The article is focused on one of the public participation technologies within the scope of the state processes management an independent assessment of the work quality regarding institutions providing services in the social sphere. The author examines the process of changing the legislative norms governing the process of conducting an independent assessment. The main purpose of the analysis is to demonstrate how the understanding of the object, subject, methodology and methods are changing. The informational background for writing the article is domestic researchers data, as well as the authors own experience as the chairman of the public council for carrying out the independent assessment concerning the terms of service quality of the organizations referring to the social service (Ministry of Socio-Demographic and Social Policy of Samara Region), as well as the status of a representative of the organization-operator. Analyzing the key components of an independent assessment, the author describes the risks of reducing the data quality, expanding the practices of conducting work in a cost-cutting format by operating organizations, emasculating the contents from an independent assessment, and, as a result, the loss of significance related to public control technology.

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

Russia today is a dynamically developing state that, despite external pressure, continues to strengthen its positions in the world arena, timely preventing external and internal threats to economic security. Social stability is a fundamental prerequisite for the dynamic development of the state. In this regard, the state's task is to prevent destructive processes in social and economic development, using a set of measures and management procedures. The state of the social sphere, trends and forecasts of its formation have always been in the focus of the interests of the leadership of our country, government organizations and the scientific community. This is because the social sphere is of primary importance for the development of society in particular and the state as a whole. In recent years, large-scale changes have begun to take place in the Russian Federation, including the development of new public legislation, the implementation of targeted projects, the formation of a new concept of public protection of the population, and many actions have been taken to provide a decent level of well-being and increase the quality of life of the Russian people. Despite the fact that the Russian government has made great efforts to reduce the scale of unemployment and poverty, improving the quality of life, the social problem remains quite acute. The main factor was the sudden change in the international situation in the last few years, the introduction of financial and restrictive sanctions, the implementation of hostile political activities by certain foreign states against Russia, and as a result, the complication of the social and financial situation within our state. However, successful social and financial development remains the highest value for the Russian state in the near future. The purpose of this activity is to identify the relevance and complexity of problems of economic security and assess indicators that determine threats to security in the public sphere. Observation and diagnosis of the degree of threats to the national interests of the state on the basis of indicators of socio-economic development indicators in the public domain is a priority task in the existing realities of our life. Modeling the threats to economic security, ie, obtaining specific values of economic security indicators depending on their belonging to a particular risk class (level), it is possible to develop an appropriate plan of measures to improve economic security in the social sphere on the basis of the proposed classification. Monitoring and diagnosing the level of threats to the national interests of the country on the basis of indicators of social and economic development in the social sphere is a paramount task in the existing realities of our life. At the same time, the results obtained serve as a good basis for developing development strategies for the future with the preservation of social stability. The aim of the study is to formulate methodological provisions for the development of the theory of economic security based on the definition of threats to the economic security of the social sphere, using the proposed model of the relationship between the key factors that affect the level of security in this area. The research uses a set of general scientific approaches (abstract-logical, deductive, complex and systemic). The realization of the research process was carried out with the help of the dialectical method of cognition, which predetermines the study of economic phenomena in their interconnection and development. To solve individual problems, economic-statistical methods, comparison methods, absolute, relative and average values, graphical and tabular data representation, correlation-regression analysis, Ward clustering were used.

The relevance of an independent assessment of the quality of the conditions for the delivery of services (IAQ) as a tool for assessing the state of the social sphere is determined by the ability to use it to identify the expectations of a modern consumer, his needs, to detail shortcomings in the delivery of services and develop measures to eliminate them. Independent assessment acts as a form of public control, contributing to the development of civil society, allowing to eliminate problems and improve the system of providing services in the social sphere. The aim of the study is to consider the potential of using IAQ in solving problems of public administration. The research methods used in the work serve as a significant empirical base based on the results of monitoring studies of the implementation of IAQ in the regions of the Russian Federation based on surveys of government representatives and citizens who receive services, as well as on the basis of information provided on the official website for posting information about state (municipal) institutions bus.gov.ru, and have a formal and logical component in terms of conducting a comparative analysis of regulatory sources, using analytical methods of functional and statistical analysis. The choice of research tools was determined by the presence in the current database of the functioning of the IAQ from the moment of its creation in 2013 to the present. The analysis of the results of an independent quality assessment made it possible to identify key shortcomings in the social sphere, the structure of problems that are most often found in the regions and their relationship with the main directions of socio-economic development of the constituent entities of the Russian Federation. According to the results of the study, the hypothesis was confirmed that the incorporation of an independent assessment into the system of executive authorities, which allows to quickly obtain objective data on the state of the social sphere, makes it possible to put its results into practice aiming to analyze the achievement of national goals and ensuring the socio-economic development of Russia. The use of the results of the IAQ to increase the validity and efficiency of management decisions to improve the activities of public organizations for officials of state authorities of the constituent entities of the Russian Federation and representatives of public organizations responsible for their development, allows for a comprehensive impact on improving the quality of life of the population.

Nowadays the modernization transformations of social services for the public sphere highlight the need of service management. The basic principles of innovation management and innovation culture are determined as a factors of social efficiency of service management. The development of private organizations that specialize in providing analog service to the public requires the state to operate on competitive basis. Therefore, to better address issues such as the provision of quality public social services and competitive functioning of the social care system is an important to develop service management. It is extremely difficult to shift to service management in public organizations. Therefore, it is obvious that the introduction of administrative innovations and innovation culture in public social service will stimulate the development and efficiency of service management in the social sphere. Kinerja Birokrasi publik merupakan hasil kerja yang dilakukan secara bersama-sama oleh pegawai dalam sebuah organisasi. Pencapaian kinerja tersebut tentunya dapat dilihat dari pencapaian target kerja yang telah disusun dan adanya dukungan serta upaya dari seluruh bagian unit kerja. Dinas Sosial Kota Dumai dalam menjalankan aktivitasnya sesuai dengan apa yang diprogramkan. Tujuan penelitian ini adalah untuk mengetahui dan melihat kinerja birokrasi publik pada Dinas Sosial Kota Dumai serta faktor pendukung penghambat dari Kinerja Birokrasi Publik pada Dinas Sosial Kota Dumai. Populasi melibatkan seluruh pegawai dengan metode sensus dengan teknik pengumpulan data melalui angket yang hasilnya dianalisis menggunakan analisis statistik deskriptif. Hasil penelitian ini diperoleh skor 1.319 (68,69%) dengan kategori Cukup Baik. Faktor Pendukung ditemukan dalam penelitian ini yaitu, terdapatnya akuntabilitas pegawai dalam bentuk tanggung jawab dalam pelaksanaan tugas pokok dan fungsi dan terdapatnya responsibilitas dalam penyelenggaran administrasi tugas-tugas kepemerintahan bidang Sosial sedangkan faktor penghambat dalam penelitian yaitu masih kurangnya kualitas pelayanan yang diberikan untuk penyandang sosial dan masih kurangnya produktivitas dalam upaya pencapaian program kerja yang telah dilaksanakan.Performance of public bureaucracy is the result of work done jointly by employees in an organization. Achievement of the performance, of course, can be seen from the achievement of work targets that have been prepared and the support and efforts of all parts of the work unit. Dumai City Social Service in carrying out its activities run in accordance with what is programmed. The purpose of this study is to know and see the performance of public bureaucracy at Dumai City Social Service as well as supporting factors inhibiting the Public Bureaucracy Performance at Dumai City Social Service. Population involves all employees with census method with data collection technique through the questionnaire which results are analyzed using descriptive statistical analysis. The results of this study obtained a score of 1319 (68.69%) with the category Good Enough. Supporting factors found in this research that is, there is accountability of employees in the form of responsibility in the implementation of the main tasks and functions and the existence of Responsibilities in administering administrative duties of social affairs while the inhibiting factor in the study is still lack of Quality of Service provided for the social and still lack productivity in efforts to achieve the work program that has been implemented.

The 5S concept, practiced in Japan since the early 1980s, is the most widely accomplished practice in organizations in both the public and private sectors. To create a more comfortable, organized, clean, safe, neat and quality work culture within an organization, 5S practices were then introduced in Malaysia in the mid-1980s. It is able to define, achieve and ultimately maintain a better standard of work culture while increasing the value of employees in an organization. In this regard, the study was conducted to determine the effects of implementing 5S practices on productivity and quality of work among UiTM Cawangan Pulau Pinang’s support staff. The questionnaire was distributed to 60 respondents working in the workshops, laboratories, and kitchens at UiTM Cawangan Pulau Pinang. The data were analyzed using the Statistical Package for the Social Sciences (SPSS) software version 21. This study found that the effects of 5S practice among UiTM Cawangan Pulau Pinang support staff in terms of quality and productivity of work were quite excellent, reflecting the improvement in the work quality and productivity among support staff since 5S was implemented. This indirectly improves quality and productivity of laboratories, workshops, and kitchens services. The campus management needs to recover the lack of 5S practice to optimise the work quality and productivity among the support staff. Keywords: 5S practice, UiTM, productivity, quality of work

The article reveals the conceptual foundations of the social responsibility of the court as an important prerequisite for the legal responsibility of a judge. It has been established that the problem of court and judge liability is regulated by the following international and Ukrainian documents, such as: 1) European Charter on the Law «On the Status of Judges» adopted by the Council of Europe; 2) The Law of Ukraine «On the Judicial System and the Status of Judges»; 3) the Constitution of Ukraine; 4) The Code of Judicial Ethics, approved by the Decision of the XI (regular) Congress of Judges of Ukraine; 5) Recommendation CM/Rec (2010) 12 of the Cabinet of Ministers of the Council of Europe to member states regarding judges: independence, efficiency and responsibilities; 6) Bangalore Principles of Judicial Conduct. The results of a survey conducted by the Democratic Initiatives Foundation and the Razumkov Center, the Council of Judges of Ukraine and the Center for Judicial Studios with the support of the Swiss Agency for Development and Cooperation based on the «Monitoring of the State of Independence of Judges in Ukraine – 2012» as part of the study of the level of trust in the modern system were considered and analyzed, justice, judges and courts. It is determined that a judge has both a legal and a moral duty to impartially, independently, in a timely manner and comprehensively consider court cases and make fair judicial decisions, administering justice on the basis of legislative norms. Based on the study of the practice of litigation, it has been proven that judges must skillfully operate with various instruments of protection from public influence. It has been established that in order to ensure the protection of judges from the public, it is necessary to create special units that will function as part of judicial self-government bodies. It was proposed that the Council of Judges of Ukraine, which acts as the highest body of judicial self- government in our state (in Ukraine), legislate the provision on ensuring the protection of the procedural independence of judges.

The article is devoted to the review of current changes in the legislation on notaries related to the development of electronic civil circulation, analysis of existing digital risks and assessment of the role of notaries in combating them. In modern economic realities, a significant expansion of the sphere of competence of the notary is carried out by introducing completely new notarial actions into the scope of the notary’s terms of reference. At the same time, the notary does not just follow the general ‘digital’ trend, but independently makes significant efforts to effectively perform the tasks of the social sphere regulator assigned to it by the state. The creation of the Unified Notary Information System as part of the formation of the technological infrastructure to ensure the security and stability of legal relations in the context of electronic civil circulation takes to a new level the quality of notarial services and the security of legally relevant information. The role of notaries significantly increases in conditions when the use of digital technologies in the economy, public administration, social sphere becomes one of the main vectors of world development, and society and the state inevitably face the flip side of this process – digital risks that jeopardize the safety of participants in civil turnover and their property. In 2020, as part of the implementation of the national program ‘Digital Economy’, it is planned to introduce a number of innovations that will create the basis for a stable and secure ‘digital’ turnover.

Abstract Introduction. Urinary incontinence, meaning irrespective of will leakage of urine, is a serious health problem, and has the status of social disease basing on the epidemiological data concerning number of affected populations suffering from it Taking into consideration the chronic character of the disease and increasing social discomfort including social exclusion, the costs of treatment and rehabilitation should be lower so patients could improve the quality of their lives in other aspects. That is why it is important to deeply analyze the costs of urinary incontinence in terms of diagnostics, treatment and rehabilitation. Aim. Costs analysis related to diagnostics and treatment of urinary incontinence incurred by patient, or co-financed/funded by the National Health Fund on the basis of the literature review. Summary. The few but regularly prepared reports show that there is a clear need for changes in the funding of services provided to patients with health needs. Both the social and economic aspects are important for each patient and should be deeply analysed by public funds decision makers. It would be much easier to take an action if the probability of complete cure was high.
