Situation and value of the African continent on the economic and social cardmap of the world dynamically changes and will continue to change throughout all the 21st century with strengthening of the Africa positions in the world. In Russia all the complex of threats and problems which arise owing to political and economic transformation of Africa is not adequately estimated. The scientific literature on economic security issues presents an expanded set of internal and external threats to the national economy that goes beyond the traditional areas of the shadow economy, corruption, economic crime and related segments, including the internal economic stability of the national economy and inter-country competition, the quality of state strategic management, studies of the specifics of ensuring economic security in the conditions of the sixth technological order, intercultural communication and their impact on the economic relations between countries, etc. Incomplete use of such approach to strategy for the countries of Africa creates additional threats and risks for Russia. An analysis of security problems in Africa revealed that studies of economic security in the context of African development trends in Russia are conducted in an unsatisfactory volume, not always taking into account the results of new developments in the field of ensuring economic security. Even the large shifts happening on the African continent, forecasts of this dynamics sometimes are poorly known to experts of a profile of economic security, and many experts of an economic profile including working in the African subject often do not accurately distinguish problems of “economic cooperation” and “the Russian – African relations”, on the one hand, and “economic security of Russia” – with another. In this regard the new scientific problem is proved: need for deeper analysis of trends of economic and social development in Africa as an important component of a system of ensuring national economic security of Russia in the current period and in the future into account the new developments in the sphere of economic security. The main directions of activating scientific research and concentration of practical efforts to increase national economic security, neutralize threats and reduce risk for Russia in the designated context are formulated.

The article proves that security of the national economy characterizes the ability of the country to withstand the destabilizing effects of various internal and external threats and to ensure its sustainable development. The study is carried out in the following stages: Diagnosing threats to security of the national economy → assessing the level of economic security of countries of the world → clustering countries of the world according to the level of economic security → modelling the impact of the national economic security on sustainable economic development of a country → forming measures to ensure security of a country’s economy. The basis for assessing the level of economic security of a country is a hierarchically constructed system of indicators, including composite, complex, and sub-indicators. The assessment of the level of economic security is carried out on the basis of international indices and rankings. The analysis of the correlation between the level of GDP per capita and individual indicators included in the composite indicator of economic security made it possible to identify those that should become the primary concerns of governments in order to enhance economic security as well as increase the level of GDP and ensure sustainable development of countries.

This study considers the features of modern development of economic systems – intensification of offshoring of economy, which forms the relevance of the study. The purpose of the study is to perform a theoretical analysis of offshoring, to establish its impact on the national economic security and to develop ways to de-offshoring the economy. The methodological basis of the study were general scientific and special methods of cognition, including methods of dialectical cognition, theoretical generalisation and abstraction, methods of economic and statistical analysis, induction, deduction, and synthesis. The study analyses the volume of offshore capital outflows, the volume of tax asymmetry and the volume of offshore economies of different countries, including Ukraine. Proceeding from the analysis data, the study indicated the threatening volumes of offshoring in the modern economy. In addition, the study provided the theoretical analysis of the offshoring process in the system of national economic security, establishing the main reasons, advantages and disadvantages of this process for the national economy. The main threats posed by offshoring the economy and national economic security are highlighted. The definition of the concepts of offshoring and deoffshoring is formed taking into account their security-related importance. It was discovered that a considerable share of the withdrawn capital is returned to the national economy in the form of so-called "round-trip" investments. It is concluded that it is necessary to factor in their safety value for the economy when implementing measures to reduce their volume. The study analysed the ratio of withdrawn capital and external debt of different countries and found that Ukraine is one of the leading countries according to this indicator. In the context of the interaction of international competitiveness of economic entities and their economic security, it should be noted that globalization of the world economy has one of its consequences a relative equation of the conditions of competition in national markets. As a result of providing by governments the most favored and national regimes, as it was required by international norms of legal regulation of the economy, national and foreign producers find themselves in roughly similar conditions on individual countries or their unions markets. In this case, foreign economic and international security should become a barrier to global threats for the development of national economy and its producers in the global system of world economy. At the same time, the universal requirement imposed on any national economic entity is its competitiveness.

Conceptual documents, conditions and factors for protecting national interests in the economy from internal and external threats are considered in the article. New approaches to a comparative assessment of the national economic security of Russia and the Republic of Uzbekistan are justified. A new methodology for calculating the indicator of a comprehensive assessment of national economic security, based on the integration of such mechanisms as: expert assessment88 Экономические системы. 2020. № 2 Economic Systems. 2020. No. 2 of the probability of the implementation of the main threats to economic security; an assessment of an unacceptably sharp decline in the structural sectoral components of GDP, etc. are proposed.

Abstract Purpose: A new scientific problem is posed and substantiated: the need to take into account the African economic development trends in the system of ensuring the economic security of Russia. In this context, in order to assess the security of the national economy and the competitive position of Russia, the results of scientific studies of the main development trends and threats in Africa, the position of various countries on the African continent are analyzed. Methodology: The authors are based on the analysis of current scientific literature, government official documents, and statistical reports. The main methods of research are analytical review, comparison, systematic approach, cultural and civilizational approach. Result: The article substantiates the position that taking into account the development trends of the African continent is an important component in the system of assessing the national economic security of Russia in the current period and in the future, ensuring competitiveness and strengthening the economic sovereignty of Russia, analyzing the potential of interaction with African countries in the management practice. Applications: This research can be used for the universities, teachers and education students. Novelty/Originality: The authors formulate the main directions of the activation of scientific research and concentration of practical efforts to improve the national economic security of Russia in the context of the development trend of the African continent.

The article substantiates the objective necessity for introducing strategizing to ensure the effectiveness of structural reform of the national economy. The main characteristics of strategizing, which are hypothetically capable of providing the prerequisites for effective structural changes in the national economy, are identified A list of basic tasks has been given, the solution of these tasks should provide the mechanism for strategizing the structural reform of the national economy. The approaches to improving the use of strategizing in achieving structural policy goals are suggested. It has been found that when new directions of development emerge and form, globalization creates unfavorable conditions for the economic security of the state. The current state of economic development makes it necessary to take into account these challenges in order to ensure stable development and competitiveness of the national economy of Ukraine. The internal and external threats that cause insufficient stability of the economy and results in a decrease in the economic security of our state are characterized. The most important national economic interests are presented the realization of which may lead to well-being and prosperity of the nation.Some ways of improving the economic security policy have been proposed.

The monograph is devoted to the study of topical issues of ensuring national economic security in the context of the globalization of the world economy, the activation of international integration processes, the increase in the volume of transactions and external borrowing in the world financial markets, as well as currency and investment flows from one country to another. Economic security is considered from the position of the most important national priority of any state, assuming invulnerability to possible external and internal threats and influences. The monograph analyzes the strategic orientation of the external and internal functions of the Russian state, conditioned by objective needs and expressing the legal, economic and social purpose of the state, its essence, providing ample opportunities to justify the choice of priority areas for the development of the state and society at the appropriate stage; identifying the nature of the state's activities and the level of its organization. The article deals with the development of the concept of subsidiary liability as a tool for improving the efficiency of the functioning of the institute of bank-ruptcy and ensuring national economic security; it presents the content characteristics of the institute of insolvency (bankruptcy) in the Russian Federation. The regional economic security of the integration association is considered as a kind of inter-national economic security, which includes systemic relations with the totality of the national eco-nomic security systems of the participating countries, appropriate institutions for coordinating and regulating common and national economic interests, with the unconditional primacy of integration legislation.

The author argues that the theory of national economic security is on the rise again and the qualitatively new phase of its development will be characterized by an increase of scientific and applied interest to various aspects of this field. This trend is consistent with the escalation of internal and external threats to socio-economic stability in major countries, the growing turbulence in the global economy, intensified global competition for natural resources and human capital and the emergence of new types of threats to national economic security, including environmental crises, uncontrolled migration and the coronavirus pandemic. In the near future, the scientific community will face a number of important research tasks, including the need to shape an updated methodological base, verify acquired knowledge and outline new research priorities. These tasks will be difficult to complete without a set of comprehensive definitions in the field of national economic security. The ongoing capsulation of scientific schools and their gravitation toward their own conceptual frameworks is a serious problem for the institutionalization and development of national economic security as an independent scientific discipline. This problem makes it impossible to create a common methodological framework for the discipline and undermines constructive scientific discussion between representatives of different scientific schools in this field. The author attempts to streamline the conceptual apparatus to solve the aforementioned problem. The scholarship of several scientific schools and prominent experts is analyzed to identify and systematize the most important terms and their definitions within the field of national economic security. Based on the data obtained a number of comprehensive and coherent definitions is introduced. The current stage of the evolution of national economic security is characterized by a weakening of neoliberal ideas and an increased impact of economic concepts within neorealism in the scientific community. These developments need to be reflected in the conceptual apparatus of this discipline. In this regard, the system of current basic definitions requires a significant update.
