The active development of the volunteer movement in modern Russia encourages a comparison of the practices of organizing the volunteer movement in different countries, in order to study positive experiences and partial borrowing, as well as to analyze the phenomenon of volunteerism in a broader scientific context - as one of the mechanisms for the development of civil society. The article presents a sociological analysis of volunteer activity in seven developed foreign countries in such categories as historical features of formation, typical areas of volunteer activity, common goals, values and motives of volunteers, state support for volunteer programs and projects, as well as identical features of the organization of volunteer activity in these countries. This analysis is a selection of the best foreign practices of working with volunteers and allows you to outline the prospects for the development of the volunteer movement in other countries, including in Russia. The article helps to systematize the features of the development of volunteer activity in the world community and call it an effective mechanism for educating citizenship and increasing social activity. The international practice of involving citizens in volunteerism has clearly demonstrated the significant contribution of the third sector to the global economy, building a strong and solid society that is ready to respond quickly to current challenges and help solve global problems.

Objetivamos, no presente texto, examinar o discurso no qual se enuncia que o Brasil se insere na economia global ao efetivar esforços institucionais que consideram a educação uma alavanca que propulsionará o país para o desenvolvimento semelhante aos dos países centrais do capitalismo, pautado na redução do Estado, emersão do terceiro setor, privatização e parceria público-privado, com vista a uma maior competitividade. Este exame se dará a partir de uma metodologia de cotejamento entre textos de autores clássicos nas teorias de Estado e políticas de amplo escopo (Ball, Sacristán, Teorodo, Pereira) e autores recentes que têm se debruçado sobre as relações entre essas teorias e as realidades locais vivenciadas pelas escolas públicas de educação básica (Andrew e Kouzmin, Fernandes, Brito e Peroni, Libanori, Nogueira, Werle e Barcelos). Segundo esses autores, à educação cabe o papel de formação de consumidores, possuidores de mínimos recursos intelectivos, necessários à inclusão no mercado de trabalho, cumprindo uma agenda de apêndice de medidas gerencialistas. Como resultado desse estudo encontramos uma nova concepção sobre a sociedade civil, sendo aquela que é instada a uma participação ativa desde se mantenha subserviente aos propósitos do Estado sob nova direção. Também podemos indicar como resultado os desdobramentos dessas políticas forjando discursos que enunciam uma educação voltada ao mercado global, marcada pela competição, índices de rendimento, acento em uma concepção de currículo pautado no discurso de inclusão, mas baseado em uma exclusão prática e distanciamento das necessidades de alunos e da melhoria na qualidade de ensino.Palavras-chave: Reforma administrativa. Globalização.  GLOBAL AND LOCAL POLICIES: the capitalization’s brazilian education and civil society role.Abstract: In this text, we objectify to examine the speech which sets out that Brazil is part of the global economy to effect institutional efforts that consider education a handle to help the country for a similar development like the central capitalist countries, based on the reduction of state, emergence of the third sector, privatization and public-private partnership with a view to greater competitiveness. This examination will take place from a very careful look into the methodology between classical authors texts in the theories of state and broad scope of policies (Ball, Sacristan, Teorodo, Pereira) and also recent authors who have been working on the relationship between these theories and realities local experienced by public schools of basic education (Andrew and Kouzmin, Fernandes, Brito and Peroni, Libanori, Nogueira, Werle and Barcelos). According to these authors, education has the role of consumers formation, holders of minimum intellective resource , needed for inclusion in the labor market, fulfilling an appendix agenda in the management measures. As a result of this study we found a new conception of civil society, and one that is required to actively participate since it remains subservient to state purposes under this new management. We can also indicate as a result the unfolding of these forging political speeches an education to the global market, marked by competition, income indexes, accent on a curriculum design guided the inclusion discourse, but based on a practical exclusion and detachment of students needs and improvement of the quality of education.Keywords: Administrative reform. The aim of this study was a holistic analysis of aspects of expanding the interaction between the state and civil society on the example of the experience of foreign countries, namely Austria, Belgium, France, Italy, and Poland. The research involves such methods as sociological analysis, systemic and case study methods, structural and comparative methods, as well as the dialectical method. The factors of expanding the interaction of the judiciary as a representative of the state, which protects the rights and interests of civil society, were identified in accordance with the results of the study. As a result, conclusions were drawn on the need for the judiciary, as a representative of the state, to use methods to expand the interaction between the state and society, in the person of every citizen. The use of those factors in relation to such interaction will further help increase public confidence in the state, which will ensure effective protection of the rights and interests of society.

The following article deals with the social participation of citizens of Kazakhstan, as well as the functioning of non-commercial organizations that are a manifestation of social activity in this country. The presented research is an attempt to systematize the issue of non-commercial organizations in Kazakhstan from the point of view of Polish science. The issue of the non-governmental sector is an extremely broad field of research, therefore basic legal acts, regulating these forms of social initiatives, have been examined. In addition, the third sector appears to be an important element in analysing the activities of post-Soviet countries, which are usually characterized by an authoritarian system of power, trying to maintain maximum control over civic initiatives. It turns out, they can function independently despite the difficulties. In the first part of the article, the author presents the legal framework that has been taken into account by the Kazakh legislator in relation to civil society and its associations, including primarily non-commercial ones, which constitute the important content of this article. Additionally, the operation, legal forms and areas covered by the activities of these organizations were analysed. The next part of the text is the evaluation of regulations that raise the issue of establishing associations, as well as the interpretation of other state concepts that provide for the development of civil society. In the last part, the author continues his reflection on the functioning of non-profit organizations in Kazakhstan, discussing forms of state support for this sector. The article ends with a summary of the whole topic and verification of the hypotheses set out in the introduction.

Civil society organizations are, if not schools, at least pools of democracy. In the ‘third sector’, too, active engagement and participation ‘by the people’ have given way to meritocracy, or, in other words, to rule by the well-educated. Many popularly rooted mass organizations have witnessed a decline in membership and political influence. Their role as intermediary between politics and society has been taken over by professionally managed advocacy groups that operate with university educated public affairs consultants. First, the chapter describes the associational revolution, the enormous increase in the number of civil society organizations. Then it in analyses the education gap in membership and the shift from large membership organizations to lean professional advocacy groups, which has occurred over the past three decades. The chapter concludes with a discussion of the net effect of this meritocratization of civil society for political participation and interest representation.

The chapter analyses the historical and contemporary condition of the Gypsy, Traveller and Roma (GTR) civil society movement, its strengths, achievements, threats and pitfalls and the motivation, dynamism and tensions within its varied manifestations. It explores the struggles against assimilatory and discriminatory policy, the interplay between community bonds and diverse aspects of identity and analyses the transformative potential of inclusive, grassroots and asset based community development, which draws upon the strengths of identity and culture but fuses these with perceptions and strategies which are emancipatory and inclusive.

Summary This paper presents the main approaches and issues of Anglo-canadian sociology of the last forty years, showing their limits and their theoretical inadequacies. It discusses the current practices of sociologists and asks the question: which social dimensions should be taken into account to strenghten sociological theory. It emphasizes the necessity to go beyond the framework of the social sciences to build a proper understanding of humanity and social activity.
