ResumoPara organizar os resultados da avaliação em larga escala (IDEB), o Sistema Nacional de Avaliação da Educação Básica (SAEB) tem a atribuição principal de mensurar as informações em relação ao desenvolvimento dos alunos, através da aplicação de provas padronizadas nos Componentes Curriculares de Matemática e Língua Portuguesa e, por meio dos dados do Censo Escolar, os quais indicam o percentual das taxas de aprovação e reprovação (fluxo), permitindo assim estabelecer os resultados do Índice de Desenvolvimento da Educação Básica, da escola, do Estado e do município. Nesta perspectiva, a pesquisa apresentada neste artigo tem como objetivo analisar os dados do Índice de Desenvolvimento da Educação (IDEB 2017/2019) da Rede Pública Municipal de Paranaguá - PR. A metodologia utilizada para organizar, interpretar e realizar o estudo se baseou em uma pesquisa qualitativa documental, com os dados obtidos das 31 escolas através do site do Instituto Nacional de Ensino e Pesquisa Anísio Teixeira, do Governo Federal (INEP), os quais foram discutidos e refletidos por meio da Análise de Conteúdo de Bardin. Conclui-se com este artigo que há um grande aumento nas aprovações (fluxo) dos alunos da rede pesquisada nos anos 2017/2019, porém os dados de desempenho (proficiência) não apresentaram avanços expressivos na alteração dos níveis de aprendizagem. AbstractTo organize the results of the large-scale evaluation (IDEB), the National System for the Evaluation of Basic Education (SAEB) has the main task of measuring information regarding the students’ development through the application of standardised tests in the Curricular Components of Mathematics and Portuguese Language and through the School Census data, which indicate the percentage of pass and fail rates (flow), thus making it possible to establish the Index of Development of Basic Education results, the school, the state and the municipality. From this perspective, the research presented in this article aims to analyze the the Education Development Index data (IDEB 2017/2019) of the Paranaguá Municipal Public Network,PR. The methodology used to organize, interpret and carry out the study was based on qualitative documentary research, with data obtained from 31 schools through the website of the National Institute of Education and Research Anísio Teixeira of the Federal Government (INEP), which were discussed and reflected through the Bardin Content Analysis. This article concludes with a large increase in the students’ approvals (flow) in the network researched in the years 2017/2019, but the performance data (proficiency) did not show significant progress in changing learning levels. This research presents an innovative practice of continuing formation, which shows a connection between the public school and higher education, the Program of Educational Development of Parana/ Brazil (PDE-PR) and its relation to the results of IDEB (Index of Basic Education Development) in public state schools of Curitiba. This research aims to analyse the relation between the teacher’s formation and the index of development/knowledge presented by their students in the large scale exam applied in Brazil, based on a qualitative approach through a comparison among some factor based on the number of schools which had participants in PDE-PR, established goals and results obtained in the IDEB of 2007 and 2009 by students of the 9th grade. The results showed that 18 of 61 schools which had participants did not reach the established goal, but 23 presented an increase in their grade, in spite of not achieving the objective. The analyses indicate the per passed routes are opposed to the effectiveness of democratic spaces in the schools. Thus, at the same they emphasize the appreciation of the teacher in the legal documents, establish the formative process as the only way to access the last level of the teaching career, emphasizing mainly work time, in the entrance exam to the program, and seeking to achieve the established goals to improve the public schools which substantiate in the IDEB‘s grade. The teacher is a major milestone in the world of education, the ability and achievement of students cannot be separated from the role of a teacher in teaching and guiding students. Based on the Law of the Republic of Indonesia No. 14 of 2005 concerning Teachers and Lecturers, in Article 1 explained that teachers are professional educators with the main task of educating, teaching, guiding, directing, training, evaluating, and evaluating students in early childhood education through formal education, basic education and education medium. Whereas in Article 4 of the Act, it is explained that the position of teachers as professionals serves to enhance the dignity and role of teachers as learning agents to function to improve the quality of national education.Decision making is an election process, among various alternatives that aim to meet one or several targets. The decision-making system has 4 phases, namely intelligence, design, choice and implementation. These phases are the basis for decision making, which ends with a recommendation.The Preferences Selection Index (PSI) method is a rarely used decision support system method. This method is a method developed by stevanie and Bhatt (2010) to solve the Multi Criteria Decision Making (MCDM). With the right consideration, this method can be one of the tools to determine policies in decision-making systems, especially the selection of outstanding teachers. Determination of policies taken as a basis for decision making, must use criteria that can be defined clearly and objectively.Keywords: Decision Support System, PSI, Selection of Achieving Teachers

BACKGROUND The COVID-19 pandemic is the first pandemic where social media platforms relayed information on a large scale, enabling an “infodemic” of conflicting information which undermined the global response to the pandemic. Understanding how the information circulated and evolved on social media platforms is essential for planning future public health campaigns. OBJECTIVE This study investigated what types of themes about COVID-19 were most viewed on YouTube during the first 8 months of the pandemic, and how COVID-19 themes progressed over this period. METHODS We analyzed top-viewed YouTube COVID-19 related videos in English from from December 1, 2019 to August 16, 2020 with an open inductive content analysis. We coded 536 videos associated with 1.1 billion views across the study period. East Asian countries were the first to report the virus, while most of the top-viewed videos in English were from the US. Videos from straight news outlets dominated the top-viewed videos throughout the outbreak, and public health authorities contributed the fewest. Although straight news was the dominant COVID-19 video source with various types of themes, its viewership per video was similar to that for entertainment news and YouTubers after March. RESULTS We found, first, that collective public attention to the COVID-19 pandemic on YouTube peaked around March 2020, before the outbreak peaked, and flattened afterwards despite a spike in worldwide cases. Second, more videos focused on prevention early on, but videos with political themes increased through time. Third, regarding prevention and control measures, masking received much less attention than lockdown and social distancing in the study period. CONCLUSIONS Our study suggests that a transition of focus from science to politics on social media intensified the COVID-19 infodemic and may have weakened mitigation measures during the first waves of the COVID-19 pandemic. It is recommended that authorities should consider co-operating with reputable social media influencers to promote health campaigns and improve health literacy. In addition, given high levels of globalization of social platforms and polarization of users, tailoring communication towards different digital communities is likely to be essential.
