ResumenLa adjudicación de un contrato por parte de una administración pública depende de criterios de adjudicación evaluables mediante fórmulas y de criterios evaluables mediante juicios de valor. Los primeros disponen de fórmulas definidas mientras que los segundos siempre tienen un sesgo subjetivo porque dependen del técnico que realiza la valoración. Con objeto de minimizar las consecuencias de las arbitrariedades o incertidumbres en la evaluación de los criterios evaluables mediante un juicio de valor se puede recurrir a la lógica difusa. La lógica difusa, borrosa o fuzzy es el razonamiento matemático que permite calcular de forma exacta las magnitudes correspondientes a conceptos vagos o situaciones poco previsibles para poder tener control sobre ellas. El objetivo del presente trabajo es desarrollar una metodología que permita a los órganos de contratación la evaluación de los criterios evaluables mediante un juicio de valor mediante la utilización de la lógica difusa.AbstractThe award of a contract by a public administration depends on criteria assessed by formulae and criteria assessed by value judgements. For the former, various predetermined formulae can be employed while for the criteria assessed by value judgements will always contain some subjective bias by the individual who performs the evaluation. In order to minimize the consequences of the arbitrariness or uncertainties in the evaluation of criteria assessed by value judgments is possible to use the fuzzy logic. Diffuse, fuzzy or fuzzy logic is the mathematical reasoning that allows to calculate accurately the magnitudes corresponding to vague concepts or situations that are not very predictable to have control over them. The objective of this paper is to show a methodology which permits to the contracting authority to evaluate the criteria assessed by value judgments through fuzzy numbers.

Постановка задачи. Работа посвящена изучению традиционных подходов к исследованию оценочных значений и инновационных методов их изучения. Задача исследования заключается в анализе методов изучения оценки, которые можно было бы применить при выявлении оценочной специфики академического дискурса. Результаты. Как показало исследование, оценочные значения, оценка привлекают внимание исследователей различных областей знания, различных дискурсов. По-прежнему открыт вопрос разграничения эмоции, экспрессии и оценки. Тесная связь оценки с ценностями индивида, выносящего оценочное суждение, предполагает возможность ее изучения с позиций аксиологии, тогда как взаимосвязь с психологией позволяет подходить к оценке с точки зрения психологии (например, оценочные стили). Выводы. Комбинация традиционных и инновационных методов позволит выявить онтологические свойства оценки в академическом дискурсе. Речь идет о вербализованных оценочных суждениях, выносимых различными участниками академического дискурса. Вопросы оценочной категоризации, разграничение эмоции и оценки, оценочных стилей участников академического дискурса, привлечение корпуса текстов как источника материала и как инструмента познания представляются релевантными аспектами при изучении оценочной составляющей академического дискурса. Вместе с тем не все методы исследования оценки можно одинаково успешно использовать при изучении оценочной составляющей академического дискурса. Например, метод триады, предложенный Ж. Мартином, который на данном этапе исследован применительно к изучению устного академического дискурса в его специфическом проявлении - в драматическом тексте. Как представляется, данный метод требует более детальной разработки применительно к нехудожественной, повседневной, речи академического дискурса. Problem statement. The paper focuses on the study of traditional approaches evaluations and innovative methods of their study. The objective of the research. is to analyze the methods of studying evaluation that could be applied in identifying the evaluative specifics of academic discourse. Results. The research has revealed that evaluative meanings attract the attention of researchers in various fields of knowledge, various discourses. The question of differentiating emotion, expressive language means and evaluation is still open. The close relationship of assessment with the values of the individual making a value judgment suggests the possibility of studying it from the standpoint of axiology, while the relationship with psychology allows one to approach assessment from the point of view of psychology (for example, evaluative styles). Conclusion. The combination of traditional and innovative methods will reveal the ontological properties of assessment in academic discourse. We are talking about verbalized value judgments made by various participants in academic discourse. Issues of evaluative categorization, differentiation of emotion and evaluation, evaluative styles of participants in academic discourse, corpus-based analysis seem to be relevant aspects in the study of the evaluative component of academic discourse.

We live in an age where the extinction of languages has become a topic of discussion in many different circles. Opinions on whether the process should be stopped or considered profitable differ widely even in the field of linguistics, let alone in the public domain. A rational attitude presupposes the recognition that a language may constitute a value for some and that value judgements are controlled by more or less outspoken and divergent interests. In the case of a language, interest is taken in its maintenance (or suppression) at all the levels from the individual via the speech community and the scientific community up to mankind. These interests have to be made explicit before the value of a language can be assessed. Ultimately, such an evaluation must even be confronted with the costs that arise in the maintenance of a minority language or in the revitalization of a dying language.

Chapter 2 is devoted to identifying value judgments in pharmacy and separating ethical from other evaluations. It first focuses on separating questions of fact from value judgments, focusing on a pair of cases. One involves a woman contemplating use of over-the-counter diet pills, which the pharmacist recognized as containing herbs that might lead to weight loss but could also present significant side effects. Among the claims, the pharmacist discovers a number of value judgments—that the drug should be used on a short-term basis, that certain effects are “bad,” and that it is bad to weigh more than a specified norm. The second case involves the treatment of dental pain and the question of whether pain is a fact or a value judgment. The second half of the chapter distinguishes between ethical and nonethical value judgments. It takes up a case of a patient needing a prescription refill when the prescribing physician is unavailable to authorize it.

The core of Oppenheim's attack on what he calls the natural law thesis is the contention that it rests upon an incorrect epistemology:To subscribe to the natural law thesis is to adhere to the epistemological theory of value-cognitivism. Value-cognitivism claims that there exist intrinsic value-judgments which are cognitively true or false, regardless of the speaker's or listener's intrinsic value-commitments.In contrast to this view is the epistemological theory of value non-cognitivism, which tells us thatValue-words do not designate objects, and it is misleading to use nouns such as “Justice” and “Goodness.” … A value-expression in an intrinsic value-judgment refers to a relation which holds between an evaluating subject and some object or event or state of affairs which he values intrinsically, whether positively or negatively.I take the foregoing to mean that, to predicate just or good of a law or of a man does not tell us anything about the law or man, but rather describes an attitude toward the law or man. Justice, as a noun, is misleading, because justice is not a “thing” or a “this”; it is not a substance but an attribute; not a real noun, but an hypostatized adjective, a quality of evaluating subjects, never of the objects of which the subjects themselves always predicate it.

The distinction between facts judgments and value judgments is the basis, at the same time, of both the neutrality of descriptions and the inherent commitment of the researcher, without devaluing the validity of value judgments. It is relevant to acknowledge the difference between what grounds a fact judgment from what grounds a value judgment. What is invalid -as fact judgment and as value judgment- is the attempt to generate neutral recommendations only from facts, the technocratic idea of an intervention that do not involves commitment. There is no such thing as a neutral action, and the real of neutrality is reduce only to description

Investigations of linguistic meaning rely crucially on truth-value judgments, which assess whether a sentence can truthfully describe a given scenario. In investigations of language acquisition, truth-value judgments are used to assess both the target knowledge adults have and the developing knowledge children have at different ages. On the basis of truth-value judgments, researchers have concluded that differences between how children resolve ambiguous utterances and how adults do so persist until at least age five. Current explanations compatible with the experimental data attribute these differences to both grammatical processing and pragmatic factors. Here, we use computational cognitive modeling to formally articulate the ambiguity-resolution process that underlies child and adult judgments in a truth-value judgment task; crucially, the model can separate out the individual contributions of specific grammatical processing and pragmatic factors to the resulting judgment behavior. We find that pragmatic factors play a larger role than grammatical processing factors in explaining children’s non-adult-like ambiguity resolution behavior, and the computational modeling framework allows us to understand exactly why that is. Interestingly, the model predicts qualitative similarity between child and adult ambiguity resolution. Given this prediction, we then extend our model to show how the same processes are active in adult ambiguity resolution. This result supports continuity in the development of ambiguity resolution, where children do not qualitatively change how they resolve ambiguity in order to become adult-like. We discuss the implications of our results for acquisition more generally, including both theories of development and methods for assessing that development.

Self-realization of the individual in the conditions of using the policy of “social quality” as a modern tool of public administration in a transitional society is largely related to overcoming the existing limitations of the individual in acting in such a society and economy transitioning to a market character. Given that, in particular, in Ukraine the market is hybrid (and this is especially important), the existing limitations in self-realization of the individual must be overcome, including, and perhaps primarily, through transformations in the processes of socialization, which differ from European practices and institutions that ensure its implementation. Thus, it is a matter of overcoming not only and not so much the natural selfish interests of the individual, but the existing gap in skills, which are an invisible asset to ensure the endogenous nature of economic growth. It is shown that there is an inverse relationship between the formation of socialization and the policy of “social quality”, which is characterized by the dialectic of interaction between the individual and the group and which is a process of increasing the degree of socialization. The latter, due to interdependence, will serve to increase the effectiveness of interaction between the individual and the group, which expands the possibilities of self-realization of the individual in terms of European policy of “social quality” as a tool of public administration, whose successful application causes new challenges and content of the so-called secondary sociology. The logic of Ukraine's current development shows that new approaches are needed to achieve the social development goals set out in the Association Agreement between Ukraine and the European Union and to minimize the potential risks and threats that accompany current reforms in Ukrainian society. They should introduce new forms of public administration to create policy interrelationships of all dimensions, as proposed, in particular, by the social quality approach to socialization, the nature of which has been revealed in the author's previous publications. As a result, the socio-cultural (social) dimension will fundamentally change, the structure of which must include the transformational processes of socialization of a person, thanks to which they will learn the basics of life in the new social reality and intensify their social and economic interaction on the basis of self-realization, thereby contributing to the success of state policy of social quality and achieving stable socio-economic development.

Abstract The relevance of the investigated problem is caused by the increased attention to the issues of a healthy lifestyle among students in Russia. Promotion of a healthy lifestyle, taking into account the individual interests and preferences of students can be embodied not only in the class but also in the framework of elective programs and courses, that are targeted on a healthy lifestyle. The authors reveal approaches, principles and pedagogical conditions for having a healthy lifestyle in the framework of training in educational institutions. The issues of bad habits influence the development and formation of a value attitude to a healthy lifestyle are considered.

The article describes the main components of the institutional framework of an archetypical approach to public administration. It is determined that the system of preparation of public servants is based on a chain of universal foundations of archetype, in particular, it is influenced by the principle of formation of personnel in the public service, formed on the basis of public opinion. Based on two basic principles relating to admission to public service, three basic models of training civil servants in the European country are defined: German. French and Anglo-Saxon. We analyze each of the models and define the archetypes that influenced their formation and development. The advantages of each model are determined, in particular, the benefits are: the German model of training managers is the balancing between the theoretical knowledge and practical skills that a public servant receives during training, but as a disadvantage one can distinguish the orientation of preparation for legal orientation, which limits the ability to hold managerial positions for many employees The French model of professional training of public servants should include a well-balanced understanding of tasks, namely: decentralization and territorial organization of public services, communication, support of territorial communities, in-depth knowledge and understanding of the need for cooperation with institutions of the European Commonwealth, high-quality human resource management and orientation towards environmentally friendly innovations, such a model of training of public servants is holistic, costly and effective; The Anglo-Saxon model of training of public servants is its orientation towards the implementation of the concept of public administration and the individual approach to employee training, taking into account all the specifics of its activities, providing for the formation of personnel capable of solving specific problems. It is concluded that today in most European countries dominated by mixed models that include elements of different models.

Bayesian Nonparametric (BNP) modelling can be used to obtain more detailed information in test equating studies and to increase the accuracy of equating by accounting for covariates. In this study, two covariates are included in the equating under the Bayes nonparametric model, one is continuous, and the other is discrete. Scores equated with this model were obtained for a single group design for a small group in the study. The equated scores obtained with the model were compared with the mean and linear equating methods in the Classical Test Theory. Considering the equated scores obtained from three different methods, it was found that the equated scores obtained with the BNP model produced a distribution closer to the target test. Even the classical methods will give a good result with the smallest error when using a small sample, making equating studies valuable. The inclusion of the covariates in the model in the classical test equating process is based on some assumptions and cannot be achieved especially using small groups. The BNP model will be more beneficial than using frequentist methods, regardless of this limitation. Information about booklets and variables can be obtained from the distributors and equated scores that obtained with the BNP model. In this case, it makes it possible to compare sub-categories. This can be expressed as indicating the presence of differential item functioning (DIF). Therefore, the BNP model can be used actively in test equating studies, and it provides an opportunity to examine the characteristics of the individual participants at the same time. Thus, it allows test equating even in a small sample and offers the opportunity to reach a value closer to the scores in the target test.
