Situated within the context of globalization, the purpose of this historical policy analysis study is to identify and describe the ways in which multiple actors shape national higher education internationalization policy within the U.S., and to capture the emerging direction in higher education internationalization policy at the national level between 2000 and 2019. Data will be collected from multiple sources at the national level essentially from organizations within the public, private and voluntary policy-making sectors. The guiding theoretical framework for this study will rely on horizontal and vertical historical analysis. The study aims to describe (1) how policy is shaped in a pluralistic policy-making process, (2) identify factors that influenced policy trajectory, and (3) outline policy rationales between 2000 and 2019.

O artigo analisa o desenvolvimento do programa nuclear iraniano e a sua relação com o acordo entre o Irã e o grupo E3/EU+3 que está sendo negociado desde 2013. A partir de uma análise histórica, consideramos os diferentes momentos do programa nuclear iraniano desde a sua criação, que contou com o apoio estadunidense nos anos 1950, passando pela sua paralisação com a Revolução Islâmica de 1979. A partir dos anos 1990 evidenciamos três fases. A primeira com o presidente Kathami, responsável pela sua retomada. No século XXI o presidente Ahmadinejad imprime ao programa nuclear o discurso dissuasório utilizando-o como ferramenta política, a qual foi acertadamente aproveitada pelo atual presidente Rohani, quem iniciou as negociações com o grupo E3/EU+3 para o acordo histórico sobre o programa nuclear do Irã.ABSTRACTThe article analyzes the development of the Iranian nuclear program and its relation to the agreement between Iran and the E3/EU+3 group. From an historical analysis, we consider the different milestones of the Iranian nuclear program from the time when its inception, which was supported by the U.S. since the 1950s, until its closure from the Islamic Revolution in 1979. We noted three phases of this program starting from the 1990’s. The first phase occurred during the time of President Khatami, who was responsible for the resumption (of the program).  At the beginning of the XXI century President Ahmadinejad marked the roadmap of the nuclear program with a dissuasive speech using it as a political tool, which was rightly seized by President Rohani, who initiated the negotiations with the E3/EU+3 group for the historic agreement for Iran’s nuclear program (2013-2015).Palavras-chave: Irã, Programa Nuclear Iraniano, Grupo E3/EU+3.Keywords: Iran; Iranian Nuclear Program, E3/EU+3 Group DOI: 10.12957/rmi.2015.16847Recebido em 23 de junho de 2015 / Aceito em 13 de novembro de 2015.Received June 23, 2015 / Accepted November 13, 2015

Psychology, counseling psychology, and professional counseling are at a crossroad. The growing movement to establish professional counseling as a distinct profession, based on an increasingly narrow definition of professional identity, is particularly relevant to counseling psychologists and professional counselors and has implications for the broader field of psychology. A brief systematic historical analysis of these professional specialties in the U.S. provides the context to examine current challenges, including proposed restriction of master’s level training, licensure or other authorization to practice, and employment to graduates of programs accredited by the Council for the Accreditation of Counseling and Related Educational Programs (CACREP). These restrictions reduce services to the public and threaten the viability of counseling psychology and professional counseling in the U.S. These challenges also have significant implications for counseling psychologists in Europe and internationally given similar efforts. Going beyond a call to action, the article concludes with recommendations for counseling psychologists and allied professionals to address shared challenges, maximize shared opportunities, and foster enhanced intra- and inter-professional collaboration and cooperation.

The present paper engages in a historical analysis and interpretation of the policies that have contributed to develop bilingual education in the United States. Departing from the U.S. interpretation of bilingual education, this study examines each of the educational programs that have been implemented in the country since the twentieth century, its pedagogical underpinnings, and the critical evaluation of its outcomes. The paper concludes with an analysis of potential interpretations and lessons that the US case may have for other contexts.

This article looks at the manner in which the U.S. judicial system treats men and women differently in terms of reputational harm. It explores a variety of state statutes that encode such differences as well and places both court cases and legislative enactments in the context of the development of women's history. It shows that women's reputations are generally discussed in terms of virtue, while men's reputations are cast in terms of honor. The article shows how the women's experience with the law of defamation is quite different from the experience of men in two time periods.

Thanksgiving in the U.S. is a ritual with shared meanings. This research evaluates the meanings of symbolic representations in advertising to understand the role of the media in the construction, maintenance, and evolution of ritual celebration. Thanksgiving advertisements published over a 99-year period are analyzed using a methodological mixture of semiotic analysis, historical analysis and context-driven periodization. The result is a multi-layered understanding of inter-related aspects of advertising history and the role of the media in the evolution of consumption ritual-making. Media are seen as agents for creating and legitimizing cultural norms, adding to our appreciation of normative and cultural-cognitive practices in supporting evolving social institutions. Findings show that marketers create and maintain the norms associated with Thanksgiving celebrations, while reflecting and gradually shifting them, moving us to the next stage in the evolutionary process. This research also highlights how cultural mythmaking strategies are employed and develop into historical brand narratives.
