The present article explores the problems of personnel policy in the higher education system concerning the incentive role of remuneration and career development opportunities. At present, due to several major socio-economic changes, a transformation of labor relations in the system of higher education is taking place. As a result, new approaches to both the management of educational institutions and the selection of university faculty and the remuneration and career development of teachers are required. The goal of the study is to analyze individual modern trends in the development of incentive methods in higher education as a feature of personnel policy. The article demonstrates that as a consequence of the economic transformations, changes requiring an increase in the quality of graduates are occurring in university management which inevitably influences the expansion of the professional requirements for teaching staff. It is established that in modern conditions, external control is replaced by internal one, academic freedoms are displaced by the administration, and academic standards are modified and replaced by formal rules. This process is accompanied by considerable changes in the university personnel policy and the relationships between the administration and teachers. Various examples of human resources policy organizations adopted in different countries are studied. The features of labor contracts with teachers, the conditions of their work, and career opportunities are investigated. Special attention is paid to various approaches to stimulating teaching activity. The shortcomings that do not allow achieving a higher quality of higher education in Russia are identified. Proposals for improving personnel policy in higher education aimed at improving its quality are presented.

The article presents the main directions of the transformation of the Polish higher education system to meet the growing needs of the national economy and the labor market. It is emphasized that the state reforms of higher education aimed at improving the quality of education and its orientation to the growing new society were carried out in line with the Bologna process. Characteristics of the most important principles for the creation of a single pan-European educational and scientific space are given. The process of creating state higher professional educational institutions, which have become an addition to universities and polytechnic institutions, has been considered, due to which the population’s access to free higher education has increased. The specific differences between the educational programs of Polish higher vocational schools and unified university programs are assessed. It is shown that, in accordance with the principles of building a unified European educational and scientific space in the country, unified university programs are divided into two- and then three-level cycles. Particular attention is paid to the functioning of the management systems of the process of improving the quality of higher education, presents an analysis of internal and external systems, as well as criteria for parametric evaluation of the quality of the learning process. The leading role of teaching staff in the formation of a quality culture of training is substantiated. The maxims of the teacher of the higher school are given. It is shown that the parametric assessment of the quality of teachers’ work contains both formal legal and thematic elements. Teachers of Polish universities are subject to parametric evaluation at least once every four years, the criteria and procedure for evaluation are defined in the charter of the training organization. Regardless of the official certification, each university teacher exercises self-evaluation with the help of a multi-criteria scale. It should be emphasized that the work of the university teacher on improving the quality of higher education is largely individual, and at the same time regulated by law, both national and EU. Legislation defines the rights, tasks and responsibilities of teachers and quality standards are defined in this area.

The paper put forward hypotheses that the conditions for the formation of human capital in the education system and the quality of education are decreasing, that the transition to a post-industrial economic system provides a priority demand and stimulation of the work of highly qualified specialists with higher education. To assess the hypotheses, an analysis carried out using Rosstat data on the structure of unemployment by education levels and on the level of wages of employed workers with different levels of education. The generalization of the results of the analysis made it possible to establish that the value of human capital formed in the education system, the quality of education is steadily decreasing. The human capital of workers, formed in the higher education system, is most in demand in modern conditions, but the quality of higher education, the value of the human capital formed in the process of obtaining it, is steadily decreasing. The reason for the decline in the quality of education is the administrative and control style of management used in the education system and the outdated form of strategic management based on the application of orders, standards and control, which, being inherited from the industrial economy and, as is known, is ineffective and ineffective. At the present stage, Kazakhstan is in new socio-political, economic and international conditions caused by growing globalization. This determines, on the one hand, a significant impact on the development of the education system of Kazakhstan of world educational trends, on the other hand, the market nature of the national economy determines the inevitability of the impact of education in general, and educational services, in particular, on the country's economy and its development through the capitalization of knowledge. Currently, Kazakhstan's universities are developing in accordance with the trends that have developed in the world and domestic economy, among which globalization stands out. The modern Kazakh higher education is characterized by the desire to integrate into the world educational space. The purpose of this article is to study the international experience in managing the quality of higher education on the example of some European countries and the United States of America. The modern two models of quality management of higher education in the global educational space are characterized and the model of assessing the quality of higher education in Kazakhstan is determined. The article analyzes the Kazakh legislation in the field of state control and assessment of the quality of higher education. The best approaches to assessing the quality of higher education for the Kazakh higher education system have been identified, following the example of the foreign countries under consideration. To write the article such methods of research as analysis of legal acts and documents, case study, deduction and generalization were used.

In recent years, the system of higher education has undergone significant changes affecting the most important spheres of university activities: management of the educational process, its organization, which significantly changes the attitudes, incentives, motives and value system of the academic staff. In a number of cases, as a result of reforming the management system there are created special conditions that affect the quality of educational services. The task of investigating the consequences of the ongoing reforms is being actualized in order to identify the main factors that restrain the growth of quality. To solve this problem there has been made comparative analysis of the quality of higher education in Russia and abroad. Significant reserves of its growth in Russia have been revealed. There had been proposed a classification based on the scope of action: factors that operate within the educational system, but are external to the higher education; factors that are external to the educational system as a whole; factors acting within the system of higher education. The most significant external factor for the educational system is the low innovative potential of the economy, underestimation of the quality of education by business, which determines the aim of the majority of students not to build up human capital, but to obtain a diploma with minimal expenses. The factors intrinsic to the educational system, but external to the higher education system, include the lack of interest and unpreparedness of school teachers for working with gifted students, which is primarily due to the use of the results of the General State Examination and Unified State Examination for evaluating their work . The main negative factor operating within the higher education system is the distortion of teachers' incentives, the increase of their opportunistic behavior caused by the transition to a new management system for higher education organizations.

How can the higher education system of Kazakhstan be improved so that graduates are in demand in the labor market and are prepared for the challenges of a changing world? This chapter provides an analysis of the quality assurance (hereinafter the QA) systems of European universities, national QA system analysis of Kazakhstan, Belgium, France, and Sweden; and survey of internal QA systems in Kazakhstani Universities. This chapter examines the possibilities and acceptability of applying the best European practices in Kazakhstani Universities and argues that educational reforms successful in Europe may be ineffective in Kazakhstan due to the different starting conditions to reform. This chapter agrees that improvement of the internal standards of the QA and the quality culture contribute to improving the education quality and graduates employability, provided that all other areas such as economy, business, and living standards shall comply with international standards. The main aspects of this research deal with the interrelation between quality of education and employability of graduates, interconnection between gender discrimination and restricted employment opportunities of women. The chapter argues that the quality of higher education and training of highly qualified and employable specialists are the important prerequisites of sustainable social and economic development of society.

The article analyzes the transformational shifts in the higher education system of Ukraine and presents proposals for their extension and support. A review of legislative, regulatory and policy documents governing and directing the processes of ensuring the quality of higher education has been carried out. The idea of the depth and effectiveness of reform measures and the processes of improving the quality of higher education is formulated. It was stated that the Ukrainian higher education system has come close to academic traditions and modern practice of organizing the functioning of higher education in the European university system. The steps to enhance and further ensure the quality of higher education in Ukraine are identified. The importance and urgent need for attracting to cooperation and specific participation of the Ministry of Education and Science of Ukraine, line ministries, the Ministry of Social Policy, employment organizations and trade unions of scientific and pedagogical workers of Ukraine in creating and supporting a training system and practical training of future specialists in the workplace, respectively chosen specialty and forecasting current and future long-term needs for training specialists, interest te business to finance higher education. It is emphasized that the quality assurance system of higher education can be achieved only if a motivational system of scientific and pedagogical workers is created to constantly and systematically improve the quality of education. The reasons that lead to insufficient attention to the innovation of the learning processes of students are identified. They include: the issue of continuing education of teachers, improving the standardization of their working time, solving the problem of free publication of the results of scientific research, deepening motivational factors and remuneration of teachers in higher education institutions and others. It is proved that the solution of these problems will create a dynamically updated quality management system of higher education in Ukraine at the level of European quality standards.

The article is devoted to the development of higher education system in the interests of modernization of the country´s economy. The author considers the negative trends affecting the development of the national economy, in particular, unfavorable demographic situation, labour aging. The article shows a well-established model of the educational process, which cannot be used without change in these circumstances. The author presents the renovated model and technology of the learning process of higher education experts, which should be action-oriented and remain professional, and analyzes the necessary conditions for the implementation of the proposed model. An important feature of training in the intensive growth of the economy should be the cooperation of the teaching staff of educational institutions with technical staff, experts of enterprises and organizations - consumers of prepared graduates. Today employers´ requirements to future specialists are increasing. This makes it necessary to improve the quality of interaction between educational institutions and industrial organizations. The author recommends to extend the information communications of educational institutions with interacting companies and organizations, and offers some ways to improve the quality of training specialist through direct interaction with employers and changes in the system of relations between teacher and student.

Purpose As the global war of talent is prevalent across different industries, universities are also facing an acute shortage of faculty members because of massification of higher education system in the past two decades. The tremendous increase in the number of higher education institutions has made attracting talented professors a challenging necessity for the university management as employers. The present study, therefore, carries out a scale development exercise and explores the attractive dimensions of Indian universities as employers. Design/methodology/approach With the help of principle component analysis, exploratory factor analysis was carried out to obtain five significant constructs of employer attractiveness in Indian universities. Findings The dimensions identified in the study includes fairness and work–life balance; teaching environment and compensation and benefits; research resources and career development; organizational integrity and commitment to quality; and organizational culture consisting of respect and recognition. Practical implications The finding provides valuable insights for the university management and government bodies and posits to assist them in formulating policies with regard to attracting competent teaching staff. Originality/value Although employer attractiveness has gained scholarly attention in the past two decades, study exploring the dimensionality of employer attractiveness in the context of academic institutions and universities has not been conducted so far. The present study, therefore, is one of the pioneers in this realm.

Higher education plays a vital role in the community and the universities are the backbone of the higher education system. Management is an important part of higher education; to survive. The administration of higher education is considered essential to achieving economic progress, political stability and peace. . In this research the researcher found the current challenges facing administrators to maintain the status of higher education in public and private universities. The objectives of the study were to identify the issues and problems faced by management to maintain the quality of higher education at the university level, to identify the importance of quality in the management of higher education, to help in updating our universities for best meeting future demands, and to suggest the possible solutions of current issues and problems to improve the quality of higher education management.  The qualitative approach was used as a research methodology in this study. Five universities from Lahore were selected for observing the current issues and problems about the quality of higher education management. Data were collected through interviews. The vice-chancellors, registrars, controllers, treasurers and heads of human resource departments of these universities were selected for interviews. Interview protocol was used for the collection of data. The results were analyzed with the help of initial codes and broad categories It was concluded that it is necessary for the quality of higher education, to boost up higher education management. It was also determined that all the universities management almost is trying to improve their abilities towards academic matters under the umbrella of Higher Education Commission(HEC). The researchers recommended that by removing the current issues and problems concerned to the management in the universities should be mobilizing financial, technical, human and social resources for enhancing the quality of education, and for facilitating the reform process initiated within these institutions.

This article considers the perspective of the key social actors (students, teachers and university management) regarding distance education development in Russia. In the modern information and digital age, distance education – based on the possibility of disseminating knowledge through modern computer technologies – is being actively introduced into the Russian higher education system. The pace of implementation is increasing in Russia, yet its assessment as a new form of learning and teaching is ambiguous. There are clear advantages to this form when compared with traditional face-to-face classroom instruction including: the accessibility of education to a wide audience; the possibility to earn a degree irrespective of place of residence; variability of learning time selection; relatively low tuition fees. At the same time, however, many believe that the quality of education received by distance students is lower than that received via face-to-face teaching, due to both the lack of student’ readiness and the difficulties related to pedagogical process organization and management. This study considers whether distance higher education will continue to develop in Russia. The answer to this question depends to a large extent on the perspective of the key social actors. The study analyses their attitudes to distance education and make the following conclusions: 1) University management generally accept this form because of its economic advantage and attitudes of the higher education authorities. Students also vote in favour, because it allows them to earn a degree without giving up work, family and home-related commitments. The most negative assessment is given by teachers who conduct classes at a distance and can compare distance learning outcomes with those in the traditional face-to-face classroom instruction.
