The objective of this research was to evaluate the green open space policy of Bekasi City in achieving development indicators (sustainable settlements). It was a qualitative research with evaluation method conducted in the City of Bekasi, West Java in 2018. The data were collected through participant observation using interview, observation, and document study. The data was analysed and interpretated through (1) Data reduction, sorting, concentration and simplification of "rough" data, abstracting, and information that emerge from written records in the field: (2) Display data, try to present data and the whole picture and certain parts of the research; (3) Conclusions and verification, search and find meaning for the data collected by looking for patterns of relationships, similarities, differences and the systems. The findings of the implementation have been carried out but must be revised to adapt the development of the central government, named the National Strategic Project. Green open space in the City of Bekasi will be increased every year to 0.15% in a sustainable manner so that green open space can be consistently distributed throughout the City of Bekasi.

This study aims to find out, 1) the management of dynamic records, 2) the factors that influence the management of documents, 3) the obstacles faced in archive management in the Library and Archives Office of the City of Palangka Raya. This study used qualitative research methods. The informants in this study were Administrative Section Staff, Dynamic Records Management Section Staff, and archivists at the Library and Archives Service Office of Palangka Raya City. Data is collected through observation, interviews, and documentation. The steps in analyzing data are data reduction, data presentation, and conclusion drawing. Checking the validity of the data is done by testing credibility with the strategy, including extending observations, research perseverance, triangulation, peer discussion, and member checking. The results of this study indicate that in general the management of dynamic records in the Library and Archives Office of the City of Palangka Raya includes: the creation of dynamic archives which include the creation of incoming letters and outgoing letters. Use of archives which include borrowing archives that use borrowed archive sheets and rediscovering archives that use a control card and archive search list. Obstacles in the management of records in the form of lack of filing rooms, lack of budgets in the procurement of archival facilities, and the lack of an archive staff

The place funeral general which serves as a burial place for people who died. Funeral general also has other functions such as the Green Open Space, catchment area water, and lungs of the city. The author uses descriptive qualitative research methods. Sources of data in this study were obtained using the data used, interviews and documentation TPU Tegal Alur Unit II Islam which located in Jl.Kamal Raya No.1A. Kelurahan Tegal Alur. Kecamatan Kalideres. Kota Administrasi Jakarta Barat 11820. As well as interviews with that related source. The place funeral general tegal alur is a public cemetery that stands from the wakaf land owned by local residents. At the tomb was previously there is a tomb of Muslims and non-Muslims. TPU Tegal Alur Unit II Islam other than moving in service funeral, as providing information on funerals and retribution rates in general. AbstractEnvironmental problems in urban areas are a problem that never stops. That every community needs a healthy life, but this seems difficult to become a reality for urban communities because the population continues to increase every year so that land conversion occurs which results in increased air and water pollution. Therefore, the central government hopes that each region or region can provide RTH 30% of the city area. The purpose of this study is to analyze the enforcement of the City Forest Regulations in Surabaya and to find out the efforts of local governments in fulfilling urban forest land in urban areas. This study uses a normative juridical method. As part of RTH, the development of urban forests in Surabaya is very much needed by the community, therefore cooperation between the government and the community is needed in the management and development of urban forests. Fulfillment of urban forest areas in Surabaya can be done by maximizing the form of urban forest that has been regulated based on the City Forest Regulation, either in the form of channels, groups or scattered.Keywords: city forest; green open space; urbanAbstrakMasalah lingkungan hidup diwilayah perkotaan merupakan masalah yang tak kunjung berakhir. Tujuan dilakukannya penelitian ini adalah untuk menganalisa pemberlakuan Perda Hutan Kota di Surabaya serta mengetahui upaya pemerintah daerah dalam memenuhi lahan hutan kota pada wilayah perkotaan. Penelitian ini menggunakan metode yuridis normatif. Sebagai bagian dari RTH, pengembangan hutan kota di Surabaya sangat dibutuhkan oleh masyarakat oleh karenanya diperlukan kerjasama antara pemerintah dengan masyarakat dalam pengelolaan dan pengembangan hutan kota. Pemenuhan luasan hutan kota di Surabaya dapat dilakukan dengan mamaksimalkan bentuk dari hutan kota yang telah diatur berdasarkan pada Perda Hutan Kota, yakni dapat dengan bentuk jelaur, mengelompok maupun menyebar.

This paper explores how outdoor performances actively define and create the essential character of open spaces in Brazil, a country known for its overwhelming abundance of outdoor life. We investigate the importance of open spaces within the urban fabric, and consider the ways in which the history and aspirations of the local community become meaningfully woven into these spaces. We chose an open space, or largo [3], in the city of Rio de Janeiro called Largo da Carioca, which embodies the relation between collective memory and appropriation. We then consider how the Largo has consistently been used as an arena of performance despite the intense urban changes and movement of people over the last 50 years. As a way of grasping the dynamic of the activities of the Largo da Carioca we adopted two approaches: historical-evolutive and participant observation. The first concerns the evolution of the urban space of Largo da Carioca and the background of outdoor performances as a way of introducing the popular arts of Rio de Janeiro, and as a way of connecting our theoretical analysis to the field research. In the second approach we use tools and methods from ethnographic research such as field annotations, direct interviews and visual resources, like photographs and video-shooting, so as to fulfill and complement our work. We argue that the urban essence of these performances is related to the ‘inviting’ conditions of this particular urban site and to its (in)formal structures, uses and regular activities. It invites – because of its openness, formal and social largeness and amplitude – a singular melange of uses and appropriations through which the formal and social are amalgamated – for, as one informant said, it is ‘an open space of constant comings and goings’ (Igor Ferreira, 13/07/03).

Denpasar city is an urban-multicultural city throughout its history when diverse ethnics settled in the city due to various interests, such as business trade, labors, politics, missionaries.  Those factors have made Denpasar get more and more populous city and it affects to the utilized space in the urban city. For instance, space for offices, business, open space of city park, and resident purposes. Regarding the spatial utility in the municipal city, however, there are few people are aware on the essence of catuspatha spatial concept. In fact, the existence of crossroad or catuspatha with a statue or shrine in the urban-multicultural city has a unique and distinctive characteristic. Its essence as a local wisdom maintains the spatial forms and spatial meanings. This study is aimed at revealing the spatial form and meaning in the main crossroads in Denpasar city with the concept of catuspatha which can be proposed as another cite of Denpasar heritage city to support the development of cultural tourism in Bali. By applying the descriptive qualitative research method, the data, both primary and secondary, were collected through participant observation, interview, and literature study.

Because of the phenomena that arise in implementing the relocation program of the creative trader's field that is done by the city government, so it is created this research aimed to know and describe how the optimization The utilization of the single culinary Park Sangomang for empowering creative traders field in Palangka Raya city. This research uses qualitative research methods. The technique of determining the informant in this research is the technique of purposive sampling so that the informant in this research is involved in the implementation of optimization of a single culinary park for the empowerment of field creative traders Is the head of the setup and aesthetics of the city of Palangkaraya, and creative traders field a single culinary park Sangomang. Data is collected through observation methods, interviews, and documentation. And the data is analyzed by way of data reduction, data presentation, and withdrawal of conclusions. Based on the results of this study, it can be known that: 1) the empowerment of creative traders in the field of single Culinary park Sangomang in the city of Palangkaraya is good enough. 2) The process of the Creative Trader Relocation field to a single culinary park Sangomang is good enough. 3) The constraints of the creative trader's field in a single culinary park Sangomang is not maximal utilization of facilities and infrastructures that support the security and convenience of creative traders field and also visitors a single culinary park Sangomang.

This study aims to find and explain the meaning of Tanduak dance movements in Nagari Lubuk Tarok as well as their relevance to the value of character education. This study used a qualitative research in analyzing and finding a narrative from a Tanduak dance. Data sources in this study were obtained from key informants, interviews, and documents. Data collection techniques were carried out through participant observation, documentation and other findings. Data analysis techniques used consist of data reduction, data display and conclusion drawing/verification. The results of this study indicated that the Tanduak dance consists of three types of movements; ampek, salo and sambah. These three movements show a meaning relevant to the value of character education. Ampek means openness and respect for the audience, in line with friendly/communicative values. Salo means swift but sure, this movement is in harmony with the value of hard work and responsibility. Teknik pengumpulan data dilakukan melalui observasi partisipan, dokumentasi. Teknik analisis data yang digunakan terdiri dari reduksi data, display data dan penarikan kesimpulan/verifikasi. Hasil penelitian ini menunjukkan bahwa tari Tanduak terdiri dari tiga ragam gerak yaitu gerak langkah ampek, gerak langkah salo dan gerak sambah/penutup. Ketiga gerak ini menunjukkan makna yang relevan dengan karakter masyarakatnya. Gerak langkah ampek bermakna keterbukaan dan penghormatan terhadap khalayak, selaras dengan nilai kebersamaan/komunikatif. Gerak langkah salo bermakna sigap namun pasti, gerak ini selaras dengan nilai kerja keras dan tanggung jawab. Gerak sambah/ penutup bermakna penghormatan dan ramah tamah, selaras dengan nilai cinta damai.Kata kunci: tari tanduak, makna, karakter

This research aims to find out, describe and analyze the performance of Training Hall (BLK) in the city of Palangka Raya. The method used in this study is qualitative, research conducted liquid research descriptive where the Training Hall (BLK) of Palangka Raya City is chosen as the location of research. Data collection techniques used through interviews, observation, and documentation of the job seeker's Penjaringan process until the implementation of the training Hall ever. Based on the results of the research and performance discussion of Training Hall (BLK) in the city of Palangka Raya is still less maximum because of the lack of the infrastructure of coaches, equipment ever, the building is registered obsolete, the interest of people who are still lacking The vocational training Hall of Palangka Raya City, as well as the maintenance costs of the equipment ever so that the training hall is not maximal in its implementation. From the research, the advice that can be given is on the trust of local governments and the central government to provide cost assistance to the Trust Training center in the city Palangka Raya in order to be run optimally Where to give improvement of facilities and infrastructure and infrastructure of the trainer who is able to maximize the management of the training hall for the design and the results of quality human resources and produktive.

The article examines the institutional process in a regional economy connected with the infrastructure development. We use the neoinstitutional approach to study factors that influence the behavior of government and business in their interaction in the economy. We also use statistical methods to analyze the dynamics of socio-economic development indicators of the subjects of the Russian Federation as well as the results of measures to attract private investment into infrastructure, including the PPP. We chose the city of Moscow and the Yamalo-Nenets Autonomous District as two empirical case studies which differ in economic and geographic conditions, but both demonstrate success in attracting private investment and implementing infrastructure projects. Our conclusions are consistent with a theory that asserts the primacy of institutional environment in relation to project implementation. We make also some practical recommendations for the development of the institutional environment which are acceptable for all regions solving similar problems of infrastructure development.

AbstractThe paper analyzes the transformation of identity politics of Kharkiv local authorities after the Euromaidan, or Revolution of Dignity, the annexation of Crimea, and the War in Donbass. Being the second largest city in Ukraine and becoming the frontline city in 2014, Kharkiv is an interesting case for research on how former pro-Russian local elites treat new policies of the central government in Kyiv, on whether earlier they tried to mobilize their electorate or to provoke political opponents with using soviet symbols, soviet memory, and copying Russian initiatives in the sphere of identity.To answer the research question of this article, an analysis of Kharkiv city and oblast programs and strategies and of communal media were made. Decommunisation, as one of the most important identity projects of Ukrainian central authorities after 2014, was analyzed through publications in Kharkiv’s city-owned media as well as reports from other scholars. Some conclusions are made from the analysis of these documents: Kharkiv development strategy until 2020, Complex program of cultural development in Kharkiv in 2011–2016 (and the same for 2017–2021), The regional program of military and patriotic training and participation of people in measures of defense work in 2015–2017, Program of supporting civil society in 2016–2020 in Kharkiv region and the city mayor’s orders about the celebration of Victory Day (9 May), the Day of the National Flag (23 August), the Day of the City (23 August) and Independence Day (24 August) in 2010–2015.
