The development and strengthening of the domestic industrial complex as a whole and of individual economic entities will be facilitated by the focus on the production of competitive high-tech intellectual products. Industrial enterprises should aim to produce products that will be in demand in the domestic and foreign markets, providing a significant proportion of gross value added and profit. The article analyzes the main indicators of industrial development of Ukraine (index of industrial production, volume of industrial products sold, profitability of operating activity of industrial enterprises, capital investments of industry, indicators of innovative activity in industry, share of industrial enterprises that have received profit, number of industrial enterprises, number of employed workers at industrial enterprises). Analysis of the main indicators of the development and functioning of domestic industrial enterprises determines the relevance of the implementation of appropriate marketing policy. Marketing policy should be a part of the general policy of industrial enterprises and foresee the development of measures aimed at modernizing market and product strategies. When developing measures of marketing strategic activity of domestic industrial enterprises, the following was taken into account: the existing potential of domestic enterprises in the market of industrial products of Ukraine and their strategic capabilities. According to the results of the analysis, a set of priority tasks aimed at the effective development of the domestic industry has been formed, the main components of marketing strategic activity of industrial enterprises have been identified and the prospects for further research have been formulated. In the modern conditions of economic development, the development of the industrial complex is being transformed with emphasis on digital technologies and high-tech production. The article considers new principles of the implementation of the state’s economic policy taking into account the challenges of the fourth industrial revolution, as well as the results of the analysis of the main indicators of industrial development, both in the world and in Russia in particular, including the assessment of the current state of innovation and technological activity of the industrial sector of the Russian economy. At the same time the authors pay special attention to the analysis of modern trends in the development of industry in countries with both a high level of high-tech production and a low level. The paper analyses the prospects of Russian industry development to justify the need for technological breakthrough strategies and technological modernization of industrial enterprises.

The rapid development of the digital economy determines the need to increase the scientific potential and innovation activity of domestic enterprises. The purpose of the article is to study topical issues of scientific and innovative and institutional development of production in Russia, as well as to substantiate the feasibility of forming scientific and industrial complexes in the industrial sector of the country. The object of research is research and production associations, large industrial enterprises and complexes, elements of innovative infrastructure operating in the digital environment. The scientific novelty of the work consists in determining the content of the scientific and industrial complex as a set of integrated enterprises, scientific organizations, design institutes and service assets that function as a single structure and form a common production and engineering cycle in order to produce competitive high-tech products. The list of advantages of the scientific and practical complex in relation to independent (autonomous) enterprises and other forms of market cooperation of economic entities is defined and justified. The applied significance of the work is to identify and analyze systemic problems that hinder the implementation of the economic, scientific and innovative potential of Russian industry. These include the crisis of the state infrastructure approach to innovative industrial development; the weakening of economic ties between industrial complexes and scientific organizations; reduced investment in enterprise modernization; and the dynamic change in business conditions under the influence of the digital economy. As the results of the research, the article presents a model subject-functional structure and an algorithm for the formation of the scientific and industrial complex, which ensure the integration of the potential of industrial, scientific and infrastructure organizations. The research materials can be used by the management of industrial enterprises and research organizations as a theoretical and methodological, information and analytical base for preparing and implementing reforms in the real sector of the domestic economy.

For the modern economy of Russia, the problem of the development of the country's industrial complex is acute. An analysis of industrial development trends shows that despite the implementation of import substitution programs, industry has not become the dominant sector in the country's GDP structure, development trends are slowing down, new innovative enterprises and jobs appear in a single quantity. The country's industry is characterized by new institutional formations clusters. Cluster entities can be innovative-territorial, industrial and other. Cluster education is an association of industrial enterprises, scientific and educational structures, as well as other actors whose results participate in the formation of the finished product. Thus, the study of the problems of the development of cluster formations is one of the important tasks in determining the weaknesses, strengths, and directions for the development of the country's industry.

Research background: In the modern world the rate of global transformation of economic processes is constantly increasing, while stimulating the growth of industrial production in the countries of the world. The industrial sector plays an important role in achieving stable growth in national wealth indicators, as well as in ensuring national security. Accelerating the pace of industrial development, especially high-tech, contributes to an increase in employment and the transition to a balanced economic development of the country. Purpose of the article: The main purpose of the publication is to study the current state and structural transformations in industry in the world economy, to analyze the level and dynamics of the main indicators of industrial development. Methods: Using statistical analysis of time series and dynamics indicators, the authors have evaluated the development trends of the industrial sector, based on the methods of scientific knowledge, a comparative analysis of the systematic results of development indices characterizing the functioning of industry around the world. Findings & Value added: A statistical analysis of the development of the industrial sector in the context of globalization allows the authors to determine the exact number of enterprises, the costs of the industry and their income, as well as the contribution made to the development of both region and the country as a whole. In this research the authors have considered the main economic indicators of industrial development in the world. The authors have systematized the main measures aimed at the development of the industrial sector.

The aim of the article is the theoretical justifcation and development of the organizational and economic mechanism for the formation and development of a regional intentional complex, where innovative components dominate. It should be noted that in recent years in the region there have been trends in the deepening of the newest forms of relations and interconnections based on the expansion of inter-sectoral and sectoral integration of industrial enterprises, the progress of the formation of forms of regional industrial systems is traced, prerequisites are created for the emergence of new forms of integrated cooperation of the subjects of the innovation process. In modern conditions, the current model of the competitive development of the industrial complex of the region is based on the broad and effective interaction of various participants in the development and commercialization of innovations, which requires a search for forms and directions of its strengthening. The need to strengthen the innovative component of the industrial complex, contributing to its innovative development, involves the search for new modifed organizational and economic mechanisms for the innovative development of the industrial system based on the assessment of trends and development features of new system interactions. Meanwhile, the process of transition to a model of innovative development is objectively closely related to the need to concentrate efforts on the formation of a systematic methodology for managing the innovative development of the region. The article focuses on the development of organizational and economic mechanisms for the innovative development of the regional industrial complex. In particular, attention is paid to the intensive factors of industrial production growth. To achieve the goal, several main tasks were set and solved in the article.. The state of fxed assets for the development of industrial production in the region has been studied. The region was also evaluated based on the influence of innovation and investment factors. The current state and trends in the development of industry in the Tashkent region are analyzed, the basic prerequisites for the creation of an innovative industrial system in the region are studied, and trends in the innovative development of industry in the Tashkent region are evaluated. In conclusion, recommendations are given for eliminating the imbalance between the existing regions, as well as for accelerating the development of new high-tech industries of the industrial complex


New technology trends, mainly related to the development of Industry 4.0 and the digital economy, have created significant prerequisites for changing the priorities of industrial policy. This topic is particularly relevant for countries with economies in transition or developing economies, including Russia. The accumulated structural gap, expressed in the level of industries' digitalization, indicates a low willingness of industrial enterprises to introduce digital and related advanced technologies. The data obtained show that this gap is especially pronounced (more than 50% of the average for the EU countries) in the manufacturing industry, oil and gas industry, and transport. In mining, this gap approaches 70%. These circumstances predetermined the need to identify the strategic vector of Russian industrial policy against the background of the developing modern technologies that predetermine the adjustment of industrial policy priorities. To assess the potential of industrial transformation, the authors conducted a comparative analysis of changed targets for the formation of industrial policy in the developed countries and Russia. The analysis showed a sharp evolution in the priorities of industrial policy in Russia – those changed six times during the period from 2014 through 2019. The strategic policy focus has shifted from supporting projects in the production of high-tech civilian and/or dual-use products by enterprises of the military-industrial complex and the transition of enterprises to the best available technologies to supporting the digital economy and artificial intelligence technologies. Based on the results, the researchers suggested the development of industrial policy instruments adapted to the new priorities.

This article examines the financial elements of agricultural production digital architecture in Russia during the transition to the fourth technological stage in order to compete and import substitution in the agro-industrial market of the country. The pandemic and its consequences have had a negative impact on the Russian economy, in the context of the country's insufficient food security and the inevitable increase in prices for imported goods, due to rising prices for hydrocarbons and the predominance of low-value-added food products in exports. Due to the weakening of the ruble against the falling oil prices, the economy may face the need for a new wave of import substitution. This study identifies the problems of the agricultural sector and the reasons for Russia’s high dependence on imports justify the need to develop high-tech technologies. Authors determined the development directions of agricultural production digitalization in Russia through innovative agricultural technologies based on the Internet of things, distributed computing, and artificial intelligence technologies. Increasing the level of the agro-industrial complex development, bringing it to a new independent stage, is vital. However, it is impossible without state support and the digitalization of technological processes.

The presented study examines the fundamental prerequisites for the emergence of digital platforms, which would provide a global view of the role that platforms play in creating a new organizational model — an ecosystem of high-tech industries.Aim. In the context of industrial digitalization, the study aims to substantiate the creation of a modern mechanism for coordinating high-tech market participants within a single economic and organizational space — an ecosystem based on a cross-industry digital platform.Tasks. The authors analyze the international experience of implementing digital platforms, identify problems and provide recommendations for solving them in the context of digital platform implementation in the Russian industry.Methods. This study uses general scientific methods of cognition in various aspects to analyze the current vector of industrial development driven by the introduction of ecosystems as a new organizational and economic model; describe the principles of their formation, possible structure, and main differences from traditional cluster and network models; substantiate that an ecosystem model allows its participants to achieve a positive synergistic effect in the implementation of their strategic development goals in the context of digital transformation.Results. The issues of using the tools of an industrial digital platform to facilitate the interaction between participants within an ecosystem are considered. Platform solutions in the industry show great promise in terms of analyzing large amounts of data, reducing transaction costs, and obtaining “perfect information”. The direction for the implementation of cross-industry digital platforms and creation of ecosystems in the near future is characterized.Conclusions. Digital cross-industry interaction within the framework of a common platform will expand external communications and promotion channels, making it possible to introduce digital business models and diversify production, but also requiring compatibility between the systems of industrial enterprises and a functioning digital platform and cloud environment.

The research paper focuses on a complex study of scientific and technological development of high-tech companies of the Russian Federation in the context of introducing the conception “INDUSTRY 4.0”, which involves six main phases: 1) Computerisation; 2) Connectivity; 3) Visibility; 4) Transparency; 5) Predictive capacity; 6) Adaptability. The article describes external factors – with the help of such marketing tool as the STEP-analysis – that have an impact on scientific and technological development of Russia’s high-tech companies in the context of introducing the digital economy and conception “INDUSTRY 4.0.” The authors of the research paper present the scheme for cooperation components of scientific and technological development of industrial enterprises in the Russian Federation which includes such important aspects as the forming process a progressive technological base; development methods of objective assessment for the technical development prospects; using of artificial intelligence and neural network; making more efficient use of industrial enterprises; searching for new energy sources and their using; accelerate biotechnologies; research on the new breakthrough technologies; application of achievements in science and technology; development of new design solutions; development of aerospace industry in the military-industrial complex; development of new kinds of materials and their using in the production process and others. The authors present data indicating the number of organizations which perform research and developments. The authors’ research perspectives present practical aspects of scientific and technical development of military-industrial complex as a whole and aerospace industry of the Russian Federation in general.

The aim of the article is to study high-tech production as determinants of the country's economy. The article proves that one of the important factors in the development of the Ukrainian economy is highlighting the development of high-tech production as a priority of the state policy, which will provide opportunities for entering new markets with highly competitive products. A historical analysis of economic phenomena in the global aspect, the possibility of applying experience in the economy of Ukraine. For Ukraine, the experience of the economic miracle of South Korea, which also survived the experience of war, may be interesting. Now the country is among the 12 strongest countries in terms of GDP in the world, at 5th place in the world in the export of high-tech products. The country was called an example of successful government intervention in the economy. The experience of the economic miracle of Singapore is also considered. For 50 years, Singapore has turned from a poor country into a world leader in high-tech industries, such as electronics and pharmaceuticals, and has become the largest financial and oil refining center. Singapore’s modernization was ensured by efforts in four key areas: economic reforms, which determined the vector of investment and innovation development, social modernization, an effective fight against corruption and political stability. The government has relied on attracting foreign investors, developing the financial market and high-tech industries. Simple and transparent business registration and regulation procedures have been adopted in Singapore. It is believed that Singapore owes its success to competent public policy. The article considers the possibilities for the transition of the Ukrainian economy to a new level of development. One of the important competitive advantages for Ukraine is a strong and internationally recognized IT industry, human capital. According to statistics, the main industries that fill the country's budget are metallurgy, the agricultural sector, food and IT. You can also add woodworking and chemical industries, whose share in the state budget is also large. In recent years, these industries have begun to use high technology more and more because of the need to compete in the global market with more developed companies. At the same time, there are no programs at the state level for the introduction of high technologies in the real sector of the economy. Now enterprises independently invest in their innovations. It is possible to launch a revolution in industrial production only by introducing advanced production technologies, which are called “breakthrough”, emphasizing their revolutionary influence on the structure of production. Today in Ukraine there is a fragmented approach to innovative development. Therefore, the task for the public administration system should be the allocation of priority areas for industrial development, the development of effective mechanisms for the development of production of high value-added products. High-tech production deserves special attention.
