Aim. To distinguish the regularities for primary disability occurrence due to musculoskeletal and connective tissue diseases in Russian Federation and Volga Federal District in 2011-2013. Methods. Data copying, comparative analysis of indicators of primary disability due to musculoskeletal and connective tissue diseases in Russian Federation, and federal districts ranking by level of disability due to musculoskeletal and connective tissue diseases in 2011-2013 were performed. Results. Central Federal District of Russian Federation had a high level of primary disability due musculoskeletal and connective tissue diseases registered in 2011-2013. Southern, North-Caucasian and Volga Federal Districts had low levels of disability due to the same diseases. Among the subjects of the Russian Federation included in the Volga Federal District, high levels of primary disability due to musculoskeletal and connective tissue diseases in 2011-2013 were registered in the Kirov region (17.1-15.3-11.1 per 10 000 of the adult population), low levels of primary disability - in the Saratov region (4.1-3.4-3.5 per 10 000 of the adult population). Conclusion. The trend for reducing the primary disability in the Volga Federal District in 2011-2013 (6.6-6.3-5.9 per 10 000 of the adult population) indicates the success of regional rehabilitation programs for persons with disabilities.

The analysis presented in the article of the primary disability of the adult population due to diseases of digestive organs in the Rostov region for 20122018 was characterized by an increase in the number of persons recognized as disabled for the first time as in the Southern Federal District and the Russian Federation. In the structure of the first recognized disabled persons, their share was higher than in the Southern Federal District, but lower than in the Russian Federation. The level of primary disability for 20122018 was lower than in the Southern Federal District and the Russian Federation. The age structure was dominated by persons with disabilities of working age (women aged 4554; men 4559 years old) as well as in the Southern Federal and Russian Federation. The severity of disability was dominated by group II persons with disabilities, with a tendency to increase their specific weight, as in the Southern Federal District and the Russian Federation; Group III persons with disabilities ranked second, with a tendency to reduce their share and level. There has been an increase in the proportion of group I disabled persons.

The study covers the topical aspects of the innovative and technological development of the Russian Federation from the standpoint of territorial unevenness. A quantitative and qualitative analysis of the factors of innovative and technological development of the federal districts of Russia has been carried out, the specificity of regional development has been investigated. The spatial analysis of the territories made it possible to conclude that there is a significant territorial concentration and differentiation in terms of innovative activity indicators. The paper shows a significant territorial disparity in the distribution of developed advanced production technologies. The structure of R&D organizations has been displayed, it has been noted that the bulk of the organizations is concentrated in the Central Federal District of the Russian Federation. A spatial analysis of the territories of the Russian Federation from the standpoint of the innovative and technological potential made it possible to distinguish territories by the type of innovative development: 1) territories with a high level and an upward trend of innovative and technological development; 2) territories with a high level and a downward trend of innovative and technological development; 3) territories with a low level and an upward trend of innovative and technological development; 4) territories with a low level and a downward trend of innovative and technological development.

The analysis of primary disability as a result of diseases of the urinary system with the outcome of chronic kidney disease among the adult population of Moscow, the Central Federal District and the Russian Federation for the period 2015-2019 has revealed that the extensive indicators for the number of certified as disabled for the first time in Moscow is comparable in terms of primary disability in the Central Federal District and are lower than in the Russian Federation. Intensive indicators in Moscow are lower than in the Central Federal District and the Russian Federation. Extensive and intensive indicators of primary disability in Moscow, the Central Federal District, and the Russian Federation tended to increase. The age structure of the certified as disabled for the first time contingent as a result of diseases of the urinary system in Moscow, the Central Federal District and the Russian Federation do not differ significantly in values and dynamics among young and middle-aged population. The predominance of persons of retirement age was revealed with a tendency to increase their level. The severity of disability was dominated by I group of disabled people with a tendency to increase their specific weight. The second place was taken by disabled people of III group with a tendency to increase their share and a stable level of disability.

The indexes primary and secondary disability among soldiers working and retirement age because of «military trauma» in dynamics for 2015-2016. From the military in 90% of cases disability is defined in the working age. The socio- hygienic analysis of the data on primary and secondary disability, carried out on a territorial basis, points to the heterogeneous share of disability indicators among military personnel in the Federal districts of the Russian Federation. It is revealed that the North-Caucasus, southern and Central Federal districts are the leaders in the establishment of primary disability and the total number of disabled people. The heterogeneous proportion of persons with disabilities recognized as members of the armed forces in different districts determines the need to analyse the conditions and grounds on which the disability was established. The implementation of the Federal comprehensive program «Accessible environment» and sub-programs aimed at the creation of the subjects of the Russian Federation of rehabilitation centers for patients and disabled people, due to the territorial characteristics of the prevalence of primary disability and the specifics of the category of persons with disabilities. Therefore, the data of the conducted social and hygienic analysis can serve as a basis for making organizational decisions on the creation of complex rehabilitation centers for disabled people from among former servicemen in the territories of the Russian Federation.

We found a decrease in the number of first-recognized persons with disabilities due to the nervous system diseases among people of working age in both Moscow and the Central Federal District in the Russian Federation in the study of primary disability due to the nervous system diseases among people of working age in Moscow during the 2012–2018 period. Young people with disabilities prevailed in Moscow, middle-aged people with disabilities dominated in the Russian Federation in the first-recognized persons with disabilities structure due to the nervous system diseases among people of working age. The proportion of young people with disabilities in the first-recognized persons with disabilities structure in Moscow is higher than in the Central Federal district and the Russian Federation, and the proportion of the average age ones is lower. The level of primary disability among young people in Moscow is lower than in the Central Federal district and the Russian Federation. There is a predominance of disabled persons of group III among young people and groups I and II among middle-aged people in the first-recognized persons with disabilities structure. The level of primary disability of groups I, II and III due to the nervous system diseases is higher among middle-aged people.

One of the priority medical and social problems at the present stage is the problem of disability and rehabilitation of patients and persons with disabilities due to eye diseases. The relevance of this problem is due to the significant prevalence of eye diseases, high level of disability of people of working age and reduced quality of life. The article analyzes the level of primary disability due to eye diseases in Moscow in different age groups among the adult population.

The retrospective epidemiologic analysis of HFRS morbidity carried out from 2001 to 2007 showed that the highest sickness rate was registered in Privolzhsky federal district with 20.4±2.3 average index that exceeded the similar one countrywide 4-fold and the incidence specific weight was 88.0 % of the total number of cases. The indexes of HFRS incidence in the rest 6 dis­tricts were lower than the Russia wide one 3-4-fold and more. During the analyzed period the tendency to increase the HFRS incidence level was observed in Privolzhsky, Ural and Far East districts and in the country.

The aim of the study. The aim of the study is a statistical analysis of the accessibility and the use of information and communication technologies for the population and households based on the developed integrated indices in the regional aspect.Fundamental international documents refer to the increasing role of information in all spheres of society, and indicate that the number of the poorest households with, for example, a mobile phone is higher than that with the access to clean drinking water.Thus, it can be noted that the level of accessibility and use of information and communication technologies is a priority for the development of both individual countries and the world community as a whole.Materials and methods. Methods of grouping and multidimensional classification, analysis of variation, normalizing, construction of multidimensional averages and correlation analysis, as well as tabular and graphical methods of visual representation of the results of the study were used as statistical tools for the study. Microsoft Excel was used to process the primary information.Results. Comparison of currently used indicators has revealed the need to develop and build integrated indices in four main areas of ICT research: infrastructure (physical and information), ICT accessibility (physical and price affordability), the use of ICT (by the population and households, enterprises and organizations, in the public sector), knowledge and skills (education, digital skills). In this study, the analysis was carried out according to the characteristics of the accessibility and the use of ICT for the population and households. The results of the study at the federal district level led to the conclusion that, despite the existence of a unified policy in the field of ICT development and information society at the federal level, there are significant differences in the management of this process and the level of implementation of system development measures for ICT in individual federal districts and regions. The main result of the study is the classification of regions by levels of accessibility and use of ICT. The analysis revealed a significant direct relationship between the components of ICT accessibility and its use. The ratings based on the calculated multidimensional averages allowed us to reveal the leader and lagging regions of the Russian Federation in terms of the development of ICT and information society.Conclusion. According to the results of the statistical research positions of regions of the Russian Federation on the accessibility levels and the use of information and communication technologies were determined, as well as a direct relationship between the indices of accessibility and the use of ICT was revealed as a whole in the Russian Federation, and in individual federal districts.

Objective: Comparative analysis of the dynamics and causes of the primary disablement of the population of Primorskiy region.Methods: Statistical indicators of the primary disablement were compared using statistical and analytical methods.Results: Statistically important differences of the levels of primary disablement not only in general, but also according to nosological forms were identified. They pointed out the high level of the invalidization of the population of Primorskiy region among the patients having tuberculosis, disease caused by HIV, diseases of the oste-muscular system and of the connective tissue, the effects of injuries, poisoning and other impacts of external causes. The increase in the level of primary disablement was defined including consequently to the disease caused by HIV, malignant tumors, diseases of the ear and the mastoid and genitourinary diseases and the decrease was defined due to tuberculosis and occupational pathology.Conclusions: The causes of the differences in the levels of primary disablement among the adult population in Primorskiy region and in Russian Federation in general and in certain classifications and units of diseases require futher studying based on interdepartmental interaction of the specialists.
