The article deals with theoretical and methodological approaches to determining the subject-object status and involvement of young people in the processes of political, social, and economic development of a municipality. The starting point of the research is the assumption that the traditional approach to youth as a socio-demographic group, distinguished by socio-age and professional characteristics, does not correspond to the current dynamics of political processes occurring in municipalities and regions. From the authors’ point of view, there is a need in a different understanding of the status of youth as an active part of society, which is largely able to solve problems independently. The concept of youth development and the formation of municipal youth policy based on the analysis of conceptual interdisciplinary approaches that determine the subject-object status of youth in the system of youth policy is proposed for discussion. The article substantiates the idea of subjectivity of youth in modern social and political conditions.

AbstractThe paper discusses the intellectual development of Augustinus by means of his discussion of the status, the sense, the function and his judgement on rhetoric. This discussion let Augustinus be an important station in the history of the philosophy of language. Starting point is the explanation of the dialectics of the topos (or pathos) of the ›ineffabilis‹. Augustinus shows that the antirhetoric meaning of the ineffable leads in selfcontradictions. Therefore he discusses the forms and the conditions of understanding. This begins with the early dialogue De magistro and reaches to De trinitate and one of the central subjects within this theoretical mainwork of Augustinus: the concept of the verbum intimum. With the (at first view) extreme reductionism in the theory of signs, presented in De magistro - a mental ›oracle‹ is claimed as instance and criterion of understanding -, he destructs the naive representation-belief in an 1:1-relation between outer signs and mental contents. The subject of the ›inner word‹ in De trinitate then is the question of understanding signs as signs. It is shown that only the explanation of the inner word as a mental achievement within ordinary language is sufficient to answer the question of understanding. An excursus elucidates that the sermocinalis scientia of Wilhelm v. Ockham in the 14th century continues the discoveries and philosophical innovations, Augustinus made at the end of antiquity. These discoveries are inalienable for present debates concerning the philosophy of language. And they are inalienable for concepts of rhetoric based in the hermeneutics of understanding. The critique of rhetoric as ›fair of talkativeness‹ brings up a purified sight of the art of language: of the art, language ›is‹.

This article analyzes the problem of recommendatory norms in Russian literature, both Soviet and modern, which is solved ambiguously. As for Soviet theoretical scientists, recommendation norms were the subject of study by such authors as Nikolai Grigorievich Alexandrov, Alexander Filippovich Shebanov, Peter Yemelyanovich Nedbailo, Vladimir Srgeevich Petrov, Valery Evaldovich Krasnyansky. Viktor Mikhailovich Gorshenev, Cecilia Abramovna Yampolskaya, Vladimir Matveevich Solyanik, Viktor Lavrenievich Kulapov, whose scientific works are given below. Regarding modern legal literature, unfortunately, we have to state that, basically, with rare exceptions (scientific articles by Vladimir Valentinovich Kozhevnikov, Alexander Evgenievich Kondratyev, Sadri Salikhovich Kuzakbirdiev), this problem is considered only in educational literature. When preparing a scientific article, the following methods were used: general philosophical (dialectical-materialistic), which is used in all social sciences; general scientific (analysis and synthesis, logical and historical, comparisons, abstractions, etc.), which are used not only by the theory of state and law, but also by other social sciences; special methods (philological, cybernetic, psychological, etc.), developed by special sciences and widely used for the knowledge of state and legal phenomena; private scientific (formal legal, interpretation of law, etc.), which are developed by the theory of state and law. Soviet scientists - legal theorists: supporters and opponents of the recognition of recommendatory norms of law.  From the point of view of scientists, a "recommendatory" -containing recommendation, i.e. advice, wish [1], instruction [2].

<p>The article attempts to present an analysis of the status of the concept of chemisation in selected legal acts at the international, EU and national level, and to outline the legal problems related to chemisation in agriculture. The concept of agricultural chemisation belongs to a conceptual framework of other than law branches of empirical sciences, primarily chemistry, natural sciences and agrotechnics. There is no legal definition and it is dispersed in various legal acts, significantly affecting such areas as environmental protection, food safety, food security, protection of the interests of consumers and agricultural entrepreneurs. Due to the specifics of the study, a dogmatic method was used, which analyzed the research material consisting of selected, key provisions of international and EU law and acts of national law. In order to extend the issues and emphasize the issues that are the subject of the study, the method of content analysis and analysis of documents was used, thanks to which the topicality of the discussed issue and its significant importance from the social point of view were shown. The conducted analysis was aimed at showing and emphasizing the multifaceted and complex nature of the issue.</p>

During the last three decades the recognition of some kind of rights about environmental protection has been developed around the world, in international public law as in internal constitutional law. Despite this, it has been a excruciating question to define the content of this kind of rights. The general category of the right to a healthy environment receives a different treatment in different legal systems and has a complex set of facets hard to be insert into an unity. This work try to describe the situation of the recognition of the right to a healthy environment in the international and the national level with the final aim of state that this situation of fact demands to define a legal content of it, despite the difficulties that have been noted by the scholars, tending to underline the impossibility of give to it a real legal status. We are facing a legal reality answering with more or less success to social needs and it is required to accept the process of general recognition of the right and to extract conclusions of this. After the presentation of the status of the situation in international main documents and significant constitutions, the work makes a proposal to give content to the right to a healthy environment in a double sense. First, we have a defensive approach, which aims to give individuals the legal weapons to react against actual aggressions that affect them directly; and second, we have the cooperative point of view, which aims to give them access to the decision-making process. The first approach more or less reacts to actual harm. The second is intended to prevent harm. This could be a starting point to advance in define a legal content of this right.

AbstractIn the following paper we will discuss about the situation of the Romanian gypsies living in Spain and the main problems involved by their presence in this country. We will analyze the causes that made them emigrate to Spain, together with a historical analysis of this process, the living conditions they have (housing, employment, education...). Also, we will present the social problems they suffer because of their particular culture, other than Spanish, the main settlements where they chosen to live in Spain and social acceptance from the point of view of the Spanish population. The present article is the direct result of a research program that was developed almost two years ago by the Research Center for Regional Development and European Integration of the University of Bucharest, part of a larger research program regarding the ethnic minorities of Romania. The main important aspect of this research is the fact that we used two target groups interviewed both in Romania and Spain and also, we used official information regarding Romanian gypsy located actually on Spanish territory, according with the official Spanish census. This way we managed to gather a large quantity of information and to provide to the reader a closer to reality image of the status of Romanian gypsy presently living inside Spanish border. Also, the novelty brought by this research is the fact that we tried to present the social and integration problems encountered by the Romanian gypsies located in the cities or villages of Spain. The article might be considered a starting point for future research upon this subject.

Recent work has directed much attention to the subject of feeding mechanisms and digestive enzymes in the Invertebrates.The groups worked on previously have been chiefly the Mollusca and the Crustacea, and it was felt that a study of the Polychætes in this connection would be of considerable interest in itself, as well as for comparative purposes. An examination of the literature showed that the amount of detailed work on the Polychætes from the physiological point of view was extremely small, and, in the case of the digestive processes, out of date. A study of the feeding mechanisms and physiology of digestion in Polychaetes has therefore been begun, choosing a filter-feeding form as a starting point, so that a direct comparison can be made with such Molluscs as Mya arenaria and Ostrea edulis, which feed on similar material.

The status of qira'ats in relation to the integral Qur'anic text has been the subject of disagreement among Islamic scholars. Some have identified qira'ats with the Qur'an, some have made a distinction between these two terms, whereas some have seen in them the relationship between a part and the whole. Various views on the emergence and role of qira'ats in the tradition of the reading of the Qur'an have affected different theoretical and practical approaches to this Qur'anic specificity. In this paper we attempted to present the most relevant approaches to the phenomenon of qira'ats, regardless of whether they are related to historical, legal, tafsir or linguistic context; the approaches reflecting the principles of Islamic teaching contained in the Qur'an and Sunnah, and which, as such, present valid guidelines to all those who speak or write about this topic.

Abstract Subject and purpose of work: The article is devoted to factors influencing the migration decisions of young Poles to the Kingdom of the Netherlands, and to showing the differences in their perception of the country of emigration and the country of immigration. The elements of youth policy in Poland and the Netherlands were also presented. The hypothesis adopted in the paper was that the decisions of young people in the labor market are mainly influenced by short-term financial aspects. Materials and methods: The observations and assessments used in the article were formulated based on the research literature on the subject, the statistical data collected by the institutions of Poland, the Kingdom of the Netherlands and the European Union, a questionnaire survey and own experiences gained from mobility. Results: The article outlines the course of migration trends of Poles and presents the causes of changes in the choice of the destination country for migration. It presents factors encouraging young people to take up employment in the country and those encouraging them to search a job abroad, specifically in the Netherlands. The barriers and facilities that may be encountered by young people seeking employment in the labor market in both countries were indicated. The reasons for the emigration of young people from Poland were discussed based on the results of the current study, that is a 400-person research sample obtained from an online survey. The aim of the study was to identify three important factors influencing the decision to emigrate and to evaluate this decision. Conclusions: The conducted analysis shows the complexity of the problems of migration of young people. Economic, political, social, cultural, and environmental factors have a significant influence on the decisions made. From the point of view of young people, the unattractive domestic labor market in terms of finance and development, and all the resulting consequences are the biggest problems.

The article, written in the form of a dialogue/discussion, examines the problem of freedom in the context of its interpretation in religious and philosophical thought. The starting point for considering freedom is the thesis that the concept of freedom, as it is presented in the metaphysical and spiritual traditions, hinders both the philosophical understanding of freedom and its implementation in practice since the status of the concept requires the identification of freedom with the knowledge of freedom. However, the knowledge, as it always implies being universal, excludes the possibility of a different understanding of freedom, which leads to the confusion of freedom and necessity. While criticizing this thesis, Mikhail Sergeev insists that the adoption of a particular system of beliefs, including religious faith, does not necessarily make other people understand freedom the same way, which leads to the elimination of freedom in real life and to the substitution of freedom by necessity on theoretical level: as the history of philosophy and religion shows, there have always been many different concepts of freedom, even within the same school or tradition. From the point of view of Aleksandr Rybas, the variety of interpretations of freedom is such only formally since each of these interpretations is aimed at formulating the only one, “true” concept of freedom, resulting from the chosen point of view and therefore making it necessary to characterize alternative views as false: the very idea of “true” freedom is rooted in the specifics of metaphysical thinking, which should be seen the reason for the rejection of freedom. As a result of the discussion, however, some common views on freedom were developed. In particular, freedom was defined as the inherent ability of man to consciously initiate his own changes and determine the parameters of his own existence. Moreover, it was argued that there could not be the only valid or universal form of human life.

This chapter re-orients consideration of realist elements in Bowen’s short stories by framing readings according to a series of ‘recesses.’ The first is as a building feature designed to conceal and display, which frames a discussion of the status of ‘things’ in Bowen’s writing, that is, the objects that deck out her narratives and become a focus for critical interest in her realism. The second is as a cue for the notion of receding, which I use against claims about consistency in narrative voice in Bowen’s work to argue instead that Bowen’s ‘voice’ can be shown increasingly to recede, leaving the subject-position in such doubt as to compel the willing reader to complete the point of view. Finally, ‘recess’ is used in the sense of suspension or adjournment, against claims that the ‘psychological realism’ created by Bowen presents a ‘transtemporal subjectivity,’ to argue that agency in Bowen’s narratives becomes, by virtue of the points raised above, suspended, such that ‘subjectivity’ is itself untenable. The term I will use to describe the coming together of people and things in Bowen’s fictional universe—and indeed in her writings about the world of the Blitz—will be ‘inter-objectivity.’
