The accessing changes in the world order provoke fields such as education, work, and in general human lives. The pandemic caused by the spread of Covid-19 affected an extremely large part of the Earth, including the Republic of Bulgaria. Pupils and students had to switch to distance learning, being more precise go-to distance learning in an electronic environment. This was unexpected for us all - parents, students, and especially teachers. The teachers are the ones who have extremely difficult task of dealing in a very short time with the selection of (and possibly acquaintance with) appropriate software, as well as to master information and communication technologies, in most cases, and they may have never been trained in. This situation also provoked the study, which found a place in this report. It was targeted at the very beginning of the forced isolation, including the closure of educational institutions, in the Republic of Bulgaria - in the period from March 18 to April 10, 2020. A logical choice in this state of emergency was the way of conducting it - an electronic survey.

The study highlights the relevance of the organization of distance learning in quarantine conditions. The theoretical analysis of normative educational documents, scientific literature on the use of information and communication technologies in the distance education system, as well as directions for solving issues in ensuring the quality of higher education is carried out. The current state of implementation of distance learning in educational institutions is considered, the experience in the organization of distance learning is studied, and the necessary means for the effective organization of distance learning are identified. A theoretical and methodological analysis of scientific literature on the problem of determining the advantages and disadvantages of distance education was carried out. Much attention is given to the prospects for the development of distance education in Ukraine. The directions for further improvement of distance learning are proposed.

the article reflects the results of a study carried out in the Republic of Mordovia on the problem of creating a safe information sphere for children. The presented results characterize the interests of children in the use of information and communication technologies before and during distance learning in connection with COVID-19. During distance learning, children have increased the time they spend at the computer, on the global Internet. This leads to increased risks and threats to children in the information space. The efforts of the state and society should be aimed at creating a safe information space for children.

The article deals with the distance courses (DC) implementation of different subjects (economics, information and communication technologies, technical, and humanitarian disciplines) at higher educational institutions of Ukraine till 2009 as well as the first attempts to create a bank and a database for the DCs. The article is accompanied by a lists of distance learning courses, separately for each of the above mentioned five themes established at the eight universities in this country.


The article is devoted to the development and implementation of pedagogical diagnostic software (POPDICT) based on information technology in higher educational institutions of the republic. The authors believe that the introduction of pedagogical diagnostics with the use of information and communication technologies creates the opportunity to quickly analyze and evaluate the levels of competence of graduates, combined with the ability and willingness to self-regulate further education and professional mobility, to diagnose the level of knowledge of foreign languages, preparedness for the specialty: ability to collect, evaluate and use information; to diagnose the high adaptability of future specialists, expressed in the ability to adapt to the information loads caused by updating the means of production, communication skills and teamwork.

The article shows the possibility of using information technology in the context of distance learning. The teaching process is always based on the transferring of information from teacher to student. As to distance education, the most important are the following: educational information; educational technologies; information technology. When choosing methods for usage in distance learning, it is important to take into account that certain methods are best suited to the characteristics of the trainees, the specifics of particular subject areas and the general types of educational tasks and exercises. Distance learning network technologies are especially important when organizing joint educational programs, since they allow the most complete implementation of the principles of the distribution of educational and human resources. The article reveals the forms of information and communication technologies used in modern higher educational institutions in the field of digital education. The mandate for the usage of ICT in education is being clarified. Various educational tools using ICT have several aspects, including: stimuli, information, education and methods. The empirical research was carried out on the basis of the analysis of social networks in the context of distance learning.

The results of a survey are presented in order to support the management of the leadership of “Ivan Vazov” Secondary School in Stara Zagora in creating conditions for organizing training and providing support for personal development from a distance in an electronic environment through the use of information and communication technologies in March 2020. The results of surveys to determine the degree of satisfaction and fatigue of teachers, students and parents associated with this school, the preparation for distance learning and the first week of its implementation are analyzed. Distance learning was introduced by the Ministry of Education on March 16, 2020 in connection with the state of emergency declared by a decision of the National Assembly of Bulgaria and related to the COVID-19 pandemic.

Purpose of the study. Information and communication technologies are becoming a powerful tool for the development of electronic business. Today, the leaders in the global economic and political space are precisely those countries that have learned to determine the vector of development of information technologies and use new opportunities for their application. The development of innovative digital technologies in Russia and in the world is widely discussed in the framework of various discussion platforms. In particular, at the International Forum “The Digital Future of the Global Economy” (January 31, 2020 Almaty), digitalization of trade processes between the EAEU membercountries became one of the main topics. The annual Tech Week conference (Moscow) is becoming a traditional place for discussing the implementation of innovative technologies in business, as well as for the exchange of experience of leading Russian and world corporations in the field of electronic business. In this regard, there is a need for a comprehensive statistical assessment of the development level of electronic business of the territory.Materials and methods. The research was based on the data of the Federal State Statistics Service for 2018 for the regions of the Volga federal district, and the results of monitoring the development of the information society in the Russian Federation. As a tool for assessing the degree of digitalization of business in the regions of the Volga federal district, the graphic polygon (radar) method is used.Results. The article provides a retrospective analysis of the stages of development of electronic business in Russia. Among the characteristic features of the modern stage of its development are the mass introduction of Internet technologies and the transformation of traditional business methods. The introduction of advanced information and communication technologies contributes to greater involvement of the business sector in electronic business. In terms of the level of development of information and communication technologies (ICT Development Index), Russia ranks 45th among the countries of the world. For the period 2010 - 2018 the development of electronic business in Russia has a positive trend. According to the results of 2018, the volume of the Russian e-commerce market amounted to 1280 billion rubles, or 4.1% of the total trade turnover. According to forecast estimates, by 2023 the volume of Russian e-commerce market will grow to 8.5% of the total turnover and amount to 2780 billion rubles. An integrated assessment of the development level of electronic business was carried out according to sixteen local criteria. As a result of calculating the private and local ranks of the values of the relevant criteria, fourteen polygons of the level of development of electronic business were constructed by the number of regions of the Volga federal district. The results obtained allow us to state the existence of a high degree of heterogeneity of the regions of the Volga federal district according to the integral indicator under study. Among the leading regions in terms of electronic business development are the Republic of Tatarstan, Perm krai and Nizhny Novgorod region. Outsider regions – the Mari El Republic, the Republic of Mordovia, and the Kirov region – are characterized by a low percentage of organizations that used the capabilities of the Intranet and Extranet, the absence of special software for managing sales of goods (works, services), and limited use of software, in particular ERP, CRM and SCM systems.Conclusion. The widespread use of information and communication technologies entails the expansion of opportunities and improving the quality of coordination of business activities. We should remember that if modern business cannot quickly adapt to the new requirements of the digital economy, then it risks becoming uncompetitive. The results of the study revealed a differentiation in the development of electronic business in the regions of the Volga federal district. A similar situation is observed in most constituent entities of the Russian Federation and is due in many respects to specific reasons for each region. The timely fulfillment of the goals and objectives of digital transformations in the Russian Federation reflected in the Digital Economy of the Russian Federation Program and other regulatory documents will help to smooth out the existing imbalances.

El ser humano siempre ha puesto su curiosidad e ingenio para mejorar su calidad de vida, siendo la comunicación una de las áreas más destacadas debido a su notable rol socializador. La convergencia de los avances en electrónica, informática y comunicaciones transmutó en la telemática y en la creación de la Internet, que ha interconectado al mundo y todos los ámbitos del acontecer social. La educación, proceso netamente social, ha sido impactada por el advenimiento de la Internet desde la década de los noventa, modificando no sólo el tipo de recursos utilizados en el proceso didáctico de facilitación y adquisición de aprendizajes, por sus dos actores protagónicos: docentes y estudiantes, respectivamente; sino también, la cultura de las instituciones educativas, las cuales como en el caso Venezolano, por imperio de la ley, deben incorporar en su misión y planes de desarrollo organizacional, las Tecnologías de la Información y Comunicación (TIC). Transcurridas dos décadas de haber sido establecido como prioridad el uso de la internet en las instituciones educativas, ergo en las Universidades Venezolanas, en el presente artículo se analizan, bajo la visión de los mundos Popperianos (Popper, 1986), dos instituciones universitarias, una pública y otra privada; para determinar si el uso didáctico de las TIC responde a una expectativa o a una aspiración y si ésta, es personal o institucional. The convergence of advances in Electronics, Informatic and Communications transmuted into Telematic and the creation of Internet, which has interconnected the world and all social environments. Education, truly a social process, has been impacted by the arrival of the Internet since the 90s, modifying not only the type of resources used in the didactic process of facilitation and acquisition of knowledge involving their two main protagonists: teachers and students, respectively; but also the culture of the educational institutions, which, in the Venezuelan case, by law, must incorporate in their mission and organizational developing plans, the Information and Communication Technologies (ICT). After two decades of establishing the use of Internet as a priority in educational institutions, mostly in Venezuelan universities, in the present article two higher education institutions are analyzed using the Popperian vision (Popper, 1986): one private and one public; to determine if the didactic usage of ICT responds to an expectation or to an aspiration, and as such, if it is personal or institutional. A dissatisfaction of the legal expectation was evidenced, which turned in an institutional aspiration, due to the existence of a negative and general predisposition of teachers and students towards the use of ICT as resources for the mediation of didactic processes in today’s society, which highlights the important role of the personal affective component; in this case, digital affectivity (Goncalves, 2015) for the accomplishment of goals that a higher education institution has established.Keywords: ICT, Didactic Usage, Higher Education, Digital Affectivity.

Scientific discussion of the problems of transformation of the legal foundations of state institutes of scientific and educational institutions under the influence of the development of information and communication technologies (ICT) and innovative thinking of people is extremely relevant and complex at the same time. Various scientific knowledge has been lacking for a long time, however, today, when the development of creative, moral, innovative potential of each person and humanity as a whole has become a priority for any individual and society, has become the most important, generalizing indicator, criterion of national development. To be taken more systematically and responsibly. Information has always and everywhere been valued as a jewel, on which huge financial resources were spent to acquire its media, have always been important. With the advent of radio and television and, ultimately, modern ICTs, it has increasingly become a product that has always been in demand and also sold well, which, unfortunately, has helped turn the miracle of human communication into a monster — a weapon against the sustainable. development of mankind, the protection of which requires deep knowledge of the human psyche, the laws of society and decision-making algorithms. The nature and meaning of the world, covered by various technical means of communication, are increasingly of interest to society, however, the information and communication sphere, as a geocultural phenomenon and force of influence, began to form not so long ago, around the XVIII century, gradually acquiring geocultural weapons. Again, under the influence of the development of ICT, it has become a pervasive force in the twentieth century, and having acquired network methods of use — a weapon. Today it is becoming the most important factor in the transformation of the world order in the structure «matter (people) — energy (finance) — information — a resource for development». This is how the state and legal policy and the realities of the interaction of the countries of the world with each other and, accordingly, the citizens with the government are built, forcing them to look for new ways of evolution of the economy, military affairs, public power, etc. Using new ICTs, the world’s leading countries are constantly updating their scientific and educational sphere, increasing the requirements for professional training of young people in their universities, trying to form an open society with a responsible attitude to social values, more fully define the responsibilities of public authorities, and it is in this direction that the problems of the formation of modern statehood are concentrated.
