The article touches upon the problem of improving adolescent health. Its current state does not meet the needs of the society in the substantial health improvement of this social group. The results of two “Adolescent health and the environment” studies (repeated cohort studies, 1996 and 2017) have served as the information base for the article. Their special feature is a common sample object (adolescents aged 13–16 years old), single program, identical samples, geographically close regions and time interval (20 years). The proposed approach is aimed at searching links between sociological parameters of health, such as self-assessment of health, health awareness, health consciousness, motives for that and health behavior, and the socio-demographic characteristics of the respondents. According to the study, changes in the attitudes and values with regard to health influence the increased attention to health and self-assessment of health. Despite the continuous radical changes in the society’s life, the psychosocial state of adolescent is characterized by certain stability of key lifestyle parameters in terms of time. As for their positive and negative attitudinal and behavioral changes, they are the result of the state social policy in the field of health. Active promotion of healthy lifestyle in recent decades has transformed into a change in attitudes related to smoking and motives for health care. Less attention to the environmental problems at the state level has led to less concern about these issues among young people. While disease incidence among adolescents is characterized by negative trends, positive experience of the social policy in the sphere of health is the basis for positive changes in this field. The introduction of health lessons for schoolchildren to the educational standard could be the influential component. This would provide a long-term effect of health promotion in Russia.

Soybean sudden death syndrome (SDS), caused by blue-pigmented, slow-growing strains of Fusarium solani, is a disease recently reported in Iowa. In 1994 and 1995 the geographic distribution and status of the disease was determined at the state, local, and field levels. An east-to-west decreasing trend of SDS prevalence was found at the state level. No SDS was found in the western part of Iowa. The disease was found in commercial production fields in 4 Iowa crop reporting districts — central, north-central, east-central, and southeastern — with the greatest severity and the most frequent occurrence of SDS found in the east-central district. In two counties along the Mississippi River, disease prevalence was high; more than 50% of soybean fields had SDS in locations where surveys were conducted. Intensive surveys on a local scale were conducted in areas around the fields where the disease was first noticed. In areas where disease prevalence was low, all detected infested fields belonged to the same owners. In areas where disease prevalence was high, no such pattern was found. Disease incidence varied from field to field. Information on SDS occurrence at different geographic scales serves as baseline information to monitor the future development of the disease in Iowa.

The article is devoted to adolescent health as an important potential of the country’s labor and population resources. The negative trends characterising the health of this age group in recent decades require the adoption of immediate and radical measures in the field of social policy. Based on the results of the study “Adolescent Health and the Environment” (2017), analysis of statistics, various documents and publications, an attempt was made to find out the nature of changes in the attitude of adolescents to their health and the environment under the influence of social policy measures. This approach examines the relationship between sociological indicators of adolescent attitude to health (self-esteem, motives and health factors, the presence of bad habits, attitude to the environment) and the impact of means and methods of social policy of various kinds. Advocacy of a healthy lifestyle forms attitudes towards a positive attitude to health and reliance on one’s own efforts to achieve it. A lack of attention to environmental issues at the regional level leads to a decrease in environmental concerns among these issues among young people. These processes can be traced by comparing the responses of the respondents of two cities (Ulan-Ude and Ulyanovsk) with significant differences, and by analysing the content components of the social policies of these regions. The conclusion is drawn about the effectiveness of the measures that form the specific behavior types of adolescents in the field of health.

In the XVII century Great Britain became the first country in the world with a full-scale system of social support, which was regulated at the state level. The “Old Poor Law” of 1601 and the “New Poor Law” of 1834 are well-studied in both foreign and Russian science, but the solutions that preceded them are less known. The aim of this study is to describe the development of social policy in Great Britain up to 1834, when the system of assistance to people in need was redesigned according to the liberal logic of minimal interference of the state. The article is based on comparative and historic approach and analysis of legal documents. It demonstrates the evolution of institutions and practices of social support in Great Britain. In this country social policy grew from church and private charity and developed at local level under centrally defined rules. Consistent presentation of social policy history in Great Britain is valuable for studies of charity, local self-government and social policy.

The youth policy represents the major strategic direction of the general policy of the state. The regional factor of youth policy becomes a key factor in the development of the territories. The current stage of the development of the Russian Federation defines young people as a special resource for the development of the state, which has specific features. However, for the competent participation of young people in developing of Russia and in particular of its regions the conditions for social changes in the global world dictate the need for increased attention on the part of the state in the formation and development of young people. Reducing the number of young people by 2025, due to a number of challenges, justifies the priority status of youth policy as an object of state support. From the standpoint of the regional development, youth policy should be given a differentiated character, taking into account the demographic characteristics of the territories. The particular attention is paid to the program-targeted methods of supporting the youth policy of the Volgograd region, the priority areas of which are: civil-patriotic and spiritual-moral upbringing; involvement of youth in volunteer activities; support for socially significant initiatives; formation of a healthy lifestyle, including the organization of recreation and health improvement of children, support of young families. Priority directions of realization of the state youth policy of the region are being considered.
