the article analyzes the experience of implementing the system of comprehensive rehabilitation of disabled people in the rehabilitation centers of the Republic of Tatarstan in the remote form. The article examines the provision of services for the restoration of communication potential, training of family members of disabled people in rehabilitation skills at home, and the provision of additional services remotely, through information and telecommunications technologies, by the rehabilitation centers for the disabled “Ascension”, “Izgelek”, “Veteran”. Conclusions and recommendations on the effective and rational provision of social services are formulated.

В статье представлены сведения о значительной численности лиц старше трудоспособного возраста, инвалидов и получателей социальных услуг в стационарной форме и о неблагоприятном прогнозе численности лиц старше 65 лет на 2024 и 2030 гг. в РФ. Это определяет необходимость правового регулирования вопросов их жизнеустройства с соблюдением прав человека и инвалидов на ведение самостоятельного образа жизни. Авторами представлен анализ федеральной и региональной правовой базы в части определения обстоятельств, при которых гражданин признается нуждающимся в социальном обслуживании, участия органов местного самоуправления и подведомственных организаций в оказании социальных услуг, осуществления социального сопровождения, внедрения стационарзамещающих технологий социального обслуживания. В статье рассматриваются тенденции и пути совершенствования правового регулирования социального обслуживания граждан пожилого возраста и инвалидов на дому в ракурсе внедрения стационарзамещающих элементов. The article presents information about a significant number of people older than working age, disabled people and recipients of social services in stationary form and about the unfavorable forecast of the number of people older than 65 years for 2024 and 2030 in the Russian Federation, which determines the need for legal regulation of their lifestyle issues with respect for human rights to lead an independent lifestyle. The authors present an analysis of the federal and regional legal framework in terms of determining the circumstances under which a citizen is recognized as needing social services, the participation of local self-government bodies and subordinate organizations in the provision of social services, the implementation of social support, the introduction of hospital-substituting social service technologies. The article discusses the trends and ways to improve the legal regulation of social services for elderly and disabled citizens at home from the perspective of the introduction of hospital-substituting elements.

The article describes the problem of social rehabilitation of disabled people. Due to the increase in the number of people with disabilities and disabled people around the world, as well as in our country, the issue of social rehabilitation of these persons remains relevant. Today, persons with disabilities are among the most vulnerable categories of the population. Most of them don’t have a family and don’t want to participate in public life. All this suggests that persons with disabilities in our society are a discriminated and segregated minority. That is why the state, providing social protection for the disabled, is called upon to create the necessary conditions for their individual development of creative and productive capacities and abilities. The authors analyzed the experience of the organization of social rehabilitation of persons with disabilities in Kazakhstan, concretized the update of its content.

The article discusses the problems of forming an accessible environment in order to improve the quality of life of people with disabilities in modern Russian society. It is these kinds of problems that arise when implementing the Federal Target Program "Accessible Environment", the purpose of which is to create a barrier-free environment for people with disabilities. The relevance of the topic of the article is due to the fact that today the state still has an unresolved task of creating a high-quality accessible environment for people with disabilities, which would allow them to realize their capabilities on an equal basis with other members of society. A number of problems of the formation of an accessible environment for people with disabilities are analyzed, including the problems of employment of people with disabilities in many regions, which are relevant for most regions of the North Caucasus, especially for the Republic of Dagestan. The article provides an analysis of the legal norms governing the rights of people with disabilities and people with limited mobility, as well as judicial practice on violations associated with unhindered entry into the premises of disabled people, including wheelchair users, disabled people with vision impairments, etc. Special attention in the article paid to those measures that are aimed at supporting this category of the population in all areas. The conclusion is substantiated that the legislation should be revised to create an effective accessible environment for people with disabilities

This article presents the problem of the large number of people with disabilities in Mi Perú, Ventanilla, in addition to their limited access to health services, rehabilitation, and physical and psychological therapy, which is an issue of utmost importance due to the inaccessibility posed by the distance to these services and to the scarce economic resources of its people. There is a project that aims at the main socio-economic inclusion of the disabled people through their access to the services they need by improving such services in their towns. This project has three components: a) training in the care and attention, b) adequate equipment infrastructure in the rehabilitation centers and c) strengthening of management personnel within the framework of an agreement between the Municipality of Ventanilla and the Health Ministry, under which the municipality bears the cost of the center, and the ministry be responsible for the salaries of administrative and health personnel.

The present article considers innovative technologies, used in social work with disa-bled people. Special attention is paid to hospital-replacing technologies, such as supported living scheme, driven by development of inclusive society model. Imple-mentation phases of supported living scheme are thoroughly studied. The study proves that direct implementation of supported living technology should be based on considering individual characteristics and ththe needs of the disabled person, as well as the degree of his/her disability. The text provides analysis of domestic and foreign experience on supported living projects and their implementation. Monitoring and analysis of supported living projects, implemented within the territory of the Irkutsk region, were carried out within the study. The article presents findings of the socio-logical survey that was based on expert poll method. The main purpose of the survey was to define prospects and challenges for development of supported living services in the Irkutsk region. The paper concludes, that supported living is an effective al-ternative option to traditional residential care services, it also emphasizes the special importance of attracting non-profit organizations of the Irkutsk region to putting this advanced technology of social work into practice.

The article is devoted to the experience of social services in South Karelia (region of Finland) in respect of different types of urban support for disabled people in the areas of employment, housing and hobbies. The article describes the work of institutions providing assistance to people with disabilities and the services which are being provided by social service Eksote in Lappeenranta, Imatra and Parikkale. The article describes the work of centers round the clock monitoring and employment for the day, as well as the daily lives of people with Down syndrome, severe autism, intellectual disabilities. The attention is focused on the best practices in Finland, enabling the disabled child to engage in open employment. The article informs about the kinds of financial support for disabled people in Finland and assistance from the National Insurance Institute Kela, including the payment of rental housing. This article describes the features and differences of the centers around the clock care for people with disabilities in South Karelia: Houses “Petyayamyaki” and Private accommodation center “Villa of Karelia “for people requiring intensive care. The article describes the features of the day centers of employment for people with disabilities in Finland: the Center for Independent Living Support “Arttu” and Center “Valtsy.” According to the official position of the Government of Finland, persons with disabilities have the same rights as all other citizens of the country, and they have possibility to make decisions about their own lives. The Finnish system of medical and social rehabilitation of people with disabilities deserves the attention and replication in Russia.

Physically disabled persons can have sleep problems, which affects their mental health more than those in non-disabled people. However, there are few studies on the relationship between sleep duration and mental health targeting physically disabled people in South Korea, and existing studies on the disabled have mostly used data collected from convenience rather than nationally representative samples, limiting the generalization of the results. This study used data from the second wave of the Panel Survey of Employment for the Disabled (PSED, 2016–2018, 1st–3rd year). Participants included 1851 physically disabled individuals. The Chi-square test and generalized estimating equation (GEE) were used and the Akaike information criterion (AIC) value and the AIC log Bayes factor approximation were used to select sleep trajectories. This is the first study to elucidate multiple sleep trajectories in physically disabled people in Korea, and the relationship between sleep duration trajectories and self-rated depressive symptoms. People with physical disabilities who sleep more than 9 h have the highest risk of depression and need more intensive management as a priority intervention.

Abstract The industrialization process generated many disabilities. However, the historical study of industrial disability has not progressed. This study examines disability welfare in the Japanese railroad industry. In particular, Testudō Kōsaikai, an organization of the Japanese National Railways (JNR) established in 1931, was uniquely devoted to welfare activities by linking a profit-making business and the provision of welfare. To cover welfare costs, such as providing workshops for disabled people, Kōsaikai conducted profit-making businesses, such as sales at station stalls. However, the welfare of disabled people in the JNR, including the activities of Kōsaikai, has not been previously examined. This study clarified the structure of disability welfare in the Japanese railroad industry until the early postwar period. People with a lower degree of disability, such as one upper or lower member amputation, were employed by the JNR, while some of these people were employed by Kōsaikai as sellers or officers, or accepted job training in Kōsaikai workshops. On the contrary, although few people with higher degrees of disability were employed by the JNR and Kōsaikai, the latter employed their family members to compensate them for their living costs.

Background The client"s condition for heart failure requires environmental support to be able to be confident and able to carry out activities according to the directions given while the patient is undergoing treatment in the hospital, but sometimes in the client"s time period at home there will be situations where patients may experience complaints or changes in conditions that can affect his cardiovascular status. Purpose this study is conducted to identify psychological and social problems and needs of heart failure clients with a qualitative approach of observation, invite individuals or families to participate, motivate individuals to develop the potential to maintain optimal health. In addition, this study was conducted to assess the need and effectiveness of the practice of consulting for heart failure nursing in hospital outpatients Method qualitative observation approach in nursing consulting practice using steps of the nursing process consisting of an assessment of physical, psychological and social conditions and client needs, formulating problems, making plans and taking care of actions in accordance with the problems that exist by nurses in the outpatient clinic at home sick. Results Clients who came to the outpatient clinic had various  psychological and social problems. From the observations and interviews it was found that psychological and social problems were the most common causes. Psychosocial problems arise due to the client himself, life companion (husband or wife) and family members who live together. So that the family system to support clients with heart failure is not awakened. Health education and promotion to clients, life companions, and family members of heart failure clients who live at home are needed when the client controls health to maintain the client"s health support system while at home. All clients and families in this study stated that the practice of nursing consultations in hospital outpatients is very helpful for clients and families to improve the situation they face. Conclusion the practice of nursing consultations can identify the problems and needs of clients and families. Strengthening the client support system for heart failure at home is needed so that psychological and social problems can be reduced when the client is in the family environment. Nursing consultation practices at outpatient hospitals are needed to help motivate clients and families in maintaining and increasing care and support for clients who suffer from heart failure while at home. In this article, we are concerned with the ethical implications of the entanglement of embodiment and non-human materialities. We argue for an approach to embodiment which recognises its inextricable relationship with multiple materialities. From this, three ethical points are made: first, we argue for an ethical relation to ‘things’ not simply as inanimate objects but as the neglected Others of humanity’s (social and material) world. Second, there is a need to recognise different particularities within these entanglements. We draw on the work of Merleau-Ponty and Levinas to think through how the radical alterity of these Others can be acknowledged, whilst also recognising our intercorporeal intertwining with them. Third, we argue that recognition of this interconnectedness and entanglement is a necessary ethical and political position from which the drawing of boundaries and creation of separations that are inherent in social organising can be understood and which contribute to the denigration, discrimination and dismissal of particular forms of embodiment, including those of non-human Others. In order to explore the ethical implications of these entanglements, we draw upon fieldwork in a large UK-based not-for-profit organisation which seeks to provide support for disabled people through a diverse range of services. Examining entanglements in relation to the disabled body makes visible and problematises the multiple differences of embodiments and their various interrelationships with materiality.
