Psychology, counseling psychology, and professional counseling are at a crossroad. The growing movement to establish professional counseling as a distinct profession, based on an increasingly narrow definition of professional identity, is particularly relevant to counseling psychologists and professional counselors and has implications for the broader field of psychology. A brief systematic historical analysis of these professional specialties in the U.S. provides the context to examine current challenges, including proposed restriction of master’s level training, licensure or other authorization to practice, and employment to graduates of programs accredited by the Council for the Accreditation of Counseling and Related Educational Programs (CACREP). These restrictions reduce services to the public and threaten the viability of counseling psychology and professional counseling in the U.S. These challenges also have significant implications for counseling psychologists in Europe and internationally given similar efforts. Going beyond a call to action, the article concludes with recommendations for counseling psychologists and allied professionals to address shared challenges, maximize shared opportunities, and foster enhanced intra- and inter-professional collaboration and cooperation.

Chapter 4 provides an in-depth case study of water policy in Chile from the 1970s to present, including an evaluation of the outcomes of water policy under the privatized system from a human rights perspective. The chapter interrogates Chile’s reputation as a privatization success story, finding that although Chile meets the narrow definition of the human right to water and sanitation in terms of access, quality, and price, it fails to meet the broader definition that includes citizen participation in water management and policy decisions. The chapter argues that Chile’s relative success in delivering water services is attributable to strong state capacity to govern the water sector in the public interest by embedding neoliberal reforms in state interventions. The Chile case shows that privatization is not necessarily antithetical to human rights-consistent outcomes if there is a strong state role in the private sector.

Archives, including primary documents such as meeting minutes, memoranda, white papers, blueprints, drafts for laws, and acts, are a crucial part of a consistent research inquiry that provide significant understanding of the public-policy processes in public administration. Within qualitative methods for studying public policy and public administration, archives are a key step of the process-tracing method for comparative historical analysis. Archival research is the backbone of any process-tracing exercise. Using archives for public administration studies requires rigorous planning. It starts with the definition of a time horizon of analysis that sets the dates over which the analysis will be performed. The time horizon will also help design the types of documents and indicators needed to identify the decision-making process, along with the goals and the budget performance that will accompany the policy decision. The key elements of time, sequence, selection, and classification of archives in public-policy studies determine the causal process mechanisms within a public-policy process. Identifiers, data-mining software, and sequencing are additional tools for improving classification and interpretation.

In July 2017 the U.S. Food and Drug Administration (FDA) announced a new “comprehensive plan for tobacco and nicotine regulation.” This plan is focused on making cigarettes less addictive while facilitating the development of alternative nicotine-containing products that are far less harmful. This approach holds promise, and the public health stakes could not be higher—smoking is the leading cause of preventable death in the United States, causing roughly 480,000 deaths per year. But a new product is emerging that could upset the FDA’s plans for a well-balanced regulatory scheme: synthetic nicotine. These products currently fall into a regulatory gap because they fall outside the Federal Food, Drug, and Cosmetic Act’s (FDCA) definition of a tobacco product. If this gap remains in place, it is likely that more companies will exploit it in order to evade regulation, undoing the potential benefits of the FDA’s plan for tobacco and nicotine regulation. This Article argues that the FDA can, and should, address this problem by regulating synthetic nicotine products as drugs. After reviewing the science of nicotine addiction and the FDA’s past and present regulatory schemes for nicotine, it explains how the FDA could establish that synthetic nicotine satisfies the FDCA’s definition of a drug. Situated within the context of globalization, the purpose of this historical policy analysis study is to identify and describe the ways in which multiple actors shape national higher education internationalization policy within the U.S., and to capture the emerging direction in higher education internationalization policy at the national level between 2000 and 2019. Data will be collected from multiple sources at the national level essentially from organizations within the public, private and voluntary policy-making sectors. The guiding theoretical framework for this study will rely on horizontal and vertical historical analysis. The study aims to describe (1) how policy is shaped in a pluralistic policy-making process, (2) identify factors that influenced policy trajectory, and (3) outline policy rationales between 2000 and 2019.

The First Amendment protects one of our most precious rights as citizens of the United States—the freedom of speech. Such protection has withstood the test of time, even safeguarding speech that much of the population would find distasteful. There is one form of speech which cannot be protected: the true threat. However, the definition of what constitutes a "true threat" has expanded since its inception. In the new era of communication—where most users post first and edit later—the First Amendment protection we once possessed has been eroded as more and more speech is considered proscribable as a "true threat." In order to adequately protect both the public at large and our individual right to free speech, courts should analyze a speaker’s subjective intent before labeling speech a "true threat." Though many courts have adopted an objective, reasonable listener test, the U.S. Supreme Court now has the opportunity, in deciding Elonis v. United States, to take a monumental step in protecting the First Amendment right to free speech. By holding that the speaker’s subjective intent to threaten is necessary for a true threat conviction, the Court will restore the broad protection afforded by the First Amendment and repair years of erosion caused by an objective approach.

Employing Robert Payton’s (1988) definition of philanthropy, “Voluntary action for the public good” (p. 4), Faculty Work and the Public Good:  Philanthropy, Engagement, and Academic Professionalism offers a fresh look at faculty work as philanthropy. The purpose of this review essay is to provide a brief review of some of the key propositions in this book and to explore how faculty work as philanthropy may be understood in non-U.S. cultural contexts. We start our exploration of faculty work as philanthropy in non-U.S. contexts by examining this construct in the U.S. as presented by Faculty Work and the Public Good and by laying out key forces that it sets forth as shaping faculty work as philanthropic practice: institutional structure and employment frameworks, resource constraints, and discretionary constraints.

Although the authors of the focal article provide a comprehensive definition of 360° feedback, one exclusionary criterion results in an overly narrow definition of 360° feedback. Specifically, Point 3 in their definition described the criticality of strictly using quantitative methods in collecting 360° feedback. The authors provided a brief rationale by stating, “Data generated from truly qualitative interviews would not allow comparisons between rater groups on the same set of behaviors” (Bracken, Rose, & Church, 2016, p. 765). Although there is little doubt about the value in taking a quantitative approach for gathering 360° feedback, it is not clear why this has to be the sole approach. Below, I outline three issues with taking this constricted methodology. That is, first, excluding qualitative methods is not in line with the purpose of 360° feedback, which is directed at minimizing criterion deficiency. Second, qualitative methodologies (in conjunction with quantitative methodologies) are more equipped to provide and inspire a call to action (supporting the change component addressed by the authors). Finally, there are qualitative methods that allow for rigorous quantitative analysis and can provide an additional source of macro organizational-level data.

Since 1986, health promotion has had a place within the U.S. Department of Defense. Emphasizing the leading health indicators of Healthy People, the role of health promotion has continued to support the U.S. Armed Forces in perhaps one of the most challenging decades of wartime operations. Serving a sizable population with both typical and mission-related health issues, health promotion plays a critical role in maintaining and improving health. The purpose of this article is to highlight military health promotion by offering insight into the day-to-day life of a “boots on the ground” military health educator, reviewing the challenges and opportunities of working with a unique population. A summary of a variety of military specific initiatives is provided. Additionally, the article highlights the barriers and benefits to military health promotion. Last, the article concludes with a call to action to consider the role of all health educators in serving those that serve.

The increasing older adult population has implications for the training and practice of counseling psychologists because of the field's avowed dedication to lifespan development. The present study examined the degree to which older adults were represented in articles in the Journal of Counseling Psychology and The Counseling Psychologist from 1991 to 2000. Several issues were examined: age-based characteristics of samples reported, changes in these characteristics over time, whether articles including multiple studies involved older participants, and degree of attention to older adults in theoretical articles. Results are discussed in context of the traditional definition of counseling psychology, what counseling psychologists have to offer older adults, and the implications for the training of counseling psychologists with expertise in older adult issues.

The address is a call to action for counseling psychologists to take on the self-identity as learning leaders in preparation for the issues and challenges emerging in the digital age. In this article, I describe the role of learning leader and define eight learning leader skills. Critical future trends, challenges and opportunities for counseling psychologists as learning leaders are presented.
