The paper analyzes the dynamics of the financial situation and social support coverage of various socio-demographic groups in Russia in 2020 during the coronavirus pandemic. The study was based on the data of three population surveys conducted in May, October, and December 2020. The spread of coronavirus had a negative impact on the welfare of the population: almost half of the respondents reported worsening of the financial situation of their families in 2020. Over half of the respondents indicated the need for cash assistance, and almost a quarter of the respondents—the need for food packages. More than a quarter of the respondents who tried to apply for social benefits in 2020 faced with some problems. In early December 2020, more than 40% of the respondents had already received the state social support in connection with COVID-19, mainly as cash payments. However, almost 60% of the respondents, including more than a half of the poor had not received any social assistance related to the pandemic. The respondents rather critically assessed the sufficiency of the state social support: almost 60% of the respondents believed that the state had not taken sufficient steps to support the population. The coronavirus epidemic has shown the importance of the social support efficiency improving through digitalization and better targeting.

In modern conditions, the social component of business is becoming increasingly important both for organizations and for society as a whole, since, as many years of experience show, those enterprises that develop their socially-oriented activities are more trusted by the state, investors, counterparties, creditors and other business partners. The social responsibility of business helps minimize the negative impact of the enterprise's production activities, the formation of an atmosphere of trust, predictability and common values in society, thanks to which, business becomes economically and socially more sustainable. In this regard, relevant issues are related to the assessment of the level of social responsibility of the enterprise, determining the main directions of social development of companies. The economic essence of the concept “corporate social responsibility” has been studied and specified in the article, the main directions of the corporate social responsibility of business assessment are examined. For a comprehensive assessment of corporate social responsibility, a system of indicators is proposed that takes into account its following components: the development and implementation of human resources, the formation of environmental sustainability and the implementation of socially significant projects.

The axiom of present is that Ukraine has a very difficult situation in the sphere of hotel and restaurant business caused by the COVID-19 pandemic. This situation has developed not only due to the underdevelopment of this sphere, also because of the significant shortcomings in the system of the State regulation of entrepreneurial activity in the pandemic, which makes this issue a topical scientific problem. The publication is aimed at analyzing the extant status of operation of the hotel and restaurant business under quarantine restrictions, as well as developing proposals for providing the State support to business entities in order to minimize losses during the COVID-19 pandemic. Theoretical and methodological grounds of research are the basic principles of development of hotel and restaurant business in a crisis, scientific works of Ukrainian scholars. The following methods were used in the course of the research: logical-juristic (to analyze the legislation of Ukraine on measures of the State support for business entities in connection with the COVID-19 pandemic); systematization (defining forms of the State aid); hypotheses and assumptions (in the preparation of proposals for further regulation of the provision of the State support to the hotel and restaurant business). As a result of the research, it is determined that the introduced support measures on the part of the State allowed to reduce the negative impact of the COVID-19 pandemic on the hotel and restaurant sector for the short-term period only. Renewal and further development of this sphere is impossible without the introduction of new approaches to the relations between the State and business, which have established determined in Ukrainian society, without increasing the social consciousness of business and increasing the level of its contact with public authorities. To achieve this goal, it is necessary to improve the system of adjustment of efforts of the State authorities, local self-government bodies and business entities in this sphere.

The aim of this work is to analyze the financial situation and the level of social support received by families with children in Ulyanovsk oblast on the basis of the data from household survey conducted in Ulyanovsk oblast. The study showed that the poverty rate among the surveyed households with children under 18 is significantly higher than the total poverty rate among the households. Many families with children cannot afford buying goods and services they need. In order to maintain their consumption level, a significant proportion of families with children have to take out loans. Analysis of the survey data shows that the coverage of families with children by social benefits is quite high. At the same time, even among the poor households with children, one quarter of households does not receive any social benefits. The surveyed families with children noted difficulties faced by them in obtaining information about social benefits and in collecting necessary documents, long waiting in queues when applying for benefits. The calculations show that provision of regional benefits, including targeted regional benefits, reduces the poverty rate among households with children only slightly. In general, regional benefits are more likely to reduce the extreme poverty of household with children. The analysis presented in the article allows determining possible directions for improving the social support system in Ulyanovsk oblast.

The article is devoted to the analysis of interethnic relations in the Republic of Sakha (Yakutia) against the background of the coronavirus pandemic. The study was conducted taking into account the methodology of monitoring studies implemented by the FADN of Russia. This material presents data that allow us to make comparisons with representative ethnosociological studies carried out in the RS(Ya) in different years, and to trace the patterns of development of interethnic relations. The article presents conclusions about the state of interethnic relations in the RS (Ya) in 2020. The results of the study allow us to speak about a benevolent interethnic climate in the republic: 75% of Yakuts assess interethnic relations in the republic as benevolent and normal. These indicators are close to the all-Russian ones. The analysis of assessments of interethnic relations in the settlements of the republic for the period 2015–2020 shows a positive dynamics. The interethnic attitudes of the respondents demonstrate a positive trend – 70–80% of the respondents expressed their readiness for interethnic interactions in the labor and informal spheres. The dynamics of measurements on the Bogardus scale demonstrates a steady reduction in the socio-cultural distance. The factors influencing the current trends in interethnic attitudes are highlighted. Negative assessments of the social well-being of the population affect the perception of interethnic relations. Those who are dissatisfied with their life and financial situation are more likely to assess the interethnic situation in their locality as tense.

Annotation. Introduction. The article investigates the main problems in the field of social protection of the population in Ukraine that require an immediate solution. The theoretical approach to the financial support of the social sphere is considered. The reasons for the negative impact on the implementation of budget policy in the social protection system are investigated. The financing of social protection and social security, health and education from state and local budgets of Ukraine is analyzed. Changes in the system of social protection through the transformation of financing of the social protection system are determined. The purpose of the article. It is worth exploring the financial support of social services in Ukraine in recent years. It is also worth offering possible ways to counteract the underfunding of the social sphere from the budgets of different levels. Results. Formation of national social security in the system of public finance management should be carried out on the basis of the system of fiscal norms and to be focused; to ensure effective forms of supporting various social groups that require social protection; transition to cash provision of welfare; Personal assistance to the state is included in income of individuals and families. Taking into account that wages are still the main source of income in Ukraine, it is necessary to increase its share in income, paying special attention to minimal hourly remuneration. Conclusions. The main reason for the negative impact on the implementation of fiscal policy in the social security system is mainly reflected in the implementation of the budget expenditures approved by the state. In addition, during the research process, we have found that in the state budget of Ukraine, social security expenditures and social insurance funds have increased more than doubled over the past five years, indicating the lack of funds in this area.

At the same time, taxes are a measure of social justice and should not only ensure the economic stability of the state, but also instill in members of the taxpayer society a positive tolerance to the state. The term for defining the state as "social" implies meeting the social needs of each member of society. According to the author's view, this does not mean that the state should sponsor people, who do not want to work. At the same time, the state must provide an appropriate level of support to society members who, due to objective circumstances, need it. Taxes are a source of social benefits for society. At the same time, they are a form of fair treatment of citizens by the state. Inequality or injustice in the collection of taxes contributes to social inequality and significantly reduces the tolerance of society members to the state.

Cancer patients experience cancer-related fatigue (CRF) that are subjective and persistent. CRF can have a negative impact on psychosocial, spiritual, and self-perceived burden. To understand more deeply about CRF, we need to answer one fundamental question: how are the causal mechanisms (cause-effect) of the factors related to CRF. The studies related so far are still limited to correlation analysis between factors and have not focused on the mechanism of a causal relationship. The purpose of this study is to model the causal relationship between CRF and psychosocial, spiritual, and self-perceived burden, using a causal method called the Stable Specification Search for Cross-Sectional Data With Latent Variables (S3C-Latent). The results of this study are in the form of causal modeling between factors where self-burden has a causal relationship with CRF, spiritual need factors (religion) also have a causal relationship with CRF. Meanwhile, the social support factor (friends) with spiritual needs (religion) does not represent a causal relationship, but there is a strong association relationship. Meanwhile, the social support factor (friends) with CRF did not have a causal relationship or an association relationship between the two variables.

This paper proposed an analytical study and investigation about State-owned enterprises (SOEs) privatization policy against welfare state perspective. Other than having an economic impact it also led to a constitutional polemic in Indonesia. So far, privatization of SOEs is considered as the best solution for SOEs to be more productive and efficient when handled by the private sector rather than controlled and managed by the state. However, the negative impact of privatization is not least disadvantageous for the state especially to the people where there are no guarantees and legitimacy from the state responsibility when SOEs has already profit oriented. This research would like to find a new concept of privatization of SOEs in accordance with the welfare state perspective. This research used a normative juridical legal research method. This method was chosen because the object was of norms and doctrines and legal principles related to the title of this research. The Author believes, Privatization has changed the social welfare schemes at as well as distorted the role and responsibilities of the state in realizing common prosperity. The conclusion is the Government should to review all regulations concerning the SOEs privatization and revoke regulations that are contrary to the welfare state principle in Indonesia.
