The main attention should be paid to a detailed analysis and comprehensive study of the internal main factors and their interrelation, without which it is impossible to draw reliable and reasonable conclusions about the level and prospects of economic efficiency and safety of an industrial enterprise. The study of the influence of external and internal factors, the sustainable operation of the enterprise is very important, since it allows you to assess the degree of influence of these factors and take a set of operational measures aimed at eliminating them.

It is in a common practice to decommission a high tech industrial enterprise after depletion of its technological resource. During the preparation to decommissioning of a state enterprise the number of staff is decreasing. In order to keep the resources of labour potential the management of the industry offers to the employees an employment in other enterprises of the industry. The employees of the enterprise to be decommissioned have to make a choice: whether to continue working in the same industry or to search for their new occupation themselves. The article describes the results of studying motivational potential of a high tech industrial enterprise during the decision-making process of decommissioning due to depletion of the technological resource. The motivational potential is considered as a motivational readiness to continuing or ceasing work at the enterprises of the same industry and nine types of the motivational profile. The motivational readiness is studied by a specially designed questionnaire. The type of the motivational profile is defined by Milman technique (2005). The research results show that 82 % of the employees are ready to continue working at the enterprises of the same industry, 10 % are in the process of decision-making and 8% are going to search for a new employment in other spheres. Further the type of the motivational profile for each employee is defined by Milman technique (2005). For each group, defined by the criterion of motivational readiness to continuing working for the same industry, the rate of motivational types in the group is calculated. The defined patterns are used while forming personnel reserve for the enterprise in power-down mode and during decommissioning stage as well as when rotating staff to other enterprises of the industry.

This paper argues that over-reliance on a “distributive paradigm” in community informatics practice has restricted the scope of the high tech equity agenda. Drawing on five years of participatory action research with low-income women in upstate New York, I explore the ways in which distributive understandings of technology and inequality obscure the day-to-day interactions these women have with ICT and overlook their justified critical ambivalence towards technology. Finally, I offer unique insights and powerful strategies of resistance suggested by my research collaborators in a drawing exercise intended to elicit alternative articulations of digital equity. If we begin from their points of view, the problems and solutions that can and should be entertained in our scholarship and practice look quite different.

The strategic objective of modern technological education is to prepare children for life in a high-tech competitive world. The implementation of this task encounters the problems of material and technical equipment of educational institutions and their staffing. An integrated approach based on the pooling of all resources and efforts of interested parties is needed to organize a technological education modern system. Training programs for teachers should take into account their interdisciplinary nature, and include the psychological, pedagogical, and natural-science components, so as technical aspects. The important segment of technology education is training of technical specialists without pedagogical background to work at schools and universities, as well as training of school teachers and university lectures based on the modern technological order. In this regard, a new look at the IGIP programs is possible, these program goals and objectives interpretation should be applied to the teacher training within the system of high-school technological education.The article considers the approaches to solving the problems of high-school technological education system staffing, presents the comparative analysis of the current educational programs. The experience in training technical university teachers, masters of industrial instruction, technology teachers should be adjusted in accordance with the global changes in science, technique and technology.

This work has investigated analysis results of management problems and solutions to the processes organization for creating competitive products and production services of an industrial enterprise which were presented in the scientific reports of the section "Economics and organization of mechanical engineering production" of the All-Russian conference of young scientists and specialists (with international participation) titled "The future of mechanical engineering in Russia", held from September 22 to 25, 2020 at the BMSTU, substantiated the development relevance of scientific research specialty "Organization of production". This specialty includes the development of scientific, methodological,and system-technical foundations for the design of organizational structures of enterprises and organization of production processes. It also includes development of methods and means of informatization and computerization of production processes, their documentary support at all stages; development of scientific, methodological and system-technical principles for increasing the efficiency of the functioning and quality of the organization of production systems; improving the quality and competitiveness of products, quality control systems and product certification; development and implementation of the production management principles, including the training of personnel and the effectiveness of labor organization forms; analysis and synthesis of organizational and technical solutions; development of methods and tools for planning and managing production processes and their results. The aim of the work is the theoretical justification of the appropriateness of the integration assessment of personnel risks in order to ensure the personnel security of the organization and the development of methodological and practical recommendations for working with personnel. The current economic conditions of an industrial enterprise are inextricably connected with the impact of environmental threats on the work of personnel, which, on the one hand, is a source of risk generation and development, and on the other hand, is an object of risk exposure, which can affect the results of work. The definition of personnel risk and the types of its manifestations excite many scientists and practitioners, but now in Russia, scientific research in this area is still limited and requires further study. There is an objective need for systematic research and a comprehensive solution of theoretical, methodological, and applied problems of personnel risk management in working with personnel of industrial enterprises. The author conducted a study of the conceptual apparatus and approaches to classification, which allowed using his own approach to risk classification when assessing them based on well-known approaches of integration assessments of personnel work risk. The object of the study was the personnel of the Russian aviation industry enterprise, where, based on the scales and questionnaires developed by the author, experts from among employees were interviewed. The subjects of the study were the following: laws, principles, methods, processes, and organizational and managerial relations regarding personnel risk management in the personnel management system of the enterprise. The implementation of the goal identified the need to solve the following tasks:analysis of the opinions of Russian and foreign scientists on understanding the nature of personnel risks in working with enterprise personnel;identification of the socio-economic content of personnel risks, types, and factors of them;development of the conceptual framework for managing personnel risks in working with enterprise personnel;conducting a comparative analysis of methodological approaches to identifying and assessing personnel risks in working with enterprise personnel;conducting a comparative analysis of methodological approaches to managing personnel risks in working with the organization’s personnel.Based on the studies, the author assessed the level of risk of personnel work in practice, which allowed concluding that it is advisable to develop a new risk management system for the personnel of a high-tech enterprise.

The process of innovative transformations at an industrial enterprise is studied. The main features of the introduction of innovations into the production process are considered. A general model for carrying out innovative transformations at an industrial enterprise with a large share of high-tech production is proposed. The main elements of the proposed three-dimensional model include the basic processes of change, project and innovation management. Additionally, the models include such processes as: increasing innovation potential, improving internal communications through the introduction of digital technologies, increasing the efficiency of the production process by improving the production system. The applicability of the proposed model under real production conditions is investigated on the basis of Sorbent JSC, and the impact of the implementation of the innovation process on the overall economic efficiency of the enterprise is assessed.
