the operation of hospitals and the use of management strategies at the present time and in reality after the pandemic. Based on the analysis performed, the article indicates four key areas that require immediate action to improve the functioning of the health care system and maintain the public health of the population. Based on the analysis of 9 crisis levers of the business model of A. Osterwalder, Y. Pigneur, four main areas requiring immediate intervention were identified, namely: development of medical personnel, development of computerization and digital competences, optimization of revenues and costs, identification of decision-making centers - appropriate division of tasks and responsibility. In these areas, the Polish health care system has failed, they require urgent strengthening and strategic long-term solutions, which will translate into optimization of activities aimed at securing the health of the society. It turns out that during the pandemic, it was not costs that turned out to be the biggest problem, but above all staff shortages, lack of access to health services, or equipment and organizational shortages. The time of the pandemic has shown that the researchers' theories that quality and not cost are the most important have proved successful. According to M.E. Porter and E. Teisberg, despite the limitations, the health care system can achieve excellent results in terms of both quality and effectiveness, which, however, often requires transformation and implementation of new competition rules aimed at increasing the value created.

The article describes the problem of corruption occurring in the relationship between doctor and patient. The doctor–patient relationship, including the provision of health services, is one of several potential areas of corruption in the health care system. Among the reasons for the existence of corruption in these relationships are the need to obtain better health care for the patient, and higher earnings in the case of a doctor. Indications of corruption are utilitarian (action for personal advantage without ethical aspects), but may also be (actually or in the patient’s opinion) the only way to obtain services and save health and even life. Corruption between the doctor and the patient can be limited by better organization of the health care system, including the financing of benefits and education of medical personnel and patients, as well as traditional legal measures, such as prevention or the application of criminal sanctions.

The social institute of medicine, which has been developing steadily throughout the existence of mankind, covers not only clinical aspects of health, but also socio-economic, cultural, organizational and other components of population health protection. Nowadays, at the "digitalization" stage of society development, health care system is being rebuilt on the basis actual requirements. The condition of the "catching-up" development of industry is implementation of modernization measures targeted to updating material and technical components of health care system, as well as expansion of skills of medical personnel with modern medical equipment and programs. The article presents the results of medical and sociological study (pilot survey) of peculiarities of perception of results of modernization of health care system by medical specialists (as exemplified by the personnel of Krasnogorsk multi-field hospital). The most medical specialists working with equipment received under the state program of modernization of the health care perceived modernization positively (especially personnel working in medicine more than ten years) and believe that measures applied contributed into improving quality of medical care of patients. However, in order to increase efficiency of application of new medical equipment, it is necessary to include into health care modernization program position of mandatory training of medical staff.

According to the WHO, social responsiveness is associated with non-medical indices of health care system functioning. The integral index of responsiveness of health care system at providing specialized medical care to children in rural areas of the region was applied for assessing the degree of concordance of regional health care system to expectations of population. The most positive appraisals of respondents were given to indices of social responsiveness determined by professionalism of the medical personnel of the Oblast children hospital. The survey results demonstrated that main problem of respondents is transport accessibility of specialized medical care for children in rural areas of the region.
