The question raised by Ratan Tata’s comment is whether or not the world is entering a new and distinctive third phase of globalisation, an era Sirkin et. al. call ‘globality’. (With this premise) we seek to determine whether recent activities within the Tata Group itself represent a microcosm of these new developments . Globality is epitomised by a truly global economy an economy where firms operate independently of national boundaries, political objectives and domestic economic constraints (Bairoch and Kozul-Wright, 1996).

The pressure of modernization does not stop at national boundaries—in this respect it is universal and secular. In some regions of the world the pressure of change is particularly extreme (e.g., in Eastern Europe) where the transformation of the administration from a state socialist to a democratic institution is taking place under the enormous time pressure of complying with the new national and international standards and catching up with the global economy. Another example of a country in transformation that is extremely interested in studying best practices is China where a more efficient public administration is required to support the newly installed market economy whereas e-democracy is no issue at the moment. In view of this starting point for the universal pressure of change and reform, the responsible decision-makers are often eager to model the direction and implementation of their reforms on the best local communities. The high level of interest in the results of various benchmarking studies among local community representatives stems from this pressure and a great uncertainty about the future of public administration. Actors and experts throughout the world agree that learning from and transfer of good practices internationally can contribute to the goal of global co-operation in e-government, which is a priority of the World Summit on the Information Society. In its Action Plan, the participants of the World Summit defined as an important action to “support international cooperation initiatives in the field of e-government, in order to enhance transparency, accountability and efficiency at all levels of government” (WSIS, 2003). In its “Communication” of September 26, 2003 on “The Role of E-government for Europe’s Future” (European Commission, 2003) the Commission of the European Communities stresses the huge benefit of initiating an exchange of good practice. Best practices encompass technological, organizational, legal, and training elements, they require long-term commitment of all key actors involved, and they illustrate tangible benefits and results. Exchange of experience and replication of best practices can bring cost-savings in moving to broad take-up. It also prepares for future interoperability and interworking between administrations. (p. 21) The following discussion aims to introduce a theoretical approach which avoids the limitations of the dominant transfer theories of the “one best way” (Bartlett & Ghoshal, 1989; Ohmae, 1990; Womack, Jonas, & Roos, 1990) on the one hand and “path dependence” (Arthur, 1994; Freyssenet, Maier, Shimizu, & Volpato, 1998; Leipold, 1996; Pierson, 1998) on the other hand, and which creates a perspective for practical action in e-government. Whereas the one best way theory regards the adoption of superior concepts as the royal route to overcoming existing inadequacies, the theory of path dependence sees hardly any possibility to adopt solutions from other national environments—it considers that the bonds of the decisions of the past and inherited structures are too strong. Therefore, a clear understanding of the opportunities and limits of best practice orientation and adoption gives a clear orientation of what way to go in increasing organizational performance. The basic question is if it is advisable and feasible to adopt practices of a well-performing authority by a less-performing authority in the public administration. Before presenting empirical material on the question of what a good practice in e-government consists of it is feasible to discuss on a theoretical level principle problems with the concept of best practice.

This article seeks to elaborate a framework for the study of diversity in forms of labour using Trotsky’s theory of uneven and combined development (UCD). It argues that labour markets are constituted by systemic processes of capital accumulation and uneven development in the global economy, but that these processes have highly differentiated outcomes in terms of the forms of labour that have historically emerged within and across national boundaries. Exploring some of the neglected elements of different forms of labour, including non-waged labour, the article demonstrates how we might conceptualise the way in which combinations of labour forms exist within any given space of the world economy. Using the examples of both internal and transnational migration, it argues that charting the social and spatial relations of production, and the labouring experiences and forms of worker politics associated with them, is an effective way of understanding the constitution and restructuring of different forms of labour.

With more international trade, business, and technology, the World Trade Organization will promote the world economy toward globalized markets, more consolidation and greater efficiency in production. That is, national boundaries signify much less than they used to in terms of the flow of technology. Having the changing position of technology policy in Japan and the United States, Korea has to comply with the new situation of global economy, reformulate its technology policy, and promote its technological collaboration with the United States. In the era of global competition, Korea can no longer rely on technology and R&D imports. It has to evolve its own R&D institutions, reformulate its technology policy and re-engineer its corporations. In Korea, the government has deliberately and directly undertaken a very active policy towards creating a climate conducive to enhancing science and technology for catching-up high technology. This paper examines the ways in which Korea’s industrial innovation has been undertaken from imported technology. Korea with a modern educational system and a strong internal scientific and engineering community, can promote its own technological innovation complemented by technological transfer. As a medium-level-tech country, Korea might actively involve US investment as a partner so as to facilitate joint ventures of R&D and production.

In the 21st century, the world became a sign of globalization: global conflicts, global disasters, global economy, global Internet, etc. The Polish researcher Casimir Zhigulsky defines globalization as a kind of process, that is, the target set of characteristic changes that develop over time and occur in the modern world. These changes in general are reduced to mutual rapprochement, reduction of distances, the rapid appearance of a large number of different connections, contacts, exchanges, and to increase the dependence of society in almost all spheres of his life from what is happening in other, often very remote regions of the world.

The author compares several quantitative and qualitative approaches to forecasting to find appropriate methods to incorporate technological change in long-range forecasts of the world economy. A?number of long-run forecasts (with horizons over 10 years) for the world economy and national economies is reviewed to outline advantages and drawbacks for different ways to account for technological change. Various approaches based on their sensitivity to data quality and robustness to model misspecifications are compared and recommendations are offered on the choice of appropriate technique in long-run forecasts of the world economy in the presence of technological change.

Situation and value of the African continent on the economic and social cardmap of the world dynamically changes and will continue to change throughout all the 21st century with strengthening of the Africa positions in the world. In Russia all the complex of threats and problems which arise owing to political and economic transformation of Africa is not adequately estimated. The scientific literature on economic security issues presents an expanded set of internal and external threats to the national economy that goes beyond the traditional areas of the shadow economy, corruption, economic crime and related segments, including the internal economic stability of the national economy and inter-country competition, the quality of state strategic management, studies of the specifics of ensuring economic security in the conditions of the sixth technological order, intercultural communication and their impact on the economic relations between countries, etc. Incomplete use of such approach to strategy for the countries of Africa creates additional threats and risks for Russia. An analysis of security problems in Africa revealed that studies of economic security in the context of African development trends in Russia are conducted in an unsatisfactory volume, not always taking into account the results of new developments in the field of ensuring economic security. Even the large shifts happening on the African continent, forecasts of this dynamics sometimes are poorly known to experts of a profile of economic security, and many experts of an economic profile including working in the African subject often do not accurately distinguish problems of “economic cooperation” and “the Russian – African relations”, on the one hand, and “economic security of Russia” – with another. In this regard the new scientific problem is proved: need for deeper analysis of trends of economic and social development in Africa as an important component of a system of ensuring national economic security of Russia in the current period and in the future into account the new developments in the sphere of economic security. The main directions of activating scientific research and concentration of practical efforts to increase national economic security, neutralize threats and reduce risk for Russia in the designated context are formulated.

Our Islamic world passes a critical period representing on factional, racial and sectarian struggle especially in the Middle East, which affects the Islamic identification union. The world passes a new era of civilization formation, and what these a new formation which affects to the Islamic civilization especially in Syria, Iraq, Yemen, and Lebanon. The sectarian struggle led to heavy sectarian alliances from Arab Gulf states and Turkey from one side and Iran states and its alliances in the other side. The Sunni and Shia struggle are weaken the World Islamic civilization and it is competitive among other world civilization.
