The chapter provides a retrospective analysis of entrepreneurship development in Russia from the 9th century to 2020. It highlights four periods in the development of SMEs in Russia and gives characteristics of each of the periods. It also highlights criteria for classifying enterprises as small and medium-sized businesses according to Russian legislation. A retrospective analysis of government programs to support SMEs from 1994 to 2020 was carried out. The state support program, effective since 2016, “Strategy for the Development of Small and Medium-Sized Businesses in the Russian Federation for the Period Ending 2030,” is considered in detail. Attention is paid to target indicators of SME development until 2030. An analysis of measures of state support for SMEs in the context of the COVID-19 pandemic has been carried out, highlighting the most affected industries. An analysis of SMEs by region of Russia was also carried out. An analysis of SMEs in effected industries in the post-pandemic period is carried out.

More than half a century the way passed the sanitary-epidemiological service of the Lipetsk region in a united service of the Russian Federation. Over the years the gossanepidsluzhby region happened a lot of changes in its structure, personnel potential in the service name of institution, but remained a single function – is the provision of sanitary and epidemiological welfare of the population, the rights and interests of citizens, society and the state to a safe environment and disease prevention, fixed laws.

In the article, the authors deal with the current state and the development prospects of trailering in the Russian Federation, demonstrating the fact that trailering development favourable contributor to the economy of the state. The authors identify and analyse the major immediate factors restricting the pace of trailering development in the Russian Federation, and claim that trailering cluster creation in trailering-favourable regions is the basic line of trailering development.

The article discusses the role of judicial practice in legislative drafting activities, judicial precedent as a source of law, analyzes the problem of revealing legal gaps and contradictions in the current legislation. The author stresses the need for clarification of the term the “right to legislative initiative of the Constitutional Court and the Supreme Court of the Russian Federation on issues within their jurisdiction”, and proposes a mechanism for accounting court practice during consideration of draft laws. The author submits the proposal on the adoption of the Federal Law “On Regulatory Legal Acts in the Russian Federation”, which, in the author’s opinion, will permit to overcome legal conflicts between the law and other regulatory legal acts and will create a solid legal framework for law-making and lawenforcement processes, will contribute to the prevention of infringement of legality in the activities of state bodies, business entities and other organizations, and strengthening the guarantees for realization of citizens’ rights and legitimate interests. Besides, the author proposes to amend the State Duma Regulation by adding the provision that when introducing the draft law to the State Duma, the subject with the right of legislative initiative must submit the materials containing system analysis and judicial practice trends regarding the regulation of the draft law in question.

The paper is devoted to determining the citizen’s function to protect the Fatherland and ensure the defense and security of the Russian Federation. Based on the analysis of the legal nature of citizens’ participation in defense and security, as well as internal and external military threats and dangers, it is concluded that protection of the Fatherland is associated with ensuring the existence, functioning and legitimacy of the State, the functions and administrative and legal forms of such participation. The analysis of doctrinal views on the concept of the constitutional system and judicial practice gives grounds to infer that the legal institution under consideration is immanent to the constitutional system: by participating, citizens perform a legitimizing function in relation to the constitutional order and the state power, i.e. reproduce the State identity of Russia, which can be expressed both in an active and passive form. If participation involves incorporation of the State into a military organization, citizens perform a shaping function. Since such participation presupposes the existence of rights and obligations, which follows from the constitutional norms on the duty and duty to protect the Fatherland, citizens, entering into legal relations, exercise human rights protective (protecting their interests) and law enforcement (protecting public interests) functions. Participation of citizens in ensuring defense and security and acting as a form of democracy involves not only the performance of duty and responsibility to protect the Fatherland, but also implementation of the rights and freedoms of citizens and their associations, other organizations in the interests of protecting the constitutional system, ensuring the defense and security of the State. The functions allow us to classify the forms of participation depending on the functional nature, the nature of the implementation of legal rights in state administration, the nature of relations with state bodies, the degree of relevance to the result, the type of administrative and legal status, the basis of participation.

Introduction: social security is one of the most important elements of the social policy of the state. Many legal acts are adopted in the social security field. In order to ensure the uniform understanding and interpretation of the content of the normative legal acts in the social security field, their systematization as well as the practical application in the law enforcement process the regional legislators have codified the social security legislation in a number of subjects of the Russian Federation. Using the methods of scientific knowledge, especially the method of system analysis, it is found that the complexity of the problem involves the use of both the law-making and law-realization directions and forms of the legal adaptation of the current legislation of the state. The aim of the study is to conduct a comparative analysis of the social codes adopted in the subjects of the Russian Federation, to identify common approaches in the implementation of the law-making activities for the codification of the social security legislation. The system analysis of the law-making process on the codification of the social security legislation in the subjects of the Russian Federation allowed establishing that the adopted codes had significant differences in structure and content. However, having quite significant differences, the codes have a common property – each of them has one common characteristic – a special part of all adopted social codes is built on a categorical principle. Results: on the basis of the analysis some problems of the law-making activity of the regional legislators on the codification of the social legislation are revealed. Conclusions: 1) it is necessary to adopt a number of federal laws: a codified federal law defining the goals and objectives of the social legislation of the Russian Federation and the subjects of the Russian Federation, the federal law on the sources of law, on the delimitation of powers in law-making between the Russian Federation and its subjects; 2) to establish common principles for the country’s implementation of social security; 3) to develop a single conceptual framework that provides a single legal regime for regulating relations in the social security sphere; 4) to develop a model regional social code as a model for the regional legislators.
