- According to the standard thesis, the political crisis in Italy between 1992 and 1994 and the collapse of the Christian Democrat regime are related to the revelation of corruption of the political elite by the judiciary. However, judicial revelations and corruption scandals have regularly occurred in Italy, before and after this crisis, without provoking a drastic political change and the reject of the political system by the electorate. Considering this paradox, the article suggests an alternate account of the 1992-1994 events that underline the way in which the political competition had been affected by the scandals: the moral crusades against corruption had in this period a political impact because they had been relayed and supported by emerging political actors in order to challenge the established elites and to claim a leading role in reshaping the political system.

Abstract: Pakistan, since independence, there are differences of opinion among the Muslims of Pakistan consisting of secularists, moderate Islamists about how should the implementation of the Islamic politics in Pakistan, giving rise to a prolonged political crisis when today. Pakistan's political turmoil unending birth Pakistani women politicians and thinkers, namely Benazir Bhutto. This paper will focus on the study of Benazir Bhutto thinking about the relationship between Islam and democration in Pakistan. Based on the results of the study, there are some findings: First, Benazir with thoughts that category substantivistik and relatively conflict with Muslim-majority Pakistan (traditionalists and fundamentalists), the ideas in tune with existence, articulation, and a manifestation of Islamic values are intrinsic in the climate modern democrations. Second, the idea of Benazir is a counter discourse to the idea that idealized which Islam should be the political system. Benazir thinking is in line with the paradigm who saw that Islam does not lay down a standard pattern of the theory of the political system must be organized by the people, except for the values and ethical principles. الملخص :كانت في باكستان – منذ حرّيتها – خلافات الآراء عند المسلمين بين العلمانيين والمتوسطين والإسلاميين عن كيفية تطبيق السياسة الإسلامية في باكستان حتى أدّت إلى النزاع السياسيّ الطويل إلى الآن. وظهرت في هذه الفترة النزاعية مفكّرة وسياسيّة بينزر بوطو. حاولت هذه المقالة التركيز في دراسة أفكارها عن التصالح الإسلامي والديموقراطية في باكستان. حصلت هذه الدراسة على النتائج : أولا، كانت بينزر بوطو بما لها من أفكار تميل إلى الأصالة وأفكارها متعارضة بأغلبية المسلمين التقاليديين والأصوليين، وكانت أفكارها موافقة بمكانة القيم الإسلامية الأصيلة وتمثيلها وتطبيقها في ضوء الديموقراطية الحديثة. ثانيا إن هذه الأفكار كردّ تجاه الفكرة المؤيّدة ليكون الإسلام أساسا للدولة. كانت هذه الأفكار تواكب بفكرة أن الإسلام لا يضع نظرية معيّنة لبناء الدولة يعتنقها المسلمون إلا الأسس العامة فقط  والقيم فيها. Abstrak: Pakistan, sejak kemerdekaannya, terdapat perbedaan pendapat dikalangan kaum muslim Pakistan yang terdiri dari kelompok sekular, moderat dan Islamis tentang bagaimana implementasi Islam politik di Pakistan, sehingga menimbulkan kemelut kekuasaan yang berkepanjangan hingga kini. Ditengah kemelut politik Pakistan yang tidak berkesudahan tersebut lahirlah politisi dan pemikir perempuan Pakistan, yakni Benazir Bhutto. Tulisan ini akan memfokuskan kajian pada pemikiran Benazir Bhutto tentang rekonsiliasi Islam dan demokrasi di Pakistan. Berdasarkan hasil kajian, terdapat beberapa temuan, yaitu: Pertama, Benazir dengan pemikirannya yang termasuk kategori substantivistik dan tergolong bertentangan dengan mayoritas muslim Pakistan (tradisionalis dan fundamentalis) ini, gagasannya selaras dengan eksistensi, artikulasi, dan manifestasi nilai-nilai Islam yang instrinsik dalam iklim demokrasi modern. Kedua, gagasan Benazir merupakan counter wacana terhadap pemikiran yang mengidealkan bahwa Islam harus menjadi dasar negara. Pemikiran Benazir ini selaras dengan paradigma yang melihat bahwa Islam tidak meletakkan suatu pola baku tentang teori sistem politik yang harus diselenggarakan oleh umatnya, kecuali nilai-nilai dan prinsip-prinsip etisnya.

Politics is all about power in a democratic form of government. In a democracy, agitation is the part of politics in the developmental stage of human rights. Agitational politics is a kind of politics which urge the public demands and utilize the public opinion for the sake of specific issue. Sometimes, it would make public violent who acts as attacking the police and damaging the official establishments. Protestors cover the specific area and refuse to move on until their demands are measured by authorities. It affects the working of government institutions and also creates political instability. The main reason behind this, agitational politics, have lack of stout and genuine leadership in Pakistan. Agitational politics is a strategy used by the opposition that indirectly creates a weak situation for democracy. In agitational politics, parties and groups make use of speeches and public opinion to gain public support. This article discusses the dharna politics of 2014 arranged by the rising political party Pakistan Tehrik-e-Insaf which directly disturb the political activities and also the reason of cancelation of the visit of foreign officials of different countries. This research paper will cover the impacts of agitational politics on the working of the institution. This work also explains that, how sit-in politics damage the state working institutions and also destabilize the democracy. Sometimes it strengthens the political system but most of the time it creates uncertainty in the political environment. It is the utmost scuffle that weakens the civil and national institutions and democracy faces a lot of dares.

The article explores the political crisis in Abkhazia in 2014 -2017. The author analyzes its visible preconditions, as well as the reasons that are beyond the political situation (nation building, Abkhazian society’s attitude to sovereignty, the political system reform). The author also considers the issue of forming mechanisms for protecting Abkhazian political system from crises. In conclusion, a preliminary analysis of the events of January, 2018 is given.

Observers of city politics have often stated that political leadership—usually mayoral leadership—is a crucial ingredient in a city's ability to deal with its problems. And studies of successful leaders in urban systems have led to the formulation of a model of the “political entrepreneur” who is adept at accumulating political resources and pyramiding them to gain increased influence. Based on four years of observation of politics in Oakland, California, this study suggests that successful mayoral leadership and resource-pyramiding may be limited by governmental structure, the personality of the mayor, and the nature of the political system.In Oakland, fragmented institutional authority and the council-manager form of government have created obstacles for elected officials. A privately oriented, “nonpolitical” mayor has avoided publicity and has tended to underutilize, rather than pyramid, his resources. Finally, in an amorphous political system characterized by a lack of group and party activity, a mayor is denied both information and support. By examining the ways in which the performance of Oakland's mayor diverges from a model of political leadership, we can identify some of the factors that support or limit such leadership.

The article analyzes IMEMO activities in 1992–1993, when in Russia, under the influence of both radical economic reforms and drastic weakening of the central government, a deep political crisis emerged and gained a dangerous traction, fraught with the death of a young democracy and even the collapse of the state. Under these conditions, along with economic issues, the politological research came to the fore in IMEMO – the analysis of the country's new political system, the definition of its development vector. The Center of Socio-economic and Socio-political Research of IMEMO headed by German Germanovich Diligenskii played the major role in this work. Analysts of the Center prepared a number of recommendations for public authorities concerning the creation and development of a new democratic political system in Russia. IMEMO experts paid the utmost attention to the nature of the political crisis that arose in the post-Soviet Russia in late 1991, and the ways to overcome it. In January 1993, the results of the study were presented to the discussion at the Academic Council. It was agreed that one of the main causes of the political crisis in the country was the social tensions worsening, as a consequence of the “shocking therapy” conducted by the government of Gaidar in 1992. In the discussion on the political outlook German Diligenskii, rejecting the possibility of the old command-administrative system restoration, substantiated a probability of transformation of the "market democracy" not yet established in Russia into the "authoritarian monopoly or monopoly-bureaucratic system". Noting the disunity of democratic forces, weakness of the entrepreneurial class, largely dependent on the state, Diligenskii formulated a program for uniting all adherents of “arket democracy” under the slogan of "social liberalism", which would take into account Russian specifics. Consolidation of democracy and market economy in Russia is impossible without preservation of the state territorial integrity and consolidation of the central government, with a clear division of functions and powers of its constituent branches. Monopolization (usurpation) of all power by one of the branches – legislative or executive – should not be allowed. The victory of any of them in any case would mean the defeat of democracy. Such was, in general terms, the position of IMEMO in the face of the 1992–1993 political crisis. Acknowledgement. Formulation of the problem: The features of model of presidencialism in modern terms, possibility of application of presidencialism in democracy are analysed in the article. Analis of concept: politics, decision of political conflicts. The political factors of political strategies of presidencialism are considered, of institute of the president, as subject of conceptual power and democratic political system, as its object is investigated. It is shown, that the real model of political system contains oligarchic and antiolygarchic components, each of which can become prevailing. Purpose of the research: The purpose of the article is to carry out a theoretical and methodological analysis of the essence of the presidency as a subject of conceptual power in democratic political systems, to identify the structure of conceptual power, its role and place in the political system of society, to identify trends and to analyze the role of the processes of oligarchization in the functioning of democratic political systems, to uncover conceptual functions of the institution of presidency in western democratic political systems. The conceptual management of political system, preservation its of democratic definiteness, is a major task of presidential power. Using theoretical models D. Easton, E. Sedov, theory of needs A. Maslow and theory of social mobility of P. Sorokin has allowed to reveal static and dynamic parameters of political system, which optimization enables to support evolutionary character of political development.There are several alternative concepts of democracy. At the same time, one of them is legally codified and reigns. That is why political power is usually forced to act in an anti-democratic way on an alternative concept. Institutions of state power, thanks to sustainability, mobility and resource intensiveness, can support and even impose those norms and goals that are not entirely in the interests of society as integrity, or vice versa – the interests of individual, usually the most active individuals and social groups are not taken into account and even sacrificed in general. There is a significant imbalance of interests that threatens the existence of a democratic social system. Consequently, the task arises to develop objective indicators, which should be guided by the head of state, in order to assess the favorable or unfavorable tendencies in the political system.The purpose of the article and the task. Research methods: The following research methods were used to address the issues set in the article: general scientific methods – descriptive, hermeneutic-political, systemic, structural-functional, comparative, institutional-comparative; general logical methods – empirical, statistical, prognostic modeling and analysis; special methods of political science. The preference was given to the method of political-system analysis, by which the common and distinctive characteristics of the basic components of soft power strategies were identified, reflecting existing political, public, information and other challenges and global development. For empirical research, the factual basis was used, which was compiled by an expert survey of Ukrainian specialists-political scientists. Practical and systematic methods were used to analyze the system of relations from four perspectives: influence presidents power. Functional and general historiographical methods were also used. Methods of analysis and synthesis allowed exploring the features. In order to implement these methods, such methodological techniques as analogy, comparison, generalization and extrapolation were used. The method for analyzing the situation (studying documents, comparing, etc.) was used to study international and political processes in the USA, exploratory methods (in particular, content analysis) for the analysis of high-level documents and speeches, which in turn helped identify and outline the trends in foreign policy of the countries of the region. Conclusions. The experience of western (Western, liberal-democratic) political systems suggests that the function of supporting the democratic model of the political system is the responsibility of the president. In this case, the president plays the role of either the head of the executive (political manager of the higher rank), or the formal head of state, or these functions combine. In the context of the political crisis, the president takes steps to preserve the democratic system of society. The complex of these activities includes the function of supporting the democratic nature of the political system.

<p>The war of Poland with the Teutonic Knights Order in the years 1454–1466, ended with the peace of Toruń 1466, had a significant impact on the increase in the importance of Poland’s position in Europe, which was reflected in the subordination of the defeated Teutonic Order state in Prussia and Poland’s obtaining a dominant position in Central and Northern Europe. Above all, however, events that took place during the war, especially the political crisis caused by claims of the nobility gathered for war as part of the levy in mass and the issuing of privileges for the nobility in 1454 initiated the start of changes in the political system of the Kingdom of Poland, which led to transformations in the structures of state assemblies and the creation of the new power system. The result of the transformation processes initiated at that time was the establishment in 1468 of a nationwide bicameral parliament, based on the representation of territorial assemblies, whose convocation was, moreover, due to the need to solve the financial problems arising as a result of the war, which ended in 1466. The war of 1454–1466 had a real impact on the formation of a new political structure of the Kingdom of Poland, whose development was continued in the 16<sup>th</sup> century.</p>

It’s been established that the results of scientific research on the place and functions of the presidential institution in the political system of democratic societies point to the existence of certain gaps and insufficient disclosure of the issues raised. The existence of an internal socio-political crisis and the need for the development of a democratic state based on the rule of law and the appropriateness of studying the issue of the balance of powers of state institutions within the framework of constitutional engineering have been confirmed. It is noted that at the present stage of state construction interest in the problem is dictated by the need to study the process of Ukraine’s consolidation as a state entity in the context of integration into the European community.The question of the place and basic functions of the presidential institution in the political systems of modern democratic societies is being investigated. It was established that achieving an effective checks and balances system for the institution of the president, the legislative branch and executive branch of power is one of the relevant factors for the successful development of the political and economic state system, the achievement of public harmony and the formation of a positive international image of the state.It is established that the constitutional basis determines the political legitimacy of the President’s actions, and also affects the degree of readiness of political and power subjects to agree to them or to support or deny them. However, the probability that an issued document will have the expected impact is determined, in most cases, by its constitutionality. The President provides the succession of the state, represents it in international relations, carries out management of foreign policy activities, negotiates and concludes international treaties of Ukraine. The president as a state institution appears to be active and influential in the system of power relations and state organization. The institute of presidency is intended to become a consolidating center and an arbiter between the branches of power.Based on the results of a comparative analysis of the presidency functional, a pragmatic approach to the formation of new principles of the national presidency mechanism in the context of the further development of the political system of society was proposed. The essence of this approach is in the need to ensure the dominance of constructive cooperation with other institutions of political power, primarily parliament and government. The expediency of introducing civilized methods of compromise search and a democratic solution to the political problems of social development in the system and practice the powers of the governing bodies is grounded, since the further development of the state will to a great extent be determined by the effectiveness and quality of the functioning of the presidential institution.

The Christian Democrat Party (DC) is at the centre of the current Italian political crisis. It was in some measure responsible for precipitating it and is now suffering the backlash. Unless we take account of the central role that the DC played for so long within the Italian political system, we shall not be able to explain its centrality in the current crisis.
