This research discusses the evaluation of operational, organizational and public leadership by the Faculty Board and Department of the Faculty of XYZ University. The evaluation of effective leadership here refers to the assessment of National Accreditation Agency for Higher Education (NAAHE) in Indonesia. Effective leadership in this sense is leadership that combines three characteristics, namely effectiveness of operational leadership, organizational leadership and public leadership. Descriptive analysis based on data from a questionnaire was employed in this exploratory research. Both academics and non-academics of the Faculty of XYZ University were involved as respondents. The questionnaire was distributed to 69 academics and 27 non-academics. Findings show that the assessment capability of the Dean and Department Coordinator is considered good, and so are their roles and the lecturers’ motivation. Another assessment on the capability of the head of administration division, heads of sub-divisions is also considered good, and so are their roles and the staff’s motivation. Therefore, it is expected that all of the boards are able to maintain and organise activities for both the staff and the lecturers. PurposeThe aim of this research is to examine the public leadership (PL) behaviors of principals working in public schools and its effect on teacher motivation (M) and job satisfaction (JS). Moreover, the mediating role of JS in the relationship between PL and M is also explored.Design/methodology/approachThis research is quantitative and designed in relational survey model conducted with 327 teachers working in Siirt/Turkey in 2020. In the research, Public Leadership Scale, Teacher Motivation Scale and Minnesota Satisfaction Questionnaire were used. Descriptive analyses were used in data analysis. Moreover, mediating role of job satisfaction between public leadership and teacher motivation was tested.FindingsAccording to the results, the public leadership behaviors of school principals, motivation and job satisfaction of teachers are high according to teacher opinions. Additionally, public leadership behaviors of school principals have an effect on teacher motivation and job satisfaction. On the other hand, this study found a negative effect between public leadership and motivation when the effect of job satisfaction is controlled. The possible reasons for this situation were discussed in term of cultural differences.Practical implicationsThe results of this study imply that the leadership behaviors of school principals have cultural elements. Future research should be careful in measuring the political loyalty dimension of the public leadership and should take cultural element into consideration.Originality/valueAlthough there are many types of leadership, the type of leadership differs depending on the purpose of the organization, environmental conditions and culture. The lifestyle of the society, current developments and the structure of the organization are effective in interpreting the leadership needed in the organization. When looking at the models created about leadership in organizations, the effect of this type of leadership on organizational behavior is generally tried to be explained. This is also the case for motivation or job satisfaction. Therefore, this study also focuses on the effect of public leadership in explaining the job satisfaction and motivation of employees in educational organizations. However, another distinctive aspect of this research is that the cultural structure of the society is emphasized in the model to be created.

ABSTRACT This article is a qualitative literature synthesis in the areas of community-campus collaborations, knowledge mobilization and social innovation. The article aims to be useful to people who work in academic settings, community organizations, public institutions, and government. The authors utilized a purposive sampling methodology to explore the following questions: 1. How can university-based knowledge mobilization leverage investments in higher education research and development (R&D) through community-campus collaboration and social innovation? 2. What is the role of university-wide knowledge mobilization projects in supporting community-campus connections and ultimately social innovation strategies that contribute to the public good? Our review indicates considerable interplay between community-campus collaborations, knowledge mobilization and social innovation given that knowledge mobilization facilitates – and is facilitated by – collaboration. With sufficient knowledge mobilization, community-campus collaborations stimulate social innovation. The article concludes with recommendations based on our review of the literature. RÉSUMÉ Cet article se fonde sur une synthèse littéraire qualitative portant sur les collaborations communautaires/académiques, la mobilisation du savoir et l’innovation sociale. Il se veut utile pour toute personne travaillant dans un milieu académique, un organisme communautaire ou une institution publique. Les auteurs ont recours à une méthode d’échantillonnage raisonné pour répondre aux questions suivantes : 1. Comment la mobilisation du savoir universitaire – au moyen de la collaboration communautaire/académique et de l’innovation sociale – peut-elle faire augmenter les investissements en recherche et développement dans l’enseignement supérieur? 2. Comment les projets de mobilisation du savoir universitaire peuvent-ils resserrer les liens entre campus et communauté et, en fin de compte, appuyer des stratégies d’innovation sociale qui contribuent au bien commun? Notre évaluation indique qu’il y a beaucoup d’influences réciproques entre les collaborations communautaires/académiques, la mobilisation du savoir et l’innovation sociale, surtout que la mobilisation du savoir facilite la collaboration et vice versa. En effet, avec une mobilisation du savoir suffisante, les collaborations communautaires/académiques stimulent l’innovation sociale. Cet article se termine par des recommandations provenant de notre analyse documentaire.

The role of faculty forms the heart of the university in terms of its scholarship, patient care, and teaching. It is important that the university and the faculty rededicate themselves to outstanding teaching; the erosion of teaching by tenured faculty is contributing to the strain in the relationship with the public. Tenure, academic freedom, and shared governance are all indispensable concepts in the functioning of a great university that are mysterious to those outside the academy. Communicating the importance of these concepts is a critical need for higher education.

Women are under-represented in leadership roles in United Kingdom Higher Education Institutions (HEIs). Existing scholarship focuses on institutional barriers, which include cognitive bias and entrenched homosocial cultures, rather than external factors such as the use of executive search firms (ESFs) in recruitment and selection. Recent research indicates that the use of ESFs is increasing for senior HEI appointments. This analysis offers insights on these firms’ involvement from a gender equality perspective, based on the results from a study that used a ‘virtuous circle’ approach to research and knowledge exchange. The requirement for HEIs to pay ‘due regard’ to equality considerations under the Public Sector Equality Duty provides a framework for analysis. This paper provides new insights on the dynamics within recruitment processes when ESFs are involved and on how a legislative approach can leverage better equality outcomes.

This article study the discrepancy between theory and practice, especially the roles play by Land Office and Forestry Department in term of overlapping of power and penalties between Land Office and Forestry Department especially the forest on the state land leading to susceptibility in monitoring and enforcement system. The whole empirical works took place in the Central Region of Peninsular Malaysia namely as Negeri Sembilan. The total area of permanent reserved forest in that state is 155,531 hectares including the Permanent Reserved Forest Johol which was selected as the case study in this research. An exploratory research design was adopted in this research. Therefore, in-depth interviews have been done with officers from the Land Office and Forestry Department regarding their role and powers in monitoring and enforcement system to combat forest offences in Permanent Reserved Forest Johol. While data collected was analyzed using the descriptive analysis method. Content analysis was used to identify the similarities and dissimilarities of acts that empower Land Office and Forestry Department to taking action against forest offences. Theoretically, there are overlapping powers occurs between Land Office and Forestry Department identified in National Land Code 1965 and National Forestry Act 1984 in terms of arrestment of the forest offenders and seized their equipment. However, penalties imposed by both acts are very different. Practically, both authorities have divided their responsibility and power accordingly to avoid overlapping. Issues and challenges that faced by them have been found and most of them are similar. There should be an amendment to the acts in terms of the penalty imposed by both authorities. Given the current importance of the role of teacher evaluation in higher education institutions, there is a need to know the current perception that students have of their teachers and use it as a reference tool for decision-making that positively impacts practices of the teaching-learning process, so this research allows to know the strengths and areas of opportunity of teachers of the basic accounting subjects of the Public Accountant degree offered by the Facultad de Contaduría y Administración of the Universidad Autónoma de San Luis Potosí and be used at first as feedback so that teachers make their actions conscious in front of the group and on the other hand serve the institution as an instrument in the design of actions that improve the performance of teachers in their work and thus achieve a Qualitative training of professionals in the accounting area. Finally, this research sets a precedent for both the UASLP and other institutions of higher education to analyze and improve the educational practices of the degrees they offer.

Administrative Court has an absolute competence to settle administrative disputes. Sustainable Development Goals is a program conducted by United Nations with seventeen goals and the aims is no one left behind. The difficulty to get access to justice is one issue of SDG’s. This is normative legal research and research data used are secondary data, and data will be analyzed using descriptive analysis. Research questions are how the role of administrative court in e-court is, and how access to justice from is administrative court perspectives. Development of technology gives benefits also in litigation process, and judiciary systems in Indonesia have implement the use of technology into regulations. Judiciary system developed the e-court with aims to increase the public service of judiciary system. Implementation of e-court for Administrative Court cannot fully electronically, since there are two processes which cannot implement using the technologies. The absolute competence of Administrative Court become broaden, after Law Number 30 Year 2014 of Governance Administration stipulated, which gives access to justice become easier for people to protect their rights. The novelty is Administrative Court using hybrid system between the conventional and modern system, since dismissal process and preparatory examination should be done before enters the court room. The shifting paradigm of administrative law gives more access to justice for justice seeker, because it gives more competence to Administrative Court.

Practice of Public Relations have recently tended to blur the original concept launched by Public Relations founders. Even though a practice of a Public Relations take a crucial role in run management functions so that the relationship between the companies concerned with the public can be harmoniously intertwined. Hence, the purpose of this research is to determining how the form of deviations from duties and functions of Public Relations in build corporate image. The research was conducted using a qualitative approach with descriptive methods, descriptive analysis which describes the role of Operational Secretary (OPS) as Public Relations in enhancing the corporate image for a supplier company engaged in construction services business in Batam and the data analysis techniques used by investigators are components of the data analysis by Miles and Huberman Interactive Model. The results of this research indicate that the implementation of the duties and functions of Public Relations as an effort to build corporate image. Implementation of Public Relations activities can not be said optimal because does not have a special section in handling the tasks and functions of Public Relations, but delegate tasks and functions of Public Relations is the Operational Secretary (OPS). The absence of a separate section of Public Relations, limited resources that can be used, and other administrative work that must be done by Operational Secretary (OPS) which takes time and focus is the obstacle faced by Operational Secretary (OPS) in performing duties and functions as Public Relations. The conclusion of this research shows that public relations is a very important to role in build a corporate image. Public Relations role maintaining good communication and relationship with internal and external public companies, to increase the company's existence. With emphasis on quality of service for consumers, establish good relationships with various public companies and tried to give a good impression in the community. The legal system or the rules of “Mbaham” tribe customs in Fak-Fak town Papua and Islamic legal system headed for the adopted-children and biological children about the inheritance can be compared, because both of these rules can be different systems and can also be the same, especially in determining the rights of each child's portion. It also refers to a notary whose position has specific tasks to do the agreement of inheritance when the heirs want the services of a notary. The main problems of the research as follows; one, how the comparison of the adopted-children's and the biological children’s rights in inheritance according to “Mbaham” tribe customary law and Islamic law as well as the role of the public notary in the creation of the certificate. Second, what is the equality of the rights of biological  children and adopted-children in the inheritance according to the customary law of Mbahan tribe and Islamic law. Third, what is the difference of the rights of biological children and adopted children in the inheritance according to the customary law of “Mbaham” tribe and Islamic law. This research used a juridic empirical approach, with the specification research of descriptive analysis. The type and source of data which were used, namely primary and secondary data and the techniques of data gathering was the primary, secondary, and tertiary data. This research also used qualitative analysis to analyze the data. The results of this research showed that, Islamically the system was Individual, where the inheritance became the property of the class who has been defined in the provisions of Islamic law based on bilateral kinship. Being in the customs of “Mbaham” tribe was not necessarily because it could accept Islamic law as the guideline, but sometimes, it differed in accordance with custom. For the role of the public notary can be used in the manufacture of the agreement of inheritance when the heirs want to disburse the funds stored in the bank. The consequences of the law which was happened headed for the adopted-children and biological children was both still get each inheritance, but all were depended on the provisions within the follow, whether the customary law or Islamic law. The notary could give advice and help the beneficiary in the making of inheritance agreement.Keywords: Comparison; Inheritance; Notary

This research aims to show the masculinity crisis experienced by a male character (a husband) due to the shift role of breadwinner in marriage in the short story "Huruf Terakhir" by Benny Arnas. This research is essential because it can demonstrate the impact of the wife's involvement to work in the public domain towards the husband's condition. This research is qualitative research by utilizing the concept of gender. Data collection techniques are carried out through document tracing on a short story "Huruf Terakhir" by Benny Arnas as the corpus.  The data obtained was analyzed using descriptive analysis method. The results showed that shifting role of breadwinner can cause a man (a husband) to experience a crisis of masculinity such as loss of independence, confidence, courage, assertiveness, and emotional control. The shifting role as breadwinner is also shown to open the opportunities for repression in women. Therefore, the research on the short story "Huruf Terakhir" is expected to contribute to the study of gender-sensitive literature, especially since it is able to show masculinity traits associated with the role of breadwinner can complicate men’s position and  potentially hinder women's freedom.
