Primary areas of breakthrough technologies in space activities of Russia and problems of their development and implementation

The paper focuses on the strategic goals Russia is facing in the field of space activities, and introduces an approach to classifying research in space technologies, as well as methodological principles for determining the priority of research directions. By the expert methods and systems analysis methods, we revealed the influence of various technological directions of development of the rocket and space industry on the strategic goals of cosmonautics and rocket production in the Russian Federation, and emphasized the areas with highest priority. The study centers on the priority directions of space functional and industrial technologies, those which with a high degree of probability will provide a technological breakthrough in astronautics, and points out the most significant problems of their development and implementation.

The article analyzes threats to regional economic security caused by a high degree of centralization of revenues at the Federation level with decentralization of expenditure obligations. The influence of the global economy on the formation of the revenues of the federal budget and the budgets of the subjects of the Russian Federation is determined. On the basis of the system approach, proposals have been developed to establish targets for the formation of interbudgetary relations from the point of ensuring regional economic security.

Introduction. The development of modern Russia is characterized by a high degree of differentiation in the level of socio-economic development of the constituent entities of the Russian Federation. Interregional cooperation is one of the tools to overcome this differentiation. Although new forms of such cooperation have been emerging, its potential remains underestimated. The purpose of the study is to analyze the existing and prospective forms of cooperation between the regions of Russia. Materials and Methods. The study based on a structural and substantive analysis of regulatory legal acts of the federal and regional levels, as well as on strategic planning documents, various forms of budget reporting, bilateral and multilateral agreements between the constituent entities of the Russian Federation aimed at identifying various areas, tools and mechanisms for ensuring interregional cooperation. Results. The authors have considered the tools of interregional cooperation that involve direct financial participation of regional authorities or economic entities. The role and prospects of horizontal subsidies and budget loans provided by one region to another have been identified, their legal and regulatory justification has been given; a financial assessment has been made, and the identified practices have been analyzed. In terms of the implementation of public procurement from suppliers based in other regions, the authors have estimated the degree of how closed or open the constituent entities of the Russian Federation are. Discussion and Conclusion. The authors have confirmed the idea that interregional cooperation in Russia is still underdeveloped and lacks legislative and scientific-methodological justification. The authors also assess the prospects for further development of interregional cooperation in Russia and suggest a number of measures to promote it. The results of the study can be used in the interests of the authorities to improve the system of regulation of various mechanisms of regional cooperation, as well as to develop the scientific potential in this area.

Introduction. Environmental safety is one of the main priorities of state policy. It ensures the legal regulation of relations in space activities to strengthen the defense and security of the Russian Federation and further extension of the international cooperation of the Russian Federation. Material and methods. In the fall areas of the stages of the booster rockets, screening studies were carried out to identify the propellant component 1.1-unsymmetrical dimethylhydrazine in atmospheric air (n=14) and drinking water (n=23), determine its metabolite N-nitrosodimethylamine quantitatively in the residents’ blood (n = 90) living in the surveyed areas before the rocket launch (n = 45) and after the launch (n = 45). Also quantitative determination of the N-nitrosodimethylamine metabolite in the residents’ urine in the observation group (n = 108) was performed. For comparison, there was selected a group of residents not related to rocket and space activities (n = 13). Identification and analysis of samples of atmospheric air, drinking water, and biological media (blood, urine) was performed using Agilent 7890A gas chromatograph (USA) with a 5975C quadrupole mass spectrometric detector (MCD) and a capillary column of the HP-FFAP 30m • 0.25mm • 0.25µm series. Results. The study revealed the absence of asymmetric 1.1-dimethylhydrazine in 100% of analyzed atmospheric air samples. During the observation period, the concentrations of N-nitrosodimethylamine in the range of 0.00039 to 0.001 mg/dm3 were found in drinking water samples that did not exceed the hygienic standard (LOCNDMA 0.01 mg/dm3). N-nitrosodimethylamine in a concentration range of 0.00095-0.346 mg/dm3 was determined in the blood samples of the population. The studies revealed that after the rocket launch, the N-NDMA concentration in the blood was 1.8 times higher than the concentration registered before the rocket launch. In the urine sample of the resident living in the surveyed area, N-nitrosodimethylamine was detected with a high degree of reliability according to the essential ion with mass 74 m/z and confirmatory ion of 42 m/z, and the concentration was quantitatively calculated at a level of C N-DMA = 0.23 μg/ml. The detection of N-nitrosodimethylamine in blood and urine, even in trace amounts, indicates the possibility of exposure. Conclusion. Performed comprehensive studies made it possible to prove the relative safety of the ecological situation in the fall areas of the booster rockets that are located close to settlements when considering the environmental pollution with unsymmetrical dimethylhydrazine and can be used for systematic monitoring.

Provisions and requirements of the Internal service regulations of the Armed Forces of the Russian Federation regarding the rights and obligations of military personnel for life and health protection are analyzed. Provisions in regulations of 1993 and 2007 years are compared. The compliance of articles of the Regulations to the Constitution of the Russian Federation, Federal laws from May 27th, 1998 No. 76 «Concerning the status of military personnel», from November 21st, 2011No. 323 «On fundamental healthcare principles in the Russian Federation» and from March 30th, 1999 No. 52 «Concerning the Sanitary and Epidemiological Welfare of the Population» are described. Insufficient legal confirmation of the duties of a serviceman in protection of his own health is noted. One of the problems of education and training of the military personnel of various classes is the lack of such subject as a military hygiene in the curriculum. In prerevolutionary military educational establishments, the hygiene was studied and at the course end there was examination. One of the important elements of the health protection of the servicemen is a sanatorium-resort therapy which can be treated as a part of preventive medical examination. Data on decline of sanatorium service of the military personnel in connection with the legislation changes are presented. Considering physical and mental health of servicemen as a guaranty of high-degree alert and military efficiency it is proposed to start studying the Instruction on life and health protection of the serviceman in the period of a basic military training (soldier, sailor, cadet). Proposals on hygiene studying in fostering and educational institutions of the Ministry of Defense.

A distinctive feature of innovation-oriented enterprises is a higher demand for external sources of financing, while innovative activities are characterized by a sufficiently high degree of uncertainty and risk, therefore, the important principles of financing innovative projects are the multiplicity of financing sources, flexibility and adaptability to a rapidly changing external environment. Using in-house funds in the development and implementation of an innovative project provides maximum scale of actions in making management decisions. At the same time, international experience in the innovative projects implementation proves the effectiveness of debt and equity instruments use for project financing. The article discusses the main instruments for financing innovative projects in the Russian Federation, highlights the main stages of finding and attracting financial resources. In addition, within the framework of this study, the costs of technological innovations and the sources of their financing, the patent activity of enterprises in the Russian Federation were analyzed. The main economic reasons that impede the development of innovations project management are listed. The necessity of developing measures to expand the access of innovative enterprises to loaned sources of financing has been substantiated.

It is noted that the interim results of the achieved structural changes and the level of technological renewal of the Russian economy make it relevant to reassess the effectiveness of innovative practices and models used in the Russian Federation. The basic provisions of modern science and technology policy are analyzed. The absence of a direct dependence of the level of scientific and technological development of the country on the level of development of the national research and development sector is substantiated. It was recommended to develop a set of measures of modern science and technology policy aimed at reducing the nationalization of the scientific and technological sphere and targeting large and medium-sized companies in the real sector of the economy as the main subjects of the «technological breakthrough».
