Research background: Despite a fairly long tradition of measuring students’ assessment of the quality of obtained university education, there are still many unresolved issues in this area. The aim of the study: to theoretically substantiate the concept of a profile of graduates’ satisfaction with university educational programs including several parameters. The satisfaction profile serves as a criterion of the quality of education, at the same time reflecting students’ subjective assessment of the learning outcomes received at the university that they correlate with their expectations at the stage of admission. The concept is proposed in association with the monitoring of university graduates’ satisfaction with educational programs developed and tested as part of the research work at the Russian State Social University. Methods: graduate satisfaction is assessed using quantitative (questionnaires, the results of which are processed in SPSS) and qualitative (interviews) research methods. The proposed and tested method for the assessment of university graduates’ satisfaction with educational programs can serve as a basis for the development of university systems for monitoring graduates’ satisfaction with educational programs and education quality management and the satisfaction profile can become a universal criterion of education quality assessment not only in Russian but also in foreign universities. Results and novelty: The novelty and significance of the study results lie in the fact that the rating of educational process factors significant for graduates’ satisfaction provides information that can be used for successfully placing the direction of training in the market of educational services. Moreover, two ratings of the importance of the identified factors are constructed. The first one reflects the respondents’ direct assessment that can be used in advertising and information campaigns in the market of educational services. The second rating shows indirect assessment providing a more adequate image of the real impact of various factors on graduates’ satisfaction with educational programs; the results of this rating can be used in the intra-university quality management.

The relevance of the research is due to the need to increase the competitiveness of joint educational programs of pedagogical orientation in the system of Russian-Chinese relations in the field of higher education. The student satisfaction indicator not only indicates the attractiveness/unattractiveness of the educational program, but also allows you to identify the most vulnerable places in the organization of the educational process. The purpose of the study is to identify ways to improve the conditions for the implementation of Russian-Chinese joint educational programs of pedagogical orientation. Materials and methods. The study applied a descriptive method to conducting a survey of students studying under the bachelor's degree majors "Preschool Education", "Music Education", "Fine Arts" at the Moscow Institute of Arts of the Weinan Pedagogical University (Province Shanxi). 198 graduates participated in the questionnaire, accounting for 77% of the total number of graduates from the Moscow Institute of Arts. The study was conducted using the author's questionnaire, compiled taking into account the practice of assessing student satisfaction at Moscow Pedagogical State University and the recommendations of the Ministry of Education of the People's Republic of China on the evaluation of joint Chinese-foreign educational programs. Results. In the study, the assessment of students' satisfaction with learning was carried out in five directions: satisfaction with the quality and content of training, satisfaction with the organization of the educational process, satisfaction with the material and technical support of the educational process, satisfaction with the organization of research activities, satisfaction with the socio-psychological climate at the institute. The study found that students' satisfaction with the organization of the educational process (68.2%) and its material and technical support (66.92%) was the highest, compared with their publishing activities in research work (60.4%). Despite the impossibility of implementing programs under the "3+1" scheme, due to the COVID-19 pandemic, the internal motivation of students during online training in the "4+0" mode did not decrease, which led to the preservation of the contingent of students throughout the entire period of program implementation. Discussion and conclusion. The research results have practical significance for managers, employees and teachers of pedagogical universities participating in the implementation of Chinese-foreign joint educational programs, as well as for representatives of the scientific community dealing with the problems of ensuring the quality of such programs. Further research of students' satisfaction with studying under Russian-Chinese joint educational programs for teacher training can be aimed at analyzing the quality of implementation of such programs at the level of academic degrees of students of pedagogical universities.

It was found that systematic monitoring of the quality of education is necessary for effective management, informed decision-making, comparison and adequate assessment of the state of professional training. This task is successfully implemented through SWOT-analysis, which identifies strengths and weaknesses, potential opportunities and potential threats, establishing relationships between them, which can be further used to form quality management strategies for the training of future heads of educational institutions. A SWOT-analysis of the system of training future leaders (managers in the education system) was conducted and a matrix was developed on the example of Mukachevo State University. This made it possible to systematize information about internal and external factors that affect the quality of the educational process. Its results allowed to determine the competitive advantages of professional training, to form strategic priorities (ways) and to get a clear algorithm of further actions. In particular: periodically review educational programs, permanently monitor the market of educational services and resources of Mukachevo State University, systematically take measures to ensure the quality of educational services under the master's educational program «Educational Pedagogical Sciences: Management of Educational Institutions». At the same time, the analysis of the research results showed that the management of the quality of training of the future head of an educational institution depends on setting standards, updating educational programs, highly qualified staff, quality organization of the educational process and effective management.

Improving the quality of educational services is impossible without a detailed analysis of student satisfaction. Identifying weaknesses in the educational process and socio-cultural environment, as well as evaluating the dynamics of satisfaction in recent years will help to formulate a roadmap for managing the quality of education. The research was conducted at Perm Polytechnic University which is typical, therefore the findings of the research can be considered as representative. The article analyzes the results of a survey of 1126 full-time students, which was about 12% of the contingent (full-time). The sample is presented for all structural divisions: faculties and branches, as well as the content of questionnaires on blocks of questions. The results of the level of satisfaction with the quality of educational activities are analyzed, in particular: the content of educational programs, the implementation of educational programs, the conditions for ensuring the educational process, the quality of teaching, knowledge control and training. Positive assessment (satisfaction is more than 50%) deserve: the organization and conditions of the educational process, the content of academic disciplines in all cycles, the quality of teaching, the volume and quality of the library fund. However, some comments revealed dissatisfaction with the technical means, the quality of the content audiences, the organization of pedagogic assistance and students’ self-directed learning, schedule of classes, quality of teaching materials, organization of traineeships, quality control test, availability of laboratories and computer classes outside the classroom. The assessment of the socio-cultural environment considered aspects of the organization of students’ extracurricular work, the socio-psychological climate; the conditions of life support of the educational process (sanitary and social); socio-cultural activities related to the satisfaction of spiritual and physical needs of an individual; socio-cultural fostering. The main comments are related to the quality of social and living conditions (catering, living conditions in a hostel). The results of the survey showed the need for further research in order to form a generalized (complex) model for assessing the quality of the University activities.

This article is devoted to one of the most important problems of forming a mechanism for assessing the quality of training of university graduates whose professions require deep knowledge in the field of natural sciences. The insufficient degree of research of this mechanism is discussed, which by default should include assessment of quality and reliability of educational programmes in physics, chemistry, mathematics and others. The authors of the article propose to assess the quality of natural science training on the basis of tested tools of universal quality management, traditionally applied to the evaluation of goods and services. For this purpose, the authors highlighted the distinctive features of the quality of educational services from the quality of goods and formulated the content of indicators of the quality of educational services. The article notes the defining indicators of quality for educational programmes of natural science orientation. The scientific methodology of adapted quality management plays a leading role in the development of natural science education according to the authors. The basic model is Kano model, according to which the content of quality values of natural science training is formulated. It is concluded that the process of updating natural science educational programmes should be based on data on monitoring the requirements of employers and students themselves in the form of a set of indicators of advanced quality.

The article presents an analysis of the decisions of the National Agency for Higher Education Quality Assurance on the accreditation of educational programs of the following specialities: 017 Physical Culture and Sports, 014 Secondary Education (Physical Culture, Human Health). Considering the significant differences between the previous accreditation procedure carried out by the Ministry of Education and Science of Ukraine (until 2019) and the current accreditation procedure carried out by the National Agency for Higher Education Quality Assurance the analysis of accreditation cases is particularly relevant. In the course of the research, the analysis of accreditation cases that took place in the period from November 2019 to November 2020 was carried out. It included the assessment of educational programs, curricula, self-assessment documents, reports of the expert groups, conclusions of branch expert council and decisions of the National Agency. Generalized data on the evaluation of educational programs according to individual criteria is presented. The article presents an analysis of the main shortcomings identified in the process of assessing the quality of educational programs at the stage of field accreditation procedure and, at the stage of assessment of the accreditation case by the branch expert council of the National Agency for Higher Education Quality Assurance. It is shown that the main reason for the decision of the National Agency for Higher Education Quality Assurance on conditional (deferred) accreditation of the educational programs was the presence of significant shortcomings in the structure and content of educational programs, as well as in the processes related to teaching and learning. It was also shown that only half of the educational programs in the field of sports, which passed the accreditation procedure in the period from November 2019 to November 2020 met the requirements for ensuring the quality of the educational process. This indicates that the internal quality assurance systems of Ukrainian higher educational institutions were not ready for the new requirements set by the National Agency for Higher Education Quality Assurance.

The content of the "education quality" concept was considered in the article. The problems of mathematical and natural education of pupils of secondary schools and students of the higher education institutions were analyzed. It has been found that their level of training in mathematical and natural subjects (disciplines) remains too low for successful studying in the higher education institutions and this significantly inhibits the process of acquiring the necessary competences. In order to improve the mathematical and natural preparation of pupils and students, taking into account the development of the STEM education concept in the country, it was proposed to enhance the motivational component of education by introducing advanced educational technologies, in particular, project learning, "creating a situation of success", forming the creative personality of the pupil or student, etc. In our opinion, by increasing the motivation and interest in learning, this will help to intensify and increase the efficiency of the educational process, to develop creative cooperation between the student and the teacher, to increase the creative component of the educational process. The main results of the experimental research work on the implementation of the model of "Conflict-free education" conducted at the Polytechnic Lyceum of the National Technical University of Ukraine "Kyiv Polytechnic Institute" were presented. It was found that implementation of the system of level education and level-stage assessment of students' educational achievements optimizes the process of mastering, consolidation and deepening of students' knowledge, contributes to improving the quality of mathematical-natural education, the motivation of students' learning, their creativity and research competence. The 12-point Student Achievement Assessment Scale developed at the Polytechnic Lyceum back in 1991 (it was taken as a basis by Ministry of Education and Science of Ukraine in 2000), has some differences, making the number of conflicts (misunderstandings) between students & parents and teachers quite low. The presented model is effective for lessons of different types and in classes with different learning profiles.

The study considers the question of quality of providing education by accreditation of educational programs for specialty 015 Professional Education (for specializations). It was defined that nowadays Ukrainian higher educational institutions have broad autonomy in forming content, choosing main approaches, forms and methods of organization of educational process for students of higher educational institutions. The purpose of the article is to define the main problems and challenges the education providers face in the process of realization of educational programs (EPs) for specialty 015 Professional Education (for specializations) for Bachelor level of higher education. Methods. The authors implement the purpose with the help of theoretical research methods (analysis, comparison, systematization and generalization). The results. The authors generalized and organized the results of the accreditation, defined the main strong and weak points of the according EPs, determined the main directions and prospects of their development based on the analysis of the accreditation cases of 27 EPs that had been examined by the National Agency for Higher Education Quality Assurance for 2020-2021academic years. The research determined that the criteria for the assessment of education quality are considered separately, but they are tightly related. The analysis of the levels of evaluation by experts and members of professional expert council shows that the criterion 2 «The structure and content of an educational program» and the criterion 4 «Studying and teaching accordingly to educational program» are the most problematic. Consequently, these directions require more attention during the improvement of the educational process organization by these educational programs. It is established that that 70% of EPs received accreditation for 5 years, 30% received conditional accreditation for 1 year and no EPs received denial for accreditation. This reports about high level of education process organization for EPs, however, there are still many questions to be considered. Conclusions. The analysis and generalizing of the accreditation materials let us define the main problems and prospective directions of educational programs development. The authors consider that incorporating these aspects can foster the development of EPs and quality of higher education for specialty 015 Professional Education (by specializations) in Ukraine.
