The choice of the hierarchical principle of the structural organization of the mechanism of ensuring socio–economic security is consistent with the presentation of the role of its components in the regulation of financial and economic processes. Thus, in the performance of the functions of defence, the role of the components of the mechanism in the schemes of direct and current relations, information channels, management conclusions and administrative work is inevitable. Apart from this, the inter-element relations of the mechanism of ensuring social and economic security are mediated by financial and economic relations and, first of all, commodity–money, which is based on the coordination and specific subordination of financial and economic interests. This means that the process of ensuring social and economic security must not be strictly subordinate to the hierarchy of public administration, and be one of its intensive components, which plays a dual role. On the one hand, it has the ability to be needed as the 1st of the methods of implementation of the state financial and economic interests. But, on the other hand, the method is intended to act as a “signal link” to adjust the provisions of the financial and economic policy in an environment of large-scale dangers, which to some extent refutes its subordination to the previously adopted management conclusions. For example, the study of the structuring of the mechanism of ensuring social and economic security implemented in the Republic of Belarus shows its obvious subordinate nature in the system of public administration. In particular, the element distribution of the presented mechanism was made in coordination with the hierarchy of the management system of economic entities. This means that its capabilities are used only to some extent due to the level of restrictions in the implementation of socio-economic security. Level limitation of the control system leads to the fact that financial and economic regulators of the state and functioning of mesostructures have all chances to be “included” in an absolute measure at the macro level and only partly — at the micro level.

The Ministry of Justice of the Republic of Latvia is a leading public administration in the justice sectors and plays an important role in the development of the procedure of the securing a claim. Topicality and novelty of the research are reflected in the fact that until now in the legal doctrine weren’t made depth and extensive researches of the role of public administration in solving problems of the securing a claim. The aim of the research is to carry out an assessment of the activities of the Ministry of Justice in the development of the securing a claim. In the present research, using the analytical, descriptive and deduction/induction method, were analysed the normative acts, legal policy planning documents, annotations of draft amendments to the Civil Procedure Law, etc. Results: actions of the Ministry of Justice to develop the securing a claim sometimes are chaotic. Conclusions: in order to achieve the defined objectives of the institute of the securing a claim, the state should pay attention to the systematic improvement of current civil procedural regulation.

Improving the legal regulation of the mechanism for ensuring economic security is an important permanent task. The variability of external and internal factors, the formation and development of the digital economy necessitates the timely development and implementation of a set of adequate measures to ensure the economic interests of the society, the state and its citizens. Purpose: to characterize legally established challenges and threats to Russia's economic security, to determine their essence, meaning, forms and degree of influence on the state of protected interests in the process of digitalization of economic relations. Methods: the research is based on empirical methods of analysis, comparison, description, interpretation; theoretical methods of formal and dialectical logic. Special scientific methods are used: legal-dogmatic and method of interpretation of legal norms. Results: the study allows us to determine the essence, meaning and role of threats and challenges to economic security, to determine the prerequisites for their occurrence and the forms existing in the digital environment, to formulate generalizing conclusions and proposals aimed at reducing the negative impact of threatening factors.

The article is devoted to researching the activities of the Russian Federation customs authorities in the context of ensuring the economic security of the state and protecting its economic interests. The author places special emphasis on the fiscal function of the customs authorities, which is expressed in the formation of the federal budget revenues. Apart from that, fiscal function is a fundamental one from the point of view of determining the state economic potential. The article provides a detailed analysis of the mechanism of customs revenue administration, which is integral to solving the fiscal problem, and the legal foundations of which are laid both at the national and supranational levels.

The article deals with topical issues of defining the essence of the categories of «state regulation», «public administration», «mechanisms of public administration», «mechanisms of state regulation», including in the sphere of economic security. It is established that the system of public administration has a managerial influence form and exercises through the appropriate mechanism. The concepts of «mechanisms of public administration» and «mechanisms of state regulation» are delimited. It is established that the object of public administration is public relations, systems; the subject of state regulation are human activities and economic relations. It is proved that the key difference between «government» and «state regulation» is the interests of those subject groups that these processes provide. Taking into account the specifics of the current political and economic situation in the country, the state of the security and defense sector, the situation with the temporarily occupied territories of Ukraine has improved the definition of mechanisms of state regulation in this area, in particular organizational, legal, economic, social, information and security: organizational mechanism. The key principles of economic security are identified, among which are: the rule of law while ensuring economic security; maintaining the balance of economic interests of the individual, family, society, state; mutual responsibility of individual, family, society, state for ensuring economic security; timeliness and adequacy of measures to prevent threats and protect national economic interests; the priority of contractual (peaceful) measures in resolving both internal and external economic conflicts; integration of national economic security with international economic security. The author noted that the above list of economic security principles is not exhaustive, so the system is complemented by the following principles: targeted consistency (approval of short, medium and long-term plans at the state, regional and local levels in the process of policy-making by the public administration bodies in the specified sphere taking into account the state of affairs in the field of economic security of the country, the priority and hierarchical subordination of the goals in the specified sphere in order to achieve the desired results and to achieve state policy on the basis of efficiency and quality development of the state), security and defense orientation (combination of defense and realization of national interests and processes of state regulation of the sphere of security and defense, strategic planning of actions with the purpose of effective streamlining in a certain sphere and adjustment of the system of vital security), criterion threats to the field of economic security (pursuing public policy in the defined field based on defined criteria, based on a system of indicators c indicating the predictive, qualitative and quantitative values that would reflect the situation in the state, determining the qualitative characteristics and effectiveness of public policy in the field of economic security, taking into account the strategic direction of socio-economic development of the state); competences of non-state actors for ensuring economic security (establishing effective interaction of civic institutions societies with state authorities, local self-government bodies, legal entities and individuals in the part of active participation in the implementation of policy in a certain field); openness and consistency of the policy of counteracting the threats to the national interests of Ukraine in the field of economic security (ensuring unimpeded access of citizens, public institutions and other subjects of economic security to information on the investigated sphere, efficiency, legitimacy and transparency of state-administrative decisions in a certain sphere). It is determined that in order to protect the national interests in the sphere of economic security and to effectively implement the mechanisms of state regulation of counteraction to threats in the specified sphere, the levers of ensuring the economic security of Ukraine in the conditions of external aggression and globalization transformations should be rationally applied. These levers include: organizational, legal, socio-economic and political-diplomatic.

The relevance of the chosen topic is beyond doubt, since the development of project management in state bodies of the Republic of Kazakhstan plays an important role in increasing the effectiveness of the implementation of state programs. In the context of globalization, which generates the growth of competitive advantages, the state is set clear strategic goals for the real development of the main directions of the economy in a certain time frame, which largely depend on state management. The implementation of strategies for the development of territories to improve the sustainable growth of the well-being of the population and improve the economy of an innovative type presuppose the strengthening of state management for the development of entrepreneurship, as well as the implementation of effective managerial modifications that will help overcome challenges and adapt in a changing economic environment. At the present stage, the expert community and international organizations believe that one of the deepest problems that hinder the development of the Kazakh economy, improve the well-being of the population, as well as the economic security of the state, is the low level of state management. The fruitful implementation of our own strategic priorities is possible only with the application of new approaches to high-quality public administration, which will enable the growth of the country’s economy, strengthen the image, geopolitical and economic positions of the Republic of Kazakhstan. In recent years, in Kazakhstan, in public administration, one can single out positive aspects in the framework of various reforms, namely, various legal, standard-regulatory documents were introduced and used with the improvement of the mechanisms of public administration tools that must be used in performance-based budgeting (hereinafter — RBB) and targeted approach of government programs. Despite the implemented reforms, the quality of public administration of programs remains at a low level, which is associated with a number of problems, such as irrational and inappropriate use of funds, corruption and others. The formed financial situation, improving the economy and giving it innovative trends, implementing strategies for economic development, increasing the level and quality of life of the population, selecting and introducing effective modifications of government management that meet the challenges and specifics of management, stimulate the introduction of the project approach as an innovative direction in public administration. The result of the article is the consideration of effective mechanisms in the management of projects of state programs and the solution of problems to increase their effectiveness.

The article examines the role of customs authorities in ensuring economic security, determines the nature of the impact of the digital economy on the specifics of the functions performed by customs authorities, and analyzes possible risks and challenges, as well as potential ways to neutralize them. In the current conditions of the intensive desire of states to make the rapid transition to the technologies of the V and VI technological structures, it is natural to form a set of elements of such a way of organizing economic relations as the digital economy. In this context, the impact of the developing components of the digital economy on the directions and specifics of the activities of not only private organizations, but also state bodies, including customs, is obvious. The article shows that in the context of the formation of the digital economy, customs authorities, being one of the subjects of ensuring the economic security of the state, continue to implement their main functions and tasks, while adjusting the used methods in the direction of an increasingly deep application of ICT. The general change in working methods caused by the development of the digital economy, as it was mentioned above, leads to the transformation of the chosen ways of solving the set tasks and performing the assigned functions, but does not affect their semantic essence.

The steps taken to ensure a stable and sustainable economy through balanced customs tariff regulation of foreign trade transactions, and their results were analyzed. The article examines the share of customs revenues in the budget, the reasons for their growth in recent years and the results.

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.
