The article describes the problem of social rehabilitation of disabled people. Due to the increase in the number of people with disabilities and disabled people around the world, as well as in our country, the issue of social rehabilitation of these persons remains relevant. Today, persons with disabilities are among the most vulnerable categories of the population. Most of them don’t have a family and don’t want to participate in public life. All this suggests that persons with disabilities in our society are a discriminated and segregated minority. That is why the state, providing social protection for the disabled, is called upon to create the necessary conditions for their individual development of creative and productive capacities and abilities. The authors analyzed the experience of the organization of social rehabilitation of persons with disabilities in Kazakhstan, concretized the update of its content.

The article deals with issues related to the problem of vocational rehabilitation of disabled people. The competence of the Russian Federation in the fi eld of rehabilitation of disabled persons in the person of its Federal authorities and management, subjects of the Russian Federation and local self-government bodies is specifi ed. The content of such concepts as "services for professional rehabilitation of disabled people" in accordance with the state standard GOST R 53873-2010 Rehabilitation of disabled people is disclosed. Professional rehabilitation services for the disabled; "professional rehabilitation program" and "options for professional rehabilitation". Despite the fact that professional rehabilitation and adaptation in the workplace is an integral part of the state policy in the fi eld of social protection of persons with disabilities, there are many unresolved problems and diffi culties in this area.

In the article there is reflected the complex of the most important andfundamental problems ofintegration ofpersons with disabilities into society in two ways: in the theoretical and methodological and analytical-sociological. There are considered institutional aspects of the vocational rehabilitation atfour levels: international, national, regional and local. The study of the views ofdomestic researchers in theoretical and methodological terms has shown problems of the employment ofpersons with disabilities at the regional level to be insufficiently studied up until now. In this connection there were investigated main directions of vocational rehabilitation and integration of disabled people into society thanks to efforts of the Government of the Mari El Republic, Main Bureau of Social and Medical and Expertise of the Republic of Mari El of the Ministry of Labor and Social Protection of the Russian Federation, Department of Labor and Employment ofpopulation of the Republic of Mari El. There is given an estimation of the management and vocational rehabilitation of persons with disabilities in the competitive mesoeconomic labour market. On the basis of monitoring and sociological research of two categories of respondents there were identified priorities, issues andfactors, determined the employment of the disabled persons as a specific population group. The dynamics of active forms of the employment and ranging opinions of respondents allowed to prove the positive role of vocational rehabilitation to expedite the integration processes of disabled persons in society: decline in the number of cases of disability among working age persons surveyedfirstly, reducing the percentage of the gain in the severity ofdisability, the increase in the proportion of the complete rehabilitation among the adult population, the decline in the proportion ofpersons with disabilities among the unemployed people owing to such forms as the organization of specialized job fairs, quotas and creation of work places, referral of disabled persons about self employment. Nevertheless, bearing in mind the persistence of revealed problems, there are proposed author measures on the improvement of the efficacy of the impact of vocational rehabilitation ofpersons with disabilities to accelerate their integration into society, taking into account vectorness, including governing bodies, employers and people with disabilities.

Studied international legal mechanisms of implementation of rights of persons with disabilities, and promoting the implementation of disability rights at the international level: the theoretical and regulatory framework. The author pays attention to the social protection of the rights of disabled people in Uzbekistan.

Modern approaches to protecting public health in the world are increasingly guided by the concept of preventable loss of health, which provides for the concentration of health efforts on the prevention of morbidity and disability. The nosological spectrum of causes of disability includes a large list of diseases, among which the leading ones are chronic non-communicable diseases, which are characterized by an epidemic type of spread. The highest level of disability is observed in connection with diseases of the circulatory system, malignant neoplasms, diseases of the musculoskeletal system and connective tissue. Of the total number of citizens recognized as disabled, a significant number are disabled people of the first and second groups. The significance of the disability problem is aggravated by the special demographic situation of the "aging" of the population, which is associated with the accumulation of pathology of various major body systems. Persistent dysfunctions of the body due to diseases, consequences of injuries and defects can lead to disabilities. The development of the UN international legal framework (UN Convention on the Rights of Persons with Disabilities, "International Classification of Functioning, Disability and Health") contributed to the formation of social policy in Russia aimed at protecting the rights of persons with disabilities. Medical and social rehabilitation and habilitation of persons with disabilities is the basis of social protection of citizens with health problems. The implementation of the main directions of medical and social rehabilitation and habilitation of persons with disabilities (medical, professional social) involves the use by persons with disabilities of technical means of rehabilitation that can compensate for impaired or lost functions of the body, which helps to overcome the limitations of life and socialization of citizens with persistent health problems.

Persons with physical disabilities recorded under the auspices of the "Rumah Kasih Sayang" institution are 12 people. Ideally, the practice of worship should be carried out easily by everyone, but in fact there are still many people with disabilities who experience difficulties in implementing it, not even a few of them have left worship because of low religious-related understanding and lack of motivation from the community to include persons with disabilities. carry out daily worship obligations. These problems are experienced by people with disabilities, especially physically disabled in the "Rumah Kasih Sayang" in Krebet village. People with disabilities by the community are considered as groups who are no longer obliged to worship, they are sufficiently fostered with a variety of skills obtained from the institution, empowered by breeding goats from compensation without even being physically invited to pray together in the mosque or prayer room. Religious inclusiveness needs to be built between the community and the physically disabled, the community must be given an understanding that as long as the disabled person meets the taklif provisions, there is no privilege that disqualifies the obligation of worship for the disabled. The research questions are: 1) What are the implications of the fiqh guidance of worship for the disabled in the "Rumah Kasih Sayang" Krebet Jambon Village? 2) What are the implications of fiqh material for worship for the people of Krebet Jambon Village ?. To answer the formulation of the problem, the researcher used a Participatory Action Research (PAR) approach. The results of this study are: 1) Deaf people can practice well the procedures of daily worship in accordance with the fiqh hospitality of disabled people while being able to carry out the obligation to worship together with the surrounding community. 2) People get new insights about fiqh worship for people with disabilities, changing their negative stigma towards disabled people and leading to the realization of an inclusive religious culture in Krebet Jambon Ponorogo Village.

The article deals with topical issues of the method of art therapy in social and cultural activities and reveals the essence, purpose, types of art therapy. There are defi nitions of art therapy, social and cultural activities, professional training and readiness for social and cultural activities. It was revealed the importance of applying a method of art therapy for social rehabilitation and integration of disabled people. The results of workers� diagnostics and recipients of social services in order to identify the conditions and the need of using a method of art therapy in institutions of social protection are analyzed. It solved the problem of using the method of art therapy and proved the necessity for the development of its theoretical and practical basis in the preparation of specialists in social and cultural activities.

The article examines the problem of accessibility of objects of social infrastructure of the Kola Peninsula for disabled people. The study was based on the method of monitoring the state of infrastructure in 13 settlements of the region, in which 701 objects were examined for accessibility for the disabled. As a result of observation, the objects were divided into accessible, conditionally accessible and inaccessible; accessibility indices were calculated for different areas of activity. The study revealed uneven processes of creating an accessible environment in the Kola North, depending on the type of settlements and the location of objects. Most of the accessible infrastructure facilities are located in cities on central streets and are aimed at access mainly for people with musculoskeletal disorders. Social protection institutions, banks and post offices provide access for people with disabilities best of all. In other areas of activity, objects are only partially accessible.

The right to vote is a fundamental right of citizenship in democratic nations, and participation in elections in one of the most important acts undertaken by citizens. Although these rights are guaranteed to all citizens, international research shows that disabled people are widely excluded from participation in elections. Disabled people are less likely to vote than non-disabled people and often encounter various obstacles when they try to participate in elections. This article discusses the voting participation of disabled people in consideration of the international research. The main barriers that disabled people encounter in the voting process will first be outlined. This will be followed by questions concerning the effects these obstacles produce, not only for disabled citizens, but what this means overall for the health of democracy and democratic institutions when a portion of the citizenry encounter serious obstacles concerning their basic civil rights. Icelandic research in this field is extremely limited and no systematic statistical data exists on the participation of disabled people in elections, or politics in general, in this country. Based on data drawn from sources from two of the largest disabled people’s organization in the country, the focus here is on the experiences, circumstances and opportunities for disabled people to participate in elections in the country. The findings draw attention to the obligations of the state to promote and ensure the participation of disabled people in politics and public life in light of the recent ratification in Iceland of the UN Convention on the Rights of Persons with Disabilities (CRPD).

The article presents the results of a medical-sociological study of behavior in 85 constituent entities of the Russian Federation among the disabled and injured at work. In the course of the study, two groups of respondents were interviewed, randomly selected and comparable in terms of sex and age: 562 persons with disabilities with the cause of disability common disease and 442 injured at work. As a result of the questionnaire, information was obtained on the types of HRM received by respondents, problems arising in the process of providing HRM, the level of assistance needed by the respondent in choosing products and their suppliers, as well as assessing the main concerns of respondents associated with the introduction of a new mechanism for providing with the use of a certificate. It has been established that the contingent of industrial victims is more in need of technical means of rehabilitation that compensate for the limitations of the ability to move independently and work, in contrast to the disabled, among whom a significantly greater percentage of people need SMW to compensate for the impairment of the ability to self-service. The rankings of the main problems associated with the provision of TCP in both groups coincide. More than half of the respondents expect an improvement in the system of providing technical support in the event of an electronic certificate.

Worldwide, December 3 is the international day of persons with disabilities. As early as 1982, a 10-year programme of action for persons with disabilities was adopted, called the Decade of persons with disabilities, and at its end in 1992, the General Assembly declared December 3 as the International day of people with disabilities. The goal of this day was to promote the rights of persons with disabilities in all spheres of public life, as well as to attract the attention of the General public to the problems of disabled people. Every year there are more and more people with disabilities, so only in the Russian Federation the total number of disabled people is 9% of the population. Someone comes to terms with their fate and closes in the walls of their home, and someone continues to lead an active life, not wanting to change something in the usual way in connection with their new status. Such strong-minded people learn new professions, acquire previously unknown skills, and try to expand their horizons in various ways available to them. And some unique individuals in the desire to prove to others, and first of all to themselves, that disability is not a sentence, even take part in sports competitions organized specifically for people with disabilities. And if for any famous athlete participation in the Olympics, and even more so victory in it, is a matter of prestige and world recognition, for a disabled person participation in the Paralympic games primarily means victory of the spirit over the body, victory over their own helplessness and infirmity, recognition of the fact of beauty and fullness of life.
