The aim of this study was to examine how the transfer of the affairs of disabled people from the state to the municipalities had proceeded. The process of the transfer was examined and then the largest municipality, Reykjavík, was chosen for a closer examination on the policy and implementation concerning services for disabled people. A qualitative study was conducted in the autumn of 2012. Eight interviews were taken with key professionals who had been involved directly in the transfer or worked on the affairs of disabled people before or after the transfer. A specialist in the affairs of disabled people was interviewed at the Ministry of Welfare and at the Association of Local Authorities in Iceland. Furthermore, a key professional was interviewed in each of the six municipal services in Reykjavík. The interviewees believed that having decided on and gone through with the transfer was the right thing to do. They believed that services closer to the people who need it would be a better choice. The person that uses the services only needs to go to one place in order to receive it, instead of two as before. However, the interviewees had not seen a considerable improvement in the services as expected. A considerable additional funds are needed for the affair. The transition from the state to the municipalities was not sufficiently prepared. The affairs of disabled people requires a lot of interdisciplinary work as well, which the interviewees thought was proceeding well.

The paper discusses two types of Chinese calendars – a traditional agricultural calendar “nongli” which existed in China since the 9th century and a Westernized “yuefenpai” calendar that emerged in Shanghai in the late 19th century and flourished until the 30-40s of the 20th century. Apart from the lunar and solar calendars and a table of 24 seasons woodblock “nongli” calendar featured a Stove God Zao-wang alone or with a spouse surrounded by a suite, fortune bringing deities and auspicious symbols, Stove God was believed to ascend to heaven and report good and bad deeds of the family members to the Jade Emperor. New standards of “peoples`” art in PRC borrowed the aesthetics of the traditional woodblock popular prints by proclaiming “new nianhua” as a new tool of propaganda and criticizing “yuefenpai”.“Yuefenpai” differed from “nongli” by modern technology of production and acting as an advertisement, yet early pieces of Shanghai calendars either feature auspicious characters and motifs or introduce current political events, such as accession of the Pu Yi emperor on the throne in 1908 (reigned in 1908–1912). These calendars were seen to be a cheap and easily available media suitable for informing population about news and innovations. The paper attempts to revisit previously established interpretations of some “yuefenpai” calendars. The research is based unpublished pieces from the collections of the State Hermitage, the Museum of Anthropology and Ethnography, academic library of the St.-Petersburg State University, the State Museum of the History of Religion mostly acquired by V.M. Alekseev (1881–1951) during his stays to China.

The main problem of this article is the possibility of using social entrepreneurship related to the provision of communal services to strengthen the sense of social security in people threatened by social exclusion. This problem is important because ensuring social security in a direct and indirect way is the task of the state. This task also ap-plies to people who are socially excluded or at risk of this phenomenon. Its implemen-tation may take place with the participation of social economy entities, supported by the state in a financial manner as well as through appropriate legislation in the scope of shaping the conditions for the development of the social economy. The aim of this study is to get to know the scope of social economy enterprises in the municipal services and their impact on people employed in this type of institutions, including the possibility of increasing the sense of social security of this people and confirming or denying that the majority of people working in this type social economy entities are people who are socially excluded or threatened with this phenomenon.

The subject of this research is indicators that characterize the quality of municipal services rendered in accordance with the state (municipal) task in the sphere of youth policy. Special attention given to the analysis of state tasks approved on the federal and regional levels for budgetary (autonomous) institutions. The author examines the indicators that characterize the quality of municipal services in the sphere of youth policy as the foundation for assessing the achievement of publicly significant results in the context of the vector for improving the efficiency of spending budgetary funds. The article explores the problem of the absence of correlation between the quality of services rendered and the size of subsidy allocated for the implementation of state (municipal) task. The main conclusion consists in the statement that at the present day it is difficult to assess the achievement of publicly significant result in rendering state (municipal) services in the sphere of youth policy as a criterion for the appropriate use of subsidies for the fulfillment of the state (municipal) tasks within the framework of the activity of budgetary (autonomous) institutions. This is substantiated by the formal determination of indicators set by such institutions, which characterize the quality of the rendered municipal services and the absence of comprehensive legislative regulation in this sphere. The efficiency parameters of the conducted state youth policy are for the most part reflected through the quantitative indicators.

The advantage of Computerising a medical facility is that there will be improved growth and proper management of health services by facilities and services to customers. Previous research journals and conference proceedings have been used in this paper as main sources of literature as per the title. Methodological approaches used to get the data from the health facilities are highlighted and explained to show the state of adoption. Findings from previous and current studies indicate that medical facilities have been fully automated; however, the potential for its growth is enormous due to implementation challenges fueled by the rapid demand and penetration of various systems in health facilities
