The present study reviews environment-related articles in official newsletters issued by municipalities in Latvia. It evaluates the themes and contents associated with environment in order to evaluate the performance of newsletters as providers of relevant information to the population. Official publications of four Latvian municipalities—Mazsalaca, Jūrmala, Krāslava, and Kandava—were analyzed. Common themes included nature and its protection, history of the place, social and cultural events, quality of life and performance of the municipality. A widespread approach of engaging the local population is to hold contests and competitions. However, it is uncertain if the response rate help raising the civic participation level significantly. The official newsletters are willing to publish environment-related public relations materials prepared by other institutions of companies, without exhibiting consistent editorial policy of their own. The implications of the continued publication of these newsletters as competitors to the regional independent newspapers are also discussed.

Abstract. In 1902, the so-called Erdbebenhaus (earthquake house) was built in the garden of the Institute of Geophysics of the University of Göttingen to host and protect the very sensitive and fragile seismographs designed by Emil Wiechert. These instruments were the standard at their time, and they are still in operation today, documenting 111 yr of almost continuous seismological observations. Since 2005, the observatory is owned by the Wiechert'sche Erdbebenwarte Göttingen e.V. (Wiechert's earthquake observatory in Göttingen, registered society). This society aims at extending the observational record and protecting the observatory as a cultural heritage. In this paper we review the history of the observatory in the last 111 yr. Special attention is given to the developments in the last decade, when the observatory and further historic buildings and instruments changed ownership. Due to the efforts by the society, the observatory is still running now and open to the public. In addition, it is a part of the German Regional Seismic Network and, thus, observations can be used for scientific investigations.

As a feature of local cultural heritage, historical garden sites should not only focus on landscape sightseeing, but should also champion the sustainability of cultural heritage and promote the local community’s wellbeing. This article uses the landscape narrative method to explore how the local public, with both professional and non-professional backgrounds, manages the cultural heritage and enhances its sustainability. Qing Yan Yuan is a historical garden site in Huai’an, Jiangsu Province, China, and constitutes the research area of this study. This article firstly conducts in-depth interviews with local residents with non-professional backgrounds; then, it collects relevant information from professionals, such as introductions, comments, news, periodicals, etc.; finally, it adopts the content analysis method to decode, summarize and sort out accordingly. Through the analysis of landscape narrative data, this paper found that three cultural heritage value strategies are used by the public: (1) origin landscape narrative; (2) functional landscape narrative; (3) meaningful landscape narrative. The origin landscape narrative is the expression of a cultural heritage value of “past presentation”; the functional landscape narrative is a cultural heritage value of “place identity”; the meaningful landscape narrative shows a cultural heritage value of “future education”; all these together constitute the local public subjective conception of the sustainability of cultural heritage.

Abstract: A museum is an institution that collects and looks after historical objects to showcase and function them as educational media for the public. The realization of those functions depends on the interior concept through visualization in each room. One museum that is particularly attractive to the researcher to analyze is Surabaya House of Sampoerna Museum. This museum is recorded to be one of Surabaya’s cultural heritage buildings. It displays the history of the establishment and the development of Sampoerna company thematically in each room in the building, therefore, there are different themes even in one room. The implementation of the mentioned visualization concept has become the basis of interpretation for the researcher with the focus on room visualization. House of Sampoerna Museum consists of five showcase rooms; however, this research only interprets three rooms that do not undergo significant alteration since 2018. The three rooms are referred to as room 1, room 2, room 3. The data collection methods of this research are observation, interview, and document analysis that involves the researcher’s interpretation. Based on the results of this research, the interior concepts of room 1, room 2, and room 3 have been discovered. Abstract This study is an attempt to describe the current condition of the watermills situated in the river valleys of the Silesian voivodeship. Changes in the number and distribution of mills from the late 18th century until the 20th century have been presented (as exemplified by the Liswarta River basin in the northern part of the voivodeship). Watermills have been discussed both as industrial monuments that document the history of the milling industry and as tourist attractions. Currently, working mills that serve the local population in rural areas are a rarity, and working watermills are unique sites that should be protected as industrial monuments that constitute an important part of our cultural heritage. They are among those industrial monuments that are particularly vulnerable to destruction. Such mills increasingly attract the interest of industrial tourism promoters. Activities aimed at promoting watermills as cultural heritage sites and leading to their protection and preservation as part of the river valley landscape have also been discussed. In the Silesian voivodeship, there are many watermills that deserve attention; some of these are listed in the register of monuments maintained by the National Heritage Board of Poland. Unfortunately, most disused mills are falling into disrepair and are slowly disappearing; only a few have been preserved in good condition. Many of these have long histories and they are also situated in areas attractive for tourists. There is no doubt that watermills should be preserved. Their inclusion in open-air museums is not the only solution – any form of protection in situ by putting them to different uses is also valuable. Changing the function of a mill to serve as a hotel, restaurant, cultural centre, etc. makes it possible to maintain these sites as parts of river valley landscapes.

Palopo City is a member of the Indonesian Heritage City Network (JKPI) and has been directed by the government as a Heritage City. Lalebbata is an important space in the history of Palopo City. In this area, the pulse of the economy, socio-culture and religiosity of the Palopo people begins. The intertwining of these three aspects is symbolized by the existence of the market – as the center of crowds, the Kedatuan Palace of Luwu and the Old Mosque of Palopo City. Lalebata as one of the historical areas needs efforts to be structured as an effort to revive activities in this area as well as as an effort to protect, including controlling the development of the area so as not to lose its historical identity. The Regional Regulation of the City of Palopo on Cultural Heritage mandates that the spatial pattern of the Cultural Conservation Area is stipulated in the Batupasi Sub-District. The management plan for this cultural heritage area includes the revitalization of cultural heritage, as well as the preservation and maintenance of historical buildings as well as being directed as a Trade and Service Allocation Area, particularly as a shopping center and public open space. This paper aims to produce a planning concept and arrangement of the Lalebbata Area in Batupasi as a Center of Heritage as well as a public space in Palopo City. The method used is a participatory approach to the residents living around the site, to explore potential and problems, as well as to review policies related to planning and arrangement that will be carried out. The result of this paper is the area planning concept by dividing the area into several functions such as commercial space, public and pedestrian space, green area/parks/sclupture, plaza, exhibition space and museum.

Private collectors have a long history of generous donations to cultural heritage institutions, but donors and said institutions have had a contentious relationship. Both private collector and institution have a different relationship to the objects in the collection and this is reflected in the narratives attached to them, which can create tensions between the private collector and the public institution that accepts the donation. Film memorabilia collections and donations are subject to these very same tensions, but they have not been discussed at length in academic literature. This thesis examines the “Rob Brooks Mary Pickford Collection” at the TIFF Film Reference Library (FRL). It assesses the emotional narrative of the collector, Rob Brooks, who as a private collector gifted his collection, as well as the aims of the cultural institution, the narratives that are attached to the collection once it received, and how touring the collection may change that narrative.

In the post war world, numerous attempts at all levels – multinational, bilateral and domestic – have been made to foster growth and development in the low income world so that these countries can catch up with their richer brethren from the industrial countries. Why has growth not been faster? What can be done to make these countries achieve more balanced and sustainable growth? These are important questions of the day that are preoccupying all serious positive social science and development policymaking. To a large extent, many of the answers that are being derived relate to the failure of these countries to develop key institutions. Most practitioners and thinkers are now in agreement on this issue but remain perplexed at what is required to develop these institutions. The public sector’s attempts at developing the institutions within its fold have not succeeded. The fostering of non-governmental institutions also remains fairly uneven in its results. Donor funding for institutional support too has had very limited results despite the extensive history of sectoral and institutional reform that has been supported by substantial financial and technical assistance and resources.
