MANAGEMENT MECHANISM OF RISK OF REDUCING ECONOMIC SECURITY IN RUSSIAN REGIONS

The authors specify the concept of economic security of the region and determine its essence. The paper considers and groups key indicators characterizing the risk of reducing the economic security level in the region. The classification includes four groups of such indices: financial (aggregate indicators), resource or manufacturing (characterize the economic state of the territory and possibility of its development based on the revealed potential), social, and ecological. When analyzing risks of reducing the level of regional economic security, the authors group, combine, and evaluate the indices holistically and over time. The mechanism of managing the risk of reducing economic security is built considering these groups of indicators. It should be preventive, promptly warn and eliminate threats of the emergence of crises in a particular region. Based on this requirement, the authors proposed the mechanism of managing the risk of reducing the economic security of regions, which consists of several levels. The first level consolidates the Head of the RF constituent entity, the Council for economic and public security of the RF constituent entity, and legislative authorities of the RF constituent entity. The next level consists of commercial organizations, social-political and religious institutions. The third level is the population of the RF constituent entity. However, to achieve stable economic development of the region, the interaction of all levels is necessary, which should be organized by the Interdepartmental commission for economic security matters of the region. Monitoring the existing external and internal threats and considering the economic interests of a region, the commission should develop measures aimed at the prevention of detected threats.

The article is devoted to the study of the organizational and methodological foundations of ensuring economic security through the mechanism of preventing corporate fraud. The influence of “white-collar” crime at the micro level on the overall economic state of the state is considered. The theoretical aspects of corporate fraud are investigated and generalized. The analysis of existing methods and techniques to assess the risk of their occurrence in a particular enterprise is carried out. The emphasis is placed on the assessment of the external operating environment, considered as a source of potential threats to the company’s security, as well as on the study of the risk of corporate fraud in relation to a particular business entity. The authors propose mechanisms to protect the economic interests of the organization from various threats from the staff, which are essential for maintaining the level of its economic security. The findings on the relationship between corporate fraud and micro-level economic security are not conclusive. This indicates the need for further scientific work on the problem, which will logically continue the problems raised in the article.

The article substantiates that the internal security level influences greatly the level of external security of the competitive status. Internal security is determined to become apparent through the productivity value of current costs, product quality, the degree of production capacities use and technical characteristics of equipment. External security of the competitive status should be assessed on the basis of determining the deficiency of the earnings before tax value which is short-received by an enterprise because of discrepancy between its market share and the share of a leading one. The developed indices underlie assessment of economic security of the competitive status of Ukraine’s mining enterprises. The methods suggested in the article are used for calculating the level of reserves of internal security of the competitive status for iron ore open pits of mining and concentrating works and demonstrate availability of considerable reserves at all open pits of Ukraine’s mining and concentrating works. At the same time, iron content in products of Ukrainian mining enterprises is known to be lower than that at foreign companies and the content of impurities does not meet international market requirements. Due to that, all Ukrainian enterprises are characterized by non-compliance of key indicators that describe their competitive status with threshold values. This testifies to inefficiency of economic security provision and management. To ensure the economic security of enterprises in the future, it is currently proposed to assess the level of digital maturity of the enterprise and, based on the data obtained, develop appropriate measures. These measures should include digitalization of all areas of the enterprise. It is proposed to introduce activities to digitize the value chain, equipment and mineral resources. Important indicators that provide information about the level of economic security in the future are the current level of use of big data and the level of digitalization of product promotion.

The choice of the hierarchical principle of the structural organization of the mechanism of ensuring socio–economic security is consistent with the presentation of the role of its components in the regulation of financial and economic processes. Thus, in the performance of the functions of defence, the role of the components of the mechanism in the schemes of direct and current relations, information channels, management conclusions and administrative work is inevitable. Apart from this, the inter-element relations of the mechanism of ensuring social and economic security are mediated by financial and economic relations and, first of all, commodity–money, which is based on the coordination and specific subordination of financial and economic interests. This means that the process of ensuring social and economic security must not be strictly subordinate to the hierarchy of public administration, and be one of its intensive components, which plays a dual role. On the one hand, it has the ability to be needed as the 1st of the methods of implementation of the state financial and economic interests. But, on the other hand, the method is intended to act as a “signal link” to adjust the provisions of the financial and economic policy in an environment of large-scale dangers, which to some extent refutes its subordination to the previously adopted management conclusions. For example, the study of the structuring of the mechanism of ensuring social and economic security implemented in the Republic of Belarus shows its obvious subordinate nature in the system of public administration. In particular, the element distribution of the presented mechanism was made in coordination with the hierarchy of the management system of economic entities. This means that its capabilities are used only to some extent due to the level of restrictions in the implementation of socio-economic security. Level limitation of the control system leads to the fact that financial and economic regulators of the state and functioning of mesostructures have all chances to be “included” in an absolute measure at the macro level and only partly — at the micro level.

The monograph provides a system of arguments that prove, based on the application of a historical approach, that the routing and filling of trade routes with cargo flows, the implementation of current infrastructure and integration projects are due not only to economic, but also political and military-strategic considerations. The results of historical research are given, according to which the Great silk road was not a specific route, not several routes, or even a transport and trade network, but, first of all, an entire political, military-strategic, social, economic, cultural and religious space, concentrated in certain points (centers). New results of constructing the theoretical base of the transit economy (TE) in terms of identifying the geopolitical base and directions of its functioning are presented. It is shown that Russia's priority in the Central Asian countries is not so much economic interests as political activity and the development of fuel and energy complex and the growth of the country's foreign policy weight and capabilities in global and regional cooperation are interrelated. The role of geopolitical and military-strategic considerations in Russia's relations with China, India, Iran, Pakistan, Afghanistan and Syria is revealed. It is proved that the basis for expanding Russia's influence in Central and Western Asia should be the development and implementation of joint regional infrastructure integration projects and their integration with global initiatives. Special attention is paid to the identification and analysis of positive and negative geopolitical results of digitalization of trade routes, scaling up the use of information technologies in the implementation of infrastructure and integration projects in Russia and in the space of Global Eurasia. It is shown that a large role in the implementation of Russian interests is played by solving the problems of generating, distributing and assigning revenues from the implementation of infrastructure and integration projects, forming nodes for creating added value in the conditions of creating and implementing intelligent transport systems. The monograph is intended for managers and specialists of public administration and corporate management, researchers, politicians, postgraduates and students.

This article revises the mission and the name of the accounting profession in the context of strengthening the economic security of enterprises under the conditions of digitalization of the economy. The authors note that in the contemporary conditions of economic management, enterprises should form and ensure the functioning of the economic security of the enterprise at the proper level. The necessity of in-depth research of economic security at microlevel was considered, the factors influencing the stability of the enterprise were highlighted. High level of economic security of the subject of management consists in guaranteeing him maximum effective and stable functioning now and in future. Subjects of economic security were individual enterprises, and objects — their economic interests. The main goals of ensuring economic security of the enterprise in the part of accounting were singled out, the tasks of accounting policy, aimed at ensuring economic security, were determined. The prospects of the accounting profession in the process of ensuring economic security and reliable safe presentation of the results of doing business in reporting are substantiated. The study contains proposals on the revision of requirements for the qualifications of accountants in order to emphasize their activities aimed at strengthening the economic security of the enterprise.

The article highlights the features of the current crisis of Ukrainian confectionery companies. It is noted that in the local confectionery market among domestic and private entrepreneurs there is strong internal competition. It is substantiated that the high probability of occurrence and development of the crisis in the process of activity necessitates the implementation of specialized anti-crisis management of these enterprises. The functions of anti-crisis management are determined and their essence is revealed. The basic tools of diagnostics are offered. Special attention is paid to controlling and monitoring as elements of system of anti-crisis management. The necessity of a comprehensive approach to the formation of the crisis management mechanism and its construction using the system of analysis of hazards and critical control points of HACCP and quality indicators of confectionery at critical control points (CTC) is substantiated. It is proved that such an approach will ensure the harmonization of the interests of participants in the creation, manufacture and sale of confectionery products.

One of the most important components of national security is food security. The country's food security is mainly ensured through the development of agriculture, food production and food import systems. The main problems of the development of the agri-food system of the republic were the increase of the level of provision of the population with food, the increase of the level of economic protection of the country, which, first of all, requires an increase of agricultural production to provide the population with locally produced food products, raw materials to the processing industry as much as possible, as well as to increase export volumes. The main goal of the research is to develop and outline the ways of further development of the RA food self-sufficiency based on the development of agricultural production. Based on the analysis of the current situation in the agricultural market, to propose a set of economic development measures, which will contribute to the increase of the food security level, the development of the agri-food system, the reduction of the poverty level of the rural communities. The research substantiated the preconditions for further growth of agricultural production, as a result of comprehensive studies and analyzes, the main directions of improving food production and increasing efficiency were outlined, which conditioned the scientific novelty.

The article examines the theoretical and instrumental bases of formation of the organizational-economic mechanism. The conceptual model of the process-oriented management of economic potential of enterprise is elaborated, which consists of aim, goals, methods, defining the relationships of subjects, functions and objects of management. The characteristics of these relationships are conditional upon the influence of the external and internal environment, taking into account the relevant hierarchy and management objectives. According to the results of the research, approaches to the formation of the organizational-economic mechanism and the process-oriented management are defined, which is based on general principles (systematicity, dynamicity, complexity, efficiency, purposefulness, scientific validity) and specific principles (completeness of coverage and involvement of economic resources, conformity to plan and budgeting, innovative development, efficiency of use, effective administration, control and coordination). The proposed principles are the main ones for determining the key indicators in assessing the economic potential of the enterprise, fixing to some extent the main stages of its implementation in space and time. The author defines that the organizational-economic mechanism of the process-oriented management is carried out on the basis of the application of management methods, that is, a set of certain techniques of influence on the management object, which contribute to the achievement of the targets. The main objectives of the organizational-economic mechanism of the process-oriented management of economic potential should be: formation of a development strategy on the basis of consistency of economic interests, creation of conditions for the efficient implementation of each component of economic potential, development and implementation of measures to improve the efficiency of its use, organization of assessment of the effectiveness of management influences. The proposed organizational-economic mechanism is a basic platform for determining the system of elements, the nature of the process of their interaction, and the development of practical recommendations as to activities of enterprises.
