The provision of water services has traditionally been considered a responsibility of the state. During the late 1980s, the private sector emerged as a key actor in the provision of public services. Mexico City was no exception to this trend and public authorities awarded service contracts to four private consortia in 1993. Through consideration of this case study, two main questions arise: First, why do public authorities establish partnerships with the private sector? Second, what are the implications of these partnerships for water governance? This article focuses, on the one hand, on the conceptual debate of water as a public and/or private good, while identifying new trends and strategies carried out by private operators. On the other hand, it analyzes the role of the state and its relationships with other actors through a governance model characterized by partnerships and multilevel networks.Spanish La provisión del servicio del agua ha sido tradicionalmente considerada como una responsabilidad del Estado. A finales de la década de 1980, el sector privado emerge como un actor clave en el suministro de servicios públicos. La ciudad de México no escapa a esta tendencia y en 1993 las autoridades públicas firman contratos de servicios con cuatro consorcios privados. A través de este estudio de caso, dos preguntas son planteadas: ¿Por qué las autoridades públicas establecen partenariados con el sector privado? ¿Cuáles son las implicaciones de dichos partenariados en la gobernanza del agua? Este artículo aborda por una parte, el debate conceptual del agua como bien público y/o privado, identificando nuevas tendencias y estrategias de los operadores privados. La ville de Mexico n'a pas échappé à cette tendance et en 1993, les autorités publiques ont signé des contrats de services avec quatre consortiums privés. À travers cette étude de cas, nous nous interrogerons sur deux aspects : pourquoi les autorités publiques établissentelles des partenariats avec le secteur privé ? Quelles sont les implications de ces partenariats sur la gouvernance de l'eau ? Cet article s'intéresse, d'une part, au débat conceptuel sur l'eau en tant que bien public et/ou privé, en identifiant les tendances nouvelles et les stratégies menées par les opérateurs privés. D'autre part y sont analysés le rôle de l'État et ses relations avec d'autres acteurs à travers un modèle de gouvernance, défini en termes de partenariats, et des réseaux multi-niveaux.

This study aimed at focusing on the role of universities in serving society and the surrounding environment during unstable (emergency) conditions, following the comparative approach with some models from western and Arab universities on one hand, and Libyan experience one the other hand, The approach of the case study is applying to Libyan universities during and after the February 17 revolution, This has a clear impact on all components of Libya society and universities, including the fact that, They are the most important and influential institutions in society in various settings at the international, regional and local levels. Also the study found that this role was generally weak, if any related to role was addressing the internal crises that universities are in between and lack of clear plans for universities Libyan universities in particular have been recommended to propose a strategy for activating the role of universities in community participation and contributing to the community participation and contributing to the community service of various institutions during unstable condition.

Corruption is always a big problem exist in every country. Today, the corruption is not only in the public sector but also in the private sector. Each State has used many ways to prevent and fight this crime. The 4th Industrial Revolution (4IE) brings many innovative solutions for modern life. Especially, e-Government is a great achievement of the 4IE. Base on the e-Government, the policies and regulations of States are transparent. It plays an important role to prevent and fight corruption more effectively. In this paper, the author will analyze the case study of Vietnam on fighting corruption base on the information technology and the outcome of applying e-Government on preventing and fighting corruption in both public sector and private sector. From this result of research, the author will recommend some solutions to improve the corruption status in Vietnam on the next period.

This study attempts to examine and analyze in detail the role of the community in disseminating the Darut Tafsir Islamic Boarding School at the city of  Bogor, West Java. For more details, this study examines in detail on "how to promote community participation in Darut Tafsir Islamic Boarding School?", Which focused on: 1) community participation in boarding school socialization planning, 2) community participation in boarding school socialization leading, 3) community participation in boarding school socialization controlling. This study will use a qualitative approach and methods used in this study is the case study method. It will be discussed in this study are: Firstly, community participation in socialization boarding school planning, consisting of: a) community participation in socialization planning, b) the way to involve the community participation in socialization planning, c) community participation in the process of socialization planning. El sureste de Madrid ha sido recientemente incorporado en la agenda política regional como oportunidad para el reequilibrio turístico del territorio. El objetivo de este trabajo es evaluar el papel de los 6 principales programas acometidos desde su capacidad para generar adhesión entre los agentes locales y articulación de la red de gestión pública del turismo. El resultado del análisis refleja la realidad de unas relaciones intracomarcales débiles y polarizadas por el gobierno regional, así como un sector económico diversificado (que dificulta la adhesión del sector privado a los programas). Solo algunos atisbos de cooperación en “la periferia de la periferia” emergen como efectos positivos de tales programas. Se llama la atención hacia las limitaciones en la construcción de un destino rural de base comarcal en territorios periféricos bajo influencia metropolitana. The southeast of Madrid has recently been incorporated into the regional political agenda as an opportunity for the tourist rebalancing of the territory. The objective of this work is to evaluate the role of the 6 main programs undertaken from the point of view of their capacity to generate articulation in this destination. The result of the analysis reflects the reality of weak relationships at the intra-regional level that are polarized by the regional government, as well as a diversified economic sector (which hinders the engagement of the private sector to public programs). Only a few glimpses of cooperation in “the periphery of the periphery” emerge as positive effects of such programs. Attention is drawn to the limitations in the construction of a rural destination with a regional base in peripheral territories under metropolitan influence.

The main aim of this paper is to investigate the role of public and private sectors in registering their plant variety under different categories as well as mapping the role of public, private and farmer’s right with reference to legal provisions. The graphical representation of data set of registered varieties (from 2009-2018) i.e. new, extant variety and farmer variety in a longitudinal way to analyze the participation of the public, private sector in registering the plant varieties. The finding of this study clearly indicates that during the initial year i.e. 2009-2012 not so many varieties got registered after that 2013-2018 specially in 2014 large varieties get registration in different categories. The finding gives a comparative viewpoint that initially in the year 2009 to 2012 public sector played a significant role in registration thereafter 2013-2018 private sector invest a lot specially in 2014 where large number of varieties register by farmers of Odisha with reference to their farmer’s right. This research gives a clear depiction to the private industries a positive trajectory of benefit of registering the variety of plant under the PPV & FR legislation. The Odisha case study enumerates the role of government and their public policies to encourage farmers to register their traditional variety and get benefit out of it

In terms of community involvement, the conduct of regional head elections embodies the representational function inherent in popular sovereignty. The role of representation is one of the government's functions. As a result, the selection represents the aim of Government Science. The purpose of this research is to assess "Community Participation in the Conduct of Simultaneous Regional Head Elections during the Covid-19 Pandemic Period" in Banten Province (Case Study: Serang Regency, Pandeglang Regency, Cilegon City, and Tangerang City) in 2020. This study employs a qualitative research design in conjunction with a descriptive research method. The analysis used in this study is political participation from The International Encyclopedia of the Social Sciences. A conceptual definition is developed that Community Participation in Simultaneous Regional Head Elections is the active participation of voters in various voter participation levels in the 2015 simultaneous Regional Head Elections (Pilkada). 2020 in Banten Province, voter turnout will exceed 60% in the four regencies/cities hosting simultaneous regional elections on December 9 2020. Pandeglang Regency achieved 68.7 per cent in 2020, up from 56 per cent in 2015, Cilegon City achieved 79.79 per cent in 2020, exceeding the national target by as much as 63.51 per cent in 2015, Serang Regency earned 63.3 per cent in 2020, up from 50.8 per cent in 2015 Pilkada. South Tangerang City achieved 60.4 per cent in 2020. In 2015, voting turnout was 57 per cent, a considerable rise despite the current epidemic of Covid-19.
