The explosive flow of digital technologies, the growth of social networks, cloud services, the global fascination with mass open online courses, unlimited access to growing Internet resources, the shift of progressive humanities towards the production of digital tools have led to a serious problem in Kazakhstan. Purpose of the article is to study the possibilities of digitalization of rural education in the Republic of Kazakhstan for the development of information culture of schoolchildren. The methods of scientific research are the conceptual foundations of scientific knowledge (methods of developing ideas: targeted discussions; "brainstorming"; inventory of "weak points"; methods of creative problem solving; heuristic method; method of cost analysis, and others). The final result of the study is an analytical and structured system that reveals the possibilities of digitalization of rural education in the Republic of Kazakhstan for the development of information culture of schoolchildren. The article is devoted to the study of theoretical and practical issues on effective strategies of double capacity building for family and school unification in the Republic of Kazakhstan. This study is based on the idea of expanding opportunities for family involvement in education as a basis for dual capacity building of students. The aim is to study effective strategies for double capacity building for family and school integration in Kazakhstan. This focuses on understanding why and how parents can participate in their children's education and how their participation affects student outcomes. The methods of theoretical research are the conceptual foundations of scientific knowledge these include: methods of developing ideas: targeted discussions; "brainstorming"; inventory of "weak points", with 200 to 300 respondents. The results of the study are social, economic, environmental, scientific and technical effects. In this work the analysis on description of rural settlements boundaries of the Republic of Bashkortostan, based on the experience of other sub-federal units of Russian Federation was made. A range of weak points in collected input data was defined. In total, of 54 municipal districts of the Republic of Bashkortostan (818 rural settlements), 44 districts showed nonconformity of feed data details to regulatory requirements. And the main reason for this is a low quality of input materials such as base maps at scale 1

In the context of a rapidly changing economic reality, the management of large industrial complexes at the macro level has been become increasingly complex and difficult to predict. Directly, the ability to find, create, and combine new and existing conceptual foundations of management policy that have not been used before, but take into account the trends and features of certain socio-economic systems provides an opportunity to develop and create a flexible, adaptive management competitive mechanism that allows, depending on the circumstances, both to re-develop the system from the inside and adjust it to the existing conditions of the macro-environment. Thus, management becomes the main strategic resource that ensures the competitive advantage of the socio-economic system, as well as its’ “survival”, adaptation, transformation and development. The machine-building complex of the Republic of Belarus is an example of a multidimensional volumetric socio-economic system that requires large management costs to increase and strengthen its competitive capabilities and potential. This article is devoted directly to the development of methodological tools for managing the competitiveness of the machine-building complex of the Republic of Belarus, taking into account the features and conditions of its functioning.

The purpose of this article is to study the methods for manufacturing, wearing and ways of use of the Bashkir chest decorations in the end of the 20th — beginning of the 21st c. The research area includes the Republic of Bashkortostan and neighboring regions where the Bashkirs live. Information for neighboring regions was collected using the Internet and social networks: VKontakte, Instagram, YouTube. The chronological framework of the study covers the end of the 20th — beginning of the 21st c., that is the time of a renaissance of traditions and the growth of interest in them. Field materials collected by the author during the expeditions in 2010–2019 to different districts of the Republic of Bashkortostan, archival materials, museum collections of Ufa and Internet resources where old and modern photos with Bashkir chest decorations are posted became the source base of the study. The article uses general scientific methods: comparative-historical, and the method of scientific description and analysis. During the collection of field materials, we relied on ethnographic methods, such as in-depth interviews, observation, and photo fixation. To study the current state of tradition, monitoring of social networks was used. Different types of female bibs used to be popular among Bashkirs — selter, sakal, hakal, yaga, muynsa, almaizy and others. They were very highly valued and used as essential part of the bride dowry. Chest decorations made of silver coins and real corals were very expensive. Until the end of the 19th — beginning of the 20th c., chest decoration retained its ethnic, social, and sacred functions. In the beginning of the 20th c., the traditional culture was undergoing a difficult period. During the hunger years of the 1920s, the period of the creation of collective farms, many Bashkirs were forced to surrender their jewelry for nothing. In the postwar years, very few people still had their authentic national decorations. In the end of the 20th — beginning of 21st c., on the wave of mobilization of ethnic identity and revival of interest in traditions, the bib as an ethnic marker became popular again. It has been revealed that there are five basic trends of manufacturing of the Bashkir bibs: from historical reconstructions to highly stylized pieces, from everyday to festive. Nowadays they are worn both for beauty and designating the ethnic identity, traditions, culture, demonstration of national Bashkir ownership. The initial spiritual and guarding function of chest decorations has now been lost.

The authors justified the idea of developing online courses based on the use of Moodle tools, allowing the formation of knowledge in the field of technological and methodological skills and abilities to use educational applications, services, and their application in professional activities in the implementation of online learning in the digital environment of the university.  Assessment of the effectiveness of the online course is confirmed by the solution of professional tasks from the knowledge of the digital educational environment with interdisciplinary content and tasks requiring the use of e-learning tools. Analysis of the results using two-way analysis of variance revealed a significant effect of factors on the effective feature using the F-test. The significance of the study lies in the development of online advanced training courses aimed at improving the technological level of teachers and educators of the Republic of Sakha (Yakutia) in the implementation of the remote format of training using online distance learning tools and technologies.

Este texto pretende discorrer sobre o pensamento de Alberto Torres, um dos mais importantes precursores do pensamento sociológico brasileiro, que viveu o momento da implantação da República (1889), dedicando-se a pensar temas relacionados a educação. Por conta da sua biografia política e intelectual, esteve preocupado com problemas que até então a intelectualidade brasileira não se importava em discutir. Tais problemas giravam em torno da defesa do meio ambiente e da necessidade em demonstrar a importância em se educar o homem do campo, para que ele pudesse proteger e resguardar os recursos naturais provenientes da terra. The article is devoted to the analysis of online platforms focused on a modern teacher in the space of the Russian-language Internet. The aim of the article is to identify the most effective online platforms, the integrated use of which will significantly increase the degree of informatization and digitalization of the educational process adequate to the current state of information culture. Such resources make it possible to broadcast various kinds of structured information, demonstrate both the content of the educational activities of teachers and its creative component, transmit and receive information remotely, which meets the requirements of a developing information society. Empirical, structural-functional and structural-typological methods were used in the study. The technological component of distance learning determines a wide range of technical capabilities, a sufficient number of existing Internet resources, and at the same time, equipment of educational institutions, licensed software, and content uniqueness remain problematic. From the standpoint of social philosophy, it is concluded that in the developing information society, the Russian education sector is faced with a situation where domestic educational online resources are ahead of the average level of information culture of teachers with their capabilities.

With constant emergence of cloud services and platforms for learning at a global scale, the field of education is in the midst of exploring and adapting to new pedagogical features afforded by these environments. Among the most debated is the development of MOOCs, short for massive open online courses, which pose questions to the traditional brick-and-mortar teaching model and implore new ways for instruction and learning. While some studies have looked at the effectiveness of MOOCs as a mode of delivery, there still lacks a genre approach to analyzing MOOCs as socio-rhetorical systems that have complex relationships with other social entities in the larger ecology of learning. With an eye toward how writing is taught and learned in the MOOC context, I investigate the kinds of course genre invented or reimagined by the cloud technologies and pedagogies afforded by MOOCs, and how those affordances facilitate writing instruction. Specifically, I use Activity Theory to highlight the genre activities specific to two composition MOOCs. By situating these MOOCs as activity systems, I offer an informed observation on the genre components affecting how students learn about writing in MOOC settings. These insights lead to numerous pedagogical implications, including the need to treat MOOCs as an emerging learning ecology that is different from conventional models.

The role and place of applied tasks in the learning process are analyzed, their didactic functions, methods of formulation and solution are analyzed. Ways to improve the methodology of application of tasks in the learning process are identified. On the basis of the theoretical analysis the possibilities of increase of level and quality of knowledge as a result of wide application in educational process of such tasks are shown; the ways of expansion of their functions, improvement of a technique of their application in the course of training are described. The possibility of using the projectmethod in educational activities, ways to solve the problem of using modern digital technologies at different stages of students' project activities are partially outlined. It is noted that the subject specificity of professional activity of teachers gives the chance to use means of modern communication at various stages of performance of creative projects, combining technical means with the newest educational technologies. The training of future teachers it is effective on the basis of ICT (programming languages, application software, cloud services, Internet resources, etc.).

Purpose of research. Development of theoretical and methodological provisions and economically sound proposals to improve the efficiency of the public procurement system of the Republic of Kazakhstan.Methodology. In the course of the study, various methods of general scientific knowledge, comparative analysis, economic and statistical analysis were used.Originality / value of research. The results of the study can be used in the development of regional target programs for socio-economic development, amendments and additions to the legislative and regulatory acts regulating the processes of state procurement.Research results. Through the application of appropriate research methods, the conceptual foundations of the public procurement market are disclosed, the evolution of the public procurement system of the Republic of Kazakhstan is tracked, a comparative analysis of Kazakhstani and foreign experience in building this system is carried out, the main problems of the public procurement market functioning are identified and theoretical and methodological provisions and economically sound proposals are developed. to improve its efficiency.
