The COVID-19 virus pandemic has generated an unprecedented impact on all aspects of life, including rural tourism. This study aims to study the impact of the COVID-19 pandemic on the performance of homestay businesses in Gubukklakah Village, Malang Regency, and their adjustment measures to get out of the pandemic. A survey research with descriptive and quantitative approaches was conducted on 47 active homestay owners. 98% of the respondents stated that the pandemic affected their homestay business activities. About 44.6% of them said that the pandemic would not last long, while more than 50% of them said that the pandemic would last a long time. The pandemic has decreased the number of active homestays from 47 to 11, coupled with an 81% decline in income. Due to the pandemic, about 85.1% of the respondents returned to farming activities. The study suggests several actions that can be done to respond to the pandemic, namely the application of health protocols in various activities, the provision of cash or non-cash assistance to pandemic affected families, the strengthening of the agricultural sector and skilled human resources in tourism services, and the innovation of outdoor tourism products based on local uniqueness.

The purpose of this study was to examine organizational culture in moderating the influence of internal control and community participation on fraud prevention in managing village funds during the covid-19 pandemic. The sample of this study was 27 villages in the province of Bali with 3 villages in each district/city having the highest Village Fund Direct Cash Assistance, so that there were 161 respondents. Data collected using a questionnaire. The data analysis technique used the Partial Least Square (PLS) method. Results show that internal control and community participation have a positive effect on preventing fraud in managing village funds during the Covid-19 pandemic. The results also show that organizational culture strengthens the influence of internal control and community participation on fraud prevention in managing village funds during the Covid-19 pandemic. This shows that the better internal control, and community participation which is strengthened by organizational culture, the prevention of fraud in the management of village funds during the covid-19 pandemic will be better.

Ethics is one approach that is often used in public policy in the framework of public administration. The Family Hope Program is an empowerment program for underprivileged communities by providing conditional cash assistance. This study will to describe the benefits, great benefits, and benefits for as many people as possible in terms of the ethical perspective of utilitarianism from a policy in the form of a program, namely, implementation of the family of hope program in Palopo City. The object of this research is was family hope program at Palopo City. This study uses an evaluation method through a qualitative approach. Data obtained through data presentation, data reduction, verification and conclusion drawing. The results of the study indicate that the benefits obtained to implementation of family hope program in Palopo City are based on utilitarian ethics, namely there are additional costs in meeting education and health needs. Furthermore, great benefit that can be obtained to program recipients is a change in mindset to prioritize and care more about the importance of children's education and in the health sector, namely the importance of regular check-ups to the posyandu for pregnant women and toddlers. The great benefit for as many people as possible that will be found in implementation on this program is that there is an insurance effect for program recipients, namely future security guarantees for PKH participants as a means of motivation to see education and health as potential welfare.

Poverty is a condition that is below the line of minimum requirement standard values, both for food and non-food. The Government of Indonesia has various programs to overcome poverty-based assistance social, including the family hope program. This family hope program is the provision of conditional cash assistance to very poor households in which there are pregnant women, toddlers, elementary, junior high, high school, elderly, and severe disabilities. The amount of assistance obtained based on the level of family poverty with poverty level parameters is seen from the many categories of very poor households concerned along with the obligation of participants to carry out important commitments in the field of Health and Education. The purpose of this research is the development of a mobile-based poor family monitoring application using the k-means clustering method. Validity test results using sample data 21, it can be concluded that the system can group poor families into 7 clusters with a thoroughness rate of 90.4%.  Based on these results, K-Means Clustering can be said to have a high accuracy value for clustering poor families.

Background: The Malaysian government reacted to the pandemic’s economic effect with the Prihatin Rakyat Economic Stimulus Package (ESP) to cushion the novel coronavirus 2019 (COVID-19) impact on households. The ESP consists of cash assistance, utility discount, moratorium, Employee Provident Fund (EPF) cash withdrawals, credit guarantee scheme and wage subsidies. A survey carried out by the Department of Statistics Malaysia (DOSM) shows that households prefer different types of financial assistance. These preferences forge the need to effectively customise ESPs to manage the economic burden among low-income households. In this study, a recommender system for such ESPs was designed by leveraging data analytics and machine learning techniques. Methods: This study used a dataset from DOSM titled “Effects of COVID-19 on the Economy and Individual - Round 2,” collected from April 10 to April 24, 2020. Cross-Industry Standard Process for Data Mining was followed to develop machine learning models to classify ESP receivers according to their preferred subsidies types. Four machine learning techniques—Decision Tree, Gradient Boosted Tree, Random Forest and Naïve Bayes—were used to build the predictive models for each moratorium, utility discount and EPF and Private Remuneration Scheme (PRS) cash withdrawals subsidies. The best predictive model was selected based on F-score metrics. Results: Among the four machine learning techniques, Gradient Boosted Tree outperformed the rest. This technique predicted the following: moratorium preferences with 93.8% sensitivity, 82.1% precision and 87.6% F-score; utilities discount with 86% sensitivity, 82.1% precision and 84% F-score; and EPF and PRS with 83.6% sensitivity, 81.2% precision and 82.4% F-score. Households that prefer moratorium subsidies did not favour other financial aids except for cash assistance.  Conclusion: Findings present machine learning models that can predict individual household preferences from ESP. These models can be used to design customised ESPs that can effectively manage the financial burden of low-income households.

The purpose of the research, one of which is to prove the effect of food package assistance and also direct cash assistance on the survival of the community during the Covid-19 pandemic. The quantitative approach is carried out using a sample of 80 respondents with multiple linear regression analysis techniques. The data collection technique is done by using a questionnaire. The results of the study indicate that first, the basic food package assistance program has a significant contribution to the survival of people's lives. Second, the cash transfer program has a significant contribution to the survival of the community. Third, the basic food package assistance program and direct cash assistance have a significant contribution to the survival of people's lives. Based on the results of research and findings in the field, the following suggestions are obtained: first, the community needs more ongoing assistance, such as employment opportunities and useful equipment assistance. to improve skills and expertise for business actors. Second, a re-evaluation of the aid distribution process is carried out so that it can be felt by the community, such as being more fair and wise in the process of collecting data on aid beneficiaries. Third, an evaluation is needed in the data collection process, where this process must prioritize deliberation from the RT to the village level, in order to obtain data that is in accordance with the value of propriety and the aspect of willingness. Based on this, the direct package assistance program and also direct cash assistance have a significant contribution to the survival of the community. Other results show that the cash transfer program has the most significant contribution in influencing the survival of the community.

Abstract The end of 2019 to be precise at the beginning of 2020. The Covid-19 pandemic has become a problem all over the world. The entire government is overwhelmed but continues to try to overcome the spread of the Covid-19 virus while at the same time overcoming the various impacts of one of the impacts caused by the Covid-19 pandemic. This is an economic factor. In Indonesia, due to the pandemic, the community’s economy has declined. And to overcome this, the government has made one of the efforts to reduce the burden on the community, namely refocusing the budget from various existing budget posts. And one of the the budget posts that was refocused was the Village Fund, the Village Fund which was actually intended for village development and development but was transferred to a cash transfer fund called Direct Cash Assistance (BLT). In the implementation of this program, in terms of the impact of the Direct Cash Assistance (BLT) program, many question are asked. This research was conducted in Malaka Village, Pemenang District, Nort Lombok Regency. The research finding show that the impact of this program, especially for the poor, is very beneficial for them, and some people very supportive of the program carried out by the central government. The data collection and distribution of the Village Fund Direct Cash Assistance (BLT) by the Village Head is the implementation of the Central Government program in order to help ease the economic burden of the poor who are affected by the Covid-19 outbreak. The data collection and distribution of Village Funds is carried out through the respective Village Heads so that the assistance can be distributed smoothly and on target according to the goals that have been set, including in the District of Depati VII, Kerinci Regency. However, in its implementation, data collection and distribution activities are in the spotlight because there are discrepancies with the expected goals. Therefore, this study aims to further discuss the implementation of data collection and distribution of the Village Fund BLT Fund in the District of Depati VII, Kerinci Regency and the problems encountered in it.

Education funding is one of the central systems in education, financing is part of the support of the implementation of education because it involves the operational financing of education implementation from the smallest to the largest operational funding. This research discusses the implementation of financing management in An Nawawi 01 Berjan Purworejo MTs. This study uses a qualitative descriptive approach and data collection techniques used are observation, interviews with employees of the treasurer of the madrasa and documentation related to financial records at An-Nawawi 01 MTs Berjan Purworejo. Data creatiability test is done by using triangulation, data dependability test, transfermability test and confirmability test. Data analysis techniques using qualitative descriptive analysis techniques with stages of data collection, data reduction, data presentation, to drawing conclusions. The results showed that the implementation of financial management in MTs An-Nawawi 01 Berjan Purworejo began with financial planning (budgeting) through the process of financial budgeting that was carried out in accordance with stages systematically. Execution / accounting (accounting) with accounting books is general cash books, invoices, cash assistance books, salary receipt books, bank supporting books and financial statements. The financial supervision process begins by making the RAPBM the standard for overseeing the implementation of supervision both internal and external.
