The objectives of this research are to describe the compensation management in District Government of Kutai Kartanegara that consists of planning compensation management, organizing compensation management, actuating compensation management, and controlling compensation management.The findings indicate that (1) Compensation management plan formulates the objectives and requirements that is to arrange employees, motivate improve performance, improve prosperity and spur and improve productivity and quality in providing services to the community and improve the orderly administration of local finance. (2) In Organizing, Procedure for the payment of additional income shall be made monthly, the procedure and the payment mechanism according to the prevailing laws and regulations. (3) Implementation of compensation management are the ongoing compensation process and compensation practice is provided. Requirements to be fulfilled by the employee in compensation (4) Control and evaluation shall be performed by each Local government agency (SKPD) for employees through performance and attendance performance to identify the beneficiary in accordance with the data provided by each local government agency  (SKPD)

This research aims to conduct risk management assessments based on ISO 31000: 2018 and Balanced Scorecard (BSC) to improve performance at YNK Tour and Travel Company in Indonesia. Data obtained through filling out questionnaires and interviews with the company's director. The identified tourism risks consist of 5 types of risk, including: financial risk, operational risk, environmental risk, competitive risk and economic risk. The result of this research is to produce a risk management design based on ISO 31000. This standard is effective for identifying, analyzing, evaluating, and handling risks assisted by the Balanced Scorecard as a guideline to reach company’s goals. If the companies combine both of the standards, it can improve not only company’s performance but also company’s objective can be achieved. Based on the risk management plan, it is expected to assist the company in coping and dealing with it by determining the best risk management options according to the company's capabilities so that it can improve company performance.

Regulation of Ministry of State Apparatus Empowerment (Permenpan) Number PER/05/M.PAN/03/2008, on the auditing standards of APIP (Government Internal Auditor), regulates the characteristics of APIP. The adequate characteristics of APIP are expected to support the realization of good governance. However, many problems related to the characteristics of APIP of Dompu District Inspectorate still occur, con-sisting of its expertise, independence, and objectivity. All of these problems are sus-pected to have caused agency problems in local government. This research was con-ducted using phenomenological qualitative method with a case study approach. This study used participatory observation, in-depth interview, and documentation for anal-ysis. The research found as the following: 1) the existence of agency problem caused by the conflict of interests between local government and APIP; 2) the lack of APIP’s mastery of accounting standards and; 3) the lack of APIP’s knowledge of law, account-ing, engineering, public administration, agriculture, statistics, and state administra-tion. In addition, the problems of independence and objectivity are still often found in the characteristics of APIP of Dompu District Inspectorate when auditing. Overall, the inadequate characteristics of APIP have been unable to improve participation, accountability related to financial statement quality, rule of law, and transparency of Dompu District Government.

ABSTRACT This paper would like to describe the synergy between the Army and the Government in the handling of natural disasters, by taking case study on the cooperation of Kodim 1611/Badung with Local Government of Badung Regency, both in the pre-disaster stage, during the disaster and after the disaster as for the research methods and approaches used is qualitative descriptive. Theories and concepts that are considered relevant to this research are related to disaster management and synergies. Based on the results of the research, it can be understood that the synergies held by Kodim 1611/Badung with Badung District Government are quite effective, although there are still obstacles in the handling of natural disasters, in the form of budget constraints, infrastructure, quality of personnel, sectoral ego between agencies, both parties, and low awareness of the community in the handling of natural disasters. Therefore, what should be done by both agencies is strengthening coordination, communication and collaboration on budget, means, personnel embodied in the MoU Keywords: synergy, army, government, natural disaster.

The purpose of this study is to explore the connection between the stages of e-government development and collaboration demands in local government. Specifically, this study analyzes the demand for intergovernmental, interagency, and intersectoral collaborations during the three stages of local e-government development, including e-government initiation, application development, and integration. Based on an in-depth case study, this paper identifies specific collaboration types demanded during local e-government development in the Gangnam district government in Seoul, Korea. In each stage of e-government development, the local government encountered varying degrees and types of resource dependence upon internal and external organizational units. A particular type of collaboration became dominant in each stage as the relative importance of each collaboration type changed.

ABSTRACT This article identifies the factors behind a shift to collaborative planning in regional freshwater management. The Canterbury Regional Council, a local government agency in the South Island of Aotearoa New Zealand, was struggling to exercise authority and autonomy over freshwater management in the region during the 1990s and 2000s. The case study explores the regional council’s failure to create authoritative policy, which resulted in policy being rewritten and modified through litigation in the courts. In response, the regional council pursued collaborative planning mechanisms, which co-opted competing pro-development and pro-conservation interest groups, for freshwater management in the region.
