This paper aims to highlight essential contributions in terms of management development in preschool institutions, the facts that leads to increasing quality of the entire educational process. Approaching this topic and bending with particular interest in the field of formal education in Romania, we dive into the essence of educational management so that we can offer important constructive suggestions for optimizing analysis activities and implicitly increasing performance in terms of specific management of the network of kindergartens. Preschool education is the cornerstone of the formation of human personality, as well as the first gateway to knowledge. To ensure high quality in education, a complex process is needed, very well organized and structured, which must be integrated into the institutional culture of the organization. Talking about quality management while focusing on quality in education represents in fact an analysis and careful research on management actions aimed directly at increasing the satisfaction of the needs of the beneficiaries of the educational system.

This chapter is about theoretical aspects, practical instruments and methods for providing the quality of educational services in the system of open and distance learning according to ENQA approaches. The quality management principles, based on the concept of Total Quality Management (TQM) and standards ISO, and approaches to quality policy in universities in the implementation of open and distance learning systems are offered in it. The main problems in the implementation of quality management systems are analyzed. Approaches to the of the result effectiveness evaluation in terms of the educational process quality management are discussed. Models quality assessments and the basic directions in the formation of the knowledge system quality criteria, adopted in accordance with the requirements of the digital economy, are considered.

Introduction: the current trends of development of preschool education connected with definition of compliance of real results of activity of the preschool educational organization to requirements of FGOS TO initiate development of the effective quality system of preschool education as key direction it modernization. Materials and methods: the methodology of article is based on theoretical studying of a problem of quality of preschool education. The research is conducted on the basis of the methods of the analysis and generalization which allowed to select key provisions of the studied problem and to offer the complex of administrative competences of the head of the preschool educational organization providing creation of a quality management system. Results: disclosing psychology and pedagogical characteristics of the concept "quality of preschool education" authors emphasize that this category is investigated in terms of the actual compliance of conditions, the organization, ways of estimation of properties and results of education, educational and educational process to necessary requirements of the standard. Development of model criteria for evaluation of quality of preschool education remains the debatable problem demanding the further development in the conditions of variability. The dynamism of characteristics of quality of preschool education causes construction and development of a quality management system in the conditions of the preschool educational organization. Development and deployment of a similar system places great demands on administrative competence of the head which is considered by authors as a complex of valuable and motivational, analitiko-design, organizational and performing, communication and activity, reflexive and estimated competences. Components and indicators of achievement of the offered competences are allocated. The innovative component of administrative activity and development of the individual-based program of increase in level of administrative competences are considered by significant conditions of design of development of administrative competences of the head of the preschool educational organization. Discussion and Conclusions: the considered theoretical provisions characterizing problems and the prospects of improvement of quality of preschool education supplement a technique of preschool education as initial step of a system of continuous education of the personality. The prospect of further researches assumes design of a quality management system of the preschool educational organization on the basis of the actual level of formation of administrative competences of the head and individual trajectories of their improvement.

Service quality has been a major preoccupation of the hospitality industry throughout the 1980s and the early 1990s. Quality management systems have been clearly identified as a means of increasing the professionalism and social competence of staff, while developments such as customer care programs and quality teams have produced notable improvements in the effectiveness and efficiency. Starting from the main economic goal of making profit in each enterprise, it is necessary to measure and to evaluate effectiveness and efficiency. The aim of this paper is to emphasize the importance and necessity of measuring two aspects of the quality of business success: effectiveness (hotel market success) and efficiency (hotel economy). The paper defines effectiveness and efficiency as well as key ratios for measuring and evaluating those two aspects of quality of business success.

Research background: Despite a fairly long tradition of measuring students’ assessment of the quality of obtained university education, there are still many unresolved issues in this area. The aim of the study: to theoretically substantiate the concept of a profile of graduates’ satisfaction with university educational programs including several parameters. The satisfaction profile serves as a criterion of the quality of education, at the same time reflecting students’ subjective assessment of the learning outcomes received at the university that they correlate with their expectations at the stage of admission. The concept is proposed in association with the monitoring of university graduates’ satisfaction with educational programs developed and tested as part of the research work at the Russian State Social University. Methods: graduate satisfaction is assessed using quantitative (questionnaires, the results of which are processed in SPSS) and qualitative (interviews) research methods. The proposed and tested method for the assessment of university graduates’ satisfaction with educational programs can serve as a basis for the development of university systems for monitoring graduates’ satisfaction with educational programs and education quality management and the satisfaction profile can become a universal criterion of education quality assessment not only in Russian but also in foreign universities. Results and novelty: The novelty and significance of the study results lie in the fact that the rating of educational process factors significant for graduates’ satisfaction provides information that can be used for successfully placing the direction of training in the market of educational services. Moreover, two ratings of the importance of the identified factors are constructed. The first one reflects the respondents’ direct assessment that can be used in advertising and information campaigns in the market of educational services. The second rating shows indirect assessment providing a more adequate image of the real impact of various factors on graduates’ satisfaction with educational programs; the results of this rating can be used in the intra-university quality management.

High rates of the development of market relations and international integration processes imply an increase in the level of competition in leading sectors of the economy, which include energy, construction, industry enterprises and others. The purpose of this paper is to develop a universal methodology for assessing and improving the competitiveness of enterprises in the real sector of the economy. The paper analyzes the structure of cost for quality of products, examines the life cycle of the object in order to determine the approaches to the development and implementation of quality management systems. Using various methods of research, recommendations on the formation and implementation of quality management systems in enterprises of the real sector of the economy were developed in order to increase their competitiveness.

The article analyses the incentives of the Russian higher education institutions to provide quality education which develop as a result of the competition and signals from labor market. The mechanism of a quality assurance of training of specialists in higher education institution is the quality management system. The experience of formation of a quality management system is presented. The structure and interrelation of components of quality of education is considered. Criteria and indicators of quality of educational process, which can be applied in estimation of quality in the educational organization, are offered. Besides, backbone components of quality — satisfaction of consumers with educational services are considered.

Recently the issues of quality management are becoming urgent in Lithuania. They are discussed and aspiration greatly improve the quality of activity in institutions of education are declared. But in the sphere of education the tendency to speak more than really work still remains. Many education organizations define quality as the major priority of their activity. But to declare or define is one thing and seek for that quality is another thing. The application of ISO standards in institutions of education still remains problematic. It is often tried to create own distinctive standards while ISO standards are acknowledged and applied on an international scale. It is understandable that institutions of education are specific and they rather differ from, let`s say, business organizations. Nevertheless, international ISO standards can and must be applied. Considering the process approach which is fixed in the ISO standards, every organization should effectively manage all occurring processes. Everything what happens in the processes later reflects in production or service in one way or another. According to this approach, the management of processes is rather complicated in organizations of education. The management of such processes, if it exists at all, is divided and fragmental. The application of statistical methods analyzing quality management issues in organizations of education is also problematic. It is undoubtedly that implement of quality management systems in organizations of education is especially urgent because it is a grave tool to basically improve the activity in all organizations of education.
