In an analysis and evaluation of the formulation process of the “Kobe City Recovery Plan” following the 1995 Great Hanshin-Awaji Earthquake, we classified its process objectively into 10 individual elements based on project management framework by applying the Johari-Window concepts. The lessons reviewed in this paper can thus be referenced in making future recovery planning following large-scale disasters in the future.

Purpose This paper aims to determine household perceptions of disaster recovery plan development and implementation, and to identify groups that may be less aware of the recovery planning process to provide recommendations to officials for improving participation in planning and resident support of implementation priorities. Design/methodology/approach Face-to-face interviews were conducted with 194 residents of a US Atlantic coast county impacted by Hurricane Irene. Respondents were selected via a two-stage cluster sampling method automated through the use of a Geographic Information Systems toolkit. Findings Although few households reported participation in the county’s recovery planning process, a majority felt that the plan would be better if it incorporated input from a wide range of stakeholders. The number one reason residents did not participate was the lack of knowledge that they could. Some vulnerable populations were less aware of the recovery plan, including the elderly and those living in poverty, while others were more aware, including those with children and those without access to a working vehicle. Respondents prioritized recovery activities around infrastructure and public safety, yet ranked activities related to public information and housing as less important. Practical implications This paper highlights potential successes of emergency management outreach and identifies groups that are not being reached during recovery planning. The paper provides insight on resident priorities for recovery after disaster. Originality/value There has been little research on the implementation of recovery plans and few studies that have examined the behaviors and opinions of households with regard to recovery plan development and implementation.

Abstract Zabłocie is a Krakow’s post-industrial neighbourhood currently in transition. Numerous investments are being made there. The old industrial function (of this area) is disappearing year by year. Dynamic and large-scale transformations began in the 21st century and have continued to the present, influencing the functional-spatial transformation. Rapid changes have resulted in numerous problems that may intensify in the future. The annually increasing change seen in the Zabłocie neighbourhood, and the emerging doubts about the correctness of the changes taking place, make it necessary to undertake a thorough analysis and evaluation of the regeneration process. The purpose of the article is to present the conditions, barriers and perspectives accompanying the development of Zabłocie. An attempt was made to identify problems related to the ongoing functional and spatial changes occurring in Zabłocie. Emphasis was given to both the positive and negative aspects of the regeneration process in this area. The identification of the transformations that occurred made it possible to define contemporary problems. The following were distinguished as falling amongst the main problems: obscure planning and strategic documents, the lack of preservation of valuable facilities, planning chaos, special conflicts of interest (between developers, investors, residents and city authorities), the lack of parking lots, the occurrence of the gentrification phenomenon, and a shortage of public green spaces. A key task should be to take action to improve the way the area functions so that in the future it has positive associations. It was emphasised that the development and transformation processes do not always have a positive effect. In the case of Zabłocie, it is necessary to fully control this process in order to prevent the formation of negative phenomena in the future. In the coming years the research results obtained may have a positive impact on the anticipation and monitoring of the progressive regeneration of this area and will enable the occurrence of negative aspects to be identified. The results of the research may be useful during the analysis of the process of regeneration and the identification of problems in other cities.

Purpose Mega sport events (MSE) are immensely popular but also highly criticized because these include large public budgets and involve politically sensitive topics. In this context, there is an increasing attention toward legacy planning, the effort to confer long‐term benefits to a host destination through organizing MSEs, such as the Olympic Games. When it comes to event planning, large‐scale master plans are a common approach. However, in the Netherlands the authors see that an alternative development model is pursued called the Dutch Approach to prepare for the possible candidature to host the Olympic Games of 2028. This paper aims to analyze this approach with a specific focus on whether this approach has the potential to result in a positive legacy. Design/methodology/approach The research involves a literature review which distinguishes factors that positively or negatively influence event legacies. This results in a framework which is used as a guide for a content analysis of data on the Dutch Approach. Hence, data are obtained from analyzing academic and professional literature, policy documents, research reports, and newspaper articles on the Dutch Olympic ambitions, and the planning approach thereof. Moreover, data are derived from a study by the authors on the development of the area “Sportas Amsterdam”. Findings The research identifies factors that can contribute positively and negatively to the legacy of events. It provides a unique insight into the planning process of The Netherlands in the context preparing a bid for the Olympic Games of 2028. What can be learned from the Dutch Approach is that planning for a positive legacy is a long‐term and complex process that heavily relies on the support of a range of stakeholders. Due to the range of actors involved, it involves much negotiations and becomes increasingly difficult to achieve consensus. Research limitations/implications The paper provides a reflection on the concepts of legacy and legacy planning, and outlines a set of propositions concerning the future of MSEs that present an agenda for further research. By doing to, the paper highlights the importance of focusing on how the relations between stakeholder involvement, planning approaches, and types of urban regimes influence the extent to which a positive legacy can be achieved. Originality/value The paper provides a state of the art overview of contributions on event legacy and legacy planning. It draws attention to conditions for positive legacies and implications for planning and governance approaches. It is argued that a top‐down government‐led approach to a MSE will probably have less impact on future tourism compares to the Dutch Approach.

<p>Complexities faced by oil and gas projects due to uncertainty and risk, demand the implementation of project management techniques for their successful completion. Therefore, this is made by using analytical hierarchy process, to identify and prioritize the key factors for successful project management performance of oil and gas projects. These factors are categorized into three groups which include attributes of project staff, project planning process and assessment of project quality. Using expert choice, a hierarchy is developed followed by pairwise comparison based upon data collection from industrial experts of oil and gas sector. Results of analytical hierarchy process (AHP) concluded that, project completion within estimated time and budget, clarity of objectives and involvement of top management are most crucial elements for improvement in project management performance of oil and gas projects. Whereas sensitivity analysis being carried out according to three different scenarios highlighted factors according to their relative importance.</p>

AbstractArtisanal and small-scale mining (ASM) in sub-Saharan Africa creates considerable dynamics in rural landscapes. Many studies addressed the adverse effects of mining, but few studies use participatory spatial tools to assess the effects on land use. Hence, this paper takes an actor perspective to analyze how communities in a mixed farming-mining area in Ghana’s Eastern Region perceive the spatial dynamics of ASM and its effects on land for farming and food production from past (1986) to present (2018) and toward the future (2035). Participatory maps show how participants visualize the transformation of food-crop areas into small- and large-scale mining, tree crops, and settlement in all the communities between 1986 and 2018 and foresee these trends to continue in the future (2035). Participants also observe how a mosaic landscape shifts toward a segregated landscape, with simultaneous fragmentation of their farming land due to ASM. Further segregation is expected in the future, with attribution to the expansion of settlements being an unexpected outcome. Although participants expect adverse effects on the future availability of food-crop land, no firm conclusions can be drawn about the anticipated effect on food availability. The paper argues that, if responsibly applied and used to reveal community perspectives and concerns about landscape dynamics, participatory mapping can help raise awareness of the need for collective action and contribute to more inclusive landscape governance. These findings contribute to debates on the operationalization of integrated and inclusive landscape approaches and governance, particularly in areas with pervasive impacts of ASM.

The purpose of this study was to investigate the use and importance of project management (PM) methods in organizing sports events (SEs). Furthermore, the study analyzed differences in usage and importance of PM methods in relation to the type of SE. Finally, reasons for and obstacles to the implementation of PM methods in organizing SEs were identified. To assess the research questions, a quantitative survey ( n = 78) and a focus group discussion ( n = 5) were carried out. The results showed that PM methods were employed for SEs with higher usage and importance rates in large compared with small SEs. Requirements by event stakeholders, knowledge transfer, confidence building, progress control, and justification as well as opportunities to save money by introducing an improved planning process were identified as the main reasons for using PM in the organization of SEs. This study is the first work to provide an overview of the usage of specific PM methods in organizing SEs.

Abstract Background Prairie grass (Bromus catharticus) is a typical cool-season forage crop with high biomass production and fast growth rate during winter and spring. However, its genetic research and breeding has remained stagnant due to limited available genomic resources. The aim of this study was to generate large-scale genomic data using high-throughput transcriptome sequencing, and perform a preliminary validation of EST-SSR markers of B. catharticus. Results Eleven tissue samples including seeds, leaves, and stems were collected from a new high-yield strain of prairie grass BCS1103. A total of 257,773 unigenes were obtained, of which 193,082 (74.90%) were annotated. Comparison analysis between tissues identified 1803, 3030, and 1570 genes specifically and highly expressed in seed, leaf, and stem, respectively. A total of 37,288 EST-SSRs were identified from unigene sequences, and more than 80,000 primer pairs were designed. We synthesized 420 primer pairs and selected 52 ones with high polymorphisms to estimate genetic diversity and population structure in 24 B. catharticus accessions worldwide. Despite low diversity indicated by an average genetic distance of 0.364, the accessions from South America and Asia and wild accessions showed higher genetic diversity. Moreover, South American accessions showed a pure ancestry, while Asian accessions demonstrated mixed internal relationships, which indicated a different probability of gene flow. Phylogenetic analysis clustered the studied accessions into four clades, being consistent with phenotypic clustering results. Finally, Mantel analysis suggested the total phenotypic variation was mostly contributed by genetic component. Stem diameter, plant height, leaf width, and biomass yield were significantly correlated with genetic data (r > 0.6, P < 0.001), and might be used in the future selection and breeding. Conclusion A genomic resource was generated that could benefit genetic and taxonomic studies, as well as molecular breeding for B. catharticus and its relatives in the future.

AbstractThis paper analyses how China’s investments in Germany have developed over time and the potential impact of the COVID-19 pandemic in this regard, based on four different datasets, including our own survey in mid-2020. Our analysis shows that Germany is currently one of the most attractive investment destinations for Chinese investors. Chinese state-owned enterprises have played an important role as investors in Germany — particularly in large-scale projects. The COVID-19 pandemic has had some negative but rather temporary effects on Chinese investments in Germany. Germany is expected to stay attractive to Chinese investors who seek to gain access to advanced technologies and know-how in the future.
