The article considers the legal aspects of socio-economic development of national districts and village councils in the Ukrainian SSR in the 1920 s and 1930 s.It is established that during the 1920 s and 1930 s the legal policy on the socio-economic development of the territories of compact residence of the national minorities of the USSR had different tendencies and different intensity of implementation. At the stage of the establishment of Soviet power, the essence of the national policy of the Bolsheviks was mainly to equalize the rights of representatives of different nationalities. At the same time, national equality in the USSR was enshrined at the constitutional level and proclaimed in all social spheres: political and legal, socio-economic and cultural-national. It was found that the equal redistribution of landholdings of foreign colonists in favour of Ukrainian or Russian peasants led to the liquidation of national parishes and economic decline of national minorities, as well as increased emigration among colonists and laid the groundwork for worsening interethnic relations.It is proved that the policy of indigenization initiated in the mid-1920 s, which extended to the socioeconomic sphere, contributed to the more active involvement of national minorities in productive activities, improving their socio-economic situation, increasing their political activity and culture, overcoming tensions. The article considers the features and nature of changes in modern challenges in rural areas. Destabilizing trends of socio-economic development of rural areas have been identified. It is confirmed that despite the new opportunities for rural areas, strengthening the cohesion of rural communities, there are significant obstacles to their development, in particular, the state can not provide the necessary funds for projects or other measures to address social problems. Rural areas are significantly deprived of state support and financial and resource provision, and it is justified that in this aspect is very relevant fundraising activities, as it is focused on finding sources of funding for programs and projects of socio-economic development of rural areas. This encourages the development of fundraising in rural areas. The state of elaboration of problems of formation of financial and economic potential of territorial communities is defined, namely concerning use of fundraising activity as the innovative tool of formation of financial and economic potential of development of rural territories in the conditions of decentralization. The organizational and legal aspects of fundraising, factors of development of fundraising activity and influence of these factors on domestic realities are investigated; the characteristic features of fundraising in rural areas are determined, the priority directions of its development are revealed. Taking into account the peculiarities of rural areas, an algorithmic model of fundraising activities from the origin of ideas to the implementation and establishment of feedback from the donor has been developed. The methodological basis of the article is the fundamental provisions of economic theory, regional economy, inclusive development of rural, local finances and inter-budgetary relations. A set of both general scientific and special methods of economic research was used to solve the set tasks, which created a basis for a comprehensive analysis of the process of rural development on the basis of fundraising activities.

This chapter analyses the leather goods and leather wear conglomerate of Quisapincha, Province of Tunguragua (Ecuador), in order to establish its contribution to the socio-economic development of the territory and determine whether it can be considered an industrial district in the Marshallian-Becattinian sense, represented by Prato. The main results of the qualitative analysis show that the Quisapincha conglomerate is still in a state of embryonic development of the district model, where there is no industrial atmosphere that allows for collective efficiency. The formation of micro-networks among some of its companies, which could potentially generate a district effect as in the case of Prato, clashes with an almost absent panorama of subcontracting initiatives and adequate institutional support. The economic decline evidenced in recent years could be reversed by encouraging vertical and horizontal integration processes between companies with a potential coordinating agent (the Italian ‘Impannatore'), represented by the firm Curtiembre Quisapincha.

Kharkiv is a modern city in the transition to post-industrial development, with significant migratory attractiveness, high level of urbanization, binational and bilingual population, implementation of a number of socio-economic development projects. Today, the city is not only the localization of many opportunities for the development of society and man, but also an area of increased conflictogenity. The purpose of the study is to identify the main urban conflicts during the post-industrial transition, which arise as a reaction to urban transformations and the action of external national processes and the establishment of the main stakeholders of urban changes and conflicts. The study found that the manifestations and degree of conflictogenity in the city depends on its place in the global urban gradation, and therefore, Kharkiv has a high level of conflictogenity, which is confirmed by the frequency of urban conflicts. The study identified factors of high conflictogenity in Kharkiv, which are due to its historical, cultural and socio-economic development. The following conflicts arise in the city: migration, which are caused by pendulum migrations of the population from peripheral areas to the city, forced migrations from the temporarily occupied territories of Ukraine; ethno-national, due to the competition of the Ukrainian-Russian population, conflicts with national minorities living in the city; urban and property conflicts, which arise mainly between representatives of local authorities, stakeholders and the local population. Urban conflicts affect urban processes, change the urban landscape and reduce the city’s attractiveness. We emphasize the need for further comprehensive socio-geographical studies of urban processes in cities, in particular the emergence of conflicts, identifying factors of conflict, the impact of urban conflicts on the socio-geographical landscape and developing models to find effective solutions to conflicts in the city.

The paper describes the specifics of planning federal budget allocations for budgetary investments in 2019–2021.The relevance of the paper is due to the fact that Presidential Decree No. 204 of May 07.2018 sets the goal for Russia to break into the top five world economies and ensure economic growth rates exceeding the world rates while maintaining the macroeconomic stability. The subject of the research is federal budget allocations for budgetary investments. The purpose of the research was to assess the volume, dynamics, structure and legal support of budgetary investments to ensure their compliance with the objectives of the socio-economic development of Russia. Based on a dynamic structural analysis of the federal budget investments as well as a comparative analysis of fixed investments in Russia and developed countries, it is concluded that there is a need to enhance the fixed asset investments by increasing budgetary investment amounts along with encouraging private investing by the population and businesses. Apart from increasing capital investments from the federal budget, it is also important to update the budgetary investment structure with a focus on the main socioeconomic development targets. The analysis of the legal regulation in the field of budgetary investments showed the necessity to refine the existing legal framework to improve the quality of the budgetary investment planning. Following the analysis of factors hindering the growth of private investing, proposals were made on to how to improve the investment climate in the Russian Federation.

The purpose of the article is to develop the bases of citizen participation in the management of state affairs. The theme of the research is the participation of civil society in the process of integration in its different stages, as well as the conditions and processes of institutionalization of civil society. The objective is to study the forms of participation of civil society in the integration process and the dynamics of institutionalization of the latter. Comparative analysis was a key method. The results show that democratic civic institutions in countries with a high level of socio-economic development show a higher level of political activity than democratic institutions with a low level of socio-economic development. The effectiveness of control over the activities of public authorities is greater in the institutional agents of civil society than in the individual ones. In conclusion, the list of forms of interaction between civic and public institutions was expanded. Moreover, the article identifies new elements of the legislative machine for the control of public authorities by democratic civic institutions that seek to increase social control in thepoliticalsystem.

The importance of clusters for economic development, competitiveness and innovation is growing, and the diverse nature of cluster initiatives is becoming a popular approach to their creation, validation and development in sectors where both resources and opportunities are available. The elaboration presents the development of the clusters and their role for the modern Bulgarian economy, the conducted national policy in the sphere, the applied instruments in the context of the EU policy. The aim is to present the development of clusters in Bulgaria, highlighting the specificity of the implemented cluster initiatives and defining some challenges for their future development. Increasing competitiveness through cluster development is seen as a key strategic tool for achieving socio-economic development. It is emphasised that the success of cluster initiatives depends on companies and Bulgarian producers, striving through joint efforts to achieve higher competitiveness.

The consequences of the fourth industrial revolution caused an increase in the level of computerization and digitalization of society, which led to problems related to the protection of information of individual users, companies and the state as a whole. The aim of this paper is to analyze the effectiveness of the information security system of countries in terms of its ability to counter information threats. Two groups of input indicators were used for this purpose. The first group was formed by 12 indicators of the country’s world development, which were selected from the World Bank database and based on the results of correlation analysis. The second group includes 5 information technology indicators that characterize certain areas of information security: information technology development, digitalization of the country, countries’ commitment to cybersecurity, readiness to counter cyber threats and use the latest information and communication technologies. The country’s information security threat index is used as a starting point. Data from 159 countries of the world for 2018 were taken for the analysis, as for this number of countries and period there is a complete set of data on selected indicators. Country data were considered based on clusters, which allowed the use of 7 groups. The analysis was performed using the analytical tool Frontier Analyst. The study built CRR and BCC models, among which CRR was preferred, which allowed a more critical assessment of the potential of countries. The paper analyzes the structural effectiveness of socio-economic development indicators and information security indicators of countries, considering the current level of the information security threat index. As a result, the following were identified: an increase in government security spending for zero-cluster countries; the need to transform the information technology component for the countries of the first and second clusters; increasing personal protection, strengthening corruption control and legal regulation for third cluster countries; the need for economic growth and higher social standards for the fourth, fifth and sixth clusters. The obtained models allowed us to estimate the maximum level of growth of the information security threat index with the available resource potential of the country. As a result, it was found that the largest increase in the information security threat index is possible due to the existing potential of the countries of the zero and fifth clusters, which will increase the effectiveness of their response to information threats. The article deals with the basic legal acts defining the procedural aspects of the interaction of local self-government bodies with non-governmental organizations. Particular attention is paid to the coverage of international acts ratified by Ukraine and regulates the issues of such cooperation. The article highlights the dependence of the development of local self-government on the civil and political activity of the population. A detailed study of problems in the relationship of local self-government with citizens, associations of citizens, mass media and other civil society institutions has been formulated, proposals have been formulated to improve the solution of identified problems. As a result of the research, the author concluded that the main problem on the way of democratization of the national legislation of Ukraine is the inactive and ineffective participation of the public in the formation and implementation of state policy. The European Convention on Human Rights determines that the state must ensure the right of citizens to participate in the management of public affairs in order to establish a democratic and legal society, however, there are no mechanisms established by law for such participation. Investigation of the existing regulatory framework in Ukraine to ensure basic legal guarantees of citizens’ participation in the development and implementation of management decisions by local self-government bodies proves that not only these guarantees are not detailed, but also none of the existing normative acts establish clear procedures for ensuring the rights of citizens from the bodies of local self-government information regarding the issues discussed and regulated by these bodies, adopted regulatory acts, projects and mechanisms for the adoption of achymyh decisions for society. The article contains a number of concrete proposals for solving the problems of forming the basis of cooperation between local self-government bodies, the legal regulation of control and supervision activities in the field of local self-government, conflict resolution between local self-government bodies and civil society organizations, improvement of legal regulation of liability for non-compliance with legislation on civil cooperation society with local self-government bodies.
