The article deals with the peculiarities of the formation and implementation of tax policy in the country. The analysis of change of tax receipts to the state and local budgets is carried out. The role of tax payments in the economic development of the country is determined. The efficiency of the state tax policy in Ukraine is analyzed, its advantages and disadvantages are determined. The important role of tax payments in stimulating economic and social development is substantiated. The analysis of the elasticity of change of indicators of economic development of the country from the change of volume of tax receipts to the budget is carried out. The necessity of improving the existing policy of establishing, accrual, payment, and distribution of tax revenues as one of the most promising areas to stimulate economic growth is concluded. Language choice in the newly independent Republic of East Timor can be usefully examined in the wider context of language policy in multilingual states. The present article reports on ethnographic research investigating official and popular discourses of language and identity in East Timor and the role of past and present language policies and practices in shaping national and social identity. It focuses on the discursive reconstruction of identity through five official instruments of language policy development. Hostile discourses in the Australian and Indonesian press towards the choice of Portuguese (the former colonial language) and Tetum (the endogenous lingua franca) as official languages provided the context for the investigation. A persistent theme in these discourses is that English and/or Indonesian would be preferable choices. The article puts these discourses into perspective by presenting findings from two data sets: (i) the 2004 National Census and (ii) analysis of the discourses of 78 participants in semi-structured interviews and student focus groups. The census shows clear signs of the revival of Portuguese and the reinvigoration of Tetum. It also shows how diverse linguistic identities have become in East Timor. The research findings show that there is less hostility to official language policy than claimed in the Australian and Indonesian press. However, the findings also emphasise the urgent need to reconstruct an inclusive, plurilingual national identity that can encompass diversity.

The subject of the study is the new course of the PRC information policy, which was launched by the Fifth generation of the PRC leaders after the 18th Congress of the Chinese Communist Party in 2012. As a result, after the 18th Congress of the CPC was started the implementation of the Strong cyberpower strategy, which implies not only ensuring cyber security in the country, but also the usage of network resources to develop the national economy. Chinas new information policy was caused by the sharply increased role of information and communication technologies in international processes and the shift in the focus of international relations to the Asia-Pacific region. The PRCs information policy is based on the most advanced technologies in the IT sphere and the cooperation with private companies on regulating external and internal information security. The relevance of the research topic is due to the increasing role of ICT in international processes. In this context, the most important are the positions of the leading countries of the world to regulate this area, as well as the mechanisms and tools used by them. The Peoples Republic of China is one of the leaders in the field of scientific and technical developments and actively uses its achievements to accomplish tasks in the field of domestic and foreign policy. In this regard, the purpose of the study is to analyze and compare the development strategies of the PRC information policy and the resources that are necessary for their implementation. The unique network landscape, which was formed under the influence of government policy on control over published content and the sharing of digital services market among the three largest information corporations (Baidu, Tencent and Alibaba), has become an essential part of the countrys information security system and requires detailed study. The purpose of the article is to identify the evolution of Chinas information policy development strategy and resources for its implementation. This article also discusses the threats to the information security of the Peoples Republic of China and analyzes the approaches to ensuring it. The results of the study are the conclusions that show the role and place of information policy in the PRC foreign policy, the structure of the information security system and strategic approaches to the regulation of international relations in cyberspace.

A framework to examine vitality of languages in a specific context, developed by Francois Grin and elaborated by Joseph Lo Bianco, specifies that three conditions are necessary for language vitality and revitalization: Capacity Development, Opportunity Creation, and Desire (COD). This framework was developed as a tool to help communities and governments support regional and minority languages and to promote policy development at the national level related to language revitalization and use. The framework is used in this issue as a guide for examining the vitality of languages spoken in the United States as “heritage” languages, which are spoken by individuals who have home, community, and intergenerational connections with the languages as well as some proficiency in them.

This chapter first analyses the two decades of policy development and debate that lay behind the creation of the Film Council. It details the rebirth of interest in film policy and consequent key interventions made by successive Conservative governments after 1979. The Conservatives’ deployment of film tax relief along with their use of the National Lottery as a funding body for film production is described. Next, the New Labour government’s invention of the Film Council in 2000 is considered, noting the diverse policy moves behind this and role of the Film Policy Review Group. The major impact of the creation of the Film Council on the veteran British Film Institute’s status and range of activity is made clear. The chapter highlights how New Labour’s deployment of the dual logics of using expertise and seeking rationalisation together changed the face of film support.

This chapter provides an evaluation of ICT policy developments in Botswana. In particular, it highlights major advancements in areas of national ICT policy development and its implementation in the country. The country’s National ICT policy, Maitlamo, has been a significant factor in driving ICTs in the country. The chapter asserts that opportunities in ICT development in the country are evidenced by not only implementation of the policy but further by greater investment of financial resources by the government and the role of the private sector. Further, the chapter argues that while implementation of the national ICT policy has brought achievements in liberalisation and expansion of public services in rural areas, there are still a number of challenges to address if universal access has to be achieved. Among these are unavailability of ICT services in rural areas, high costs of the technology and the lack of public awareness on the use of technology. Proposals made at the end of the chapter call for the government to speed implementation of ICT policy, form stronger partnerships with the public sector and further balance the role of BTC vis a vis other players so that the playing field is leveled.

The so-called European migration crisis has sparked significant attention from scholars and raises questions about the role of solidarity between states and the European Union (EU) in providing policy solutions. Tension exists between upholding the rights of those seeking entry and pooling resources between Member States to provide a fair and efficient migration system. This article deconstructs the shifts that have occurred in EU migration policy since 2015 to highlight how narratives of health have become tools of governance. It does so to illuminate how health narratives operate to minimise the impact that conflicts on the nature and substance of EU solidarity have on policy development in response to the perceived crisis. A governmentality lens is used to analyse the implications of increasingly prescribed policy applications based on screening and categorising, and how measures operate to responsibilise migrants and third-countries to act according to EU values. It is argued this approach to governance results in migrants facing legal uncertainty in terms of accessing their rights and excludes them from the EU political space, which is problematic for how EU governance can be understood.

We developed a “continual engagement” model to better integrate knowledge from policy makers, communities, and researchers with the goal of promoting more effective action to balance poverty alleviation and wildlife conservation in 4 pastoral ecosystems of East Africa. The model involved the creation of a core boundary-spanning team, including community facilitators, a policy facilitator, and transdisciplinary researchers, responsible for linking with a wide range of actors from local to global scales. Collaborative researcher−facilitator community teams integrated local and scientific knowledge to help communities and policy makers improve herd quality and health, expand biodiversity payment schemes, develop land-use plans, and fully engage together in pastoral and wildlife policy development. This model focused on the creation of hybrid scientific−local knowledge highly relevant to community and policy maker needs. The facilitation team learned to be more effective by focusing on noncontroversial livelihood issues before addressing more difficult wildlife issues, using strategic and periodic engagement with most partners instead of continual engagement, and reducing costs by providing new scientific information only when deemed essential. We conclude by examining the role of facilitation in redressing asymmetries in power in researcher−community−policy maker teams, the role of individual values and character in establishing trust, and how to sustain knowledge-action links when project funding ends.
