The article analyzes the crime rate in the Russian Federation, including the Yaroslavl region. The author carried out a sociological study, within the framework of which a selective analysis of the implementation of the Safe city program in cities in the Russian Federation was carried out. In addition, a survey of students was carried out in 2018–2019 and a series of in-depth interviews with positional experts were conducted. A series of in-depth interviews with students were carried out: the faculty of law of Yaroslavl state university, the faculty of social and political sciences from Yaroslavl state university, pedagogical specialties from Yaroslavl state pedagogical university. It is concluded that the fight against crime will be more effective in comparison with the existing practice if the following conditions are met: purposeful increase in the degree of protection of citizens and infrastructure of cities and rural areas; full-scale implementation of information and communication technologies to control closed (markets, museums, etc.) and open (squares, parks, etc.) territories; development of basic information systems and resources, formation of technical and organizational foundations for further digital transformation of cities and rural areas; active participation of citizens in the life of society and in decision-making on the digitalization of urban space. The author's selective analysis of the implementation of the Safe city program in cities in the Russian Federation showed that the program is designed to reduce the number of offenses and especially dangerous crimes. In addition, this program provides for the solution of issues related to the migration aspect, with the need to reduce the risks caused by man-made and natural disasters and is aimed at identifying the potential danger of objects left in public places. As part of the study, a content analysis of the blogosphere was also carried out, a secondary analysis of publications of research results carried out by scientists from the Federal research center of the Russian academy of sciences (Moscow), was carried out. Based on the results of the study, measures are proposed to reduce crime in cities.

The article explores a new legal mechanism that extends the authority of the Federal Antimonopoly Service to control the implementation of foreign investments not only to business entities of strategic importance, but also to any other Russian business entities that, according to the antitrust authority, are of key importance to the Russian economics. The problems of legal uncertainty regarding the mandatory prior coordination with the antimonopoly regulator of a transaction involving a foreign investor have been identified to differentiate legal consequences for violation of the provisions of special legislation depending on the actual presence of a threat to the defense and security of the Russian Federation. It is concluded that it is necessary and advisable to classify it as a business entity by virtue of its implementation of a type of activity that is adjacent to a strategic one (which is part of the technological process of a strategic type of activity as an integral part of it).

In developing and implementing the safety management System (SMS), which is mandatory in accordance with ICAO SARPs and the requirements of the air legislation of the Russian Federation, civil aviation aerodrome operators face methodological problems mainly in two components of the SMS – risk management and calculation of the safety performance indicators. To solve these problems, the article proposes to use a new approach for risk management in the airlines, developed by the Airline Risk Management Solution Group (ARMS). When adapting the method to the activities of the airport operator, the specifics of aviation events at the airport are taken into account. Manifestations of hazard factors in the form of events and deviations from the norms are proposed to be structured in accordance with the classification of activities in ground handling according to ISAGO Manual. A method for calculating and monitoring the safety performance indicator for the airport operator having extremely rare aviation events is proposed. The advantages of the ARMS approach in the implementation of the main prognostic part of the risk assessment, which directly considers the ability of the system to counteract the dangerous situation under the influence of hazards are shown. A threelevel scheme of safety management at the airport is proposed. The method proposed in the article was used as a basis for SMS implemented at two international aerodromes of the Russian Federation.

The paper attempts to comprehensively investigate the problems of the direct application of the provisions of international agreements for the purpose of regulating various intrastate as well as cross-border relations. It is noted that this opportunity seems to be an effective mechanism for protecting the rights of the subjects of the relevant relations. An analysis of law enforcement practice is carried out for the direct application of the provisions of international treaties when they conflict with the provisions of national legislation or regardless of the establishment of such a conflict. The paper analyzes the provisions of the Constitution, other legislation of the Russian Federation, decisions of the Constitutional Court of the Russian Federation, decisions of the Plenum of the Supreme Court of the Russian Federation, judicial practice on the application of the provisions of international treaties to various relations (corporate, customs, relations in the field of industrial property). The conclusion is made that the international agreements of the Russian Federation, being an integral part of its legal system, have an independent normative nature as a source of law. The possibility of direct (direct) application of the norms of any international treaties (including the so-called non-selfexecuting ones) is substantiated.

The results of the work to create a complex of high-precision hardware for the unit of length reproduction and transferring carried out at “D. I. Mendeleyev Institute for Metrology (VNIIM)” are represented. This complex will serve as the basis for the further development of the reference base of the Russian Federation in the field of length measurements and will allow reproduction of the unit of length at two wavelengths of 633 nm and 532 nm, as well as measurements of the wavelength of laser sources in vacuum in the range from 500 to 1050 nm.
