Protest potential and protest activity of modern Russian youth: value dominants, dynamics and trends

This study analyzed the phenomenon of youth protest activity in modern Russia. The purpose of the work is to identify the specifics of the formation and development of the phenomenon of youth protest in the Russian Federation. Currently, there is an increase in social tension among young people, which is due to a large number of phenomena and factors. By analyzing the cases of protest activity in the Russian Federation over the past 10 years, their causes, mechanisms of organization, actors, stages, resources, and results have been identified in the dynamics. Based on the analysis of the results of sociological studies of protest activity of modern Russian youth and cases of protest activity, the article analyzes value orientations, dynamics and trends in the development of this phenomenon, presents concepts containing an analysis of the specifics of social protest, considers factors associated with the strengthening of various effects of the influence of digital communications on the political interaction of citizens and processes associated with the complexity of the nature and structure of political communication. Two structural levels of the system of social factors of protest behavior are identified: individual protest behavior and protest social movement, the most significant factors of protest social activity of young people are characterized. Based on the analysis of the results of a number of sociological studies devoted to the study of the role of digital communications on the protest social activity of Russian youth, it is concluded that the influence of digital networks on the political activity of citizens is increasing, while at present there is not a decrease in the civic activity of young people, but a change in the models of their participation in political events.

The article analyzes a protest activity as one of the areas of political activity of young people in modern Russian society. The purpose of the study is to explore the attitude towards the opposition and the oppositional potential of the youth of the Irkutsk region. The authors revealed that the portrait of an average young man in the Irkutsk region (in terms of his attitude to the opposition and protest potential) is as follows: he or she is a person who latently criticizes the authorities and expects changes, but whose political activity is below the average level.

Currently, in the Russian Federation, the increasing attention of the state is attracted by the growth of the political activity of Russian youth . This activity has both a productive expression and a destructive one . At the same time, an increasing number of young people are taking part in various unsystematic political actions directed against the state . Against the background of these processes, questions of the effectiveness of working with youth are of particular importance, since further prospects for the development of moods and trends in the youth environment remain unclear and difficult to predict . Undoubtedly, the growth of the destructive activity of youth is a negative trend, which has many reasons, including the actions of the state . This article discusses the causes and possible prospects for the growth of destructive activity in the youth environment in the Russian Federation.

Purpose of the study. The article is devoted to the analysis of value orientations, forms of civic engagement and political participation of young Russian citizens who consider themselves patriots. In accordance with the conceptual and methodological provisions developed within the framework of the political and psychological approach, the author examines how the cognitive and behavioral components of the personality structure, which determine the patriotic orientation of youth, relate to each other. Research results. Based on an analysis of the data of an all-Russian survey of young people aged 15 to 30, the author comes to the conclusion that young Russian patriots are interested in politics and identify with Russia. They demonstrate a fairly high level of social activity and have a wide repertoire of forms of civic participation and political behavior. They have attitudes towards conventional forms of political participation (primarily electoral). In the system of values of young patriots, the most significant are human rights, peace, order, legality, security, freedom and justice. Young Russian citizens who consider themselves patriots differ in their political values and behavioral orientations from «non-patriots». The author comes to the conclusion that young patriots have a connection between values and behavioral practices of their implementation, which determines their focus on interaction with the state and society. But this is not typical for young people in general. It is noted that in the future, patriotism can become a factor in the serious intragenerational demarcation of young people. Therefore, significant efforts are required from various institutions of socialization in the field of political education and patriotic education of youth.

In the article, the authors pay attention to the issue of value preferences of Russian youth on the example of the one of the regions of the Russian Federation – the Kemerovo region - Kuzbass. The problem of political activity of young people is considered through the system of current legislation on youth, socialization and directly value orientations and preferences of young people. The main legal acts regulating youth policy in the Russian Federation are marked. As an empirical basis a number of methodological approaches were used-the system approach (D. Easton, G. Almond), the normative-value approach of J. Rawls, a method of expert interviews and questionnaire survey. The article shows the inconsistency of the value beliefs of modern youth, which is caused by the Russian model of democratic development.

The paper deals with the knowledge of Moscow students about the processes, institutions of socialization and the subjects of youth policy in Russia. The basis of the empirical base is the sociological study conducted by the authors in April–May 2019 in Moscow. It is noted that students adequately and critically assess the state of modern Russian society and the state, understand the causes of the crisis. The greatest impact on the formation of value orientations of modern Russian youth is provided by the media, family and education institutions. Moreover, the media form both positive and negative benchmarks for young people. Students are aware of the presence of various negative phenomena in the youth environment and show a critical attitude towards them. Comparative analysis with 2013–2017 studies shows that in 2019 the levels of patriotic sentiments among Moscow students and their approval of the activities of political figures, socio-political institutions decreased. The trends of prevalence in the values of young people of consumer orientations, approval of traditionally negative phenomena intensified. This contributes to the desocialization of youth, the manifestation of asocial and unlawful forms of their self-realization, the development of various countercultures, increased conflict tension and aggressiveness of young people, and the growth of extremism in the youth environment. Measures are proposed that increase the social efficiency of the state youth policy of the Russian Federation. The research materials are of interest to specialists involved in the problems of youth socialization and the implementation of state youth policy.

Civic identity is an important feature of a socialised person. It regulates numerous personal behavioural manifestations, e.g. commitment to the country, patriotism, willingness to participate in important processes related to democratic procedures, desire to realise values that are of paramount importance for adaptation and integration with other representatives of civil society. The aim of this research is to determine the role of civic identity in the preferences of civil and political forms of social activity among young people in provincial Russia. The study involved 305 people (35.4% men) aged 17 to 35 (M = 21.1; SD = 3.1). The study used a questionnaire aimed at determining the socio-demographic characteristics of the sample group, containing scales for assessing the degree of personal involvement in certain forms of social activity (R.M. Shamionov et al.), Civic Identity Scale (A.N. Tatarko), Self-Assessment of the Propensity for Extreme Risky Behavior Technique (the Russian version of M. Zuckermans Sensation Seeking Scale). The study revealed that the indicators of commitment to protest, radical-protest and subcultural activity are more homogeneous and less pronounced in comparison with the indicators of civic, political and socio-economic activity. As a result of the factor analysis, it was found that civic-political (civic, socio-economic and political) and subcultural-protest (subcultural, protest and radical-protest) forms of activity constitute two stable factors. As a result of structural modelling, it was shown that civic identity has a positive impact on social activity in the civil-political field and a negative impact on subcultural-protest activity. Seeking new experiences plays a positive role in subcultural-protest activity of young people, while the feeling of uncertainty undermines the manifestations of civic-political activity. The study also revealed an important role of socialisation conditions: the participation of parents in the public life of the country contributes to civic-political activity and the formation of civic identity of their children. Civic identity reduces the manifestation of the feeling of uncertainty and the search for new experiences among young people.

The study of the regional legislation of 85 constituent entities of the Russian Federation was carried out by the author in order to identify the normatively fixed channels of communication between the state and youth at the regional level, which could make it possible through formalized institutions to carry out dialogue interaction, stimulate the desire of young people to participate in the life of society, participate in the development of the agenda in the constituent entity of Russia. As a result, the author comes to the conclusion that the created youth governments, youth parliaments, youth public chambers and other similar institutions in the regions are not a sufficient channel for full-fledged communication with young people. Formalized platforms involve rather loyal youth in a dialogue with the authorities, leaving behind those whose opinion, attitude to the political, economic, and social decisions taken by the authorities is sometimes quite critical.

The problem of countering extremism is one of the key areas in the framework of national policy aimed at ensuring the national security of Russia The report analyzes the problem of preventing extremist sentiments among modern Russian youth. The statutory legal regulations adopted in the Russian Federation on combating extremism, as well as the Russian experts’ proceedings on this issue formed the theoretical basis of the study. The authors prove that the methodological basis for the prevention of extremist sentiments among young people existing in our country needs further development and improvement.

The article discusses the features of the formation of the institute of youth political elite in the Russian Federation. The author proved that the formation of youth political elites directly dependent on the fulfillment of opportunities and professional development of representatives of the youth community and requires a systematic campaign in the formation of the young man and his political socialization. Revealed aspects in the context of which it is necessary to consider the formation of the institute of youth political elite: the socio-economic, political, cognitive. Proposed key methods and forms of interaction between state institutions with the younger generation. The conditions, the implementation of which is necessary for the formation of the institute of youth political elites in Russia: the current administrative and managerial elite has to be aware of the need to create such an elite institution for young people; the existence of regulatory and organizational methods of the activities of youth leaders; a reflection of the youth leader action together communicative interactions; subject-object position of the individual in the current political process of socialization; foster civic political culture, "foundation" which are the concepts of citizenship and patriotism. In conclusion, it is concluded that the development of the political system of education and the building of the Institute of Youth elites should be based on scientific and sociological studies of actual data, reflecting the dynamics of the youth mentality and preferences. A special attention on the part of government actors should be given new urgency to inclusion of young people in the processes of formation of state policy.
