Road transport is the most important component of the unified transport system and industrial infrastructure of the country. Its stable and effective functioning is a prerequisite for the structural transformation of the economy into a digital one, which is marked as “Digital Kyrgyzstan”. In this regard, it became necessary to calculate the economic feasibility and optimization of the number of bus trips based on digital technologies aimed at creating a rational organized system of public transport, which in turn will be practical and convenient to use, as well as fast, safe and affordable. In the article, based on the proposed: an architectural scheme of digital transformation of the intercity passenger transportation management system and a mathematical model of 1 pilot month of work, the following are determined: revenue, costs and profit before and after the implementation of the system for each day of the pilot month. All the results obtained give reason to believe that the implementation of this system is effective, thereby substantiating the rationality of this approach in obtaining “digital profit”. The use of digital technologies in this area contributes to the growth of national prosperity and transparency in the management of the transport system and industrial infrastructure of both public and private transport in the republic

Currently, the economy of Kazakhstan is in the process of global changes in the economic and technological structures. The situation in the labor market and educational services calls for changes in the content of education in relation to the modern requirements. Discloses a digital transformation sector: the importance of the balance of the strategy and tactics of business and society, issues involving the human capital and society in modernizing the management of the economy in terms of globalization. In the article the human capital is considered as the driving force behind the development of innovation-based economy, capable of responding to the challenges of the world civilization. Without the human capital development of a country can neither achieve sustainable economic growth, nor to create a contingent of workers who will be willing to take require retraining of workers of the future places or to compete effectively in the global economy. According to the authors the important role it is necessary to take digital technologies. It is necessary to completely review the contents of all levels of education and training in the IT-industry, in the field of organization of management through the development of digital skills. Currently, the economy of the Republic of Kazakhstan is at the stage of global changes in the economic and technological structures. The situation on the labor market and educational services necessitates changes in the content of education in relation to modern requirements. The sector of digital transformation is revealed: the importance of balancing the strategy and tactics of business and society development, the issues of involving human capital and society in managing the modernization of the economy in the context of globalization.The formation of a multicomponent information and educational environment, information and digital technologies make it possible to build completely new communications, as well as new relationships among people, the restructuring of the entire economy and society, so that our life is better and “smarter”. The modern economy is called the economy of effective human capital, which emphasizes its main role in the development and growth of the economy. Human capital is seen as the driving force behind the development of an innovative economy that can respond to the challenges of world civilization.It makes up more than half of the national wealth of each of the developing countries and the main intensive factor in economic growth and social development. The level of skills demanded by the labor market is changing rapidly, which creates both new opportunities and new risks.Without the development of human capital, countries will not be able to achieve sustainable economic growth, nor create a contingent of workers who will be ready to occupy advanced jobs for the future, or compete effectively in the global economic arena.

The paper analyzes the current guidelines of the European Union on deployment of Intelligent Transport System, as well as their importance for the development of the Croatian transportation system. The crucial problems of modern transport and traffic are indicated as: congestions and congestion costs, harmful emissions in road transport, fatalities, etc. The current state of Intelligent Transport System development in Croatia is presented based on the transport infrastructure, modern road telematic industry, and other supporting activities (including scientific research, educational activities, standardization system, etc.). The final part of the paper deals with the need and potentials for the development of South East European regional ITS architecture.

AbstractE-public procurement has a great potential to improve public procurement processes. It helps to increase competitiveness, and the use of digital technologies also minimizes transaction costs for business, increases trust and the transparency of decisions made by public customers. The goal of this case study is to analyze the functionalities of the Kazakh e-procurement web portal EPP, to evaluate them in a national and comparative perspective and to propose recommendations with a focus on selected process issues and its cybersecurity in the condition of digital transformation of the Republic of Kazakhstan. The analysis of functionalities of EPP from planning to execution of the contract allows it to propose important changes with the potential to increase competitiveness and decrease transaction costs of procurement in the country. The specific focus is on cybersecurity and proposals how to increase it.

Tanzania is the regional gateway for a number of landlocked neighboring countries. Zambia, Burundi, Malawi, Congo, Rwanda and Uganda all rely to certain extent on the countries transport network, linking them to the global network. Railways are found to be the most effective transport system in Tanzania after-road transport system and it is Critical to long-haul freight along the main transport corridors of Tanzania. Most of the operations at Tanzania Railway Sector are manual system. For instance closing and opening of the gates are not automatic resulting in calamities and delays in the train’s advent. An innovative method to enhance railway safety measures is proposed in this Paper. This research paper proposes mechanisms which operate automatically without any 600073 intervention. Internet of Things (IoT) can be used to increase different features of the rail system. Automation of railways can transform the current legacy approaches and help decrease the railway related accidents considerably. Many challenges are underscored and dealt with in the proposed research. To summate, this paper aims at enhancing rail safety, minimizing accidents at unmanned level crossings, introducing smart railway gates, preventing calamity, and incorporating digital transformation through the use of IoT.

В статье исследуются ключевые аспекты информатизации органов внешнего государственного аудита в Республике Казахстан, которые оцениваются как на достаточно высоком уровне. Однако, автором отмечается, что анализ больших массивов данных не представляется возможным ввиду их хранения в различных источниках, в том числе в связи с низким качестовм предоставляемых данных, неточностью, устареванию и т.д. В силу огромного объема информации, подлежащей постоянному анализу в целях обеспечения быстроты и точности принимаемых решений, действенный государственный аудит не может существовать и развиваться без высокоэффективной системы управления, основанной на цифровых технологиях. В работе проанализированы основные результаты трансформации государственного аудита за 2015-2019 годы и определены основные направления по совершенствованию деятельности органов внешнего государственного аудита посредством применения современных цифровых технологий. Также автором сделаны выводы и предолжены пути решения множества проблем в области информатизации органов государственного аудита, в частности Счетного комитета РК. Для дальнейшей цифровой трансформации аудиторской деятельности предлагается повышение эффективности существующей информационной системы, а также создание качественно новой единой цифровой транзакционной среды посредством интеграции базы данных государственных органов. The article discusses the key aspects of informatization of external state audit bodies in the Republic of Kazakhstan, which are assessed as being at a fairly high level. However, the author notes that the analysis of large data sets is impossible due to their storage in various sources, including due to the poor quality of the data provided, inaccuracy, obsolescence, etc. Due to the huge amount of information that is subject to constant analysis in order to ensure the efficiency and accuracy of decisions made, an effective state audit cannot exist and develop without a highly effective management system based on digital technologies. The article analyzes the main results of the transformation of state audit for 2015-2019 and identifies the main directions for improving the activities of external state audit bodies based on the use of modern digital technologies. The author also draws conclusions and suggests ways to solve many problems in the field of informatization of state audit bodies, in particular the Accounts Committee of the Republic of Kazakhstan. For further digital transformation of audit activities, it is proposed to increase the efficiency of the existing information system, as well as to create a qualitatively new unified digital transaction environment by integrating the database of state bodies.

The problems in the transport system and ways of solving the problems, as well as mutual relations with international organizations are discussed. The impact of road transport on ecology is investigated and relevant recommendations are given to reduce the negative impact on the environment.

Due to the current pandemic caused by the COVID-19 virus, the world is changing rapidly along with digital technologies that transform every aspect of life, society and the economy. To prevent a complete collapse and suspension of all business processes, companies were forced to organize remote work, i.e. workers perform their daily work activities from their homes. The situation in which the world is currently in clearly indicates that digital transformation is something that should be a priority. Digital transformation is changing the way of doing and developing the business, new opportunities for economic progress in the public and private sectors. It allows companies to survive and focus on innovation, increasing their competitiveness. We can say with certainty that digital transformation means much more than complete integration of digital technologies. It also means digitalization and business processes and models automation, marketing, sales, digital purchase, Big Data, and related processes, and is based on five different areas, which include customers, competition, value, innovation and data.
