An effective space exploration is impossible without gravity assists (GA) using. Their application relaxes the constraints imposed on the space mission scenarios by the characteristic velocity budgets being realized at the current stage of development of space technology. A significant change in the inclinations of operational spacecraft (SC) orbits in flight aimed at studying the inner heliosphere from out-of ecliptic positions (the ESA “Solar Orbiter” mission, Russian “Interheliozond”) is needed to accomplish some prospective space missions. Low-cost tours for the high inclined orbit formation in the Solar system with use of gravity assists near its planets (Earth and Venus) with the full ephemeris using are considered. The limited dynamic possibilities of using gravity maneuvers require their repeated performance. Based on the formalization of the search for the GA- timetables with subsequent adaptive involvement of a large number of options, a high-precision algorithm for synthesizing chains of increasing gravity assists was built. Its use leads to a significant inclination change of the research SC's orbit without significant fuel consumption during a reasonable flight time.

We propose the concept of a space mission to probe the so called flyby anomaly, an unexpected velocity change experienced by some deep-space probes using earth gravity assists. The key feature of this proposal is the use of GNSS systems to obtain an increased accuracy in the tracking of the approaching spacecraft, mainly near the perigee. Two low-cost options are also discussed to further test this anomaly: an add-on to an existing spacecraft and a dedicated mission.

China’s Belt and Road Initiative could be treated ambiguously. On the one hand, it is intended to transform the newly acquired economic potential of that country into its higher status in the world. China invites a lot of nations to build up gigantic transit corridors by joint efforts, and doing so it applies productively its capital and technologies. International transactions in RMB are also being expanded. But, on the other hand, the Belt and Road Initiative is also a necessity for China to cope with some evident problems of its current stage of development, such as industrial overcapacity, overdependence on imports of raw materials from a narrow circle of countries, and a subordinate status in global value chains. For Russia participation in the Belt and Road Initiative may be fruitful, since the very character of that project provides us with a space to manoeuvre. By now, Russian exports to China consist primarily of fuels and other commodities. More active industrial policy is needed to correct this situation . A flexible framework of the Belt and Road Initiative is more suitable for this objective to be achieved, rather than traditional forms of regional integration, such as a free trade zone.

The article studies the necessity and features of transformation of the educational system under conditions of accelerated development in the digital economy. Particular attention in the context of this transformation is given to significance and possibilities of digital literacy, which forms the whole complex of fundamentally new requirements for all participants in the education system. The authors argue that the current stage of development of the digital economy requires the education system not only to digitalize its individual elements and links, but to apply a fundamentally new integrated approach that would transform the education system while taking into account new goals, structure and content of the educational process. The authors define digital literacy as the ability to form and apply educational content through digital technologies. The article gives particular emphasis on the significance and potential of individualizing the educational trajectory and the concept of continuing education. The authors consider the main factors in the development and achievement of the level of digital literacy, considering the requirements that the digital economy is currently imposing on the educational system.

ABSTRACTThe increasing use of unmanned aerial vehicles in areas such as rescue, mapping, and transportation have made it necessary to study more accurate techniques for calculating flight time estimates. Such calculations require knowing the battery discharge profile. Simplified flight time calculation methods provide data with uncertainties as they are based solely on manufacturer datasheet information. This study presents a setup to measure the battery discharge curve using a LabVIEW interface with a low-cost acquisition system. The acquired data passes through a nonlinear optimisation algorithm to find the battery coefficients, which enables the more precise estimation of its range and endurance. The great advantage of this model is that it makes it possible to predict how the battery will discharge at different rates using just one experimental curve. The methodology was applied to three different batteries and the model was validated with different discharge rates in a controlled environment, which resulted in endurance lower than 3.0% for most conditions and voltage estimation error lower than 3.0% in operational voltage. The work also presented a methodology for estimating cruise time based on the current used during each flight stage.

The article is devoted to the history of the Tashkent Public Library, at the origins of which were prominent scientists of that time, to the present day of the National Library of Uzbekistan. The library fund has more than 7.5 million items in 75 languages of the world. The National Library is the main methodological center of information and library institutions of the Republic. Creation of favorable conditions for readers is one of the priority tasks of the library, which is improved every year by the introduction of new technologies for obtaining information in an operational way. Thanks to membership in the International Consortium «eIFL», users have access to 38 foreign educational databases, 12 of which are licensed. Also, library readers get access to national and world educational collections in different languages of the world.

The article presents an analysis of current information on the etiology, pathogenesis, laboratory diagnosis of human papillomavirus. It is shown that at the current stage of development of laboratory diagnostics there is a reliable screening test — cytological examination of smears taken from the ecto- and endocervix. To diagnose HPV, a combination of microscopic (cytological studies) and molecular genetic (PCR) diagnostic methods is used.

Satellite communication is a wireless means of transmission of intelligible signals/information. When properly utilized it will bring about a great and positive development on the economic growth of any nation. The Federal Government of Nigeria made a giant step in the communication sector by launching five satellites into space: NigeriaSat-1, NigComSat- 1, NigeriaSat-2r, NigeriaSat-X and NigComSat-1R. With adequate spatial information, informed decisions can be made by stakeholders and adequate steps taken to ensure the growth of the nation. Demand for training capacity building in space technology is increasing. Unfortunately, space technology is a relatively expensive field with ongoing research for affordable training approaches. This paper presents methods of building capacity by developing Demo Satellites that receive telemetry data with radiofrequency and internet of things communication protocol. Web Dashboard was developed for remote monitoring of ground station and for exploring mobility in data communication, Localization was achieved to also track the Demo Satellites and the ground station in real-time. It is shown that the implementation of a low-cost capacity building programme is not only possible but a goal that should be aimed at. Multiple segments in the design of the schematics produced can be reused. It presents a pioneer satellite constellation prototype that displays the capabilities of a satellite in solving some of the country’s challenges and creating awareness on space research and its trends.
