Abstract Banyuwangi Regency is actively developing tourism potential, one of which is osing culture because it is unique and exciting as part of osing community life which is very obedient and obedient to cultural values. Still, the osing community is dynamic so that the existence of osing culture which was only as a traditional ceremonial tradition, is now packaged into more interesting material that can be a spectacle that can be sold. The change is inseparable from the role of the village government to invite the public and the private sector to jump into more advanced conditions and even become a leading tourism object in Banyuwangi Regency. The research method used is qualitative, and data collection techniques by observation, documentation, and interviews — analysis of data with interactive models through data collection data presentation data reduction and concluding. The results showed that the role of the government in making changes was quite good as seen from changes in tourist attractions and attractions, amenities and accommodation, accessibility, and tourism image osing already adequate, complete and good condition, because of the similarity in seeing the same future in advancing its village, trusting and making changes with specific actions between the private government and the community, although there are still limited funds and differences in interests, the government provides consistent support and basis so as to demonstrate a mutually supporting synergy. The purpose of this study was to find out the role of leader  in fostering government administration in the Hila Village, Leihitu Subdistrict, Central Maluku Regency. This has an important connection with public service where he role according to Katz and Kahn, Role is a dynamic aspect of status. If someone carries out their rights and obligations according to their position, he / she carries out a role. The method used in this research is descriptive qualitative. Data collection techniques in this study were observation and interview techniques. The informants in this study were 8 people consisting of sub-district office staff and village officials. This research data was analyzed by using the stages of data collection, data reduction, data presentation, and conclusions drawing or data verification. The results of this study indicated that the role of Leader in fostering village government administration in the Hila village, Leihitu District, Central Maluku Regency had not been yet maximal based on Government Regulations No. 17 of 2018 concerning the Subdistrict, namely: Through Guidance, Supervision, Consultation and Facilitation. The conclusion, the Leader was less aware of his responsibilities in fostering village government administration. For this reason, it is expected that the Leader of Leihitu must carry out his functions and roles to the maximum extent possible in fostering Village Government Administration in the village Hila village, Leihitu District, Central Maluku Regency.

Transparency of Village Fund Management in Sunggumanai Village, Gowa Regency. Thesis. Public Administration Study Program. Postgraduate Program. Makassar State University. This study aims to find out and describe the Transparency of Village Fund Management in Sunggumanai Village, Gowa Regency. This research method uses a Qualitative approach with data collection techniques using interactive models, namely data collection, data condensation, data presentation, and conclusion verification. The results showed that 1). The availability of adequate information about village funds is considered effective. 2). The knowledge and insights of the community about village funds are considered to have been carried out effectively. 3). Increasing public trust in the management of village funds is considered to have been running effectively. 4). Increasing community participation in village fund activities is considered effective. Overall, it can be understood that the Transparency of Village Fund Management in Sunggumanai Village, Gowa Regency, has been effectively achieved by openness in the preparation of village fund programs, availability of information access through village forums, billboards, and the inscription making of every completed project development. So that the response of Sunggumanai villagers to the implementation of village government is going well, allocating in the performance of village funding programs has increased public confidence in the village government, the result of village development is increasingly advanced. Creating a good relationship between the community and the government through community empowerment with a labor-intensive model of the local village community is allowed to implement village funding programs both in physical and non-physical development.

Education is essentially an effort to facilitate students to be able to solve problems in life that they will face in the future. This research aims to determine the effectiveness of the role of the village government in reducing the dropout rate in Pattongko Village, Sinjai Tengah District, Sinjai Regency, and the factors that cause school dropout. This research uses qualitative research. The data collection techniques used were interviews, observation, and documentation. The data analysis technique used is data collection, data reduction, data presentation, decision making (verification). The results of this study state that the effectiveness of the role of the village government in suppressing the dropout rate in Pattongko Village, Sinjai Regency, related to its role as a motivator, facilitator, and mobilizer basically tends to be effective, this can be seen from the decrease in the dropout rate every year. this is due to the concern of the local government, especially the village government together with parents and the community. The factors causing dropping out of school in Pattongko Village in this study consisted of four factors, namely the Child itself, the Economic Condition, the distance between the house and the school which was far away, and the parents' lack of understanding of the importance of education.

This study aims to obtain an overview of the role of the village government in relation to empowerment, namely village-owned enterprises (BUMDes) that must be empowered in an effort to strengthen the village economy in Patani Village. This type of research is qualitative and the data analysis used is Phenomenology with the number of informants as many as 11 people. Data collection techniques are observation, documentation, and interviews. The results of this study indicate that BUMDes in Patani Village have not been effective in helping the independence of Patani Village. Because the role of the Government in the guidance and direction of the BUMDes managers is less than optimal. BUMDes managers are less creative in developing existing funds, even though Patani Village has potential that can be developed, such as managing Bricks and Buying and Selling Goats. There is no Transparency and lack of communication between Supervisors, Managers and Members of BUMDes even to the Community, BUMDes Community Management is not directed. Likewise with the community, there are those who understand and know BUMDes and there are those who cannot and do not know at all, even though there are those who can accept BUMDes.Keywords: role of the village government, development and empowermant of BUMDESABSTRAKPenelitian ini bertujuan untuk memperoleh gambaran mengenai Peran Pemerintah Desa dalam kaitannya dengan pemberdayaan yaitu Badan Usaha Milik Desa (BUMDes) yang harus diberdayakan dalam upaya memperkuat perekonomian Desa di Desa Patani. Jenis penelitian ini adalah kualitatif dan analisis data yang digunakan adalah Fenomenologi dengan jumlah informan sebanyak 11 orang. Teknik pengumpulan data yaitu observasi, dokumentasi, dan wawancara. Hasil Penelitian ini menunjukkan bahwa BUMDes yang ada di Desa Patani belum efektif untuk membantu kemandirian Desa Patani. Karena Peran Pemerintah Desa dalam membimbing dan mengawasi para pengelola BUMDes kurang optimal. Pengelola BUMDes kurang kreatif dalam mengembangkan dana yang ada, padahal Desa Patani mempunyai potensi yang bisa dikembangkan, seperti pengelolaan Batu Bata dan Jual-Beli Kambing. Tidak adanya Transparansi dan kurangnya komunikasi antara Pengawas, Pengelola, dan Anggota BUMDes bahkan kepada Masyarakat, sehingga Pengelolaan BUMDes tidak terarah. begitupun dengan masyarakat, ada yang mengerti dan mengetahui BUMDes dan ada yang tidak mengerti dan tidak mengetahui sama sekali, walaupun sebenarnya merekalah yang seharusnya bisa menerima BUMDes.Kata Kunci: Peran Pemerintah Desa, Pengembangan, dan Pemberdayaan BUMDES

Kebijakan kurikulum 2013 yang dikeluarkan oleh Pemerintah merupakan upaya dari penyederhanaan pembelajaran dan adanya penilaian sikap dalam struktur kurikulumnya yang bertujuan agar peserta didik memiliki kompetensi sikap, ketrampilan dan pengetahuan yang lebih baik dalam proses pembelajaran. Tujuan penelitian ini adalah untuk mendeskripsikan Evaluasi Pelaksanaan Kurikulum 2013 di Kelas IVB UPT SD Negeri 144 Gresik Kecamatan Driyorejo Kabupaten Gresik. Penelitian dilakukan menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data yang dilakukan melalui observasi, wawancara dan dokumentasi. Teknik analisis data yang digunakan adalah pengumpulan data, reduksi data, penyajian data dan penyimpulan. Hasil penelitian didapatkan bahwa pelaksanaan K-13 sudah berjalan dengan baik tetapi masih terdapat kendala dalam pelaksanaannya yaitu melihat dari efektivitas dalam pelaksanaannya belum  sesuai karena materi ujian nasional masih berdasarkan KTSP; terkait dengan efesiensi jumlah guru masih kurang; terkait dengan kecukupan dalam materi K-13 belum mendukung kompetensi belajar peserta didik untuk materi ujian nasional, terkait dengan perataan masih belum merata karena kelas satu sampai kelas enam tidak semua melaksanakan K-13, terkait dengan responsivitas yaitu adanya respon dari peserta didik maupun wali murid dalam pembelajaran yang mudah diterima dan terkait dengan ketepatan dalam pelaksanaannya sudah tepat sasaran kepada peserta didik. Simpulan dari peneliti masih ada kendala yaitu jumlah SDM yang kurang memadai, semua guru belum mendapatkan pelatihan, dan tidak sinkronnya materi UN (Ujian Nasional) dengan kurikulum yang berlaku. Disarankan sebaiknya dilakukan penambahan Sumber Daya Manusia atau guru (tenaga pendidik) dan ruang kelas, Sinkronisasi materi UN (Ujian Nasional) dengan kurikulum yang berlaku serta pelatihan guru yang dilaksanakan oleh semua guru.   Kata Kunci : Evaluasi, Pelaksanaan Kurikulum 2013, UPT SD Negeri 144 Gresik   The 2013 curriculum policy issued by the Government is an effort to simplify learning and the existence of an attitude assessment in the curriculum structure that aims to make students have better competency attitudes, skills and knowledge in the learning process. The purpose of this study was to describe the 2013 Curriculum Implementation Evaluation in Class IVB UPT SD Negeri 144 Gresik, Driyorejo District, Gresik Regency. The research was conducted using a qualitative approach with descriptive methods. Data collection techniques are carried out through observation, interviews and documentation. The data analysis technique used was data collection, data reduction, data presentation and conclusion. The results showed that the implementation of K-13 has been going well but there are still obstacles in its implementation, namely seeing the effectiveness in its implementation is not appropriate because the material for the national exam is still based on KTSP; related to the efficiency of the number of teachers is still lacking; related to the adequacy of the K-13 material, it does not support the learning competence of students for the national exam material, related to evenness it is still not evenly distributed because not all grades one to six grades implement K-13, related to responsiveness, namely the response of students and guardians in learning that is easily accepted and associated with accuracy in its implementation is right on target for students. The conclusion from the researchers there are still obstacles, namely the number of human resources is inadequate, all teachers have not received training, and the material is not synchronized with the applicable curriculum. It is suggested that the addition of human resources or teachers (teaching staff) and classrooms, synchronization of National Examination (National Examination) material with the applicable curriculum and teacher training carried out by all teachers. Dalam perjalanan ketatanegaraan Indonesia, sistem pemerintahan desa kembali mulai diseragamkan melalui Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Penelitian ini bertujuan untuk menjelaskan peran lembaga pemerintahan desa dalam pelaksanaan pembangunan berkelanjutan di pedesaan serta tata kelola kebijakan pembangunan desa melalui pemanfaatan Dana Desa. Metode yang digunakan dalam penelitian ini adalah penelitian hukum empiris. Hasil penelitian ini menjelaskan bahwa faktor pendukung pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu adanya pengarahan, bimbingan, serta pelatihan bagi Kepala Desa dalam menyusun rancangan peraturan desa untuk mewujudkan percepatan pembangunan desa yang berkelanjutan. Sedangkan faktor yang menghambat pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu rendahnya partisipasi masyarakat dalam menyikapi program kerja yang dijalankan oleh pemerintah desa serta rendahnya kesadaran masyarakat dalam memelihara fasilitas umum yang ada di desa. Pemerintahan desa yang baik adalah sebuah kerangka institusional untuk memperkuat otonomi desa karena secara substantif desentralisasi dan otonomi desa bukan hanya masalah pembagian kewenangan antarlevel pemerintah, melainkan sebagai upaya membawa pemerintah untuk lebih dekat dengan masyarakat. Pemerintah desa yang kuat dan otonom tidak akan bermakna bagi masyarakat tanpa ditopang oleh transparansi, akuntabilitas, responsivitas, dan partisipasi masyarakat.   IMPLEMENTATION OF ACCELERATION OF VILLAGE DEVELOPMENT IN REALIZING SUSTAINABLE DEVELOPMENT BASED ON LAW NUMBER 6 YEAR 2014 ABOUT VILLAGE Abstract In the course of the Indonesian state administration, the village government system began to be uniform again through Law Number 6 of 2014 concerning Villages. This research aims to explain the role of village government institutions in the implementation of sustainable development in rural areas and the governance of village development policies through the use of Village Funds. The method used in this research is empirical legal research. The results of this research explain that the supporting factors for the implementation of the duties of the village head in Trucuk Village are direction, guidance, and training for village heads in drafting village regulations to realize the acceleration of sustainable village development. Meanwhile, the factors that hinder the implementation of the duties of the village head in Trucuk Village are the low participation of the community in responding to the work programs run by the village government and the low awareness of the community in maintaining public facilities in the village. Good village governance is an institutional framework to strengthen village autonomy because substantively decentralization and village autonomy are not just a matter of sharing authority between levels of government, but as an effort to bring the government closer to the community. A strong and autonomous village government will not be meaningful to the community without being supported by transparency, accountability, responsiveness and community participation.

This study aims to describe the role of local government and the participation of Micro, Small and Medium Enterprises in the development of Plastic Woven Crafts in Karanggebang Jetis Village, Ponorogo Regency. The theory used in the formulation of the first problem regarding the role of local government uses the theory of Gede Diva (2009) which divides the role of government in three ways, namely the role of government as a facilitator, the role of government as regulator and the role of government as a catalyst. Second, the participation of UMKM actors uses the theory of Cohen and Uphoff in Distianto (2016) into four forms of participation, namely participation in planning, participation in implementation, participation in the utilization of results and finally participation in evaluation.This research uses the descriptive qualitative method. The technique of determining informants using purposive sampling techniques and data collection techniques carried out through interviews, observations, and documentation. The results of this research in the efforts to develop UMKM Plastic Weaving Crafts in Karanggebang Jetis Village, Ponorogo Regency, in general, there has been no interference from the government and UMKM entrepreneurs. So far, plastic woven crafts are still not developed. To develop UMKM especially plastic woven handicrafts located in Karanggebang Jetis, it is necessary to have the role of government and participation of UMKM actors.

The Role of Tourism Office Batu City and Punten Village Government in tourism empowerment is very influential to the progress of Apple Picking Tour which is located in Punten Village, Batu City. This research aims to describe the role of Culture and Tourism Office also The Village Government in manifestation and implementation the mechanism of the tourism maximally. The research uses qualitative method with data collection techniques through interview, observation, and documentation. Data analysis is done in several stages, including data eduction, data presentation and taking the conclusion. The results show that the role of Culture and Tourism Office and Village Government in empowering An Apple Picking Tour was carried through collaboration and give encouragement to the society, to establish the Group of Tourism Consciousness/Kelompok Sadar Wisata, and Joint Farmer group/Gabungan Kelompok Tani (Pokdarwis & Gapoktan), having coordination among the Culture and Tourism Office, Village Government and community, and also to have a Development Plan Deliberation (Musrenbang) in a village level. Peranan Dinas Pariwisata Kota Batu dan Pemerintah Desa Punten dalam pemberdayaan wisata sangat berpengaruh pada perkembangan wisata petik apel yang ada di Desa Punten, Kota Batu. Penelitian ini bertujuan untuk menggambarkan peranan Dinas Pariwisata Kota Batu serta Pemerintah Desa Punten dalam memajukan pariwisata secara maksimal, terutama wisata petik apel yang ada di Desa Punten. Penelitian ini menggunakan metode kualitatif dengan tehnik pengumpulan data melalui wawancara, observasi dan dokumentasi. Analisis data dilakukan dengan beberapa tahap, diantaranya reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa peranan Dinas Pariwisata Kota Batu serta Pemerintah Desa Punten dalam mengembangkan wisata petik apel dilakukan melalui kerjasama dan memberikan dorongan kepada masyarakat dengan membentuk Kelompok Sadar Wisata dan Gabungan Kelompok Tani (Pokdarwis & Gapoktan), melakukan koordinasi antara Dinas Pariwisata, Pemerintah Desa dan masyarakat, serta mendorong adanya musrembang di tingkat desa.
