The article presents the results of analysis and research on the state of the engineering service of the agro-industrial complex, as well as the analysis of the "Strategy for the development of agricultural engineering in Russia for the period up to 2030" from the standpoint of its eff ectiveness in providing the agro-industrial complex of the Russian Federation with the necessary amount of agricultural machinery. Assess the actual state of the agricultural machine-building industry and the needs of the Russian Federation agro-industrial complex in updating the machine park. To substantiate the organizational and technological models for maintaining the performance of agricultural machinery, primarily energy-rich, in modern operating conditions using new technologies. The analysis of publications of domestic and foreign authors, refl ecting the state of the engineering service of the agroindustrial complex. The factors that determine the choice of an organizational and technological model for maintaining the operability of equipment in relation to the conditions of the agro-industrial complex of Russia are investigated. Received and processed statistical information on the current state of the equipment park and enterprises of the repair and service base of the agro-industrial complex. Based on the results of the study, the state of the fl eet of agricultural machinery used was determined, as well as the ability of the repair and maintenance base of the agro-industrial complex to ensure its performance. The results of the study showed that the implementation of the positive capabilities of various life support systems of equipment and systems for maintenance and repair is hampered by the unstable position of participants in the processes of production, use and renovation of equipment. It was also revealed that the fl eet of equipment is outdated, requires large volumes of maintenance and repair, and the repair and maintenance base of the agro-industrial complex in Russia as a whole is not able to fulfi ll the tasks of providing the necessary level of technical assistance when using agricultural machinery

Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.

The chapter provides a retrospective analysis of entrepreneurship development in Russia from the 9th century to 2020. It highlights four periods in the development of SMEs in Russia and gives characteristics of each of the periods. It also highlights criteria for classifying enterprises as small and medium-sized businesses according to Russian legislation. A retrospective analysis of government programs to support SMEs from 1994 to 2020 was carried out. The state support program, effective since 2016, “Strategy for the Development of Small and Medium-Sized Businesses in the Russian Federation for the Period Ending 2030,” is considered in detail. Attention is paid to target indicators of SME development until 2030. An analysis of measures of state support for SMEs in the context of the COVID-19 pandemic has been carried out, highlighting the most affected industries. An analysis of SMEs by region of Russia was also carried out. An analysis of SMEs in effected industries in the post-pandemic period is carried out.

Abstract The purpose of this study is to identify the main trends in the agro-industrial complex development of the Russian Federation, substantiate the organizational and economic recommendations aimed at stimulating Russian agricultural production and enhancing of this economy sector competitiveness. An extensive corpus of empirical data reflecting the agro-industrial complex development in the Russian Federation in 2016-2020, as well as its place in foreign trade operations of the Russian Federation has been thoroughly studied in frames of this research. Using the tools of statistical data processing (sampling, observation, summary and grouping), the methods of econometric analysis, the dynamics of agro-industrial complex products manufacturing, the rate of the main indicators’ change, the place of agro-industrial complex in export-import operations of the Russian Federation have been revealed, the main indicators have been compared. The geographic conditions diversity of the Russian Federation, combined with a wide range of climatic features, the availability of land and water resources creates favorable conditions for productive agricultural activities. It has been established that large-scale agricultural producers dominate in agro-industrial complex of the Russian Federation. The directions of agro-industrial complex, in particular, crop production and cattle rising, are unevenly developing in the Russian Federation. The constituent entities of the Russian Federation, which administratively represent the Southern Federal and North Caucasian Federal Districts specialize mainly in the cultivation of grain and oilseeds due to the natural and climatic factors’ action. State authorities of the Russian Federation successfully implement the tools to stimulate agricultural production, in particular: preferential taxation regime, subsidies for lending to the agro-industrial complex economic entities from the state budget, leasing development, etc. The state support mechanism effectiveness can be intensified by using the organizational and economic tools substantiated by the authors.

In the article, the authors deal with the current state and the development prospects of trailering in the Russian Federation, demonstrating the fact that trailering development favourable contributor to the economy of the state. The authors identify and analyse the major immediate factors restricting the pace of trailering development in the Russian Federation, and claim that trailering cluster creation in trailering-favourable regions is the basic line of trailering development.

Introduction: the changes in the social and economic situation in recent years and the sanctions policy towards the Russian Federation require adjustments to the main strategic interests and priorities of the Russian state’s policy in the field of agro-industrial complex and ensuring the country’s food security. The purpose of the work is to identify the main factors that influence the formation of new principles and interests of the state in the field of food security, their reflection in the basic documents on ensuring the national security of the Russian Federation. The methodological framework for the study is the method of scientific analysis, as well as the comparative method. The result of the research is to determine the main trends in the legal support of food security in the context of the constitutional and agrarian legislation reform. Conclusions: in comparison with the previous documents, it is concluded that the list of the state interests, goals and objectives in the field of agriculture is enlarged by strengthening the requirements of social security and social protection, as well as expanding national agricultural production in order to achieve a state of food independence, ensuring the export policy. In the context of the July 2020 decisions the all-Russian vote on Amendments to the Constitution of the Russian Federation justifies the increased importance of food security issues, creating conditions for improving the standard of living of citizens, social obligations of the state in the field of agriculture, and sustainable development of rural territories. It is pointed out that it is necessary to take into account the requirements of environmental safety in the strategic planning in the agri-food sector.

The article is concerned with the current state of digitalisation of the agro-industrial complex (AIC) in the Russian Federation. It lists a number of legal instruments that have been approved by the legislative authorities and establish the digitalisation trends of the agro-industrial complex at the federal and regional levels. It shows GIS technology opportunities in the process of the AIC digitalisation. It deals with the implementation of the Decree of the Russian Federation Government, which has determined the establishment of excellent scientific and educational centres in connection with the implementation of one of such projects in the Belgorod Region. It examines the experience of both project development for the basin-based agricultural landscapes using GIS technologies and the introduction of soil protection agriculture within the entire region in relation to the territory of the Belgorod Region. It shows changes in the available land structure in the Belgorod Region due to the introduction of basin-based nature management projects. It considers the advantages of the basin approach to be used in the course of the AIC digitalisation.

In modern macroeconomic conditions, the mechanism of public procurement and commodity interventions is not an effective enough tool to regulate the grain market. The subject of the research is the state policy in the field of development of agroindustrial complex of the Russian Federation in order to develop proposals to improve the mechanisms of regulation of the grain market. The object of the research is the directions and mechanisms of agrarian policy of modern Russia. The work pays special attention to the analysis of the main shortcomings of the current regulatory mechanism of the domestic grain market, as well as offers a completely new alternative models to maintain the profitability of agricultural producers. It is shown that the commercial organizations involved in interventions are forced to accept price risks caused by state regulation of the market, but incompatible with their statutory goals. The study uses theoretical and empirical methods, in particular: literature review, logical, statistical and expert assessments, methods of collecting empirical data, system analysis, description and processing of the research results. The main results of the study are the following provisions. The authors propose the use of alternative models to maintain the level of income of agricultural producers in order to reduce the cost of the Federal budget and improve the efficiency of this mechanism, given the current conditions of the agro-industrial complex, in the framework of which an effective Institute can be created that regulates the grain market on the principles of public - private partnership-grain commodity and credit Corporation. Realizing functions on acceptance on storage and purchase of grain, commodity and credit Corporation will receive privileges from the state. At the same time, the removal of surplus grain in the subjects of the Russian Federation, not exporting it, by improving the competitiveness of these products through subsidies transportation tariffs will help to stabilize grain prices in the domestic market and will be the basis for the expansion of exports.
