The consequences of the fourth industrial revolution caused an increase in the level of computerization and digitalization of society, which led to problems related to the protection of information of individual users, companies and the state as a whole. The aim of this paper is to analyze the effectiveness of the information security system of countries in terms of its ability to counter information threats. Two groups of input indicators were used for this purpose. The first group was formed by 12 indicators of the country’s world development, which were selected from the World Bank database and based on the results of correlation analysis. The second group includes 5 information technology indicators that characterize certain areas of information security: information technology development, digitalization of the country, countries’ commitment to cybersecurity, readiness to counter cyber threats and use the latest information and communication technologies. The country’s information security threat index is used as a starting point. Data from 159 countries of the world for 2018 were taken for the analysis, as for this number of countries and period there is a complete set of data on selected indicators. Country data were considered based on clusters, which allowed the use of 7 groups. The analysis was performed using the analytical tool Frontier Analyst. The study built CRR and BCC models, among which CRR was preferred, which allowed a more critical assessment of the potential of countries. The paper analyzes the structural effectiveness of socio-economic development indicators and information security indicators of countries, considering the current level of the information security threat index. As a result, the following were identified: an increase in government security spending for zero-cluster countries; the need to transform the information technology component for the countries of the first and second clusters; increasing personal protection, strengthening corruption control and legal regulation for third cluster countries; the need for economic growth and higher social standards for the fourth, fifth and sixth clusters. The obtained models allowed us to estimate the maximum level of growth of the information security threat index with the available resource potential of the country. As a result, it was found that the largest increase in the information security threat index is possible due to the existing potential of the countries of the zero and fifth clusters, which will increase the effectiveness of their response to information threats. The article is devoted to information security issues in the world and in Azerbaijan, in particular. The article compares laws and regulations of Azerbaijan and other countries in the cybersecurity policy between them. The article reveals the features of the organisational and legal regulation of the information security system as an integral part of state security. A number of aspects of ensuring information security through legal and technological means, as well as a number of features of ensuring the security of certain categories of information, are highlighted. Recommendations and conclusions from the policies of both jurisdictions are presented.

Demographic crisis remains one of the main challenges to socio-economic development of Russia. The COVID–19 pandemic has aggravated preconditions for a possible recovery from depopulation. The present article substantiates the need to develop and approve the RF social doctrine upon completion of national projects in 2018–2024. The authors suggest their own approach to overcoming the socio-demographic crisis with regard to the long-term demographic dynamics in Russia. Various scenarios of the “post-coronavirus” future of both specific countries and the world as a whole are proposed.

The review examines the results of the December 2020 official census of the population of China, the most populous country in the world. It is noted that the Chinese government is seriously concerned about the low rate of population growth. The authorities fear that a slowdown in population growth and its aging while the size of the labour force is decreasing may seriously slow down economic growth. Achievements in the sphere of automatization and telecommunication are an essential component of transformation of the international peace and security system. This article presents, that consequences of changes are of a dual character. On the one hand, new technologies are becoming an important component of society modernization strategies in developing countries, on the other hand, they can be used for armament modernization or creation of new means of confrontation in modern international relations. APR countries face the most relevant issue of information technologies usage. The article deals with the process of discussion of new challenges and threats to international security, emerging as a result of development and large-scale implementation of information-communication technologies. Positions of states regarding the adoption of resolution in the sphere of international information security were studied through examples of Japan, India, and China. It is proved in the article, that information technologies have become an important component of the security system in the world. Technologies usage may lead to steady international development as well as to information arms race. That is why working out a common position on international information security issues is of crucial importance. It is within the framework of the UN, that different states of the world are given an opportunity to express their visions of the problem of international information security and work out common approaches to its solution. The article shows, that states’ positions have similar as well as different features. For instance, all states express concern regarding possible limitation of technology transfer for the establishment of a more controlled international political environment. But states’ positions have major differences as to mechanisms of information security provision. Thus, Japan and India strive to achieve a balanced system of international information security, which should at the same time have preventive mechanisms against the emergence of threats in the information and science and technology spheres and guarantee continuation of scientific-technological development, which is a crucial component of development and modernization strategies in many countries of the world. China came forward with position of strong regulation of international information security issues and suggested framing of corresponding regulations of the states’ conduct in the cyberspace.

The dissimilation of the social functions of commercial banks is a phenomenon that the function of commercial banks deviates from the economic development and the people's livelihood. Such phenomenon, which can be seen all over the world, impedes the socio-economic development and affects the well-being of the people to some degree. After investigating and analyzing the dissimilation of the social functions of Chinese commercial banks, it was found that their social functions play a significant role, and the booming development of these banks has made great contribution to the economic growth and improved people's livelihood in China. China should also have special experience in preventing and handling this dissimilation.
