This article discusses the relevance of the problem of teachers readiness to develop assessment competence. A modern teacher should have professional competencies to adequately and objectively assess not only the quality of educational planned results of students, but also the quality of their own educational activities. To implement new and modern procedures for evaluating and controlling the quality of professional and educational activities, every teacher must have the desire and willingness to develop evaluation competence. In accordance with the normative documents, such as the Federal Law “On Education in the Russian Federation”, the State Program of the Russian Federation “Development of Education” for 2013–2020 and the Federal State Educational Standard of Primary General Education, the problem of developing the assessment competence of teachers in modern conditions has become very relevant and important recently. This study was conducted on the basis of Kuzbass Regional Institute of Advanced Training and Retraining of Educational Workers, in which we used theoretical and practical analysis, as well as observation, focus group discussion, survey and questionnaire survey of primary school teachers. The concept of “evaluative competence” is considered by us as an important and necessary component of educational activity, which is included in the structure of the teacher’s professional competence.

Purpose of research. Today, the informatization of school education has reached a qualitatively new level, schools now have access to fast Internet, modern computer equipment, etc. However, the quality of independent written work of students may significally fall, due to open and free access to fabricated texts (essays, reports, essays), as well as the lack of basic skills of independent work and curiosity among the younger generation. In this regard, the purpose of the study is to pose the problem of formation and evaluation of skills for independent preparation of written work in General education, to consider the current state of affairs in this area of primary education, to develop proposals and solutions to this problem.Materials and methods. To solve this problem, the authors of the article have analyzed the works of Russian and foreign authors in the field of pedagogy, as well as works on the digital generation and the information society formation in the Russian Federation and legislative acts (Federal law «on education in the Russian Federation» dated 29.12.2012 N 273-FZ, national project «Education», order of the Ministry of education and science of the Russian Federation dated December 17, 2010 No. 1897 «on approval of the Federal state educational standard of basic General education», The procedure for admitting citizens to study in educational programs of primary General, basic General and secondary General education, approved by order of the Ministry of education and science of the Russian Federation of January 22, 2014, No. 32, etc.).Results. Introduction. Improving the quality of the population is an important task for socio-economic development of the Russian Federation as a whole, as well as for its individual regions. Improvements in quality characteristics of the population can only be achieved by raising the quality and standard of living. The aim of this study is to identify the dependence of the quality of the population on the level of socio-economic development in a region and on the solution of socio-demographic problems (taking the Penza Region as an example). Materials and Methods. An analysis of statistical data from the Federal State Statistics Service for the Russian Federation and the Penza Region for 2005‒2018 was carried out. The methods of systems approach, comparative and demographic analysis, generalization, and statistical analysis were used to study the quality of population at the regional level. Results. Based on the analysis of primary statistical data, a high level of dependence of the quality of population of the Penza Region on demographic and socio-economic indicators of the region’s development has been identified and substantiated. The quality of the population of the Penza Region has been compared with other regions of Russia at the current stage and over time. The changes in the quality of population have revealed positive trends: an increase in the overall birth rate, reduction in the overall mortality rate, increasing natural growth rate of the population and life expectancy, growth of educational level of the population. At the same time, the natural growth rate of the population of the Penza Region has been much lower than the average level in Russia and below the indicators in the majority of constituent entities of the Volga Federal District, which is the most acute problem. Discussion and Conclusion. To date, the quality of the population of the Penza Region is a consequence of the increase in the level and quality of life in the region over the past 15 years, but in many respects it remains below the average Russian level. The results of this study can be used by the government of the Penza Region and other constituent entities of the Russian Federation when making decisions in the field of demographic and socio-economic policies.

The article deals with the problem of social activity of school children in the aspect of its opportunities for the formation of personal qualities of graduates of secondary schools, designated in the Federal state educational standard of General education of the Russian Federation and formulated in the form of a "portrait of a school graduate". The activity of school children increases, its forms of manifestation become more diverse. This phenomenon is especially dangerous when there are numerous destructive groups and communities, including in social networks. It is important not to fight against such manifestations, but to direct children's activity in a positive, constructive direction. As opportunities that form the personal qualities of graduates, the study studied specially organized purposeful activity of teenagers with innovative dominant activity, which has characteristics of social utility, and its impact on the content of the value-semantic sphere of the personality of schoolchildren. The subject of this research is the relevant issues pertaining to popularization of science in the Russian Federation. The goal of this article lies in determination of the currently existing key issues of popularization of science in the Russian Federation: 1) the absence of effective response to the transformation of the traditional field of scientific promotion activity (distribution of new forms and methods of such activity); 2) imperfection of the new legal regulation of educational and scientific promotion activity, which may implicitly lead to negative consequences. The conducted research involves in theoretical conceptualization of scientific promotion activity in the digital age the novelties of legislative regulation of educational activity adopted in April 2021 (the so-called Law on Educational Activity). Unlike other works dedicated to the analysis of this law, this article assesses its basic provisions from the perspective of the effectiveness of achieving the goals set in the context of its impact upon the state of popularization of science in the Russian society. It is established that the model for preventing deterioration of the quality of educational content proposed in the Law on Educational Activity is not effective enough and may further reduce the quality of scientific promotion activity. Therefore, the purpose of imposed restrictions may fail to be achieved. The author believes that the more effective way would lie in intensification of the activity of traditional actors of popularization of science, rather than restriction of the activity of nontraditional actors of popularization of science.
