The article discusses the need to develop information technology in the context of digital transformation in order to increase the competitiveness of high-tech industries. It is determined that in connection with the rapid development of the digital economy, the adaptation of high-tech enterprises to new operating conditions, as well as increasing their competitiveness, is of particular relevance. The need to stimulate investment and entrepreneurial activity in the high-tech industry has been identified. The digital economy implies the automation of business processes within a high-tech enterprise, as well as in relations with contractors and government agencies through the use of modern information technologies. It is proved that the paramount task of the development of the digital economy in Russia is the implementation in the coming years of training the required number of IT specialists capable of providing a qualitative technological breakthrough. A special role in the digital economy is given to high-tech production. The competitiveness of high-tech enterprises is largely due to the use of modern digital technologies in management and production activities. In conditions of high-tech production, factors affecting the competitiveness of enterprises are unstable. A list of external and internal factors affecting the level of competitiveness of high-tech enterprises is established from the standpoint of the greatest degree of influence of information technologies on them. Ignoring the transition to a digital economy can even deprive a successful high-tech company of its competitive advantage. Creation of new and improvement of existing network information technologies in the digital economy and their implementation in domestic high-tech enterprises will increase the competitiveness of enterprises, and as a result, the country's competitiveness.

The use of digital solutions in various fields of activity today allows you to adapt to the digital needs of customers. The adoption of information technology by the subjects of the transport complex was not quick at the beginning, but development has accelerated since then and now they allow optimizing their activities. The article discusses the current regulatory documents in the field of digitalization of seaports. An analysis of cargo turnover by Russian seaports was made, and it was noted that one of the important factors affecting the increase in this indicator is the implementation of digital solutions. Examples of information technologies in the world and in Russia used in the activities of seaports are given.

Relevance of the article is based on participation of armed forces in various operations and exercises, where reliability of machinery is one of the most important factors. Transportation of soldiers as well as completion of variety of tasks is ensured by properly functioning technical equipment. Reliability of military vehicles – armoured SISU E13TP Finnish built and HMMWV M1025 USA built were selected as the object of the article. Impact of climatic conditions on reliability of the vehicles exploited in southwestern part of the Atlantic continental forest area is researched by a case study of the vehicles exploitation under conditions of the climate of Lithuania. Reliability of military vehicles depends on a number of factors such as properties of the vehicles and external conditions of their operation. Their systems and mechanisms are influenced by a number of factors that cause different failures. Climatic conditions represent one of the factors of operating load which is directly dependent on the climate zone. Therefore, assessment of the reliability is started with the analysis of climatic factors affecting operating conditions of the vehicles. Relationship between the impact of climatic factors and failure flow of the vehicles is presented and discussed.

The article highlights the impact of information technology on the economic security of regions and threats to economic security of the region that arise from the use of information technology. The system of economic security of the region in the context of development and application of information technologies is considered, which should include the following elements: diagnostics and identification of the existing state of economic security of the region; identification of threats to the economic security of the region from the use of information technology by business entities and from trends and problems in the development of the IT sector in the region; assessment of identified threats; development of effective mechanisms for their prevention; ensuring the increase of the level of economic security of the region with observance of the balance of national, regional and local interests; monitoring the level of economic security of the region. The main tasks of monitoring the economic security of the region in the context of development for the use of information technology are analyzed: monitoring the state of development of the IT sphere of the region and the level of ICT use in the activities of enterprises; timely detection of changes occurring in the IT sphere of the region and in the activities of economic entities of the region in the process of using information technology, and the reasons that caused them; prevention of negative trends leading to the formation and development of tensions in the IT sphere and socio-economic space of the region to prevent threats to its economic security; implementation of short-term forecasting of trends in the most important processes in the IT sphere of the region and in the functioning of economic entities from other sectors of the economy, due to the widespread use of IT in commercial, management and production activities; assessment of the effectiveness of methods, organizational structures and processes of managing the economic security of the region in terms of information development of society and the deep penetration of IT in various areas of management and economic activity at the regional level. The principles of monitoring the economic security of the region in the context of development and application of information technologies are revealed. The requirements to be met by the mechanism of economic security of the region, related to the intensification of informatization processes and the development of the IT sphere, are described. The functions that should be performed by the mechanism of economic security of the region (MESR) related to the intensification of informatization processes and the development of the IT sphere are substantiated. The main groups of computer crimes with the use of information computer technologies are identified, which have an extremely sharp impact on the economic condition of both a particular enterprise and the region as a whole.

Urgency of the research. The need to improve the ter-minology of the recreation and tourism sector is due to the emergence of new forms of business organization and the emergence of innovative institutions that significantly affect the processes of socio-economic development. There is a scientific problem with the disclosure of the content of innovation in tourism, the innova-tion policy in the recreation-tourism sector, the definition of the innovation policy components, the mechanisms for its formation and implementation. Actual scientific researches and issues analysis. The literature reflects the evolution of the concept of "innovation in tourism." There are typologies and examples of such innovations. The examples of application of the latest innova-tive technologies at the Ukrainian tourism market are ana-lyzed and presented. Uninvestigated parts of general matters defining. The accumulated theoretical material requires the synthesis and development of methodological recommendations for the formation and implementation of innovation policy in the rec-reational and tourist sector of Ukraine. There is not a single standardized definition of innovation and innovation policy in tourism in the scientific community. The research objective. To reveal the meaning of the definitions: "Innovations in tourism", "Innovation policy in the recreation-tourism sphere". To generalize existing typologies of innovations in tourism. Identify the main factors hampering the implementation of information technology in the recrea-tion-tourism sector of Ukraine. To reveal the main directions of information support of the innovation policy realization process in the recreation-tourism sphere. The statement of basic materials. The article presents the existing definitions of the terms "innovation in tourism", "innovation policy in tourism". The author's interpretation of these terms is given. The existing classification of innova-tions in tourism is generalized. Examples of such innovations are given. The most common information technologies of-fered for use in tourism are presented. These factors re-strain the effective implementation of information technology in tourism. Conclusions. The effectiveness of state innovation poli-cy can be estimated by the impact on the pace of entrepre-neurship, the level of harmonization of innovation policy in society and stimulation of scientific development.

The study of the processes occurring deep in the earth's crust has always been a relevant research topic. The results of these studies allowed development and safe mining of mineral deposits in various conditions. The growth in the consumption of extracted resource and the increase in the scale of mining are forcing enterprises to search for the solutions to complex engineering and technical problems, one of which is the problem of displacement of rock masses and the earth's surface in industrial production-affected areas including tailings dams. The purpose of this study is to improve the operation safety of tailing dams. The object of the study is embankment dams of dressing plant tailing dumps. The subject of the study is deformation processes occurring in dam bodies and slope surfaces. The main research methods used in the work are: the study of safe operation methods for tailing dams based on the operating conditions of Uchalinskoye tailing dump using the modern methods of stability assessment, analysis and generalization of domestic and foreign experience, as well as the study of current methods of geomechanical monitoring of deformation processes – engineering and geological, geophysical, mine surveying and hydrogeological ones. The article describes geographic, hydrographic, climatic, geological and mining operation conditions of the tailing dump of Uchalinsky GOK (Ore Mining and Processing Plant) JSC. The influence of hydrodynamic and hydrostatic forces on embankment tailing dam stability is substantiated. Based on the data obtained and the research methods used, it is concluded that hydrodynamic and hydrostatic forces are fundamental destructive factors affecting dams. The results of these studies can be applied at the design stage of hydraulic structures, since they will supplement theoretical knowledge about the impact of liquid waste on the safety of tailing dams and earth-filled dams, as well as allow detecting deformation processes at their initial development stage and making decisions on their elimination.

Major news stories demonstrate the importance and vulnerability of information technology (IT); highlighting the need to understand how to reduce risk. This study investigates the key factors affecting IT audit quality (ITAQ), focusing on individual auditor and organizational factors. We utilize multiple approaches to understand professionals' general perceptions of ITAQ and results from specific audits. Our results suggest that the importance of IT audit quality factors differs between participants' general perceptions and those reported for specific IT audit experiences. Participants' general perceptions indicated that the most important factors for ITAQ were auditors' knowledge and skills, specifically IT and business process knowledge. By comparison, actual audit experiences suggest organizational factors as more important, specifically audit planning and the auditor-client relationship. We believe these differences between general perceptions and reported results suggest a potential opportunity to improve ITAQ via additional education and upfront development of the audit teams and processes.

In this chapter, we consider the relationships between social identity and e-democracy in organizations that exist in the constantly changing global business and technological environment. We also consider the inevitability of organizational e-democracy in organizations undertaking information technology (IT) changes, the technology at the base of e-democracy. Through an examination of employees’ experiences of change, we investigate their perceptions of changes in effective communication during major organizational change implementation in a hospital context. While the changes were far reaching, we mainly focus on the introduction of information and communication technology (ICT). We use an empirical examination of an Australian public hospital’s IT change experience as the backdrop to assess the accuracy of the statement that there is an improvement in the autonomy within organizations as a result of IT changes. We discuss our findings in light of the implications that arise for HR practitioners.

This chapter presents the evolution and perspectives of management accounting in the digital economy. The main objectives of this chapter are to present the different conceptual approaches of the digital economy and Industry 4.0, the B20 pillars and their impact on the management accounting, the role of management accounting and of the management accountant in the new economy, forecasts and solutions regarding the adaptation of the management accounting to the digital economy, and cost management of the implementation of innovative information technology. All aspects presented are based on national and international professional studies and attempt to present the current state of the themes addressed. The chapter ends with the author's conclusions regarding management accounting in the digital economy. Through the authors' contribution, the chapter offers perspectives and solutions to increase knowledge to implement information technologies and adapt accounting management to these innovative waves.

The impact of digitalization processes on the current state and further development of various spheres of management is assessed. The practice of development of strategic programs for the development of national economies, which determine the targets for the development and implementation of modern information technologies in various industries and activities to improve the efficiency of national socio-economic systems. The author’s position in determining the main features of the current state of the digital economy of Russia is based on the generalization of the results of studies conducted by a number of international companies, and is of practical importance in the study of the problem of the ongoing transformation of social and labor relations in the context of digitalization.
