Food aid program policy is made to overcome poverty problem in Indonesia. This policy always changes year by year to improve the effectiveness of the program. This research aims to determine the effectiveness of Rice for the Prosperous Population Program <em>(Bansos Rastra) </em>and Non-Cash Food Assistance <em>(BPNT) </em>in Sikayu Village, Buayan Sub-district, Kebumen District, Central Java Province with 6T indicators or 6 indicators of accuracy, including accurate on target, accurate on price, accurate on amount, accurate on time, accurate on quality and accurate on administration. The basic method of this research is descriptive method. The location of this research is determined intentionally. Sampling is done by purposive sampling technique. The analysis was carried out using the results criteria approach. The effectiveness of <em>Bansos Rastra</em> program is based on <em>Bansos Rastra </em>General Guidelines 2018, while the effectiveness measurement of <em>BPNT </em>program is based on <em>BPNT</em> General Guidelines 2018. The effectiveness of <em>Bansos Rastra</em> program, which is based on the achievement of the objectives according to <em>Bansos Rastra</em> General Guidelines 2018, is said to be ineffective as there is one out of the four points of purpose which is not achieved, namely the point of aid distribution conducted every month. The effectiveness of <em>BPNT </em>program in Sikayu Village based on the 6T indicator reaches 100% since all indicators have been fulfilled. The effectiveness of <em>BPNT</em> program based on the goals achivement is in accordance with <em>BPNT</em> General Guidelines 2018 which is said to be effective as all objectives have been achieved.

The  aim  of this study is to analyze the index Location Quotient  of  ginger, kencur,  turmeric  and  galangal;  to  analyze  the  value  of  the  growth  component  of ginger, kencur, turmeric and galangal; to analyze the types of medicinal plants is a priority for development in Central Java. This research uses descriptive method with secondary data sources coming from the  Badan Pusat Statistik. In this study analyzed the  competitiveness  of  the  four  regions,  namely  medicinal  plant  ginger,  kencur, turmeric and galangal. The results showed Ginger has LQ &lt;1 while kencur, turmeric and  galangal  has  LQ&gt;  1.  Ginger  has  a  value  component  of  positive  growth  while kencur,  turmeric  and  galangal  has  a  negative  value.  Ginger  has  a  value  of  share growth  component  negative  territory  while  kencur,  turmeric  and  galangal  has  a positive  value.  Kencur,  turmeric  and  galangal  is  a  commodity  that  is  becoming  a priority for development in Central Java Province.

The purpose of this research is to describe the application of professional skepticism on government internal auditors of the Financial and Development Supervisory Board (BPKP) Representative of Central Java Province in detecting fraud. The application of professional skepticism will be understood based on the characters of attitude, as stated by Hurtt (2010), consisting of questioning mind, suspension on judgment, search for knowledge, interpersonal understanding, self-confidence, and selfdetermination.This research is conducted using qualitative approach and refers to theoretical proposition. The data was collected by interviewing forensic auditors at each of functional position. The interviewees were determined by using purposive sampling method. They were forensic auditors who had ever been sued for audit report. The result shows that the forensic auditors of BPKP Representative of Central Java have already had proper comprehension about professional skepticism in fraud detection. The forensic auditors of BPKP Representative of Central Java have also applied professional skepticism in detecting fraud.

The research aims to the effect of experience of shopping and perceived of price on perceived of quality and  perceived of value in the shopping center in Mall Paragon Solo, central Java, Indonesia. The collecting data was  questionnaires and observations. The sampling was used an accidental sampling of nonprobability sampling technique. The analysis of data using regression.  The results of research were (1) the experience of shopping has a negative effect and insignificant on perception of quality, (2) the perception of prices has a negative effect and insignificant on perception the quality, (3) the experience of shopping has a positive effect and significant on perception of value, and (4) the perception of prices has a positive effect and significant impact on perception of value as well as (5) the perception of quality has a negative effect and insignificant on perception of value.

<p>This research aims to explore the basic value of social institution of farmers and find the technique of re-functionalization of social institutions of farmers. The design of this research is using a case study method based on qualitative and quantitative approach. This research is intentionally conducted in Karangreja Sub-district, Purbalingga Regency of Central Java Province.  Based on the research results, The prominent basic social values in the social institutions of farmers in the Agro-tourism area tend to be still around the proximity to the production process. Three prominent basic values: (1) the basic value of perseverance in the process of production, (2) the basic value of togetherness for making decision on production, (3) the value of carefulness in sorting and grading product. Indeed the basic value of togetherness to fight for the price is high but it has not bring such a tangible results for farmers’. The authors predicted that if the socio-economic institutions are strong, they will be able to empower farmers and vice versa if the social institution is weak then the empowerment of farmers is also weak. However, it is necessary to concern that the institution which in charge of product quality, post harvest technology and marketing has not been much strengthened, so that the welfare of farmers has not changed much. Institutional strengthening in sectors that are still weak need to get more attention from various parties so that farmers become more dynamic and more empowered.</p>

ENGLISHThe leading of Fishery commodities in Pati Regency are aquaculture pond fishery and marine capture fishery. Objectives of the research are (1) to describe the development of Pati Regency leading commodities in 2008-2012; (2) to describe the contribution of Pati Regency leading commodities to Central Java Province; and (3) to describe Pati Regency leading commodities position in Central Java Province scale. The research used descriptive method and was held in December 2013. Secondary data source namely marine capture fishery and aquaculture pond fishery production data from Statistics of Central Java Province for 2008, 2009, 2010, 2011 and 2012. Data was analyzed descriptively. The results were: (1) Both capture fishery and aquaculture pond fishery during the last 5 years (2008-2012) showed positive trend, that increased constantly; (2) the percentage of aquaculture pond fishery contribution is above 20% (range 23-28%), meanwhile marine capture fishery below 20% (range 15-18%); (3) Pati Regency marine capture fishery in 2008 and 2009 was ranked third , but three years later namely 2010, 2011 and 2012 managed to rank second in the Central Java Province scale. While, Pati Regency aquaculture pond fishery was ranked second in the last 5 years. INDONESIAHasil perikanan yang menjadi komoditas unggulan di Kabupaten Pati adalah komoditas perikanan budidaya tambak dan perikanan laut tangkap. Tujuan penelitian adalah (1) menggambarkan perkembangan hasil komoditas perikanan unggulan Kabupaten Pati tahun 2008-2012; (2) menggambarkan besaran kontribusi komoditas perikanan unggulan Kabupaten Pati kepada Provinsi Jawa Tengah; dan (3) menggambarkan posisi komoditas perikanan unggulan Kabupaten Pati dalam skala Provinsi Jawa Tengah. Penelitian menggunakan metode deskriptif dan dilaksanakan bulan Desember 2013. Sumber data sekunder yaitu data produksi perikanan laut tangkap dan perikanan budidaya tambak dari Badan Pusat Statistik Provinsi Jawa Tengah untuk tahun 2008, 2009, 2010, 2011 dan 2012. Analisis data secara deskripsif. Hasil penelitian adalah (1) hasil perikanan laut tangkap dan perikanan budidaya tambak Kabupaten Pati selama kurun waktu 5 tahun terakhir (2008-2012) menunjukkan tren positif yaitu terus mengalami peningkatan; (2) nilai persentase kontribusi perikanan budidaya tambak diatas 20% (kisaran 23-28%), sedangkan perikanan laut tangkap berada dibawah 20% (kisaran 15-18%); (3) hasil perikanan laut tangkap Kabupaten Pati pada tahun 2008 dan 2009 menduduki peringkat ketiga, tetapi 3 tahun selanjutnya yaitu tahun 2010, 2011 dan 2012 berhasil menduduki peringkat kedua dalam skala Provinsi Jawa tengah. Sedangkan perikanan budidaya tambak, Kabupaten Pati menempati peringkat kedua dalam 5 tahun terakhir.

One measure of income inequality that is often used is the Gini Coefficient. In Central Java Province, the income inequality in March 2019 was increasing compared to income inequality in September 2018. To reduce this income inequality, the government is focusing on increasing government spending in the field of social assistance, including Non-Cash Food Assistance (Bantuan Pangan Non Tunai/BPNT). Thus, this study aims to calculate and obtain a reduction in the Gini Coefficient as a result of the implementation of the BPNT program in the Central Java Province of Indonesia. This study uses the Counter Factual Analysis (CFA) method and the March 2019 Susenas data. This study concludes that the implementation of the BPNT program in 2019 is quite effective in reducing the level of income inequality in the Central Java Province of Indonesia, which is able to reduce the Gini Coefficient of Central Java Province by -1.20%. The implementation of the BPNT program was able to make the expenditure of the lower class population increase faster than the expenditure of upper and middle class population. The implementation of the BPNT program changes the map of the income inequality level of 35 districts/cities in the Central Java Province of Indonesia but does not change the map of the level of income inequality between urban and rural areas in the Central Java Province of Indonesia. In addition, the implementation of the BPNT program in the Central Java Province of Indonesia has not been able to change the category of income inequality in the Central Java Province of Indonesia, namely that it remains in the moderate category. This study recommends improvements in terms of the target recipients of BPNT, the quality of the human resources of the companions, the time for receiving assistance, the quality of rice, and the readiness of e-warong in 35 districts/cities in the Province of Central Java, Indonesia.

This study examines and analyzes the effect of experience, expertise, audit situation, ethics, and legal certainty on auditors' professional skepticism. The sample of this research is auditors who work at a public accounting firm in Central Java Province. Samples were taken using the non-probability sampling method, using the purposive sampling technique with 104 auditors as respondents. The analysis method used is PLS analysis. The research results show that experience and ethics affect the professional skepticism of auditors, while expertise, audit situation, and legal certainty do not affect the professional skepticism of auditors. The results of this study are expected to maintain the professional skepticism of auditors in evaluating critical audit evidence.

Analysis of Accuracy The Tax Object Sales Value (NJOP) to Market Value with Assessment Sales Ratio Method. (Case Study In Malang City). This research is conducted to know the accuracy of determination of Tax Object Sales Value (NJOP) which determined by the government to current market value in society. This research was conducted in 5 (five) sub-districts in all areas of Malang City by taking samples of 80 land and building sales transactions in 2016-early 2017. This research uses a descriptive method with purposive sampling technique. The result is Assessment Sales Ratio in Kedungkandang District at 66%, Sukun District 68%, Klojen District 63%, Lowokwaru District 79%, and District Blimbing 70%. While for the entire area of Malang City of 69%. This shows that the Assessment Ratio in Malang City is still far from the standard set by IAAO that is 90% of its market value. The result of the mean divided by the median is 0.93 and the mean divided by the weighted mean of 1.13. This shows that there is no under assessment or over assessment, but it does not reflect the proportional assessment in Malang City area. COD (coefficient of dispersion) of 27.27% and COV (coefficient of variation) of 35.87% indicates that there is a need for reappraisal of NJOP which is set so as not to be too far from market value.
